Leslie Gelb says US should focus on its strengths, on the areas that it can build on to come up with something of enduring value and not focus all one's energies on situations and troublespots that siphon off a lot of American energies. This is a good idea and should be something that policymakers at State and the National Security Council and advisers to the President could keep in mind. There is alot to be said about the Truman example of the Marshall Plan in building western Europe after the war. At the same time its not as clear cutthat troublespots and the difficult work can be avoided. Was the Berlin airlift a troublespot? And Truman had little time to respond to the invasion of South Korea from the north, acrisis he would have chosen to avoid, if he had the choice. Instead he was drawn into along drawn out war on the Korean peninsula. Still the idea that you want to save your energies and not dissipate them in conflicts which can't clearly be won is a useful one. The Korean war was fought on conventional terms so the US could point to success years later in South Korea. But for conflicts fought in the jungles of Vietnam or in the remote mountainous terrain of Afghanistan, limited objectives and willingness to consider history, customs, and local tribal cultures is very constructive. ...

Jaishankar was asked at the 2021 GLOBSEC conference in Bratislava in 2021 why he thinks anyone will help India in case of a problem with China after it did not help others for Ukraine. Chancellor Scholz of Germany cites Indian Foreign Minister Jasihankar's remarks in Bratislava, Slovakia, in 2021. Jaishankar said- "Europe has to grow out of the mindset that Europe's problems are the world's problems, but the world's problems are not Europe's problems. That is if it is you it's yours, if it is me it is ours. I see reflections of that. There is a linkage today which is being made. A linkage betwen China and India and what's happening in Ukraine. Chia and India happened way before anything happened in Ukraine. The Chinese do not need a precedent somewhere else on how to engage us or not to engage us or be difficult with us or not to be difficult with us." These are Scholz's remarks at the Munich Security Conference. Scholz says Jaishankar has "a point."  "This quote from the Indian Foreign Minister is included in this year's Munich Security Report and he has a point it would't be Europe's problem alone if the law of the strong were to assert itself in international relations." To be credible European or North American in New Delhi or Jakarta, it is not enough to emphasize shared values. "We generally have to address the interests and concerns of these countries as a basic prerequisite for joint action. And that's why it was so important to me to not merely have representatives of Asia, Africa and Latin America at the negotiating table during the G-7 Summit last June. I really wanted to work with these regions to find solutions to the main challenges they face growing poverty and hunger, partly as a consequence of Rusia's war, as well as the impact of climate change or COVID-19. There is another side to this -Scholz and Germany's president Frank Walter-Steinmeier are from the social Democrats party which has sought closer cooperation with Russia, and also carry a great deal of ambivalence for the war. America is not fighting this indirect war in its neighborhood, Germany is. And some of the roots of this conflict go back to the Napoleonic invasion of Russia in the 1800's period and the German invasion in the 1940's. Macron is even more ambivalent in his position and he has remained this way from the beginning- not committed to humiliating Russia. The Balance of Power Simms says was maintained for 500 years is simply based on no country allowed to act with impunity, no country allowed to do whatever it wanted because of its position of strength at that moment or period of time. In that situation all other powers regrouped to keep the balance from being upset. The war in Ukraine is also likely to end in a way that is consistent with that which Brendan Simms writes about because this has not changed now for over 500 years. Biden knows this and it has fallen on America to shoulder the burden for this in the last 150 years, Scholz is aware of this, Modi in India sees this, and Jinping in China realizes this even with its concerns about Taiwan.   ...

Richard Haas of the Council of Foreign Relations, says its affirmative, that low grade conflict is Putin's thing. Other experts say Putin's intention is largely to build up his image at home at a time when the Russian economy is facing problems, and to create confusion through cyberattacks. With more women getting higher education and pursuing careers, young Chinese women now prefer to be independent and postpone marraige. This has important consequences including smaller households and lower demand for some products. Women now make up more than half of all undergraduate students and half of graduate students in China. Beyond pursuing a career many women also see the importance of a loving relationship before marraige as opposed to being introduced to someone and finding a partner to go through life.

Increasing regulation on Mexico's telephone monopoly of America Movil, and Telmex, part of Carlos Slim's telephone business in Mexico. Mexico's three main parties have agreed to increase regulation on the monopoly to reduce the high charges paid by Mexico's telecom users. Estimates by OECD show Mexicans paying an extra $13 billion a year from 2005 to 2009 because of the monopoly and high prices. The administration of Pena Nieto made controlling telecom and other monopolies an important part of its program. To get an idea of the extent of the monopolistic control - 70 percent of the cellphone market and 65 percent of fixed lines are controlled by companies run by Slim.  AT&T is now a competitor and is helping bring down high cellphone plan prices.

Not very convincing efforts to prevent corruption in China. Party officials do not have to declare their income or assets in China. The Corruption Bureau has not been set up and its unclear whether its being seriously considered. All corruption investigations are handled by CDIC (Central Disciplinary Inspection Commission) which gets its directions from the very top. A small change has been made by sending to the provinces CDIC officials from Beijing or from other provinces to ensure a proper investigation. In the past this was done thru provincial officials themselves. But provoncial officials still have to be informedbefore an investigation is begun. And the press cannot report corruption cases without official approval. All this and the temptations of corruption in a rapidly industrializing and fast growing economy without transparency and the education and institutional safeguards, and lacking a free press, make corruption a significant problem in China. How much this is costing China in the medium to long run, as well as how much environmental damage is costing China can only be underestimated as its covered up by the huge savings rate, investment and rapid growth today and in the immediate future....

The US has more than 15% of the voting rights and the EU has more than 15%.IMf's important decisions require 85% of the vote. This comes though at a time when the IMF is a less relevant institution for todays international financial institutions and international financial markets one could say outmoded to today's and tomorrow's needs. And the fairer allocation of voting rights comes a decade later than when it was needed during the Asian financial crisis and contagion effects on Brazil and Russia, when the IMF's positions did not show as good an understanding of the needs and problems facing developing countries as it could have, especially giving it a human face. Moreover the rotation of the position of the head of the IMF between financial leaders of the USA and Europe, as is true of the World Bank does not lend them to fresh thinking from countries in Asia and other parts of the world like Eastern Europe, Latin America, and the ability to bring afresh perspective from these countries. ...

Rauhala cites an email from Apple CEO, Tim Cook, saying updates he gets about performance in China every morning show strong growth for Apple's business for July and August. China's retail sales are up 10.4% for the first 7 months of 2015, according to the National Bureau of Statistics. The services sector as a whole showed growth of 8.4% in the first half of 2015, and it now makes up 49.5% of GDP, according to government statistics. Overall economic growth is about 4-5%, as the 7% official figure is considered overstated. Zhao Longkai, the executive director of the Beijing Univerisity Guanghua School of Management, says the retail sector should not be affected that much because losses are largely limited to a small number of wealthy investors, though some ordinary retail investors are affected, with overall stock market participation quite low compared to the U.S. and Europe. This and other expert opinion points to a situation of slower growth and debt overhang from the last stimulus, but not a strong connection between the stock market and the economy. The government's credibilty is affected by the failed intervention in July and this time during the sharp declines on August 24-25 the government is letting the market finds its own level, believing it will be better for markets and let them stabilize. ...

The "Burning Platform" memo by CEO Stephen Elop, seeks to confront Nokia with the reality of what is happening, as it has fallen years behind competitors who have completely changed the space Nokia was in. Apple's iPhone has redefined the space for smartphones and Apple now owns the high end market. In 2008, Apple's market share in the $300+ price range was 25%, by 2010 it was 61%. Newcomer Android has in 2 years created a platform that by attracting application developers, service providers and hardware manufacturers, is winning the mid-range down to 100 euros. And in 2008, MediaTek provided complete reference designs for phone chipsets, so that Chinese manufacturers in Shenzen could produce phones at an astonishing pace. They now own the low end of the market, producing an estimated one third of the phones sold globally. A crtical part of the memo is about ecosystems. He says it is no longer about hardware and device to device competition, but about ecosystems that include not just hardware and software. It includes developers, applications, ecommerce, advertising, search, social applications, location-based services, unified communications and so on. And Elop says the decision confronting Nokia, is how to build, catalyse or join an ecosystem....

Susan Carey interviews the new CEO of United Continental Holdings Inc, Jeff Smisek. Mr Smisek is a lawyer for the law firm Vinson & Elkins LLP. He brings to this job, which involves negotiating labor contracts and bringing together reservation systems of the two merged airlines, prior experience in the 1995 turnaround of Continental. Smisek was part of the management team that helped turn the airline around. The important things for Smisek is getting the people in the merged airline embrace a positive culture, and this he says begins with honest communications. He is heavily focussed on this part, as he says this is a service business, and employees won't give the best service unless they really want to. Next he is focussed on execution of the integration aspects. And third, what he calls the day to day tackling and blocking of operating the airline. His management style is to get a lot done by walking around and using an informal style, by being direct. He would like to see the airline make money in the tough times and do even better in good times, and invest in people, product and technology....
