The lockdown was placed on Wuhan, China, epicenter of the pandemic on January 23. On March 25 about 2 months later some travel restrictions were lifted. On April 6 trains were allowed to leave for several cities in China. 

Countries in Europe that stepped in early with restrictions such as Denmark and Czech Republic moved to ease them a bit. Czech Republic and Austria will require people to wear masks outside.

Reflecting the volatile nature of the global economy with systemic risks remaining, impact of sharp cuts in spending, and the danger of oil prices exceeding $150 with a mideast crisis, the IMF provided a wide range of possibilities around its basic forecast. The IMF says it expects the global economy to grow 3.5% in 2012, up 0.2% from a Jan. forecast, and a forecast of 4.1% for 2013. But the IMF says this depends on the eurozone crisis, which could take off 2% from global output and 3.5% from output in the eurozone if things went wrong in Europe. Higher oil prices above $165 with supply disruptions after Iranian sanctions are another danger. Its forecast for Europe is 0.3% contraction in 2012 and 0.9% growth in 2013. Because of the risks in the outlook the IMF cautions countries from cutting spending too quickly, and says the best approach is to reduce deficits gradually over the long term and not to move too fast in the short term. This word of caution applies to Spain, the UK, France and Germany. To maintain enough funding in a crisis the IMF plans to increase its lending capacity from $380 billion by an additional $280 billion, with pledges of $60 billion from Japan, $26 billion from the Nordic countries, and $200 from other eurozone countries. ...

Mikhail Gorbachev calls the Russian parliament Speaker Sergey Naryshkin's idea of looking into the reunification of Germany as an annexation of East Germany, a form of "nonsense." This was originally stated by a Communist member of the Russian parliament Nikolay Ivanov, who sees this as "a retaliatory step" to Chancellor Merkel's criticism of the annexation of Crimea. Merkel said at the Davos forum- "The annexation of Crimea is a violation of something that has made up our peaceful coexistence, namely the protection of borders and territorial integrity." Merkel and Putin now have profound differences. Putin sees the world of Russia in terms of its relations with border states such as Ukraine, the Baltics and Poland in terms of the Soviet Union and Czarist Russia's influence in Eastern Europe, as a part of Russia's legitimate interests. Merkel and Germans see it differently, with the collapse of the Prussian military state and Czarist Russia, and the collapse of Nazis and the Soviet Union, in succession, Germany is fully committed to a new view of relations between states in Europe based on democratic processes, respecting the views of people in Kiev to decide their own future. This reflects a new mood in Europe with increased funding for Deutsche Welle, Germany's broadcasting service to the world, in response to increased broadcasting by Russia Today, Russia's news service....

Drier weather is affecting wheat production in Europe, India, Brazil and other countries. This is happening as the war in Ukraine and blockade of Black sea ports such as Odessa is affecting supplies from Ukraine. A more than 5% fall in French wheat production is expected. France is the fifth largest producer of wheat after China, India, Russia, and the US. It is the 4th biggest wheat exporter. EU forecasts for wheat are for about 279 million metric tons in 2022-2023 growing season, down 4% because of dry weather. The UN Food and Agriculture Organization FAO says in its twice a year Global Food Report that global grain production including corn, wheat and other grains is expected at 2.78 billion metric tons in 2022 down almost 16 million metric tons from 2021. It is the first decline in 4 years and much of this is from the problems in Ukraine. India has banned wheat exports for food security reasons after the drier weather.  And Russian production of grains faces problems because paying for Russian grains is more complicated. ...

As India takes on the presidency of the G20 in December the first steps are being taken by the German Foreign Minister Annalena Baerbock to build closer ties with India. The Hindu gives this intervew with Baerbock that shows Germany's keen interest in building the India Germany partnership. This sets the stage for the bi-annual India Germany summit meeting, with German chancellor Scholz to visit India in early 2023. Some of Baerbock's comments show energy and enthusiasm for India to work closely with Europe. "Our countries have so much to offer one another. We want to tap that enormous potential. One such example is the concrete agreement we will sign during my visit, making it a lot easier for both Indians and Germans to study, research and work in our respective countries." Mr. Macron is beginning to listen to young voters says this report in The Guardian, yet after this election is over it says he has to do some profound rethinking. The abstention rate of 40% for young voters under 35 should be deeply disturbing. Too much power is concentrated in the presidency and little in parliament, it is true, with Macron's aloof style making things worse. Yet for young voter to say they are indifferent to a vote for Macron or Le Pen shows that Macron has much to do to win the trust of younger voters. The Guardian cites a Cambridge University study that shows the current disillusionment outstrips ones of previous generations, and has more substance than the one that shook De Gaulle in 1968 as opportunity was growing in France for all parts of society in 1968 compared to 2022.  The frustrations at work are common to US, Britain, Germany, France and all of western Europe- precarious and unfulfilling work, low pay, and asset based inequality, that is creating a slow burn generational crisis, says The Guardian. ...

Daniel Yergin, expert on international oil markets, says the oil price cap set by the US and EU at $60 and the European prohibition on Russian oil imports after Dec. 5, means the end of the global oil market. That global oil market came into place with the collapse of the Soviet Union and the industrialization of China. In its place comes a partitioned oil market shaped by not only economics and logistics but also by geopolitical strategy, says Yergin. This means Russia no longer sends 4 million barrels a day to Europe. The price cap is a US strategy to prevent a price surge with Russia cutting production to raise prices. It is working. with a slowing world economy, and shipping companies reluctant to take on unknown liabilities from government penalties, the price of Russian oil is now at mid $40's, about 45% below the benchmark price and 33% below the $70 price of oil on which the Russian budget is based, says this report.  Edward Jenner invented the small pox vaccine in 1796. Before this a method called variolation was used. Pieces of fabric or threads moistened with a sick person's small pox postules were pulled through incisions in a person's arm. This was effective until Edward Jenner invented the vaccine itself for mass vaccination efforts. Tom Parfitt of The Times writes about how Catherine Empress of Russia invited Dr Dimsdale from Britain to give her the inoculation against smallpox. She became the first person to be inoculated in Russia and had the courage to do so after this method had been tried and successfully tested in Britain. Catherine writes in this letter to Count Rumyantsev that she had only mild discomfort. She then championed smallpox inoculation for the Russian people and says "it does not call for huge expenditure." Today the Russian government is making its best efforts to vaccinate the Russian people, yet only 38% are fully vaccinated. The example of a medical revolution 200 years ago and how it was handled in Europe is new inspiration for renewed efforts. ...

Forty years after a canal around Utrecht's old town was turned into a 12 lane motorway, the Dutch city is replacing the motorway with its 900 year old moat. Utrecht old city is now surrounded once again by greenery and water rather than concrete and fumes of exhaust. Efforts to sideline cars and bring back healthier living with bicycles began in 2002. The city was born in 1122. In 2017 the city opened a 12500 bicycle park next to the rail station. The central Zocherpark has been restored to 1830's design. This should be an inspiration for other cities in Europe. It is also a reminder for other cities in America, in Latin America, Asia and Africa to be careful before they let motorways take over. Even in the waterfront of American cities such as Chicago and Seattle the motorways have taken much space where greenery and fresh air would make for healthier living. Some French cities have done what Utrecht has done, supporting the general trend to return these wide healthy spaces back to the people.  ...

Vietnam has an excellent record in the coronavirus epidemic with zero deaths and 324 cases. No locally originated cases are seen. The country has an astounding 792 tests per confirmed case compared to 144 for Taiwan and 57 for South Korea. Vietnam acted quickly to close its borders, quarantine foreign travelers in camps, close schools, and imposed an early lockdown.  This gives Vietnam an opportunity to restart its economy and maintain its growth. With the reallocation of supply chains away from China underway, Vietnam sets an ambitious growth rate of 5% for 2020, down only slightly from 7% for 2019.  The coronavirus also had some positive effects including the digital transformation that is taking place-  the rate of online transactions in public services increased from 12% to 24% during the 2 month lockdown. The discipline showed in Vietnam for tackling the crisis contrasts with other countries in Europe and America. This report says some small businesses and export industries in clothing and shoes are affected, yet even a 3% growth rate in 2020 makes Vietnam a winner, as the future in 2021 looks good. ...

Claire Moses reports for the NYT from Woudenberg, Netherlands, her home country. The 1.6 million cows on Dutch dairy farms are a leading producer of nitrogen emissions in the country. EU and Netherlands laws limiting these emissions would require a much smaller population of cows. To meet the cuts in emissions Dutch dairy farmers will have to significantly reduce their farming operations and number of cows in each farm. Netherlands is a major dairy farming nation with 8.2 billion euros of dairy exports including Edam and Gouda cheeses and 13.8 billion kilos of milk.  Dutch farmers have launched nitrogen protests for 2 years saying their livelihood is threatened. In a nation of 17 million people about 40% supports the farmers, but this support is declining with increasing impact of droughts and fires, impact on agriculture and transportation on rivers, takes its toll on Europe and the rest of the world. Netherlands has set aside $25 billion to aid farmers making the transition to a smaller nitrogen footprint. It also requires the Dutch to shift their diet to fewer animal proteins, to grain and other non animal proteins. ...

Bread and bakeries have a special place in Germany, France, Italy, Spain and most of Europe. DW.com looks at one bakery in the city of Bonn, Kugel's Bakery with 13 employees and the concept slogan "Where there's only bread" (Da wo's nur Brot gibt) written on each and every white packaging bag. There are 10,000 bakeries in Germany many of them small family run bakeries that specialize in bread. Click on original article to see this report. Max Kugel takes over his parent's bakery, but first visits Vancouver, San Francisco and London, to learn new concepts and invests in new special equipment with a $200,000 loan. The new equipment lets him switch from one type of bread to another easily and keeps his costs down. He does not depend on Ukraine grain imports as he uses local organic grain grown in Germany. King Charles view that Britain "is not an island" are opposite of Brexiters and Liz Truss who see Britain as an island apart from Europe, says this editorial in The Guardian. The market for oil field equipment is tight with 90% utilization, making it harder for larger oil producers to drill more oil wells for shale oil in the US. Large US shale oil producers reduced production when oil prices plunged and did not come back leaving smaller oil producers to increase production as prices went back up in 2021. Oil prices are now expected to reach $100 per barrel for the first time since 2014.  Saudis and Russia are not expected to increase production say experts. The possible Russian invasion of Ukraine and shortage of energy supplies is also a factor. Oil demand in the US and Europe has rebounded with milder covid-19 from Omicron variant and fewer lockdowns. Automobile use is also up in the US with November showing 12% increase in miles driven over the prior year, according to the Federal Highway Administration. Low inventories and resilient demand, and low spare capacity will keep prices surging to $100 from today's price of Brent crude oil at $89 in January 2022.   ...

The European Recovery Fund includes $500 billion in nonrepayable money to be handed out to countries hit hardest by the pandemic as a show of solidarity and support for the European community. The US tariff on China made EV"s imported into the US is 100%. The EU has a 10% tariff. It has now imposed additional tariffs that range from 17% to 38% depending on its investigation with Chinese companies on how much support they get from the Chinese government as hidden subsidies. This move is to level the playing field. The result is that BYD faces a 17% tariff because it has operated relatively on its own. For Geely and SAIC it goes up to 38%. The tariff on European companies making EV's in China and exporting them is additional 21%. US carmakers (GM and Ford) have only a small presence in the Chinese car market compared to the Europeans who  make and sell 3 million luxury cars in the Chinese market (BMW, Audi, Mercedes Benz). About 25% of EV's sold in Europe are now China made EV's. The EU wants to level the playing field so that local makers maintain a strong presence in their home markets. The US with no significant car manufacturing presence in China of Ford, GM to protect is taking stronger action. ...

Putting 300,000 children in poverty, affecting 1.6 million families, that is the cost of the two child benefits cap of Tory finance minister under Cameron, Osborne. The cost 1.7 billion pounds when 18 billion pounds of debt was added to the debt of company running the British water utility Thames Water, with a chunk of it to to pay dividends, that was privatized in 1989, as shown in the Guardian. Leading to its inability to make the investment needed and to the water quality issues in the Thames river. Thames Water is near financial collapse with parent company defaulting on its debt in April, according to the Guardian. The misallocation of funds under the Tories is a warning about what happens under Reagan/Friedman economic theory that has become part of the existing culture and damaged the economy in the US and Europe. These are what the King's Speech called "the scars of 14 years where politics (and economic theory) was put above the national interest, and decline deep in the marrow of our institutions." 50 years from 1975 and the passing away of the 40 year Franco era, and 44 years from 1981 and joining the European Economic Community Spain is still finding its way. This report from Spain in The Times of London looks at the period before 1975 when Spanish politicians of every party came together to support the transition to democracy and becoming part of the European Union. He looks with dismay at the fractious nature of today's politics and the frequent name calling, Socialists under Sanchez and the Partido Popular, Vox party, Podemos, failing to agree on how to handle the Catalonian independence movement. Those who supported autonomy for Catalonia and the Basque region in 1975 did this not as a pathway to the breakup of Spain, but to give room for regional aspirations and difference in language and traditions within the federal union of Spain. Much of this was forgotten in the politics of Arturo Mas and other politicians from Catalonia. Catalonia is now run by the Socialist party, elsewhere in Spain  the Vox party and Partido Popular in Andalusia and the Madrid region remain popular. The financial debt and housing crisis in Spain, the pandemic and other economic problems have affected Spain similar to the rest of Europe, creating problems in the economy which only now have been overcome.  ...

The US may just move on to other priorities if both Russia and Ukraine cannot come to terms on a ceasefire, says Marco Rubio, US Secretary of State. The crux of the problem from the beginning were eastern regions of Ukraine that are more Russian in culture than western Ukraine. On the Russian side it was a loss of respect from the capitalist states US, UK and Western Europe compared to its historical importance in Europe, as everything was measured in GDP terms. The last straw was NATO and Ukraine with its Russian connected history joining it. By drawing eastern Ukraine into its orbit Russia was responding to actions by US and the EU support for Kiev, ignoring Russian perspectives. On the Ukrainian side the issue came down to Ukraine being able to decide its own future. Because of corruption and mismanagement, poor governance what could have happened with a clean governance and efficient growth oriented leadership working with Russia and the EU never happened. The result was veering from a pro-Russian to a anti-Russian government following the Maidan protests in Kiev in 2013. Enter China by 2019 with support of US companies shifting almost the entire US industrial base to China. Putin was handed a rare opportunity to act with China's tacit support to push back the US and EU and their defense arm NATO. He decided to take it thinking this would end quickly with Ukraine capitulating. The loss of hundreds of thousands of young Russian youth in the land war led to Russia getting entrenched into this war. As has happened before Russia with it's greater population and resources has prevailed in Eastern Europe over centuries of warfare. This is the situation in 2025 when DJT seeks to end the war and bring peace to Ukraine. ...

Merkel tells Hungarian news portal Partizan that the Baltic States and Poland made efforts to reduce efforts for dialogue with Russia, and that this dialogue and meetings were also made difficult during the Covid pandemic. Merkel did not address other issues of EU and US relations with Russia over the decade when Russia was not integrated into European structures as a Northern European power. Britain and Netherlands also supported Poland and the Baltic States in efforts to keep NATO as a force and counterweight to Russia in Europe, something Merkel did not cover. Merkel appears to have been selective in covering only this issue in EU-Russian relations and not the larger issues that Merkel never addressed of ending the Cold War structure of NATO that Britain, Netherlands and Poland had favored. The result is that without German or US leadership the Cold War structure of NATO favored by Britain, Netherlands and Poland has been expanded to include Sweden and  Finland, and without a clear resolution of the Ukraine issue created a new situation. This situation is the return of the Cold War in another form with Russia and China, losing the opportunities presented to both sides to use trade and improvements in standards of living to create a durable peace for economic development and addressing the problems that have led to deindustrialization of US and European Union countries. ...

Can Christian evangelical therapists exercise free speech rights to counsel religious teens dealing with their sexual orientation and identity true to the Biblical teachings. The US Supreme Court Justices support Christian therapists in this situation.  The issue of prayer in America's schools which was a tradition that lasted for the first 300 years of the settlement of the Nation since 1600, only to gradually disappear after 1962-1963 when Justices of the US Supreme Court simply took upon themselves the power to alter the fundamental character of the Nation with 2 decisions. This has not yet come before the Court to restore the basic driving energy for over three centuries of settlement of this continent of North America. Already the Court has found it is against the law to prevent athletic coaches from praying on a school field. It found in 2024 that Washington State infringed on freedom of expression when it allowed a coach to be disciplined for making such a prayer. There is a sense in America that prayer is part of the fundamental fabric of the Nation. In the deepest hour of crisis in the 20th century Chuchill and FDR met on a battleship near Newfoundland, August 10, 1941, when a prayer service was conducted to restore freedom and democracy to the world at war, it sustained America and Britain and Europe through these years, why should it not be in everyday life today is a question the Supreme Court has to ask itself when confronted with the new challenges of the 21st Century. As Justice Potter Stewart says to use metaphors such as "the wall of separation" that is nowhere in our Constitution, and to reject prayer in schools is to reject the deeply entrenched and widely cherished spiritual traditions of our Nation." Traditions that have come down from the time of George Washington whose miraculous survival that winter of 1754 through the hand of a Divine Providence ensured the survival of the Nation. ...

Anthropic's settlement for $1.5 billion at $3000 a book, and it's efforts in Education that conflict with the Nation's need to get 4th graders to Read and Learn. Anthropic's website shows it trying to get into Education and to measure the Economic Index from effects of AI. Yet the pretensions to goodwill for the public cause is not supported by facts, facts that the AI companies have nothing to show for the dismal situation for Global Literacy that is the case today. Literacy in the US that is dismal with about two thirds of 4th graders not able to read and comprehend the English language at a level of proficiency in American schools. These AI purveyors care only for the money they can make using vast amounts of electricity for these servers, and pretensions for public purpose are intended to smooth their access to public resources not some genuine interest in whether kids can read, which requires the hard work of the teachers in the public and private schools of this Nation and others in Europe, Asia, Latin America and Africa. The Movement for Global Literacy is Lyrarc's effort to support reading and learning and Lyrarc serves this purpose without such massive funding and without charging for the public service to the Nation and to other Nations in the world community. Anthropic settlement of $1.5 billion at $3000 a book for its AI bots use of copyrighted books, can lead to future litigation for OpenAI model that consumes vast amounts of data. Anthropic was founded by siblings Daniela and Dario Amodei after leaving OpenAI in 2021 in San Francisco. It hired Google Books Turvey to scan books for its large language models on a massive scale to train Claude its version of OpenAI's ChatGPT.  An investment of $4 billion by Amazon and additional $2 billion by Google provided funding. In this way it is a competitor to Microsoft funded OpenAI which made early advances in AI.  This article in WSJ says by making the settlement for $1.5 billion Anthropic is trying to make it harder for Open AI to scan material easily without paying for the access and thus blocking it's rival.   ...
