The Finance Ministers of Germany and France, Wolgang Schauble and Christine Lagarde, support a reprofiling of Greece's debt. This is a form of restructuring of Greek debt under which Greece's private creditors would be expected to take repayment over a longer period. This would help Greece cover its fiscal gaps in 2012 and 2013. Luxembourg premier Jean-Claude Juncker, head of the group of 17 finance ministers of the EU also supports this move. This is opposed by the ECB Executive Board member Jurgen Stark of Germany, Jens Weidmann, Bundesbank President, and Christine Noyer, head of the French central bank. The ECB's view is that there would be contagion effects from a restructuring which would affect Ireland, Portugal and Spain. Creditors such as Societe General bank support this view. The finance ministers have a political constituency and recent elections in Finland and Germany show lack of public support for additional financial support to Greece, Ireland and Portugal. The ECB is pushing for Greece to exhaust all options include privatization and further spending cuts, and for European governments to come up with the money. The ECB position including a threat by ECB officials to stop accepting Greek bonds as collateral for loans is coming under criticism. Sony Kapoor of Brussels think tank Re-Define, says the ECB is following anarrow interest and considering the political opposition has an untenable position- forcing Greeks and the people of the eurozone countries to bear the entire burden of the crisis with no contribution whatsoever from the banks that made the decisions to make these loans. Not even to the point of a milder form of restructuring that reprofiling would accomplish, that extends debt repayments to creditors over a longer period. Efforts to setup an autonomous Kurdish region in Syria based on the model set by the Autonomous Kurdish region of Iraq. An opportunity for Kurdish people to be able to live with their own language and culture within the framework of a federal state in Iraq and Syria. The Kurdish Autonomous region based in Erbil has acted as a mediator between Sunni and Shiite interests and worked within the framework of a federal state in Iraq. Turkey still fears the minority Kurds within its borders and seeks to assimilate them into Turkey. The government of prime minister Erdogan has shifted the political stance with Kurds by seeking Kurdish support in elections. There is the example in Europe and Asia of people in certain regions working within a federal state that tolerates the culture and language of the people within the state- the Catalans and Basque people in Spain are one example. This has come after years of repression of language and culture, and it has only changed as a new spirit of tolerance has prevailed in Europe after the pain of the period between the wars. A range of other communities with distinct language and culture have learned to function and prosper within a federal state- French Quebec within Canada is another example in N. America. In Asia, the best example is India, which is a federal state with many languages and cultures, varied enough to be amazing. A properly functioning democracy and economic system, with educational systems that support tolerant attitudes, provides the framework for this to happen. It is challenging at times but it is a better alternative to generations of conflict....

China's GDP growth for the second quarter of 2012 was 7.6% from the prior year. China set a target of 7.5% GDP growth in March 2012. About half of the GDP growth in 2011 was generated from investment spending. As part of a new Stimulus China is increasing bank lending and moving forward development projects in energy and infrastructure. Bank loans showed an increase from 793 billion yuan ($124 billion) in May 2012 to 920 billion yuan ($144 billion) in June 2012.

Young people's testimonies in this analysis in The Guardian show they are willing to draw systemic conclusions about the way elites have gone into this pandemic and how they shaped societies and countries, and how thy have handled this pandemic when it hit. Most countries in the west in the US and Europe were caught without basic medical supplies for a pandemic and without the ability to make masks and basic equipment for months as they pandemic spread. This happened as capital was misallocated away from health, education and basic infrastructure to an extreme degree that left countries and peoples unprepared and unprotected.

The WSJ's Troianovski and Benoit's interview with German foreign minister Frank-Walter Steinmeier. Steinmeier served as foreign minister eight years ago in a prior four year term. Steinmeier says he does not know whether he would have taken such an active role 8 years ago in diplomacy and talks with other countries, given the German public's reluctance to take an active role in world affairs. He and chancellor Merkel are much more active and the chancellor has been vocal about Germany's position in a way that Germans are not accustomed to. This has led to criticism inside Germany about Germany's role. A poll by TNS Infratest Policy Research in spring 2014 shows that only 37% of Germans say they want to see Germany more engaged in international crises. The same poll conducted recently showed the results were still the same, little change in how Germans see their post World War II role. Steinmeier says this is the difficulty he faces, to do what is needed as crises happen and call for a German role, presenting no real alternatives. He has on his desk at the foreign ministry a color lithograph of Social Democratic Chancellor, and Mayor of Berlin during the Cold War, Willy Brandt, with Brandt's words from 1969- "We want to be and to become a nation of good neighbors, internally and outwardly." Steinmeier expresses disappointment with the recurring crises in Ukraine, and says he can only guess Russian intentions, that Russia is looking for international respect and recognition. German business critics point to lower exports to Russia. And most Germans prefer that Germany maintain a peaceful role without foreign engagements. Sanctions that hurt the Russian economy are not seen as part of the German role, but Steinmeier who headed the chancellery during Gerhard Schroeder's term as chancellor from 1998-2005, says in the long term Germany has to support a world with rules. It should be mentioned that Willy Brandt as Mayor of Berlin 1957-1966 during the Eisenhower and Kennedy administrations was internationally engaged in a way that goes even beyond Steinmeier's engagement today....

Considering all nonperforming loans that may end up as sovereign debt China's national debt is upwards of 80% of GDP, say Walter and Howie. The lack of any serious change in policies, inability to control lending for state enterprises and local governments, the tax on savings with low interest rates which keeps down domestic consumption, and the absence of a serious discussion on these issues leaves China exposed to higher systemic risk from excessive financial leverage.

The Cajas expanded into real estate during the real estate bubble, and many of the cajas had to be merged by the federal government under new management after the bursting of the bubble. Minder describes the culture at Cajas banks in Galicia, the region in the northwest of Spain that is the home region of prime minister Mariano Rajoy. Julio Fernandez Gayoso, or known as Don Julio in the old baronial manner, was one such bank executive who ran the the larges cajas bank in Galicia as his own fiefdom till he was 80, and only quit when forced to resign in an investigation.

Who is Medvedev. Acccounts about his background from his days at St Petersburg State University. He was 25 when he was selected by his law profesor Sobchak as an aide. Sobchak had just been elected chairman of the city council of St Petersburg. Sobchak had another student as an aide this was Vladimir Putin. Its here that Putin became Medvedev's mentor and friend. They both felt strongly about what had happened to Russia as it collapsed economically after the collapse of the political structures of the communist state. Its this deeply felt humiliation and the need to restore Russia to its proper position and bring dignity and respect to the ordinary Russian and the Russia people without all the unrest, disorder and suffering of the upheavals of the 20th century that seems to motivate both. Because things were simpler then in the late 1990's till today because anything that brought Russia back economically was clearly to be desired, there seems to be a marching together of soldiers in a shared feeling of loktya the expression Putin used for the mutual trust and closeness he felt for his much younger friend, younger by 13 years. From the age of 25 to today when he is 42 Medvedev worked 17 years in close association with his mentor Vladimir Putin. First as Deputy Chief of Staff to the new President at age 34, then as Chairman of the Board of Gazprom, Mevedev would spend hours in the Kremlin with Putin working on the details of Gazprom's plans as they sought to make Gazprom Russia's biggest and and most influential company. Their shared feeling was that the consolidation under Gazprom of oil asets across Russia was "good for Russia." Since 2005 he was groomed as Putin's successor. A bill sponsored by Alexander and Senator Byron Dorgan plans to designate 5 to15 urban areas as model locations for electric car use. These areas would get money for infrastructure such as recharging stations, and people in the areas would get an additional tax credit to take the tax credit from $7,500 to $10,000. The bill has important provisions for promoting research at companies and universities to improve electric car batteries. $1.5 billion would be allocated for research in electric car batteries, and a $10 million prize for the person or company able to build a battery with a 500 mile range. The total cost- $10 billion.

Wages in emerging markets such as Indonesia, Thailand and Malaysia are rising following an increase in wages in China. Malaysia's government announced a minimum wage for the first time. China increased its minimum wage by 8.6% to 1260 yuan ($199) in January 2012. Shenzen region minimum wage was raised 14% to 1500 yuan, and Tianjin region's by 13% to 1310 yuan, according to Xinhua news agency. Rise in minimum wage has ranged from 40% in Thailand to 20% in Indonesia. The new minimum wage proposed by Malaysia's government is about 900 ringgit ($264-$297). In Thailand the new minimum wage is set at 300 baht ($9.78) a day, an increase of about 40%.

Seven years of drought except for 2018 have left the Cerro Prieto and other dams nearby mostly dry. Water is sent in by truck from outside the region. Some of the internal investigations go back to the time when Sheila Bair was head of the FDIC in 2009. The FDIC plays an important role in regulation of the banking system. It is not attracting younger employees with the workculture. That this has been ignored for so long is over decades is beyond comprehension, that such behaviour could exist as reported in the WSJ is astonishing.

The bursting of a dam on the Guadalupe river in Texas shows the problems of aging infrastructure in the US. The Lake Dunlap dam was built in the 1920's to generate electricity for rural homes in the state, and is one of six dams on the Guadalupe river. There are 91,815 dams in the US with an average age of 61 years, according to the US Army Corps of Engineers. It would cost $157 billion to repair and build new dams to replace these aging dams.
