Helen Gao provides this exceptional story of how 544,000 Chinese students studying abroad far from being success stories are facing stress, anxiety, depression to an unusual degree. About 329,000 of them are in the U.S. where the $50,000 to $60,000 college tuition cost is ten times the disposable income of a Chinese family. For working class families study abroad means using up savings. Researchers at Yale in a 2013 survey found 45 percent of Chinese students on campus had symptoms of depression, 29% had anxiety. This is similar to other universities in the U.S., Australia and Britain with large Chinese student populations. Language barriers and cultural barriers pose a problem particularly in student interactions with advisers and professors. Liberal arts studies emphasize critical thinking and other skills that are not found in a results oriented, memorization from note cards oriented system in China, creating academic stress. Worse what awaits students who return is not enough recognition for years spent studying in a different environment- about 80% of Chinese students from abroad earn a mere $1500 a month, according to a Beijing think tank Center for China and Globalization report done with a recruitment agency Zhilian Zhaopin. As she talks about the experience of other students from China, Gao describes her own anxiety attacks during 8 years of study in the U.S. Her father sent pictures after his first visit to the U.S. in 1995 says Gao, with words about how he wanted his daughter to see the U.S. with her own eyes, the beauty of the country and its spirit. This is Rab Butler, who was born in Attock, India and the leading parliamentarian of Britain who set up the post war education system of the United Kingdom, the longest serving minister in Britain from 1941, Home Secretary under Churchill to Foreign Secretary during Suez Crisiz in 1956, under Macmillan as Home Secretary in 1964, the best parliamentarian Britain had to offer in the 20th century. Butler served under Viceroy of India in 1910, and worked hard as India Secretary to pass the India Act of 1935 that gave India its first parliamentary style assemblies and elections. His idea even in the 1920's was for India to gain Dominion dominion status similar to Canada and Australia with a democracy, and was opposed by Churchill. Churchill knew his own weakness and supported Rab Butler as the younger Conservative who would revive the Conservative Party- his 1977 book The Conservatives. Cooperation with Hugh Hugh Gaitskill of Labour Party right into the 1970's made Britain a stronger country, which is how the Education Act 1944 was passed to make free education to all children to age 16.  Much of it broken since 1980 in 50 years of failed Conservative policy leading to the chaos of the Conservatives today, and an effort to spread that chaos to the US. ...

One has to look at the charts for oil and energy costs, automobile costs which are about one fifth of the inflation, retail prices, travel costs, expectations that drive prices. As the pressures decrease for demand for goods in 2022 following a pandemic induced increase in demand the inflation is driven largely by energy and automobiles costs. Amazon is renting out the extra space that it does not need in warehouses is one report in WSJ today. Pharmaceutical companies such as J&J are also seeing an easing of demand as reported in WSJ. The bottlenecks at the port of Los Angeles are also easing with improved unloading of containers which eases flow of goods.

Grady Cash is an active runner at age 71. A sports hernia sidelined him at age 50 but he has found his way back into running. After a 2 year hiatus he returned to the track. He entered his first national track and field competition in 2004, and by 2015 eleven years later he was running in the 200 metres at the 2015 USATF Masters Indoor Track and Field Championships. Here he cam in last and had a revelation. Most of the runners were shaped differently than the long distance 1500 metres runners. These people were V shaped with tiny waists, broad shoulders and big leg muscles. From this he learned to do weightlifting at a local gym in Nashville and hired a trainer. After his retirement from financial planning he set up his own routine. He runs with a group at the Vanderbilt University track two afternoons a week ages from mid 20's to 76. A typical workout is eight repetitions of 200 metres that are sequentially faster. He does easy recovery runs on the trails. Mot important he tries to remain injury fee in the kind of routine he selects and listens to his body all the time not to overwork it and run  injury free the next day.  ...

The Chief Correspondent of BBC News points out the dangers facing May and the British economy as the deadline of March approaches for invoking Article 50 to leave the EU and start negotiations. The possibilities of a "disorderly break" cannot be discounted, he says. There are many hurdles. The negotiations could get bogged down on the issue of settling outstanding obligations for which Britain owes 50-60 billion euros. Consumers will feel the effects of higher prices on their budgets as prices creep up. Already tech goods prices are reflecting the drop in value of the British pound. There is little solace to be found in the 6 months of steady economy following the Brexit vote as inflation has not hit consumers hard so far. Chancellor Merkel of Germany has said that there will be "no cherry picking" allowed in the negotiations.  Donald trumps economic plan would worsen the country's economy through extravagant borrowing and lower economic growth in the long run. Because it lowers taxes by 15 percent without any paired cuts Trump's plan would worsen the deficit, so that large debt would hurt the economy in the long run. Clinton's plan would increase taxes by 4  percent largely on high incomes so as not to hurt consumer spending, with paired spending to help lower income households. Because Trump's tax cuts benefits go disproportionately to higher incomes the benefits in terms of consumer spending are slight or insignificant. In the current state of weak income gains of the last ten years it would take some time for the middle and working class to recover. Clinton's plan carefully nudges that recovery forward without aggravating the debt, so that as incomes and net worth recovers across broad parts of the population, the U.S. is poised to go forward with strong growth as in the postwar years. Trump's plan frontloads tax benefits to higher incomes at the expense of worsening debt and enlarging future debt. In the process it worsens income disparities already aggravated by the 2008 financial crisis. Reducing the chances of a broad based recovery for all parts of the population, necessary for a strong recovery.                       ...

International arrivals to the US that were still down by about 35% in June last year over the pre pandemic levels of 2019, are going to be only about 20% below prepandemic 2019 levels this summer 2023. The cost of gasoline for people in the US is about $3.57 a gallon compared to $4.60 last summer. Justin Lahart in WSJ says Americans with steady checks and low unemployment are willing to spend on trips this summer. Among Americans about 40% still avoided travel by airplane, train or subway in 2022. This is now down to 18% or less in 2023.

Traditional vacations are up as old style remote work vacations are receding. Marriott, Hilton and other hotels, and airlines report strong demand. Older people who spend more are also joining the trend this summer leading to higher spending. This may even help the US avoid a recession, says Lahart.

Decriminalizing hard drugs led to all sorts of problems in Portland Oregon and citizens feeling unsafe with and increase in homelessness and increase in drug activity. Mike Baker talks to Portland Mayor Ted Wheeler about how a Proposition Measure 110 in 2020 decriminalized drugs with three fourths of Portland supporting it. Not anymore as most people still feel unsafe. Governor Gina Kotek has reimposed criminal penalties for possession of drugs. And Wheeler now supports expanding the police force. It is a three year experiment that went wrong also creating a sense that there a personal safety problem for ordinary residents of the city. The lack of behavioural facilities to help people affected added to the problem. This has lessons for all parts of the country, Wheeler also says the politics also went awry. Safe streets, safe neighborhoods is part of the infrastructure that America is building across the country under the Biden administration, safety and ease of living are what infrastructure and rebuilding America is about. And the perception of the need for good law enforcement and safe neighborhoods, safe transportation is now embraced across America. ...

Cheap fixed rate mortgages make up two thirds of home mortgages in the US. Most are at 4% or lower interest rate. A new 30 year home mortgage in 2024 would be about 7%. About 660,000 job offers that required moving and selling the home were turned down. This means fewer homes left for people to buy leading to higher home prices. The additional equity people have in their home on average is $119,000 over 4 years and this means consumer spending is resilient in the face of higher interest rates and keeps inflation at 3%. How does this affect the economy? Fewer homes on the market means there is a loss to the economy of 3% to 5% of output, according to NAHB. The smaller supply of homes means there is less home inventory to search from- instead of 62% in more normal times affordability for someone with a $100,000 in income is now 37% of the listings. This is not expected to change in the next 2 years.

The main sticking point  in Brexit talks in December 2020 is the demand led by France to impose "lightning" unilateral tariffs on UK exports if the U.S. is seen as violating existing European Union social, environmental or state subsidy rules. UK is seeking a dispute resolution procedure and redress measures based on the actual damage or extent of the violation.

The other issue is fishing with the EU asking for a 10 year period of transition for fishing in British waters followed by only 18% of the gains to EU being paid back to Britain.

A quick look at the graph in this Times Report shows the carbon dioxide CO2 emissions for the US, European Union, China and the Rest of the World in 2020. For the EU it is about 3.0 billion tons of CO2 emissions, for US it is 5 billon tons, for China 10 billion tons and the Rest of the World 16.0 billion tons. What this tells us is that a lot will depend on not just China, but India and other countries such as Brazil, Mexico, Indonesia in the developing world for how much CO2 emissions can be reduced to tackle climate change and other environmental problems.  For that 16 billion tons in the rest of the world reduction will depend on renewable supply and technologies to do it, rapid growth of economies in India and other countries to generate the resources and technology initiatives to get a shift from coal. Meanwhile it is a choice between having electricity for homes in rural areas in India or not. This is where bright spots such as solar technology in India that are giving quantum leaps for renewable solar energy with new technology cutting cost in successive waves of development can play a part.  ...

About a third of Conservative party members of the 10,000 who will be voting soon for a new leader still like Mr. Boris Johnson. Some say he has his faults, but who doesn't. Mr. Johnson has a flamboyant carefree bouncy style that has endeared him to supporters, and had he taken the public more seriously to be consistent and steady he may well have remained a prime minister. He is the only leader of the Tories who could convince traditional Labor voters to vote Tory. Ms. Truss, who has unstinting support of Mr. Johnson will continue to see Mr. Johnson as a respected leader if she is elected. Truss sees Johnson getting a well earned break, as she put it in a debate, like his hero Churchill who lost elections in 1945 only to come back in 1951 with more experience, restraint and wisdom. In a recent debate she stood by Mr. Johnson saying he did not need to resign. Today's Tories are leaderless and not recognizable as a single entity without the prime minister. With a little restraint, awareness of his inexperience, openness and respect for the British public, Mr. Johnson may well have remained prime minister. He now appears to be seeking a second opportunity, says this report in WSJ. It is hard to imagine Brexit without Boris Johnson. He defied the established reasoning through common sense observation. He once said that the only thing Britain would lose from Brexit is that there would be a shortage of Mars bars. Ms. Truss is somewhere between Labor and the Conservative in her life long convictions, yet has taken the Brexit cause to heart. Sir Keir Starmer Labor leader says he too will be trying to make Brexit work. ...

Qualcomm CEO Steven Mollenkompf, describes the high tolerance for uncertainty in which the company and its managers operate. It is better, says Mollenkompf, to take risks when throwing the ball than when holding it, a piece of advice from his father using a basketball analogy. This mean approaching the fire as he puts it, when opportunities arise but less is known about the details and a high degree of uncertainty prevails. Here he describes how he hires and how he evaluates employees giving them a lot of room to learn, as basically mistakes can be corrected in his experience. It is a culture that encourages and makes sure the A's and B's have what is needed to influence things, not to spend energy on bringing a C to a B level. For this to happen rewards are given for the right kind of behaviours, and there is no tolerance for negative behaviours (jerks for example)- smart people have to get along with other smart people and that is important to get the company moving in the right direction. In evaluating he looks at contributions made over a longer period, doing the right things so that the organization takes opportunities and succeeds 5 years from today. Qualcomm's ability to grow in a rapidly changing tech environment and seize opportunities as they arise, may be attributed to this style of management....
