On his first day Jan 18, 2023, Josh Shapiro, Democratic Governor of Pennsylvania, signed an executive order that eliminated the requirement of a college degree for 92% of jobs in the state government, 62,000 jobs. Utah and Maryland made similar changes last year with Republican Governors. The Editorial Board of NYT says- for far too long, too many Americans see  society and economy as unfairly skewed to serve the needs of well connected elites, and people with a college education, looking down and excluding the rest.

China is increasing use of domestic coal and reducing Australian coal imports in an effort to increase energy security and become self sufficient in coal. Spot price of thermal coal used to generate electricity is expected to drop by 39% in 2019. Coking coal used for steel production will decline by 38% as China uses more costly local coal and the steel industry in Europe, India and the U.S. lowers production with lower coal demand. The world consumed less coal in 2019 over 2018. Largely from less coal used in electricity generation which dropped by 2.5%.

Australia increases its defense budgetfrom 1.8% to 2.2% of GDP, and shows willingness to go up to 3%, as it strengthens its naval capabilities. French submarine contract was cancelled as US shows willingness to provide nuclear submarine technologies to Australia. French diesel submarines were too slow and could not remain underwater for long periods. Nuclear submarines would let Australia monitor Indo-Pacific seas, with US help. This is now an issue as Taiwan is being threatened and Australia faces economic coercion in trade relations from China. US, UK and Australia form a new partnership with president Biden leading the way.

President Biden talks repeatedly about reversing these trends at an AFL-CIO campaign rally in Philadelphia- building infrastructure and infrastructure jobs here in the USA. Jurgen Klopp takes Liverpool to a 4-0 win over Barcelona in the Champions League semi-final of 2019. With 2 key players out from injuries, for Liverpool it was all about the mind and its approach to the game with a mentality to go out there and do whatever was needed. It strained credulity. In 7 minutes it was 1-0. In less than an hour it was 3-0. Without Firmino and Salah, two of their best players, it was disbelief at Anfield. Messi and Suarez tried for Barcelona, but it made no difference.

The Finance Ministers of Germany and France, Wolgang Schauble and Christine Lagarde, support a reprofiling of Greece's debt. This is a form of restructuring of Greek debt under which Greece's private creditors would be expected to take repayment over a longer period. This would help Greece cover its fiscal gaps in 2012 and 2013. Luxembourg premier Jean-Claude Juncker, head of the group of 17 finance ministers of the EU also supports this move. This is opposed by the ECB Executive Board member Jurgen Stark of Germany, Jens Weidmann, Bundesbank President, and Christine Noyer, head of the French central bank. The ECB's view is that there would be contagion effects from a restructuring which would affect Ireland, Portugal and Spain. Creditors such as Societe General bank support this view. The finance ministers have a political constituency and recent elections in Finland and Germany show lack of public support for additional financial support to Greece, Ireland and Portugal. The ECB is pushing for Greece to exhaust all options include privatization and further spending cuts, and for European governments to come up with the money. The ECB position including a threat by ECB officials to stop accepting Greek bonds as collateral for loans is coming under criticism. Sony Kapoor of Brussels think tank Re-Define, says the ECB is following anarrow interest and considering the political opposition has an untenable position- forcing Greeks and the people of the eurozone countries to bear the entire burden of the crisis with no contribution whatsoever from the banks that made the decisions to make these loans. Not even to the point of a milder form of restructuring that reprofiling would accomplish, that extends debt repayments to creditors over a longer period. Martin Feldstein says China is gaining control of three problems it faces of shrinking export markets, the effects from a large stimulus in response to the 2008 financial crisis, and inflation especially high real estate prices. The economy is shifting to higher role for services and less dependence on exports under the new five year plan. The real estate prices are levelling off after steep increases. And inflation is under control. New investment will go into infrastucture needs such as power development and low income housing. As the economic problems are being tackled, the political problems remain. China faces an aging population under its one child policy, and it will have to support an increasing number of retired people in the future. Inequality and corruption are two problems that continue to grow and present challenges to the new leadership taking over in 2013.

Efforts to setup an autonomous Kurdish region in Syria based on the model set by the Autonomous Kurdish region of Iraq. An opportunity for Kurdish people to be able to live with their own language and culture within the framework of a federal state in Iraq and Syria. The Kurdish Autonomous region based in Erbil has acted as a mediator between Sunni and Shiite interests and worked within the framework of a federal state in Iraq. Turkey still fears the minority Kurds within its borders and seeks to assimilate them into Turkey. The government of prime minister Erdogan has shifted the political stance with Kurds by seeking Kurdish support in elections. There is the example in Europe and Asia of people in certain regions working within a federal state that tolerates the culture and language of the people within the state- the Catalans and Basque people in Spain are one example. This has come after years of repression of language and culture, and it has only changed as a new spirit of tolerance has prevailed in Europe after the pain of the period between the wars. A range of other communities with distinct language and culture have learned to function and prosper within a federal state- French Quebec within Canada is another example in N. America. In Asia, the best example is India, which is a federal state with many languages and cultures, varied enough to be amazing. A properly functioning democracy and economic system, with educational systems that support tolerant attitudes, provides the framework for this to happen. It is challenging at times but it is a better alternative to generations of conflict....

China's GDP growth for the second quarter of 2012 was 7.6% from the prior year. China set a target of 7.5% GDP growth in March 2012. About half of the GDP growth in 2011 was generated from investment spending. As part of a new Stimulus China is increasing bank lending and moving forward development projects in energy and infrastructure. Bank loans showed an increase from 793 billion yuan ($124 billion) in May 2012 to 920 billion yuan ($144 billion) in June 2012.

Young people's testimonies in this analysis in The Guardian show they are willing to draw systemic conclusions about the way elites have gone into this pandemic and how they shaped societies and countries, and how thy have handled this pandemic when it hit. Most countries in the west in the US and Europe were caught without basic medical supplies for a pandemic and without the ability to make masks and basic equipment for months as they pandemic spread. This happened as capital was misallocated away from health, education and basic infrastructure to an extreme degree that left countries and peoples unprepared and unprotected.

The WSJ's Troianovski and Benoit's interview with German foreign minister Frank-Walter Steinmeier. Steinmeier served as foreign minister eight years ago in a prior four year term. Steinmeier says he does not know whether he would have taken such an active role 8 years ago in diplomacy and talks with other countries, given the German public's reluctance to take an active role in world affairs. He and chancellor Merkel are much more active and the chancellor has been vocal about Germany's position in a way that Germans are not accustomed to. This has led to criticism inside Germany about Germany's role. A poll by TNS Infratest Policy Research in spring 2014 shows that only 37% of Germans say they want to see Germany more engaged in international crises. The same poll conducted recently showed the results were still the same, little change in how Germans see their post World War II role. Steinmeier says this is the difficulty he faces, to do what is needed as crises happen and call for a German role, presenting no real alternatives. He has on his desk at the foreign ministry a color lithograph of Social Democratic Chancellor, and Mayor of Berlin during the Cold War, Willy Brandt, with Brandt's words from 1969- "We want to be and to become a nation of good neighbors, internally and outwardly." Steinmeier expresses disappointment with the recurring crises in Ukraine, and says he can only guess Russian intentions, that Russia is looking for international respect and recognition. German business critics point to lower exports to Russia. And most Germans prefer that Germany maintain a peaceful role without foreign engagements. Sanctions that hurt the Russian economy are not seen as part of the German role, but Steinmeier who headed the chancellery during Gerhard Schroeder's term as chancellor from 1998-2005, says in the long term Germany has to support a world with rules. It should be mentioned that Willy Brandt as Mayor of Berlin 1957-1966 during the Eisenhower and Kennedy administrations was internationally engaged in a way that goes even beyond Steinmeier's engagement today....

The dangers to China's economy and banking system from the large number of bad loans at the local level. Difficulties of absorbing bad loan losses by the central government as new loan losses are piled on top of previous loan losses from earlier efforts to tide over bad loans. Considering all nonperforming loans that may end up as sovereign debt China's national debt is upwards of 80% of GDP, say Walter and Howie. The lack of any serious change in policies, inability to control lending for state enterprises and local governments, the tax on savings with low interest rates which keeps down domestic consumption, and the absence of a serious discussion on these issues leaves China exposed to higher systemic risk from excessive financial leverage.

The Cajas, local savings banks, are a symbol of the excesses and lack of financial controls of the bubble years in Spain. The local savings banks were run by authoritarian leaders who remained in office for many years, and were influential in the political system. The Cajas expanded into real estate during the real estate bubble, and many of the cajas had to be merged by the federal government under new management after the bursting of the bubble. Minder describes the culture at Cajas banks in Galicia, the region in the northwest of Spain that is the home region of prime minister Mariano Rajoy. Julio Fernandez Gayoso, or known as Don Julio in the old baronial manner, was one such bank executive who ran the the larges cajas bank in Galicia as his own fiefdom till he was 80, and only quit when forced to resign in an investigation.

Who is Medvedev. Acccounts about his background from his days at St Petersburg State University. He was 25 when he was selected by his law profesor Sobchak as an aide. Sobchak had just been elected chairman of the city council of St Petersburg. Sobchak had another student as an aide this was Vladimir Putin. Its here that Putin became Medvedev's mentor and friend. They both felt strongly about what had happened to Russia as it collapsed economically after the collapse of the political structures of the communist state. Its this deeply felt humiliation and the need to restore Russia to its proper position and bring dignity and respect to the ordinary Russian and the Russia people without all the unrest, disorder and suffering of the upheavals of the 20th century that seems to motivate both. Because things were simpler then in the late 1990's till today because anything that brought Russia back economically was clearly to be desired, there seems to be a marching together of soldiers in a shared feeling of loktya the expression Putin used for the mutual trust and closeness he felt for his much younger friend, younger by 13 years. From the age of 25 to today when he is 42 Medvedev worked 17 years in close association with his mentor Vladimir Putin. First as Deputy Chief of Staff to the new President at age 34, then as Chairman of the Board of Gazprom, Mevedev would spend hours in the Kremlin with Putin working on the details of Gazprom's plans as they sought to make Gazprom Russia's biggest and and most influential company. Their shared feeling was that the consolidation under Gazprom of oil asets across Russia was "good for Russia." Since 2005 he was groomed as Putin's successor. Senator Lamar Alexander is a kind of misssionary for electric cars and for a major push with government assistance in this area. A bill sponsored by Alexander and Senator Byron Dorgan plans to designate 5 to15 urban areas as model locations for electric car use. These areas would get money for infrastructure such as recharging stations, and people in the areas would get an additional tax credit to take the tax credit from $7,500 to $10,000. The bill has important provisions for promoting research at companies and universities to improve electric car batteries. $1.5 billion would be allocated for research in electric car batteries, and a $10 million prize for the person or company able to build a battery with a 500 mile range. The total cost- $10 billion.

Friedman reports from an election booth in the Shubra el-Khema neighborhood of Cairo during the Egypptian parliamentary elections in 2012. He says the realities are quite different as the poorly educated women who were voting described their day to day concerns to Friedman about security, education for the children and social services. The Muslim Brotherhood and the Salafist Al Nour party win most of the seats. Yet the democracy protests have empowered all parts of Egyptian society, and has created checks and balances in the process.

DW.com's Ines Pohl says the U.S. presidential election campaign in 2016 with Donald Trump is a reflection of the state of American society today. She says lets not kid ourselves, what is happening is a reflection of the changes in society, demagogy as a reflection of the society we live in- people's lack of interest in serious issues, the loudest getting heard, less interest in checking the facts, and looking for a good show or entertainment in the debate. She points to problems in today's society, new technologies in media, that have fostered a new kind of shallowness. This includes fragmented social media groups, media that allows scapegoat theories to thrive, and elites or people in authority that lack the ability to respond to the challenges posed by this. She rightly points out that it goes beyond this campaign season and will continue into the future till it is resolved. What would Abraham Lincoln think of this, or what would George Washington or Thomas Jefferson think of this? LyrArc has frequently quoted these lines from a letter by Washington to Jefferson in Feb. 1783, and in the First Letter from the Editor- "To merit the approbation of good and virtuous citizens is the height of my ambition;  and will be a full compensation for all my toils and sufferings in the long and painful contest that we have been engaged." Washington told his countrymen in his draft of the First Inaugural Address that "there is no truth more thoroughly established, than that there exists in the economy and course of nature, an indissoluble union between virtue and happiness, between duty and advantage, between the genuine maxims of an honest and magnanimous policy, and the solid rewards of public prosperity and felicity." Seven years of drought except for 2018 have left the Cerro Prieto and other dams nearby mostly dry. Water is sent in by truck from outside the region. This is an arid region and the lack of rainfall comes at a time when the population is growing in this part of the country, which is the largest industrial state in Mexico.
