China is exceptional in the speed with which it is moving on infrastructure projects. And this bodes well for American exporters like Caterpillar which is seein g big jump in excavator sales, and for China which may see thre fourths of the 6.5% increase in GDP in 2009 coming from infrastructure building. Fortunately there is still a need for alot of infrastructure development in China. Typical is the approval and start of work on the $930 million Xiangshan Island Bridge which will extend over the East China Sea and through mountain tunnels. Caterpillar CEO James Owen says of approval and start of construction as fast, "its something like nine months in the USA versus 9 weeks " in China. China has agood pipeline of projects and alot of planning work has been done for many years. For Xiangshan Island Bridge this goes back to1994. Liu Cijun completed a PhD dissertation in 1999 on bridge wind resistance, and the Ningbo native is now Chief Engineer for the project. Preparatory work on the bridge goes back to 2004 and the stone cutting ceremony in 2006. In August the bridge's feasibility report won approval from aplanning agency in Beijing, and in December approval by the Ministry of Transportation. Construction started in just 11 days after the Chinese government approved the project. China's investment in infrastructure has jumped by 102% in the 1st quarter of 2009 from a year earlier, according tho the National Bureau of Statistics. By comparison Washington has distributed $69 billion of its $787 billion in stimulus fundsto states and localities, which have spent $14 billion according to the WSJ....

Mr. St. Angelo who heads the Quality group at Toyota for the American region met directly recently with Mr Akio Toyoda. There are in all 6 Quality chiefs for six regions worldwide. Akio's questioning during a Congressional investigation appears to be a turning point and he is determined to shake things up. He choked up at the National Press Club in Washington while thanking employees and dealers for their support. The financial system for mortgages and the legal system are on a collision course say experts. The courts require due process, and one expert discounts reassurances from banks, because it does not go into how easily banks can prove ownership of the underlying mortgages. A legal expert at Georgetown University, sees a scenario in which the whole system comes to a halt, if instead of being lost, it is shown that mortgage documents were not properly transferred during each step of the securitization process. Much of the paperwork was rushed through in a mass production line during the recent wave of foreclosures, because the banks did not have the people and technology in place to deal with it- as pointed out in a Washington Post investigative report.

The U.S. Defense Department awards Boeing a $30 billion contract for aerial refueling tankers. The first phase of this deal requires building 18 aircraft by 2017. EADS, the European supplier that lost out on its bid, had planned to build the planes in Mobile, Alabama, EADS had support of some southern states. Boeing sent a design based on its 767 commercial aircraft. This gives new life to Boeing's 767 program which was launched in 1982 and is seeing declining orders- down to 50 orders. Boeing says this supports 50,000 manufacturing jobs at Boeing plants in Washington and Kansas, and at suppliers around the country. EADS said it would have brought jobs to the Gulf region and keep 48,000 Americans employed.

The Wall Street Journal CEO Council which met in Washington for a 1 day conference provided some idea about what CEO's are thinking. Laurence Meyer a former Federal Reserve governor said he projected a 4% annualized contraction in output in the 4th quarter and a 2% annualized contraction in output in the first quarter of 2009, and the US unemployment rate exceeding 8% by the end of 2009. That does not include impact of alarge stimulus program by the incoming Obama administration. Asked to vote by electronic device only one out of 93 CEO's said it will be 6 months before the economy returns to a normal growth rate, almost 80% were expecting a slow economy through 2009 and 2010.

Obama Affordable Care Act ACA and its downfall are covered by two experienced authors over 2 book written over 2 decades. The authors are James Morone and David Blumenthal followed the healthcare issue over 25-30 years through the Clinton, Edward Kennedy and Obama efforts and wrote two books. The first was "The Heart of Power" on the healthcare situation from FDR to 2008. The last titled "Whiplash" in 2026, for which the authors are interviewed in Harvard Medicine magazine. C-SPAN has a book program on this book at a Washington DC bookstore. From the discussion on C-SPAN between Senator Michael Blumenthal, borther of one of the authors, James Morone and David Blumenthal physician, couple of conclusions are seen that may be new to readers. Q. What was the one single factor that doomed the Affordable Care Act? A. The deep antipathy towards the Obama administration influenced the response to the Obama handling of healthcare. The likelihood of Republicans accepting healthcare from a black person was simply not there say the book's authors in the discussion and Q&A on C-SPAN. Yet there were other reasons for the ACA failing. Obama had not gauged the mood of the nation well. UK Labour's Starmer won by a big majority in 2024 yet that does not reflect the mood of the British nation just 2 years later- by election year 2012 Obama's campaign was faltering and had to be rescued with Hispanic votes and a weak candidate in Utah's Mitt Romney. Obama lacked maturity and came in the way Bush came in when the list of candidates were mediocre in the US, similar to the period in the UK with David Cameron and Boris Johnson. To take on the health care issue required someone with the experience and caliber of LBJ, which Obama clearly lacked, coming from the minority community was not going to help in credibility. Obama's presidency was thus premature and to gain experience he would have done better in a key cabinet position such as at Department of State where an intellectual could have influenced world opinion in favor of emerging countries, a doable and necessary. Obama's lack of experience showed when he told Republicans two words in the first months in 2008- "We Won," perceiving arrogance it would set Republicans against him. The years 2008-2016 cost the US dearly in that the US needed a withdrawal from all of the Middle East which would require a strong president  with deep roots of support in all parts of the country including the south, to avoid recriminations. In the end by continuing the wars Obama weakened the US and let China move ahead. Q. Did Obama consider Medicare for All? A. Obama told Congressmen of his party according to Morone- if you can get 60 votes in the Senate for Medicare for All we can try.  Q. Would it take a major upheaval for Medicare for All to be accepted now that the health system is failing all Americans in 2026? A. It will take a world war or a economic depression- some major disaster for Medicare for All to be accepted in the US, say the authors. A pandemic happened in 1918 and again in 2019 the results were not positive, as the authors believe it unleashed the war on science after the vaccination for and against camps, leading to the culture wars in America seen today. Q  Obama's analytical mind thought he learned from the Clinton efforts in healthcare that failed. But he did not see things from the heart. There is good reason to think that the lessons learned of moving fast, letting Congress write the legislation, settling for what can be done not what needs to be done, were exactly the wrong lessons to be learned as opposed to writing off the Clinton experience entirely as Clinton's, and starting from scratch without preconceptions. In the end Obama if he was older, had more experience, and listened to the mood of the country would have realized that healthcare was for another day, and got right down to the most difficult challenge, to end the wars in the Middle East. Even small steps in the right direction would still have earned appreciation him today. Instead Bush and Obama, the most inexperienced of presidents will be remembered for wars they continued that weakened America.       ...

Saudi Arabian deputy defense minister Prince Khalid says polls show Saudis younger than 30 years old favor improved relations with Israel. As a first step Israeli planes would be allowed to fly over Saudi Arabia and control over two islands in the region would be handed over to the Saudis.  President Biden as a candidate had concerns about human rights in Saudi Arabia. Following the war with Ukraine and improving Saudi Israel relations it now appears likely that this will have an impact in improving US relations with the Saudis. Prince Khalid visited Washington and William Burns has also visited the Middle East for the Biden administration as it seeks to get Saudi Arabia to increase oil production following the EU oil embargo on Russian oil.  Saudis under Prince Salman who heads the administration are pushing to modernize Saudi Arabia and build ties for a broader relationship with the world than the traditional ties in the Middle East of Arab countries.The Saudis are improving relations with India and India was the first country to ship vaccines to Saudi Arabia. UAE and Qatar have also improved relations with the Modi administration in India. With China  engaged in trade and technology friction with the US after US investment and aid to China during the last 2 decades and the long period of aid to China during the Japanese invasion, the US is building new relationships in Asia, the Pacific and the Middle East. The new Saudi US relationship would be different from that of the old Saudi relationship as Saudi remains a monarchy but under the new administration and a younger generation of Saudis sees itself as a modernizing influence in the region. Biden sees these new factors as it looks to rebuild relationships in Asia.   ...

Sara Ehrman describes the time when Hillary Clinton worked in Washington D.C. as a 26 year old lawyer working on the Watergate committee, and Bill Clinton was teaching law in Arkansas. In August 1974 Hillary was living for about 1 year with Mrs. Ehrman, a friend who was a congressional aide at the time. She is 97 today, and recalls that time when she tried to discourage Hillary from going to Arkansas to join her boyfriend. Ehrman felt not much would come out of Bill Clinton, though she thought him to be handsome, and later worked in his presidential campaign and Hillary's presidential campaign. Ehrman was 55 then, and describes Hillary Clinton as a bit sloppy in her habits, such as not making her bed and having a lot of stuff strewn about her room, but really intelligent and very hardworking. At the time both lived together. Ehrman describes a daily routine of seeing Hillary go to work with coffee in the morning and come back exhausted late at night, having yogurt and going to bed, day after day.  The two met for the first time in 1972 when Ehrman was co-director of issues and research in the McGovern campaign in Texas, and Hillary was helping with voter registration. This report describes in detail the road trip to Arkansas that the two made together, when Mrs. Ehrman drove Hillary to Arkansas in her old Buick. They stopped at small towns  in the 1200 mile journey, and this journey ends with Mrs Ehrman crying that she could not get Hillary to change her mind about Bill Clinton and Arkansas. About what she thought was a bright woman throwing her life away in the deep South of the seventies. No other country recovered better and stronger, and yet because of the lingering effects of the pandemic with 1 million dead from the Covid virus, and increases in the cost of living even as inflation was brought down from 9% to 3% for reasons stemming from unwise decision of American business to concentrate the supply chain in China, from housing and automobile price increases, the Nation did not immediately grasp the sheer magnitude of what had been achieved. ...

Stern calls it a bridge between the older iPhones and a new type of iPhone. In a separate review in the Washington Post the value proposition of the iPhone X is questioned- the iPhone 7 at $550 and the iphone 8 at $800 are considered just as powerful and get most of what you want done without the fancy features. The iPhone X packs the features of larger phones like the Plus into a smaller phone, yet is it worth paying the price of about 2 iPhone 7s. If you want the excitement of trying something new like Stern then go ahead, for value and performance the iPhone 8 or the iPhone 7 are seen as sufficient.

Anna Fifield of the Washington Post provides this exceptional piece on Yuka Ogata, a 42 year old municipal assembly member of the Kumamoto Municipal Assembly. Yuka sat in the assembly seat with her 7 month baby in the front row to the men looking on in amazement. Ogata has a Masters degree in conflict resolution from George Mason University. Ogata was earlier reported to have created a stir by sitting while pregnant while asking questions.  Yuka Ogata says she wants to draw attention to the struggles of women as they seek to work so that they can raise a child and work happily. Japan's government has announced the key goal of "womenomics" to increase participation of women in the economy as a way to increase growth. Earlier Yuka had asked the Assembly authorites to open a day care center or let mothers bring their children to work. The $17 discount for Russian oil to Brent crude is a result of the president's efforts with sanctions plus tariffs on China and India to cut oil purchases from Russia. This puts a strain on Russia in financing the war with Ukraine. Bothe China and India have cut purchases of Russian oil in recent weeks and the Indian refinery at Jamnagar no longer gets Russian oil, according to recent reports. DJT was criticized for his stance on Indian tariffs as inconsistent with the agreement with China on rare earths. It now appears that China and India have both agreed to stop financing the Russian war effort with big oil purchases and are shifting it to other places such as Brazil, Guyana and Canada. India plans large oil purchases and arms purchases from the US and this is part of the trade agreement being negotiated with India. About one third of the additional 240 million barrels of oil on the seas in tankers is Russian oil being stored for lack of buyers with total oil on waters at 1.4 billion barrels. This has led to a 48% increase in tanker costs to $125,000 a day. All this makes it harder for the Russian economy to sustain the war effort as the US pushes both sides to settle the Ukraine conflict in the 28 Points Peace Plan negotiated with important Russian negotiators in Washington DC over 3 days last week. ...

Thomas Sargent of New York University, the 2012 Nobel prize winner in economics, says the EU leaders can learn from the way the federal government in the U.S. handled the issue of state's debt when it came up in the 1790's and in 1840. In 1790 the federal government- under the leadership of Washington and Hamilton- saw the need to honor state's debt because of the contribution made by states in the war of independence and the U.S. assumed state's debt. In 1840 the U.S. refused to assume state's debt and states went into default. The result was beneficial because state's passed balanced budget rules and restrained reckless spending. Another benefit was that this preserved state rights to manage their finances and the federal structure setup under the constitution.

The work of innovation teams that help reduce lost production time and make production more efficient on Boeing's 737 production lines in Renton, Washington. There are 1300 improvement teams at Boeing for commerical jet production. Examples range from conventional improvements such as remapping production arrangements to unconventional ones like the use of hay loaders to put seats on passenger planes. The work requires highly motivated production engineers and Boeing has a long tradition of this. Boeing has increased 737 jet production to 35 a month from 31.5 with the help of such improvements. The goal is to make 42 planes a month by 2014, and 60 by 2017 when the 737 MAX goes into production. Boeing has a large backlog of orders- 3,700 jets of which 2,300 are 737s.

Boeing's improvements in quality and production processes for the Dreamliner, as the first Dreamliner which will not need major additional work before delivery comes off the production line. Costs of production have reached the point to where Boeing is losing $100 million on each plane sold. Ony 300 small assembly tasks remained, closer to the 200 that is the company's goal, and improvement over the 6000 additional small assembly tasks remaining in the early versions. The Everett, Washington plant now can make a 787 Dreamliner plane every 6-7 days. It costs Boeing $242 million to make each plane, and it sells them for $113 million according to UBS analysts. Boeing will have invested about $20 billion in the Dreamliner by 2014, when analysts say it should turn a profit.

GE's decision to exit the banking business ends a period of aggressively reducing taxes using GE Capital operations. This ended in disaster in the 2008 global fianncial crisis with GE shares down to $6 and GE needing a government rescue. GE reported in its securities filing that its tax rate of 10.3% in 2014 would have been 17% without the use of GE Capital operations to reduce taxes. Experts say GE's tax rate is lower using GE Capital because of doing business in lower tax jurisdictions overseas and global funding base. In 2013 securities filing cited in the Washington Post show GE taxes were an astonishing 4.2%. GE will repatriate $36 billion in overseas earnings as the first step and pay taxes to the U.S. Treasury of $6 billion.

Readers Haven and Harrington comment on the op-ed "Don't Blame Jim Cramer", March 17, in the Washington Post. Jon Stewart took Jim Cramer and CNBC to task for helping inflate the financial bubble with the TV program. A lot of this went on on in all the news programs CNBC and on Bloomberg, as the business news media in their revenue model depend on viewers and advertising revenues, and are not rewarded for good reporting and analysis. Hype and other kinds of promotion, can win better ratings then patient, against the tide reporting and analysis. Reward systems determine the way, humans, media, and other things in our economics system respond. These are essentially unchanged and remain so one bubble after another, tech, housing, credit, on and on.

Cost estimates to Boeing of the strike by the International Association of Machinists and Aerospace Workers, representing 27,000 workers at plants in Kansas, Oregon and Washington, is about $100 million a day in deferred revenue and postponement of the long awaited 787 Dreamliner. The walkout started September 6, it concludes November 2, 2008, a little sort of 2 months, which suggests a loss in deferred revenue of about $5-6 billion. The union members include electricians, painters, mechanics and other production workers. So what did the union get out of this? The union says the new contract protects 5,000 factory jobs, prevents the outsourcing of certain jobs and preserves health care benefits. It also promises pay increases in 4 years instead of three, as outlined in previous offers.

The impeachment inquiry in the U.S. House of Representatives set off by a release of president Trump's conversation with the new Ukrainian president, involves vice president Joe Biden and his son Hunter Biden. Mr. Trump had called for the Ukrainian government to look into corruption. The Washington Post gives this story of how Hunter Biden joined the board of an obscure Ukrainian gas company set up by a former minister and that this was brought to the attention of Joe Biden by advisers. At the time Joe Biden was representing the U.S. in Ukraine during a period in Ukraine when there was little clarity or transparency on what was happening in the country with changing governments. This story describes the thinking of people in the Biden circle who thought this was a bad idea.  This includes Hunter Biden's partner in the investment firm, a stepson of John Kerry, Secretary of State in the Obama administration, and other advisers of the Bidens. It has raised questions about why steps were not taken to prevent the perceived conflict of interest.  As a result of this Ukraine, a country at war with Russia and having elected a new president outside the conventional politics, is now at the centre of the impeachment inquiry. It is also likely to reshape the 2020 presidential election with differing views on this inquiry from president Trump who sees it to be about corruption in Ukraine, and Democrats about the president's effort to pressure Ukraine for his political campaign as U.S. provided critical aid to Ukraine.    ...
