This discussion in WSJ brings up an important topic- how can America get the most out of its infrastructure dollars, make the $1 trillion infrastructure go a long way towards fixing the nation's dilapidated and crumbling roads, highways, bridges, and other infrastructure? The three experts point out that there is lack of coordination between different government agencies, between agencies and the private sector engineering firms. They are all working in silos with little connection to delivery times and delivery quality of end product. There is a lack of transparency at all levels of infrastructure work and spending, so that the end delivery and problems are not seen in relation to final delivery of end product, visible to all on one site. There is a third problem say the three experts in the lack of investment in professional development and training and technology for the people in the government agencies.  The result is that the US with its higher costs for construction work and the delays for getting approval, and the bureaucratic hurdles, ends up with getting much less for the buck than other countries. Even a newcomer to infrastructure development if it gets it right can be ahead of the US. India is looking at the pitfalls of infrastructure development and eliminating hurdles. With its Gati Shakti Master plan given the personal support of the prime minister India is correcting precisely these three missteps that are cited in the WSJ for the US infrastructure buildup. Under Gati Shakti all government agencies at city, state and federal levels fall under one umbrella to work in coordination. The focus is always on end product and delivery of end product. The siloing of projects is considered a serious pitfall and avoided at all costs. Transparency is considered essential and so is visibility in that at any time one can turn on a site and see where a project stands in its delivery date of end product. If there are problems they are put on the site so that all participants can see it to come up with solutions. By doing this a country with fewer resources can make them go a long way to come up with the kind of infrastructure that is seen in rich countries with more waste built into the process.   ...

Chinese president Xi's determination to make good on the slogan "Housing is for living, not for speculation," by imposing a property tax on homes in 30 cities, is facing resistance within the Communist party and from local governments. Mr Xi hopes to squeeze out the excesses of the adoption of capitalist market systems in China since 2000. China's government opted to get feedback on this idea and the feedback is largely negative forcing the government to scale it back and look at other alternatives such as affordable housing to make home purchases accessible.  Some reasons for the pushback are that it is becoming a social stability issue and risks alienating officials within the ruling party and homeowners. The fact is that 90% of urban Chinese families own their homes and housing related industry makes up about a third of China's output. Also significant is that 80% of China's wealth is tied up in real estate. What could happen is that if housing prices drop in China urban consumers might cut back on spending because they feel poorer. Party officlals advised against introducing property tax in 30 cities. Now it is scaled back to ten cities, and a new law could take till 2025 to introduce property taxes in the whole of China. Cities that are likely to be used for the property tax now are Shanghai, Chongqing, where an annual charge is levied on second homes since 2011. Cities added to the list would be Shenzen, Hangzhou, China has financed much of its industrialization through land sales by the Communist local governments in a country where land ownership was with the national Communist government after the revolution in 1949.  Mr. Xi wrote in Qiushi party journal that "we should actively and steadily promote the legislation and reform of real estate tax, and do a good job in the pilot work." Local communist governments get about one third of their revenues from selling land to property developers, and they are anxious that a tax on real estate would make demand and price for the land they sell to drop drastically. US president Biden's State of the Union speech on Tuesday Feb. 7 is much awaited as he prepares for the 2024 election. Much of the major legislation including the Inflation Reduction Act and the Chips and Science Act had bipartisan support. America is back and building better, and Biden hopes to continue his efforts in this direction, even as he faces a divided US Congress. Biden will also want to show the vigorous style of his leadership as America recovers its position in manufacturing, research and development, improves the lives of working families and tackles inflation.

This BBC report looks back at the Solomon Islands which were part of the Guadalcanal campaign in World War II and the importance of the Pacific. In 1943 a Japanese destroyer sank an American ship under John Kennedy in these Pacific ocean waters. About  80 years later his daughter Caroline Kennedy, ambassador to Australia in the Biden administration, takes a trip to this Pacific region and islands of Samoa and Tonga, with Wendy Sherman. China is seen as planning a base in the Solomon Islands which is on the southern sea route near Australia.

Experts see strong growth in jobs in 2022. Employers added 431,000 jobs in March. This is the 11th straight month of job gains of over 400,000, the longest period of such growth since 1939. The unemployment rate fell to 3.6%, approaching the low unemployment rate of 3.5% in February 2020, just before the pandemic.

Low unemployment rate is boosting wages but not as much to keep up with inflation. The easing pandemic is also encouraging people to seek jobs. Many retirees are also coming back, and so are women. With 300,000 women joining the workforce in March 2022.

Images of 5 galaxies in the constellation Pegasus will be shown by president Biden at a White House event today July 11. The pictures are from the $10 billion James Webb telescope now 1 million miles from earth and looking back at distant galaxies from the beginning of time. The Pegasus constellation is a mind boggling distance away- 290 million light- years away.

NASA, the European Space Agency and the Canadian Space Agency have together developed the Webb telescope, that is 100 times more powerful than the Hubble telescope that was there before.

With roads blocked and subways closed after the heaviest snowstorm in 50 years, Madrid healthcare workers walked long distances to work. Many healthcare workers, nurses, medical residents  walked 10 to 20 kilometres to get to work at hospitals.  In Spain the virus has claimed 51,000 lives and cases are at over 2 million. One nurse took 2 hours 28 minutes to walk to work, saying as he crossed fallen trees and 40 centimetres of snow that he decided if he got there it was ok and if he did not he would turn back.

The US has a history of vaccination mandates, going back to the Revolutionary War under George Washington when all soldiers in 1777 were required to be vaccinated and Boston required the population to be vaccinated in 1809 for smallpox. Vaccine mandates were adopted during the measles, and diphtheria vaccination campaigns, and for other diseases. It is only through the mandates that these diseases were controlled. The coronavirus is no different as states and cities across the US take up mandated vaccination to avoid taking any risks with the fast spreading Delta variant.

Google ad policies and lack of transparent pricing are cited by media groups in Europe including Alex Springer in their $2.3 billion lawsuit against Google. It says this has the effect of reducing the revenues of the media groups that could have been reinvested to strengthen European media.

“Without Google’s abuse of its dominant position, the media companies would have received significantly higher revenues from advertising and paid lower fees for ad tech services. Crucially, these funds could have been reinvested into strengthening the European media landscape."

Protection from hospitalization for Omicron variants can drop to 57% from 81% after 6 months from second dose, and can be pushed back up to 90% using booster shots for Pfizer and Moderna vaccines, according to a large CDC study in the US. For Delta variant period last year the vaccine effectiveness against hospitalization was 90% from about two weeks after dose two till 6 months, dropping to 81% after 6 months, and up to 94% after a booster shot. For Omicron variant the currently vaccine effectiveness for same periods is 81%, 57%, and 90%.

The wisdom of trying hard but not too hard. Productivity declines when trying too hard. It helps for the mind to get rest and come back to the task refreshed, which means push yourself but only so much and continue to work at it steadily. There is no such thing as achieving 100%, it could mean the goals set were not ambitious enough or that the goals were too hard acting as a demotivating influence. Also minutae or stuff that is not that important can creep into that extra 15% to get to 100%.

Even with corruption existing in the system the efforts to root it out of president Xi Jinping are generally recognized in China with 80% of the population respecting these efforts. Government officials in China are seen as much more well behaved than before. And in areas such as pollution control, climate change, renewable energy major efforts by Xi Jinping. This compares to the general lack of confidence in 2012 when corruption was at its highest level after twenty years of free marketism with lax government regulation even in enforcing clean air and water laws.

In it Obama points to the unfinished tasks of his presidency and what comes next as tasks to be done for the U.S. economy. The Economist points out the problems in the 2016 election campaign where there is a lack of discussion of economic issues as a serious problem. Obama lists as priorities efforts to improve conditions of people left out in the recovery, reducing inequality, offering more job opportunities, and increasing productivity.

US president Biden joins a UAW picket line in Detroit. Biden says he supports the UAW in its wage negotiations for 40% increase in wages. Workers wages are depressed because of concessions made a decade ago to ensure the survival of the US auto companies. UAW leader Shain Fawn was elected directly by the rank and file members for the first time. He has gone back to the UAW's roots for strike action, as it seeks to reverse concessions on tiered wages and address the cost of living crisis.

The Guardian gives this story of Khamanei's rule in Iran after 1989. He was made president in 1981 in a landslide win at that time just 2 years after the revolution in 1979 that toppled the Shah of Iran's monarchial regime. Khamanei comes from a the family of a modest cleric in the town of Mashaad who was immersed in the anticolonial writings coming out of Arab North Africa's liberation movements. His policy towards Israel and the US, difficult relations with Arab countries in the neighborhood, and pursuit of nuclear weapons technologies, led Iran to become isolated and face sanctions that hurt its economy and its oil industry for three decades. It created its own version of governing and in setting up proxy militias but this resulted in huge investments diverted from the economy of Iran, neglect of its oil industry and production under western sanctions, that led to economy collapsing and student protests every decade. This expanded in 2025 to broad sections of the population calling for a new direction. Protests were suppressed leading to a disconnect with the people by 2026. To truly understand Iran one has to step back to the 1900's ( as one must also do to understand China or India), as Iran was ruled by the Qajar dynasty at the time. The first Majlis parliament was set up in Iran in 1906 -with the help of "good" Britishers like the British agent in Rajkot who helped send Gandhi to London to study law- wished to see a constitutional setup similar to Britain and limit the powers of the monarchy so that reforms in agriculture and in the civil service could be made. It lasted until 1908. At the time other Britishers in the British Empire both in India and in London sought to maintain British influence and keep out Russian influence. It was not a coincidence that the Majlis lasted only till 1908. That year in 1908 the first discovery of oil in West Asia was made in Khozestan province by George Reynolds, with investor backing of William D'Arcy. The following year 1909 the Anglo-Persian Oil Company( later Anglo Iranian Oil Company and later British Petroleum) was formed. The oil concession was given by the Shah from Qajar dynasty. From that time on Iran became the scene of oil company interests, monarchial interests first under Qajar dynaasty and then under Pahlavis dynasty (which set itself up like Napoleon II in France from humble origins, after 1925 to replace the Qajar dynasty), and the emerging middle class lawyer and civil service, agricultural landowners class, all competing for power and influence in a Asian region with Shihite Islamic embedded in the fabric of the society. Power swung to different groups from 1925 onwards for 5 decades to the 1979 revolution that overthrew the Pahlavi temporary replacement monarchy that worked with British oil interests. West Asia became a meeting point for anticolonial writings emerging from Arab North Africa and other places that took the form of and led to a socialist style anticolonial Baathist influnce that overthrew a monarchy in Baghdad Iraq in the "Free Officers" coup of June 14, 1958 led by Karim Kassem. Out of that Pan Arabic Iraqi mood emerged S. Hussein who with weapons systems imported from the US and Europe initiated the war with Iran in 1980. The Iranian counterrevolutionary movement to Iraq began from that time with the leadership of Khomeni and Khameni from 1981. This is what one has seen swing back and forth in the West Asian region for about 5 decades to 2026, the regional Arab states mostly Sunni monarchies ranged against Iran with its Shiite and also modernizing population. US oil interests in Arab monarchies of the West Asian region from the time of FDR's meeting with Saudi's Faisal in the WWII period clashed with Iranian public interests competing with oil interests (US and British) allied to monarchial interests, and the emergence of Shiite Islamic authority in Iran in these clashes. Iranian public interests that started out with the Majlis and parliaments set up by the "good Britishers" never got a chance in Iran just as the modernizing effort of Sun Yat Sen in China in the 1900's never got a chance in the middle of the surviving monarchy in China by 1910, and the Japanese colonial interests in China from that time competing with the Nationalists Koumintang and the Communist Chinese workers movements emerging in the 1930's, all competing for influence during the Chinese civil war and in its aftermath the emergence of Mao and the CCP of China. This is the situation we in the world face today. ...

Cinemas opened in July in Britain.Cineworld which operates 124 cinema theatres in Britain plans to close after major film companies postponed major releases till April next year. The one film that was expected, a James Bond film with Daniel Craig in No Time To Die is being postponed till next year.
