The government is in office for only about 2 years, and this comes after decades of mismanagement and cronyism under military rule. Another problem is that Suu Kyi is considered a micromanager and is only now delegating matters to experts, some from Australia. In a sign of the sluggish foreign investment the two American companies investing in Burma are Coca Cola and a can making company. The initial enthusiasm for investment has waned.

This comes at a time when China expects to become the world's largest oil consuming country because of the surging use of automobiles in the country, according to the International Energy Agency. Natural gas consumption doubled in China between 2006 and 2010 according to the BP Statistical Review.

The South Korean government of president Moon takes steps to reduce the impact of escalating rhetoric between president Trump and North Korea. South Korea's national security adviser Chung Eui-yong has long discussions with Gen. McMaster his U.S. counterpart. Apple remained an exception till April 2016 when Apple was asked to shut down Apple iBooks and iTunes services in China. China sees this as an effort to promote in Jinping's words local "high quality content with positive voices for a healthy, positive culture that is a force for good.," according to Xinhua news service. It also increases the role of Huawei, Alibaba, and Tencent in the internet in China.

The U.S. and Japan sign a new security agreement in 2015 which removes a geographical constraint on Japan participating in joint action with the U.S. in protecting vital global interests. The agreement is called the Joint Defense Guidelines. The agreement will enable Japan's Defense Forces with the permission of its parliament to participate in such action. Earlier agreements limited action to the defense of Japanese territories. A new alliance coordination mechanism will be established with officials from diplomatic, defense and military departments of the two countries. Consultations between the U.S. and Japan will take place through this mechanism in peacetime and in emergency situations. The new guidelines also include joint development of weapons systems and sharing of military technology, and cooperation on cybersecurity, missile defense, reconaissance activity. Japan's reinterpretation of its Constitution will now be discussed in parliament in the context of this agreement, to clarify what other activities Japan can take on....

This editorial in the Economist looks at China's relationship with Russia. It says the Ukraine conflict and western sanctions have resulted in Russia moving closer to China. Yet the two countries have competing interests in central Asia, and different relations with India and Vietnam, in the Asian region. Russia is also wary of China copying designs of Sukhoi aircraft in sales to China of advanced military technology. The major oil and gas deal signed in 2014 provides Russia with a new outlet for oil and gas with the cooling of the relationship with Europe. Yet Russia has strong ties built with Germany over the entire post war period, and differences have emerged in U.S.- German relations. Germany's relationship with Russia- cooled by sanctions and German wariness over Russian intervention in Ukraine and Russian wariness over NATO close to its borders- spans 7 decades and is likely to remain strong in the long term. This comes from the shared sense of awareness of the terrible conflicts of an earlier period, just as it has for French-German relations, and from the strong efforts made by Germany to preserve the relationship and peace in Europe. Chinese president Xi's visit to Moscow on May 9, for celebrations of victory over Nazi Germany, will be followed by a visit May 10 by Chancellor Merkel of Germany. A factor in German-Russian relations is the close trade links, cultural exchanges, and history going back to the GDR where Chancellor Merkel is from, built up over many years, that are likely to set the long term future of relations. China's dominant partner relationship in the China- Russia relations does not bode well for the future of relations, compared to the equal partner relations with its European neighbor, Germany. In this different light Ukraine is a temporary pause, in German-Russian relations and peace in Europe, a situation which is in China's long term interest as it focusses on its economy and the next phase of development for a modernized economy. Especially as China continues to build on its own vital trade relations with Germany and the European Union, the latest example being Germany, other EU nations, and India, joining the China sponsored Asian Infrastructure Investment Bank. ...
