The Observe Research Foundation looks at Sri Lankan debt crisis.Too much borrowing at high interest rates above 6%, without concessionary loans typical of what developing countries need, can create havoc for poor countries such as Sri Lanka. When macroeconomic factors collide with health and politics such as drop in remittances, global financial crisis of 2009, civil war, borrowing for unsustainable type of infrastructure such as ports and airports, the results can be disastrous. Sri Lanka is an example. Borrowing that is off the official record of loans such as to state owned companies can leave the country with higher debt load than even the Finance ministry has kept track of, a severe problem for small developing countries, including countries  in the Caribbean shown in recent NYT reports.

On again off again talks with China. Yet the facts about the losses in the US from fentanyl remain a major impediment to trade and other relations and reflect a separate tariff. The magnitude of the losses in the US to its young people remain a major impediment. DJT seeks to calm financial markets with sudden announcements of results such as this for soyabeans, as financial markets fail to reflect this aspect of relations of losses to the young people in the US from fentanyl sourced from China that exceed the lives lost in the Vietnam war, Korean war and the First World War combined. Today in 2025 a strange situation exists beyond issues of rare earths and soyabeans.

Binyamin Applebaum cites different experts on how U.S. Fed policy could play out in 2017-2019. He cites Fed governor Dudley that there is increased uncertainty under the Trump administration, and other economists who say that aging population, lack of innovation, and steady growth under the Obama administration with falling unemployment, make it unlikely that growth will jump well above 2%. The Fed's own forecasts are for for under 2% growth in 2017 and 2018, and Applebaum says this is not expected to change by much. Janet Yellen does not see a huge stimulus as a positive, says Applebaum, because it would increase the deficit at the wrong time. He cites Yellen who prefers to see more fiscal space now that unemployment is down to 4.6%. Steady growth in the view of Fed officials has taken up much of the backlog of people looking for work since the 2008 crisis. Yellen sees some fiscal space as desirable with high debt to GDP ratio at 77 percent, so that the government could respond to some adverse event in the future. Peter Kyle is new Business Secretary and Steve Reed the new Housing Minister. After winning in a landslide with the Conservative vote being split between Reform UK and the Conservative party, the Labour party has struggled to win voter support in local government elections. The Reform UK is now ahead of Labour in polls with Labour seen as not taking a tough line on illegal migration or not walking the talk of a tough line at the elections in 2024 to fight the illegal smuggling of migrants across the Channel.

Elizabeth Warren has announced a plan to invest $85 billion in fiberoptic infrastructure to bring faster internet speeds for broadband service in rural areas of the U.S. which are poorly served. The Trump administration has recognized this for rural areas which is its support base. Trump's broadband efforts have mostly tried to remove barriers to investment. The FCC proposed its own $20.4 billion fund to expand rural internet service over 10 years using federal service fees for funding. Warren's plan by contrast is to provide 90% of the cost for construction of public fiber optic networks. Its part of a plan called "My Plan to Invest in Rural America." It includes investment in rural health care centers, and annual payments of $15 billion to farmers for adopting environmentally sustainable practices. Warren would fund this with a 2% annual tax on wealth above $2 million, and a 1% additional tax on wealth above $1 billion. In the U.S., Germany and other countries after years of neglect infrastructure is getting top priority.   ...

Greece generates about two thirds of its energy from solar and wind. It is also becoming a hub for gas pipelines from floating terminals through Greece to supply central and eastern Europe. It raises the risk level for American corporations such as Apple and Boeing and others, that have large investments in China. The escalating tension and freeze in relations between the US and China is a watershed moment says the WSJ. Looking back years from now it may be the year following the pandemic and the war in Ukraine that tensions took on a level that would lead to acceleration of the building of new supply chains for the US and European Union in Asia that separate from China. The Trump years as president escalated trade tensions and tensions over origins of Covid. The war in Ukraine and China's siding with Russia and forming a "no limits" partnership with Russia have created serious rethinking of the entire relationship from supply chains to defense. US president Biden sees Ukraine's defense as a way of showing that an attack on one country by a neighbor in violation of international law is not acceptable to the US, and particularly in the context of China's relations with Taiwan and the Indo-Pacific countries. In this situation the US is taking the initiative in the war in Ukraine with Gen. Cavoli at US Headquarters in Europe assisting in the effort to repel Russian aggression, and also send a message to China on the importance the US sees in not allowing this kind of violation of international law. ...

French president Macron fails to get president Xi of China to commit to changes in its policies towards Russia's invasion of Ukraine. Macron's visit as seen by the NYT only undermines the US policy and European Union policy that opposes the invasion of Ukraine by Russia. EU's Leyen also visits China at this time.  The relations between the US and European business with China expanded for two decades between 2000-2020. All three regions are heavily invested in each other. Decoupling is a gradual process and China sees the EU as an access point for technology and investment. The US has not decoupled from China even after moves in semiconductors and electric vehicles were made by president Biden. Apple and other American companies are heavily invested in China. The US and the EU are committed to building new supply chains. Their policies are intended to do this in a way that reduces the effect on their economies. The European Union depended on the US for its response to the Russian invasion and to protect freedom in Europe through NATO. By 2024 the European Union policies will be integrated with policy of the US. China is also trying to reduce the effect on its economy by decoupling in a way that maintains growth. ...

Food inflation is affecting a wide range of countries not just poor countries. Even in the US where on average only 7% of the income of households goes to food, for poor and lower income households this can go up to over 30%. In Turkey with a high inflation rate of 80% in June over prior year, the problems of food inflation are severe. Turkey, Egypt, Tunisia and other Arab countries get most of their wheat from Ukraine and Russia through Black Sea ports. Across Asia the situation varies with less food inflation in countries that are self sufficient in food production such as China, India and Vietnam, to countries such as Sri Lanka where inflation is severe and takes up most of the budget for ordinary families. Lebanon is an extreme example with the collapse of its economy and 332% inflation with food inflation severe. Ethiopians spend about 45% of income on food. Somalia faces drought conditions and severe food shortages. This part of Africa is the most fragile and most prone to breakdown. Being self sufficient in food was an important goal for countries that faced famine in the past such as China and India- this has produced good results. Even in Europe small countries that make their own food with agriculture getting importance such as France and Switzerland the benefits are immense. Switzerland food inflation is as low as 1.5% lowest in the world. Where as in Africa this importance of agriculture has been neglected the consequences are seen today. In Latin America Argentina and Brazil are exporters of soyabeans and other food. This helps insulate them from the worst effects of the food crisis.     ...

The next steps after the arraignment of Donald Trump in New York are the information exchange of the prosecution with the defense team with a first tranche of documents and then a second tranche of documents. This happens by mid June and gives the defense team time to size up the situation. Next are motions for specific relief. The defense may ask to transfer the case to Staten Island or ask the case to be pushed back to the Spring of 2024. At this time the next date for the appearance of Mr. Trump is December 4. Defense may ask that he not be asked to appear in person, and this is left for the Judge to decide.

The draft of the new constitution in Chile is rejected by voters in September 2022 with only 38% voting For and 62% Against, a much larger margin Against than previously expected. The new constitution was drafted by a Constitutional body specially elected for the purpose, As a result Chileans will have to go back and draft one that is more likely to pass. Unlike previous votes voting was mandatory for 15 million eligible voters. Clauses on environment, abortion, and the indigenous tribal people are seen as controversial as well as a tendency to put every conceivable right into the constitution and not thinking enough about how these rights may be secured, and focusing on basic rights. The protests were about the unequal access to healthcare, education, and services, weakness in the pension system, and lack of protections for the elderly and pensioners. Income inequality was also an issue in the protests.

Timeline in NYT on DJT-Jamieson USTR  Tariffs to March 13, 2025. Reciprocal tariffs to go into effect April 2, 2025 on Mexico and Canada. Reciprocal tariffs are seen as based on fairness- "we charge them what they charge us."  Why is this action necessary?  Because Canada, Mexico, EU, South Korea, Japan, China gained unfair advantages due to the inaction of administrations dating back to Clinton, Bush, Obama which were never reversed. Other nations have no incentive to trade on the principle of fairness inducing the US to take action to open discussions on fair trade and on what the tariffs should be going forward from 2025. US Trade Representative Lighthizer under DJT first term was Deputy Trade Representative under Reagan when he negotiated fair trade with the Japanese in the 1980's who he says stalled and stalled till finally agreeing to real discussions. So this is nothing new China, Canada and Mexico have taken the place of Japan. In this second term of DJT Lighthizer's Deputy Trade Representative is now the US Trade Representative. This means the discussions are in the hands of seasoned American trade officials with a keen grasp of details supported by Scott Bessent at Treasury and Luttnick at Commerce Department. What it is NOT is an effort to coerce other nations by the US. Like Japan in the 1980's with Reagan and Lighthizer as USTR, in 2025 China, Canada, Mexico, South Korea Taiwan and other nations would like to slow this return to fair trade by stalling and stalling, and presenting a different picture of the facts. But will that work? As it did not with Japan in the 1980's when Lighthizer got them to sit down to have real discussions on fair trade. ...
