WSJ looks at how the US 40% tariff on this kind of surreptitious shipment through a third country makes the goal of manufacturing in the US and in India possible. This is intended to address China's policy to continue to overproduce with huge overcapacity in most manufactured goods which it's domestic market cannot absorb. This hurts industries in the US and EU and is happening in 2025 after 20 years of such practices have destroyed much of the manufacturing base in the US and EU, that has severely impacted communities all over these countries. India and the US are nearing a trade deal that gives India a chance to become a major manufacturing center for fair trade supplying the US. India will plan a partnership with US in which US goals and manufacturing are supported while at the same time making some parts at cost competitive with China.

Oxford Biomedica is the company that is part of the consortium making the coronavirus vaccine being developed by Oxford University's Jenner Institute.  Her Mr. Dawson describes the challenges he faced and cash crunches 4 times in 12 years, the last 4 years ago. The turning point he says was in 2012 when the cell and gene therapy was validated with a new drug developed for a form of cancer using this method. Oxford Biomedica is setting up a facility for manufacturing the vaccine in England at a 84,000 square foot former Royal Mail sorting facility in the city's business park called Oxpark. Dawson says cell and gene therapy is going to be big in health care. He did not see it coming till 2012. In 2014 he says during a cash crunch they had realized that what they had to do at Biomedica was to get to the time when it was going to be big. Today Astra Zeneca of the UK is organizing the effort and includes the use of British and Indian facilities for manufacturing, and Oxford University for research effort. ...

EIA says half of the benefit of higher fuel efficiency standards for Automobiles 2010-2020 in US was lost because of SUV's and the incentivizing of SUV's in the 2006 CAFE standards have made things worse. The first SUV's came in the 1980's. By 2004 SUV's made up half of car sales and by 2025 outsold cars 2 to 1. What if we took all SUV's and large cars off the roads, or even some of these SUV's by deincentivizing of SUV's in the US CAFE corporate fuel efficiency standards? What would be the savings in crude oil and in carbon footprint? Would it be about the same as releasing an additional 400 million barrels of oil into the markets in addition to the 400 million barrels that are now released through EIA and member countries? This New Yorker essay touches on this idea. During the Iran war the volatile Middle East as a source of oil supplies is a major problem for countries. Some are rationing supplies and in one country 40 million children are not going to school for 2 weeks starting this week because of the sources of oil are so precarious, government offices will only have half of the employees, the rest working from home (almost like Covid pandemic). Many other countries face that situation. The International Energy Agency recently reported that, if “SUVs were an individual country, they would rank sixth in the world for absolute emissions in 2021, emitting over 900 million tonnes of CO2.” The agency says governments must redesign their CAFE standards and their policies so that it would reduce S.U.V. sales, tax gas guzzling vehicles. EIA cites governments in the EU doing this- “Some governments have already started introducing relevant measures, such as France and Germany, which have put a tax on large and high-emissions cars.” Within SUV's also there is an opportunity to reduce the size and make more efficient space utilization designs. Small savings also add up. One has to realize that the current freedom to use energy freely in places like the US with self sufficiency in oil comes with a sense of responsibility for using it wisely so that it can be exported to cut the trade deficit, precisely what the president is doing with India, to cut a trade deficit of $58 billion before it gets to $100 billion. Section 301 is already in place for investigations by the US of 18 countries for a new basis to use tariffs after the Supreme Court decision. A similar approach is taken with EU for hundreds of billions of reductions in trade deficit that will only strengthen the US dollar and the US economy in the long run , and be good for stock markets and jobs as it reduces oil prices and increases the manufacturing capacity/cost for the Nation. Europe, India and China can do the same. Remember that in 2010 SUV's made up 17% of total world sales, and by 2025 SUV's made up 46% of world vehicle sales. This would create another 400 million barrels for the oil markets, which would triple what was released through EIA  this week to 1.2 billion barrels and this would create 120 days of supply replacement for the 10 million b/d lost from Straits of Hormuz, and effectively end the Iran War as it would be clear that prices can be kept low even in the $50's. Essentially buying time till the SU can get more production in Venezuela and other parts of the world to replace much of the Middle Eastern oil that is ending up in a quagmire. This is the best way for the US and Europe, India, China to ensure jobs growth, economic growth with low cost crude oil in the $50 range and ensure much of the poorer countries like Egypt and Indonesia, Vietnam, Sri Lanka, Pakistan, Bangladesh, have access to oil at prices they can afford and eliminate poverty. ...

Defense minister Rajnath Singh says on the last day of Aero India, that India has "great potential to emerge as a global and regional Maintenance, Repair, and Overhaul (MRO) hub, given the cost competitiveness of its manpower resources, the availability of abundant specialist capabilities and geographical advantages."

Between 2016 nd 2019, 138 proposals worth over $37 billion for domestic manufacturing of defense equipment components were approved. Aero components sector is expected to double from 30,000 crore today to 60,000 crore by 2025. Aerospace has a big role to play in reaching the targets of domestic defense production of $25 billion and exports of $5 billion by 2025. India will have moved from defense production of $11 billion to $25 billion by 2025.

This includes the LUH new generation single engine helicopter to be designed and developed by HAL.

LNG prices have declined in 2024 to a fraction of what they were from $70 per mmBTU in 2022 with the Ukraine war to about $10 in Jan 2024. India's state owned Petronet signed a 7.5 million ton LNG deal for 20 years with Qatar at the reduced prices. For the world it is a good thing as India moves to natural gas from coal when about 60% of the increased pollution in 2013-2021 is coming from India by some estimates. This translates into climate change. The goal is to go from 6% for natural gas in energy mix in 2013 to 15% by 2030. Few people realize what this means outside India- that every additional dollar that was added to the nation's energy bill was a dollar not going to essential building of modern rail and transport infrastructure, into new colleges, into new health infrastructure hospitals, into logistics for manufacturing hubs, into digital and modernizing the economy. This during the pandemic has meant free rations of food for hundreds of millions in the rural areas which have been continued into 2024. It meant accessing at the lowest possible price, buying at the right time, and buying oil and gas from a wide range of suppliers. WSJ's Megha Mandavia looks at this effort.  ...

China after American and European offshoring of supply chain and manufacturing over three decades is going through a rapid reversal. People to people contacts are also falling off a precipice as it were, showing how badly structured efforts by business focused on profit and not people to people fail miserably, hurting the long term prospect of peaceful cooperation. Foreign Investment that was $100 billion in the first quarter of 2022 is now $20 billion. Tourism down by about 80%. At Zhangjiajie National Park goes from half a million foreign tourists to 50,000 last year. It is typical of this staggering change.  People are not going from America and Europe to China unless they have to. It shows the complete failure of a purely business relationship such as offshoring manufacturing when it hurts workers and families in America and Europe, who turn against it leading to a free fall in relations. American and European business and the governments allied with it failed in this sense to build a world of better interpersonal relations between Asia and the western world. China's experience with industrialization and modernization begun in 1990 is now a cautionary tale for other regions such as India and the Middle East that are planning their own modernization. Much of it happened less from a people to people relationship than from an effort by US business to seize the opening of China after Mao's revolution to offshore American manufacturing as if realizing a new opportunity without understanding its long term consequences for the American people. European business followed American business in this offshoring. It damaged the basic structure of the American and EU peoples based on locally based supply chains and manufacturing at home needed for strong healthy communities, leading to this situation today. The rancor and deeply seated discontent all across America and Europe from communities losing factories and the jobs and wealth coming from it from offshoring by business interests has created this situation.  ...

Negative interest hurt the vulnerable the most- consider how much in interest would have to be deposited in retirement accounts savings of retirees to make up for lost interest over two decades. It could be in the hundreds of billions of dollars. It has added to the poverty in the Nation as interest income went gradually to negligible amounts. It also disincentivised savings,  and reduced the cost of capital so that hundreds of billions of dollars of retirees and other people's income was shifted into startups and dubious investments that did little to add to essential public services, education, healthcare, that would improve the quality of life for workers, families and children.It was in effect a misuse of economic policy to serve one section of the population at the expense of the large majority of the people in the Nation, and a shift of hundreds of billions of dollars over two decades from the vulnerable who needed it most to other uses. And aggravating the situation resulting from the failures in investing in manufacturing in the US that put whole communities at risk, neglecting the investment in infrastructure that helps ordinary people the vast majority in the nation the most. Only now are these investments being taken up by the Biden administration reallocating funds to infrastructure, manufacturing and clean energy, to retirees, and to communities across America. During this time of two lost decades for America, and into the future, the great nations of Asia, China and India, have advanced and are advancing with focused attention on the needs of all the people in their nations, and most importantly of all in advanced infrastructure and advanced manufacturing.  ...

The Washington Post does not deny this as false, and this is the crux of the point DJT has made what everyone with eyes to see has seen for 40 years. DJT sometimes exaggerates to make his point. False should mean the meaning is false not that a particular number 70% vs 50% for India's tariff on Harley Davidson motorcycles. It should also consider PM Modi's stand for India- to support the US position when it comes to American factories closing by the thousands and destroying not just it's manufacturing but also it's middle class, just as Gandhi would have done. That close is India's sentiment for the American people and the Republic, and the defense of its recovery as a manufacturing nation for its workers and families. DJT did not say that it is a poor country as the Washington Post says is "Trump's telling." As Greg Ip of the WSJ pointed out in 2024, it is that the US simply cannot sustain the blows to its workers and its manufacturing base from a $1 trillion deficit year after year with China. Before bringing economist's into the picture one has facts of what the devastation to American workers has done to communities across America. DJT said and most workers will stand by his words- "For decades, our country has been looted, pillaged, raped, and plundered by nations near and far, both friend and foe alike. American steelworkers, auto workers, farmers, and skilled craftsmen. They really suffered gravely. They watched in anguish as foreign leaders have stolen our jobs, foreign cheaters have ransacked our factories, and foreign scavengers have torn apart our once beautiful American dream." Not a single report in the US and foreign media reports of Liberation Day Rose Garden speech by DJT on April 2, 2025, says that DJT said he would trust what he sees with his own eyes and experience for 40 years, and not economists who have turned their backs on American workers, turned to a UAW worker from Detroit and asked him to tell what he saw for 40 years.  "Brian, I’d like to have you come up here for a second. Okay? I just see him sitting. He’s been a fan of ours, and he understands this business a lot better than the economists, a lot better than anybody. Brian, say a few words, please. Would you?" And this what Brian a retired autoworker from Macomb Conty, Michigan saw for 40 years that economists refused to see in their economic theories- "I have watched my entire life, I have watched plant after plant after plant in Detroit and in the Metro Detroit area close. There are now plants sitting idle. There are now plants that are underutilized, and Donald Trump’s policies are going to bring product back into those underutilized plants. There’s going to be new investment. There’s going to be new plants built."     ...

Astra Zeneca vaccine effectiveness gets a new boost from the late stage trial results for US, Chile and Peru that has 32,000 volunteers. The study shows Astra Zeneca vaccine 100% effective to prevent hospitalization and deaths, and 79% effective to prevent symptomatic illness. The vaccine is also known as the Oxford vaccine because it was developed at labs in Oxford University, England.

The vaccine is now preparing for US FDA regulatory approval. Its worldwide use will give new hope to the world's population because it is being given at cost and can be stored in ordinary refrigerators for long periods. Conditions that give it wide access in poor countries. It is also manufactured in India by The Serum Institute, one of the largest vaccine manufacturing labs in the world, which would make it possible to make the billions of doses needed.

Indian oil minister Hardeep Singh Puri says India has diversified its sourcing of oil supplies to avoid dependence on the Straits of Hormuz. It has weeks of reserves. Saudis have 5 million barrel a day pipeline to bypass Hormuz waterway and UAE 1.5 million barrel a day pipeline to bypass Hormuz waterway, so that 6.5 million barrels a day could be added to meet Asian oil demand, in addition to convoys escorted by US warships  in Hormuz waterway to meet demand from China, India and Japan. This would mean China is itself dependent on American seapower to maintain it's oil supplies, a third of which come through the Hormuz waterway and keep important sealanes of navigation open. China, India, Japan, and other World are critical for the world economy manufacturing sector and comprise 3.5  billion or about half of the world's population. In addition Latin America and Africa are dependent on oil supplies and prices.  New pipelines, renewable energy, will become more important in the years ahead, and figure more in planner's minds after this Hormuz episode. ...

Biden administration Commerce minister Raimondo says it will increase investment in the alliance countries for supply chain renewal and shift of investments away from China and into India, Vietnam. President Biden and Jake Sullivan see it as pulling in investment into the US for infrastructure and technology and into allies such as India who have the pool of manufacturing workers to compete with China in a new supply chain. Mr. Modi also sees it as he is focused on digital economy, good governance, and infrastructure with speed and scale at high levels to match rising aspirations for the economy in India. Toyota's goal is to remain the preeminent automobile manufacturer in emerging markets and the IMV is part of its strategy for achieving this goal. The IMV series for emerging markets, with one million in manufacturing capacity coming off a single platform to lower costs, is designed to meet local needs from a price standpoint and rough road conditions. Sales of one million off of a single platform is an achievement only Toyota will have achieved. A minivan, a sport utility vehicle and 3 pickup trucks are all made from a single chassis, with localized production since 2004. The IMV series is expected to account for 10% of the 9.58 vehicle sales goal for 2012. CEO Akio Toyoda plans to increases sales in emerging markets to 50% of total sales by 2015, up from 40% in 2011. IMV vehicles are made in 11 emerging market countries- in Argentina, India, South Africa and Thailand, and are sold as the Hilux pickup, the Fortuner SUV, and the Innova minivan. Over the years Toyota has transferred more of the design and development to emerging market countries to meet local preferences and reduce the effects of a strong yen, leaving only core components to be designed and manufactured in Japan. As it recovers from supply disruptions due to floods in Thailand and the tsunami in Japan, Toyota is planning on sales of 9.58 million in 2012, a steep climb of 21% from the 7.95 million sold in 2011....

Modi refers to an ecosystem that continuously shrinks the pool of capital from government revenues, revenues intended to fund development roads, bridges and other infrastructure illegally siphoned away, that stalled and suffocated rapid development in India for 75 years. Without foreign investment there can be no rapid development in India. Without strong and efficient institutions foreign investment has not come to India in the last 30 years in the way it has come to China. These institutions of good governance that prevent such siphoning away of revenues enable 100% of every dollar or rupee of taxes to go into development essential for funding infrastructure, climate infrastructure, logistics and the other inputs of capital, labor, energy and land to build manufacturing capabilities. An ever widening pool of the inputs of capital, labor and land year after year- a process that Japan, then South Korea, then China has accomplished is possible. I It is only now taking place in India. What Mohandas Gandhi, Nehru and Sardar Patel failed to grasp in the 30's, 40's and 50's is that it was possible to have an independent India and still remain a backward undeveloped nation for a staggering period of 75 years or almost half of the period the British ruled India. What Mao failed to grasp in China and which was corrected by other leaders to make China an advanced economy able to fulfill the aspirations of the Chinese people, is also the situation that prevailed in India. Post independence leaders in China and India both isolated their economies, both limited human potential, both let institutions fail in good governance.  It is only now moving India into the process of developing an advanced developed economy by 2040, able to fulfill the aspirations of a youthful population of 1.2 billion people. ...

Ford has lagged behind other car manufacturers in entering markets in India and China. Ford now plans to increase investments in India. Ford gets 3% of its total sales from India, compared to 10% for Brazil. The goal is to generate one third of its sales from Asia and Africa. As part of this effort Ford plans to build 2 new plants in India. The two plants will be built in Sanand, Gujarat, by 2014, employing 5,000 and with a capacity of 240,000 cars and 270,000 engines. Ford's existing plant is in the south, in Tamil Nadu, with 5000 workers in manufacturing, and 5000 other office employees. Ford cited advantages of Gujarat being the port facilities for exporting cars and the pro-business climate in Gujarat. Toyota which was also slow to enter the Indian market, plans to invest $220 million to double production capacity to 310,000 by 2013.

The protest vote in Uttar Pradesh is just that a protest vote intended to get a message that the work of the Modi government to modernize and industrialize the economy needs to be accelerated to see its effects felt in rural agricultural areas of Indian states. Modi said yesterday- "If you work for ten hours I will work for 18 hours" showing that he sees the need for acceleration, even harder work ahead to modernize and industrialize India.  Disconnect with lower caste untouchable voters called Dalits and economic distress felt from the effects of the pandemic, decades of neglect that take time to correct in one of India's largest and least industrialized states Uttar Pradesh, led to prime minister Modi failing to get most of the 80 of 543 seats as it had done in three previous elections. Lower caste Dalits form 20% of the population, other lower castes another 40% of the population and 20% are Muslim voters. With this mix of voters and the time it takes to modernize and industrialize its economy in a state that was neglected for over 60 years the Modi government's best intentions have not delivered election results in the state in 2024 after the pandemic. Delivery on schemes for sanitation, clean running water, affordable housing, cooking gas for poor households, that have brought 250 million out of poverty nationally and about 40 million in Uttar Pradesh alone, was overlooked by voters, and younger voters. This does not change the path of modernization that countries such as China have taken and which require a strong administration with full public support working with industry and all parts of society to build infrastructure and manufacturing rapidly over 15-20 years. In China this happened from 1990 to 2010. In India this will take 2014- 2030 to achieve. In Bihar, UP, Orissa, Maharashtra, Andhra Pradesh, in all these states with large areas of backwardness in development the only path to realize the aspirations of the people is the path offered for modernization by prime minister Modi. The protest vote of 2024 is then a way of saying to prime minister Modi that the level of development needs only to be accelerated to see its benefits for hundreds of million of people in rural agricultural areas. ...

Robert Kagan makes the case for continued leadership of the U.S as a champion of liberal democracy and free trade, as the view that it will just happen in a multipolar world of China, India, the U.S. and Europe, is not credible. The existing democracies- India, Brazil, Turkey, S. Africa, Australia -are weak and lack the experience to provide this leadership. India and China could easily end up in rivalry in a multipolar world. This has implications for today. The U.S. cannot provide this leadership as a services economy- it needs a strong manufacturing base to do this. Lessening inequality was a hallmark of the progress made in the 20th century, and especially the six decades since World War II when the U.S. clearly exercized this leadership. The progress to European unity was another hallmark of these six decades. A healthy Japan was also part of this.

In this report in TOI, Vijay Gokhale, former foreign secretary, points out the big shift taking place in how Germany like the US is paying attention to its mistake of overconcentrating its supply base and investments in one country, China. This type of overinvestment in one country does not make sense for a country for its supply chain, until one accepts that China succeeded to a great extent in building next generation infrastructure, logistics, and ease of manufacturing in China. India is only now learning this lesson- and Modi's experience in Gujarat stemming from studying China's evolution as an industrial nation. Lessons that are now being applied all over India to do, to build the kind of next generation infrastructure and logistics that would make it attractive to make in India and invest in India for Germany and the US. Gokhale describes the intense discussions that are taking place in the inner circles of all three parties, Merkel's CDU out of power questioning Merkel's policies of building so much concentration of business in China, the SPD questioning why it went along, and the Greens knowing that India is their natural partner and the one partner that thinks and acts most like the Greens Baerbock and Habeck. Baerbock is critical of the sale of a stake in Hamburg port to China. No other German leader is like Baerbock, who feels really at home in India in a way that few German leaders have during her recent visit. There is so much change in the Biden administration and in the three major parties thinking about China and how the future of the western nations rests squarely on India's shoulders and its young aspiring population of 1.2 billion, that even India under Modi's leadership for technological change and infrastructure has not kept pace with these changes. Boosting vaccine production for the Indo-Pacific region that includes Bangladesh, Indonesia, Malaysia, Thailand, Philippines, Vietnam with production done through Biological E in Hyderabad will be discussed at the meeting with Biden. Japan will fund the project, and Australia will handle the distribution. This will be part of a followup to a March 12 virtual meeting of Quad leaders. This effort to meet the vaccine supplies challenge for the Asian region covering south east Asia and its population of 600 million will be one of the major outcomes of Quad countries collaboration, making it a peacetime collaboration that supports development in the region without burdening the financial position of any country.  The other part of US- Indian collaboration and Quad collaboration centers on two related themes after healthcare and pandemic. The immediate challenge is to tackle the breakdown in the supply chain for semiconductors. The US and Europe can no longer depend entirely on a supply chain based in Taiwan. The narrowest part of the Taiwan Straits which separates Taiwan from the Chinese mainland is only 81 miles wide, which makes continued dependence on chip production on Taiwan an unreliable option and the need to build a new supply chain for Japan, EU and US. Plans will be made to address this in the talks. The Biden administration has already taken action with Intel Corp making a U turn and bringing chip manufacturing back home to the US with $50 billion investment planned. India and other Asian countries may form additional options for semiconductor manufacturing. The third part of the Quad effort will center on US and Japan ramping up infrastructure building capabilities with India to build infrastructure across Asian countries and in Africa that will be financed in a way that will not have some of the liabilities of the Chinese initiative called Belt and Road. Loans given by Chinese state banks and contracts including manpower from Chinese contractors are now seen as not meeting the needs of Asian and African countries. These loans most of the time cannot be repaid as in Zambia, and other parts of Africa, and in Pakistan, leading to interest accumulating on debt and making future infrastructure development extremely difficult. The use of manpower from China also means no learning curve for infrastructure is formed for local companies and infrastructure comes without new jobs jobs being created.  For most of the period 1900 -1950 the British built Asian and African infrastructure. During the period 1950 onwards the US assumed a major role, as did the Soviets. This changed after belligerent Reagan administration policies and wars in the Middle East sapped the funds that could have gone to infrastructure building that would improved living standards in Asia and Africa. Mr Biden wants to see this change and this is what he meant when he said at the UN General Assembly today- " we want relentless diplomacy to take the place of relentless wars." He means every word of this and the diplomacy is between allies and also adversaries, but mostly with allies such as Japan, the EU and India to build a better world. That he has to do this quickly Biden is aware of that, which is why he said "the next 10 years will determine our future."   ...

Tata has a couple of things going for it to make a car at a price under $2500- a different vision behind it and a longer term idea of the market and its opportunities for Tata Motors. This is a personal vision of Ratan Tata, the last in the series of Tata family members who have run a company that was at the leading edge of industrialization in India since British times in the closing years of the 19th century. He sees this as a way to bring a car that is affordable to millions of Indians, the average Indian, just as his father and great grand father were pioneers in India's early steps towards industrialization. This also will serve another purpose. It will provide momentum to India's manufacturing base by putting India's auto industry on its way to sell cars by the millions in the next ten years. The cost was a challenge to Indian engineers ingenuity. It would help them develop something from scratch from a clean slate, and as he hoped reinvent the car if possible. The cost also was doable in India because of the wages paid to Indian engineers and workers are different. The entire cost structure with suppliers like Bosch providing the engine also and internet purchases of parts coming under a completely different way of doing business, again a reinvent of things. And the skimping on a lot of basics like a radio is possible in the Indian context where the inital target market is the scooter family of which in India there are millions. People who would simply be waiting for such a bare bones car, not see it as such because it is a great advance over a scooter even in terms of safety. What most people who have never been to India would not be able to grasp is that a whole family of four can be seen riding on a scooter or motorbike in India on weekends in Indian urban areas. Tata's idea of the market potential is the way it can ride the next stages of increasing incomes in India. Once it has come up with this car it can come up with enhanced versions with an airconditioning and radio and so on, and still price it way below competitors with Tata's quality and brand name and innovative design. As long as Tata can sell all the cars it makes it can expand production rapidly. Tata's costs for engineering a top selling model may be only 20% of the $350 million it costs western companies, according to Alix Partners, with savings of $300 to $1000 per car right there. Labor costs are about $1.20 per hour in India, less than what auto workers make in China, this provides more cost savings. Tata plans to supply kits to dealers who will do the final assembly in small workshops. This distribution strategy will save Tata another chunk of costs, as about 20% of the car's cost is in distribution in the USA. ...

Much coverage in India's media on the 150th of Gandhi. This essay provides insights into Gandhi for the self-empowerment of women in India's organized and unorganized labor sector. The author worked with the Textile Labor Association founded by Gandhi and Anasuyaben Sarabhai in Ahmedabad in 1920. She reminds Indians that it is about labour and capital working together for the betterment of India not capital against labor, or labor against capital, an idea she says is lost today. Ahmedabad became a textile center in the period between the 2 world wars, and Gandhi negotiated a 35 cent increase for mill workers after a 1917  labor strike. Anasuyaben started working with mill workers after seeing a women exhausted working a 36 hour shift. Earlier she was involved in the suffragette movement in Britain  and had seen the appalling conditions for mill workers in Britain. Her brother Ambalal Sarabhai was an industrialist and her uncle Vikram Sarabhai India's leading atomic energy scientist and pioneer in that field. She says most of the stuff written about Gandhi is laudatory without going to why it worked and knowing its value in bringing dignity to millions of the poorest people in the country. By taking personal responsibility even the poorest person could find dignity and empowerment was Gandhi's idea, and with it the whole country. This idea found its best expression in the Bhagavad Gita to which Gandhi turned as he faced the problems of coolies empowerment in South Africa and rural laborers in India under colonial rulers indifferent to their condition or progress. Gandhi's idea was that this empowerment and dignity was the way out through taking personal responsibility by each person- an idea expressed clearly in his short book "Hind Swaraj" India Home Rule, written in 1910 on a steamship going back from Britain  to South Africa. Taking personal responsibility if each person did it in a country of hundreds of millions would make it impossible for a couple of thousand Britishers to remain in the country. Ideas of non-violence were instruments of action, no more, no less. This was Gandhi's idea, his and the Gita's wisdom, and his shrewdness in a situation that confounded everyone faced by problems of a vast region with mostly rural labor and an indifferent foreign government. The same idea can be translated into action in today's environment in the same way based on personal responsibility for modernization, Swachh sanitation, cleaning up single use plastic, generating employment in manufacturing, and any number of ways in key areas of development. Gandhi saw the British as more a nation of traders. Without commerce the British would have less reason to remain in India. Personal responsibility leading to empowerment for tens of millions would make it impossible for the  few tens of thousands  of British to remain as it would require too much in resources to continue in India as a colonial power. This happened in 1942 as the military leader Wavell was made Viceroy during the war and wrote back to the British government that it would require 7 divisions to maintain order in the country. Economic adviser John Keynes cautioned the British government against prolonging colonial rule because Britain could no longer afford the cost after losing a quarter of its wealth in the Second World War.
