Simon Denyer talks to experts in China in this remarkable piece about the risks to China's own forward development for the economy and society of adopting the so called Putin Way. Particularly when Mr. Putin himself may have second thoughts about as it offers so little and risks so much- actions in Ukraine reduce trade, much needed foreign investment and technology leading to slow growth. This is because technologically advanced societies and economies in a globally interdependent economy need to remain open and vibrant. Mr. Putin's failure to transform Russia's economy from overdependence on commodity exports, while risking development further for relatively insignificant gains on the fringes of its borders, reduces his own development scorecard from a B in the first term to a C in the second. Russia and China have large rural population with low incomes, and the risk is that these emerging markets will fall into the "middle income trap" reaching a certain level and then stagnating, with the additional burden of an an aging population. The irony is that Mr. Putin was elected with the help of this rural population outside the big cities specifically to preserve and expand economic gains made in the first term not erode these economic gains....

Ruchir Sharma, chief global strategist at Morgan Stanley, says Poland has achieved a remarkable transformation over 25 years with steady growth of 4% year after year. The bright spot is manufacturing. For emerging nations the average percentage of GDP from manufacturing exports is 22%. Poland is at 33 percent of GDP for manufacturing exports. Countries dependent on commodity exports such as Argentina, Brazil, Russia, lack this steady growth from a manufacturing base and are less likely to cross the line of $15,000 of GDP per person that qualifies for it to be called an "advanced economy" for the IMF. South Korea, the Czech Republic and Poland are some of the countries that have benefited from manufacturing exports. Poland's wages are one third of that in Germany and its currency is cheap, giving it an advantage as an export hub for German companies. Germany is the main destination for exports and the German automobile industry uses the Czech Republic and Poland as export hubs. Poland's and Czech Republic's geographical location near Germany with a highly educated population makes it attractive for German companies. Poland has gone from $2300 per capita GDP to about $13,000 in 25 years according to the IMF, and is likely to be the next country to make it to advanced economy status by 2020, says Sharma. It is important not to run up debt, to manage finances carefully, and to maintain steady growth not growth in spurts interrupted by declines, and have a manufacturing base, says Sharma.  ...

Former German chancellor Angela Merkel and foreign minister Steinmeier are singled out for their policies that likely emboldened Russia into its invasion of Ukraine. The DW.com says Merkel's tenure now shows deep seated flaws in leadership with her policies with Russia having gone too far in the other direction and leaving Europe in a vulnerable position. Merkel saw herself as continuing old policies from the period of SPD chancellor Willy Brandt of engaging with Russia, then called the Soviet Union. Yet looking at it closely the policy of Brandt was to reach accomodation with the eastern half of Germany, called the GDR, not to weaken Germany's position. By distancing herself from the US Merkel was in sense out on her own. Consider says DW.com that in 2014 Germany imported 36% of its gas from Moscow, by 2022 when Russia invaded Ukraine it was 55%. The SPD under Gerhard Schroeder and Steinmeier following Schroeder share responsibility with Merkel for this dependence.    A similar integration of the German economy with China's economy happened under the 4 term administration of Angela Merkel. This can be seen in the port of Hamburg. This may have similarly emboldened China in its relations with neighbors in the Indo-Pacific region and with Taiwan. German chancellor Scholz is by one report reading Cambridge historian Brendan Simms- "Europe The Struggle for Supremacy 1453 to the Present." This historical account of the relations of major European states in the 5 centuries before the present period shows the Balance of Power as critical to the liberty and freedom that Britain and Netherlands as well as other countries were able to keep. Sweden was attacked in 1700 with sign of weakness, Britain faced challenges from France in 1700 and in 1800, and allied with the Hapsburgs and German states to maintain its democracy and way of life. Merkel of CSU and Steinmeier of SPD may have failed to realize this when they ignored the history of Europe. The WSJ report on the miscalculations on the German and French side with Sarkozy, Hollande and Macron show that all these leaders failed to grasp that by leaving the issue unsettled of Ukraine's NATO admission they had created the situation that was bad for both Russia and for Ukraine, creating seeds for serious differences that could lead to future conflict and war. By not respecting and giving room to the lessons of history these leaders in Western Europe have created the conditions for the very opposite of what they intended to do.  ...

BRICS is becoming an obsolete concept as Brazil, India and South Africa are essentially looking for ways in which they can increase opportunities for growth. It was a concept started by a Goldman Sachs investment banker Mr. O'Neill at a different time in 2010. Iran's (IRGC's not the people of Iran who are protesting) strategy in talks is to stall peace talks, to use the help of global media which is creating perception for Iran, and see if the strategy of no nuclear materials turned over to Russia or some other country, see if that strategy works. This is  what German Foreign Minister Wadephul is saying on Day 16 of the Naval Blockade. Earlier this week German chancellor Merz called it unfortunate that the Iran War is continuing in explaining to ordinary Germans why the German economy is slowing down, yet he understands the danger posed by nuclear weapons in Iran or for that matter anywhere inthe volatile and explosive Middle East. Almost like the volatile and explosive Balkans that ignited World War I in 1914. This strategy of IRGC Iran does much irreparable damage to the Iranian economy in weeks to come. Iranian protests were intended to put the economy on a new path in which not just students, the middle class in the bazaars, the younger generation of Iranians who had the most to lose participated. Why is this happening? It is happening because of the complicated politics of the Middle East and centuries old differences within the Islamic world between different sectarian beliefs and cultures. It is not happening because of the US. The US cannot be responsible for what colonial empires of the British and French did in this region in the 1920's by creating artificial states of Lebanon, Syria, Iraq, out of the Arab portion of the collapsed Ottoman Empire defeated in World War I with Shia, Sunni populations in these states mixed up into unmanageable states. Five decades of wars in the Middle East are the result of these unmanageable artificial states of French and British Empires by 1921. The British Empire also controlled Iran in the 1900's and its oil resources. There was no involvement of America as the British and French did what they wanted to do even in the Treaty of Versailles that ended WWI.  The fall of the pro-Soviet Mossadegh regime in 1956 was the only fragmentary situation which is an anti Soviet Cold War move by the US in 1952, and was done by a group that had British connections deep inside the Eisenhower administration led by Secretary of State John Foster Dulles that took this unfortunate step for America (looking back over  5 decades of wars). A British oriented group was active inside the Republican party that continued to operate in the Reagan administration's involvement in support for Iraq in its war with Iran. And which no longer exists in the Republican party led by DJT which puts America First, grasps the fact of unmanageable states of British and French Empires and seeks to distance the US from the Middle East. Gandhi and Patel (and Jinnah) avoided the creation of such a state in British India's partition into India and Pakistan. Afghanistan is simply an extension of this Middle Eastern complicated setup, including 9/11. Why is all this important? Arab Middle East is a dangerous place for nuclear weapons- this is all the US is trying to accomplish, thankfully without the cooperation of the British and French whose Empires are responsible for the creation of a hodge podge mix of peoples in Lebanon, Syria and Iraq which (check this out) never existed before British and French Mandates of 1921. The global and American media that sees DJT Republicans as too conservative on cultural issues and the political establishment intending to return to power have completely obscured or not presented this side of the Middle East, yet is key to devising a policy that keeps America out of Middle East wars but keeps the goal of no nuclear weapons in this powderkeg of a region. ...

For 2025 US stocks S&P 500 returns 19%, foreign stocks in Europe 36%. An extraordinary year for foreign stocks with Germany's big investments in the economy. Actually the average S&P stock was down 3.7%. It was the large investments in AI that propelled the US stock markets S&P 500 to the 19% gain.  AI investment may take a long time to be profitable and some companies may lose money yet the building of data centers creates demand for construction activity, and tariffs are bringing larger investments into the US economy. Media skeptical about tariffs led to many missing the surge in stocks. It was the same overseas after years of Merkel and limits placed in the constitution on needed spending, and the SPD coaltition struggling to get through FDP obstruction to investment spending. Chancellor Merz of CDU joined the SPD to make a big $1 trillion investment in German infrastructure and defense, and removed the constitutional brake on investment Merkel had unwisely put in, with so much of Germany's infrastructure and digital in bad shape. This pushed up European stocks that had languished under the austerity logic of Cameron/Johnson-Merkel. This also was missed by many as the old logic was suddenly and quickly taken out with Russia emboldened in Ukraine taking over much of the eastern Ukraine's Donetsk region. Defense is now a rapidly growing part of the German economy. 2025 was a year of sudden and rapid change in the world economy with tariffs, US investment deals, and Germany taking on defense and infrastructure, which few could predict. And in which the media created confusion by saying the opposite of what was required from investors. ...

Saudis and Russia fail to reach an agreement on cutting production in response to lower demand after the coronavirus crisis, resulting in Saudi decision to boost output and cut prices.  Saudi prince Salman asks ministries to lower budgets for expenditures. Saudi oil production was boosted by 300,000 barrels a day (bbd) to 12.3 million bbd. Saudis also cut oil price which is at about $34 a barrel on March 9, 2020 for Brent crude. Meanwhile behind the rhetoric from Saudis a mediation effort is being made by Mr. Falih from the Saudi side with Mr. Novak of Russia. Mr. Falih is minister of investments. He was the oil minister who negotiated an agreement with Russia in 2016.  The U.S. under president Trump sees oil price reduction as good for the economy in the face of the coronavirus impact. The U.S. oil shale industry will be affected with more bankruptcies, as many companies cannot operate at $30 a barrel. The Saudi budget requires a price of $60 which is why the Saudis favored production cuts but failed to convince Russia. Russia sees no need for production cuts at this time. Russia is also better positioned to handle the oil price decline as its budget is less dependent on oil prices. ...

With inflation running at 6.7% in Russia, the central bank has decided not to increase interest rates following the U.S. Fed's bond purchase tapering decision in Jan 2014. The ruble declined by 6% in Jan 2014 and 15% for the last year. With the economy slowing the central bank finds it difficult to raise interest rates, and with inflation the bank has less flexibility to lower rates and increase credit availability. The ruble's lower value is a result of a shrinking current account surplus, with the added effect of capital flight from markets seen as riskier by investors. Currency collapse is a sensitive issue for many Russians after the 1997 crisis and collapse of the ruble. Central bank chief Ms. Nabiullina was on television explaining the decline to ordinary Russians, saying- " It's not that the ruble is weakening but the dollar and the euro are rising in price." Economists say the ruble's weakening won't add as much to inflation as slowing demand will make it harder for retail chains to raise prices....

Germany will reach 85% of gas storage with Russian gas reduced to 10% of consumption by September 1, 2022. The next target is to get it up to 95% for German gas storage facilities by November 1, 2022. "The reservoirs are filling quicker than planned," German Economy Minister Habeck told Der Spiegel. The big part of gas supplies are now from Norway and Netherlands. And LNG supplies will come from France.

Former finance minister Kudrin, and the head of Sberbank, who were principal architects for Russian finances and economic policy reforms, were clear about the dangers. The US Federal Reserve Report on Economic Wellbeing of US Households 2024-May 2025 gives some insights into the well being of American households. It shows food insufficiency households the same in 2023-2025 at 7%. The situation for cost of living remains a concern in 2024 as well as 2025. Retirement savings have improved for many middle class Americans, as confirmed by reports from Fidelity and Vanguard. The people earning less than 25,000 are 19% and about the same in 2024 under Biden as under DJT in 2025. 39% make $100,000 or more and 26% make $50,000 -$100,000. Combining the 19% making less than $25,000 and the 16% making between $25,000 and $50,000 shows about one third of the population under $50,000 living paycheck to paycheck. It would appear that $2000 DJT rebate putting $160 billion out of $550 billion of tariff revenues for 2025-2026  in the hands of 79 million households that make less than $100,000 would go a long way to keep the situation stable with optimism and hope arising from the restructuring of world trade that would bring trillions of dollars of investment into the US from Europe and Asia. A this investment plus domestic investment should bring back jobs and higher incomes to US manufacturing in small towns across America. The rest of $550 billion tariff revenue of $390 billion would go to reducing the deficit which would improve prospects for the economy in 2027 and produce a more resilient economy in 2027-2028. As shown on this page the popular Democratic Governor of Michigan in her op-ed in Washington Post supports strategic tariffs, and supports using the revenue for a check to American workers of $2000 per worker or per worker household and offers to work with the opposite party to get a WIN-WIN for the American People.  In the whole process of trade tariffs it must be remembered when seeing the inconsistent cases of tariff use by this Republican administration that these were special reason situations not aberrations or whimsical. First, it should be borne in mind that behind the appearance of DJT making tariff decisions is a carefully thought out process that took ten years to form under Reagan era Trade Representative Lighthizer who negotiated with Japan, and his deputy Jamieson for 2016-2024, and the economic and capital markets experience of Scott Bessent as Treasury Secretary. The two cases of inconsistent application of tariffs relate to the 50% tariff on India and the reduction of tariffs on China agreement on rare earths, and the imposition of a large tarif on Japan and the EU. In the first instance with India it was intended to give Ukraine breathing room from Russian attacks as Germany steps up its military preparedness and assistance to Ukraine. With both countries it was about saving face important in Asian or any societies and it has achieved it's purpose. Reports show both Indian and Chinese refiners have quietly cut purchases of oil from Russia leading to Russian oil selling at about $20 discount to Brent crude oil. In the case of Japan the quick action to raise tariffs was intended not to get into long drawn negotiations and show serious intent- Japan is known for dragging out negotiations for years if not decades. The same is true for the European Union. With the Swiss it was about a certain disrespect of the US coming from attitudes that Swiss products were somehow superior. Not just in the long run, in 2026-2028 history will show that the effort done right - and it takes effort to get this right- to restructure world trade so that other nations are not siphoning off the benefits and leaving the US to lose its manufacturing and factories is the right one. And taken with courage and sincere desire to create a fair distribution of the benefits of world trade for too long distorted by egregious practices of competitors. It has nothing to do with 2 senators from the 1930's who were from places like the Mountain West in the US, having no concept of world trade, Smoot and Hawley, who under a irresponsible president Hoover got everything wrong. This is a carefully set out plan to evenly balance the benefits of world trade to all nations.   ...

Deteriorating China Iran relations as the oil imports from Iran for China face US tariffs of 25% on China's exports to US, and US economic relations far more significant for the Chinese economy. China gets somwhere between 1.4 to 1.6 million barrels aday from Iran (80% of Iran's oil exports) into Shandong refiners at $10 below Brent crude prices. Another 400 mbd comes from Venezuela to China. This means $30 billion comes to Iran from oil sales to China at $59 a barrel, and $8 billion for Venezuela from oil sales to China. This has financed much of the bellicose policies towards the US in the western hemisphere and in the Gulf region. Iran's bellicose policies in the Middle East, its nuclear policy, are now seen by China as a distraction and  detract from good economic relations with the US. China $400 billion oil deal 25 year cooperation agreement signed in 2021 was signed under the Biden administration and China today faces a completely different situation in 2026. Even China's relations with Russia are not the same as the US builds better relations with Russia. A wind down of the Ukraine war would change the situation completely and ensure peace in Europe including Russia, as the US works with the EU to meet future challenges having learned from this experience in Europe (Ukraine dividing Europe) and in the Western hemisphere (drug/ migrant. trafficking). When historians write this chapter of the inflows of capital from advanced West to Arab countries and the Gulf region they will write about the huge contrast between China/India's efforts to modernize and these nations where much of that capital was wasted in wars and conflicts and in grandiose projects that made no material difference to the standard of living and quality of life of the vast number of ordinary people. Once the oil dividend is gone with fossil fuels replaced with renewable energy by 2035-2040 this opportunity to advance is lost for the Arab and Gulf region. ...

Use of oil for transportation has increased from 30% ten years ago to nearly 50% in 2013, according to Sanford Bernstein, as more cars are added to China's roads. This makes it less likely that a slowdown in China's growth will affect demand for oil. Sales of passenger cars increased by 11% in January and February 2014. A study at France's central bank by Gauvin and Rebillard shows only a much smaller effect on oil prices from a hard landing of the Chinese economy, compared to the effect on metal prices. Passenger cars now make up two out of three vehicles on Chinese roads, according to LMC Automotive. The growth in cars is likely to continue, not just in China, but in other emerging markets such as India, Brazil, Mexico and Russia. Metal consumption is different, as it comes mostly from housing, infrastructure and factories which are the most affected parts of the economy in China.

It is not commonly realized how much of an economic collapse Russia suffered as a result of Mr. Gorbachev's failure to plan a smooth transition out of communism- a 40% drop in  drop in GDP, a peak of 2000% increase in inflation, and drop in life expectancy from 69 years to 65. With lack of safeguards in place for vulnerable sectors such as the elderly and displaced workers, no setup for securing the rule of law, no periods of experimentation with market economy in parts of the country as China had done. Krugman says it was worse than the Great Depression in the US in the 1930's, a particularly traumatic period Americans remember, because the collapse was deeper, and the rogue elements took over parts of the economy leading to a breakdown of the rule of law. One hears too much about the fall of the Berlin Wall, great for West Germany and less about the trauma this was for elderly and vulnerable workers in  East Germany, and for Russia as a whole. Here Paul Krugman describes what happened and how this brought to power another group under Putin. For Putin and many Russians these are the memories that lead them to say it was the "greatest catastrophe" of the twentieth century. Krugman has put this in graphs showing the economic data from multiple sources, including the World Bank and US Bureau of Economic Analysis. The graphs show the Great Depression in the US was about loss of 27% of GDP, inflation was not severe and FDR ensured both rule of law and hope with his election to tackle the problems, including America's vast resources. ...

Now that the euro dollar parity is reached what happens next. This report in WSJ shows there is room for more downside because of the weaker European economy. It says Europe had less of the covid payments to lower income groups and smaller payments than in the US. As a result this shows up in consumer spending. The debt brake put into the German Constitution by Angela Merkel's government in 2009 to limit the structural budget deficit to 0.35% of GDP during the 2009 financial crisis caused by poor banking behaviour, and in the 2015 eurozone debt crisis with overborrowing by Greece and Spain, is no longer relevant in 2024. It can be said that Merkel made some mistakes- not investing in digitization, in infrastructure and making the German economy dependent on low cost oil and gas from Russia. Putting the debt brake in the German Constitution and setting it at 0.35% of GDP except in emergencies adds to these mistakes, because it deprives policymakers and government of the minimum needed flexibility to meet changing situations in the interests of the German people.    It means there is no money to invest in the country's future, no money for infrastructure even when it is old and crumbling for roads, bridges rail stations and airports, no money for digitization of the economy in which Germany has fallen behind, not enough for defense, and no money to fund needs in education, healthcare, childcare. And not enough money to invest in climate change action. Absent this investment the German economy falls behind, jobs become precarious and public dissatisfaction leads to volatile political situation. ...

Germany is going through a second year of slight economic contraction. The newly elected government of chancellor Merz has setup a $1 trillion fund to invest in infrastructure and defense. This will increase the debt to GDP ratio from 62% much lower than other advanced economies to 75%, and could give the German economy a rebound with $500 billion for fixing aging infrastructure. Germany's unemployment rate stands at 6.3% in March 2025. The economy weathered a energy crisis with the cutoff of energy supplies from Russia during the term of chancellor Scholz. Infrastructure, child care, was neglected under Merkel and previous administrations as it was in the US under Clinton, Bush and Obama administrations. The 2009 financial crisis, the eurozone debt crisis and the pandemic, Ukraine crisis from 2009 to 2024 have provided headwinds for action to renew Germany till now. A $1 trillion new fund and removal of the constitutional brake under the newly elected parliamentary majority of the CSU/CDU, the SPD and the Greens is the first step with $500 billion earmarked for fixing aging infrastructure, digitization of the economy, and other investment. The unemployment situation is deteriorating in the auto industry which was poorly managed and is now being hit with US tariffs of 25% on imported cars made by BMW, Mercedes and VW. ...

A detailed look at how Enel is trying to penetrate the Russian power market. It is investing $6 billion in Russia. Mr. Fulvio Conti, CEO of Eni, has a clear idea how he is going to operate in Russia. He has developed close ties with Gazprom, has Gazprom as a partner in ownership of former Yukos gas assets which supply power plants it is acquiring ownership of (OGK-5's constellation of power plants in western Russia.) Eni uses Gazproms pipeline network to get the gas to its plants. In this way Eni feels it has a winning model to convert gas into electricity with low risk. Eni can then wait for what it expects will be gradual progress towards liberalization of electricity markets in Russia, so that prices will be higher and give Eni good margins. It will also put Eni ahead of German and other European competitors. Russia's electricity market is expected to grow rapidly as its economy grows. It needs $120 billion in investment to build further its electricity infrastructure and foreign investment is needed in this area. Eni has also offered Gazprom reciprocal ownership of power plant assets in Italy in its negotiations, to build a win-win situation....
