Let sleeping tariffs lie is the approach of S. Korea, Taiwan, Japan, China, India, European Union, Germany, UK-  expect all trade agreements with the US to remain in place after Supreme Court decision as no country wants to go through the intensely difficult process of renegotiating on tariffs. It is also the case that DJT can replace these same tariffs using other tools and different legislation passed by Congress to stop unfair trading practices by other nations. The president is also appealing to the public, some of the tariffs are about fentanyl flows into the US, the unfair trade practices and subsidies were a problem for the Biden administration and rebuilding manufacturing was the goal of both DJT and Biden, and will be for future administrations.  When the media NYT, Washington Post respond they are following the editorial line taken that opposes the DJT administration on all issues, when WSJ respond it takes the textbook approach of economists and finance people that free markets are best without considering the real life issues. This is why the president said at his press conference after the Supreme Court decision that 22 Nobel Prize economists had said the economy could not be turned around for growth and low inflation in 1 year, and were proved wrong after the experience of 2025 with low inflation at 2.8%, low unemployment 4.3%, and growth of 2.2% in real GDP (with strong growth in quarters 2&3 of 3.8% and 4.4%). Amanda Lacaze of Australian rare earths maker Lynas- what can be learned from her experience in rare earths? Lynas is a Australian mining company with a mine in an eroded volcano Mount Weld that has a concentration of rare earths metals. In 2014 it was faced with China's near monopoly of rare earths and price subsidies, lack of awareness in financial markets and the government about the importance of rare earths in manufacturing. It was a period under the Obama administration that after the Bush administration had little grasp of the importance of manufacturing in America and how its decline would affect communities across the Nation, economists trumpeted the virtue of free markets without grasping how China would wrestle control of manufacturing with state subsidies and aggressive pricing and of strategic new technologies.  This included rare earths where the monopoly was close to 100%- if it is 90% today it is because of companies like Lynas. Production processes at Lynas's plant in Malaysia were not sufficiently developed in 2014. When Amanda Lacaze (now 66 years and head of Australia's Minerals Agency) joined Lynas in 2014 the first problem aside from getting Japanese creditors to restructure loans because of aggressive pricing by Chinese firms was to improve manufacturing processes to get 95% quality instead of 48% quality (measured in number of quality rejected product). This was achieved in the first year. To do this she thinned her management ranks and closed offices in Sydney (to cut costs) and moved management to Malaysia where the problems in manufacturing processes would make or break the company. She was able to get creditor Japanese government backed Japan Australia Rare Earths financial institution to renew and extend loans. Had this not happened the company may not exist today. It shows the sheer foolishness that pervaded most of the American industry at that time, the failed economic theory that said America could not support its industry when rivals were supporting theirs, the Bush and Obama administrations that had no understanding of how the industrial competition was takin place in world trade that could substitute other nations for America' s dominance in manufacturing and did little to push back and regain the position for America in world trade. This ignorance continues in some sections of business today that cannot see the plain facts and refuses to see the enormous damage to the Nation from the destruction of its manufacturing base and loss of good jobs in communities across the US. Lynas is now getting contracts from the US government for rare earths and is the only reason China's dominance in rare earths in 90% and not 100% along with MP Materials of the US. Planning was discredited in the crazy euphoria that turned the fall of the Berlin Wall and the Communist Soviet Union, as economists never understood that planning that was used by the Soviets and Chinese in their Five Yer Plans is just borrowed from centuries of basic ways of conducting business that had originated with the Industrial Revolution in Britain. Without planning the growth of the British Navy and the industry that supported it Britain could never have gained the dominance that it did in the 19th century Industrial Revolution. As the Industrial Revolution spread in the US in the 19th and twentieth century every major company had a 1 year Operating plan and a Long Range Plan for 5 Years and 10 Years. The government would have identified rare earths with foresight as one of the newer technologies and the manufacturing infrastructure needed to support its development if these plans were developed at the different levels of government and at the highest levels. This was done under market economy in China. Instead DJT was forced to step back from trade negotiations with China for unfair trade when China held out with a threat to stop export of rare earths materials in 2025, because a huge hole or gap in planning happened at the highest levels of the US government. That happened 11 years after 2014 when Australian rare earths maker Lynas survival was in doubt under a new CEO Amanda Lacaze. This is only one of many misses in American manufacturing and industry, in world trade, that came from misguided economic theory and failure to grasp the basic facts behind the success of the Industrial Revolution in Europe and the US. ...

Ontario ad on tariffs uses Reagan's word out of context- does not say Reagan speech was to impose tariffs on Japan till problems get fixed. Problems that had arisen in the 1980's because of Japan's use of unfair trade practices. This is the issue of Canada, Mexico, China and other nations that use unfair trade practices that then hurt American workers. Reagan was saying he understood that Senators Smoot and Hawley got things wrong when they imposed tariffs in the 1930's, that he was doing this in a very different situation the use by Japan of blatantly unfair trading practices. This is the case with Canada, China, Mexico and other nations today, that have acted as if they know nothing about these unfair trade practices. Healthy world trade requires every nation to follow the rules of fair trade practices. Canada is saying that we will shame you as being against world trade so we can keep violating fair trade practices. After 3 by-elections in Toronto and Montreal Carney likely to have slim majority in Canadian parliament with 173 seats. The Liberals party has a 10-15% lead over the next party the Conservatives. Under Justin Trudeau Liberals had fallen behind the Conservative party in polling, only to be revived by Mark Carney of the Central Bank of England who sidelined some of the more controversial parts of Trudeau policies and gaining a big win in the recent elections. Carney has tried to find a way to keep Canada independent of US policy and able to chart its own path in the face of US tariffs and trade policy.

Germany's Economy minister Zypries warned that Germany would take legal action by taking the case to the World Trade Organization if president Trump imposes tariffs above that allowed by WTO rules. She said this before a meeting at the White House between president Trump and Chancellor Merkel. The U.S. is Germany's largest export market with 107 billion in imports and the U.S. exports 58 billion euros of products to the U.S. Zypries accepted that the large trade surplus of Germany was "a problem," but that America "needs our machines and industrial plants" for the time being. Germany has insisted that it does not provide unfair advantages to its companies, and that German companies were simply more competitive. Trump has focussed largely on China for anti-competitive practices, though he mentioned BMW by name during the campaign. In the last 2 years the euro has depreciated significantly against the dollar giving German companies competitive advantage, largely as a result of the ECB- in opposition to German economic policy- trying to stimulate the economy of other southern eurozone countries such as Spain, Italy and France. ...

Overall effect is surprisingly quite positive, yet media has given misleading reports and misrepresented tariffs. Tariffs were used when everything else failed and had to be applied in the real world with skill, and backtracking where necessary, repositioning tariff, and continuing to use it when the opposite side including European, Japanese, Koreans, Taiwanese, were only interested in their own gains, indifferent or negative to fairness for US gains. Even where the tariff was placed on a partner the results were surprising the carving out of exemptions such as electronics semiconductors and iphones, made it possible for India to increase exports, so that it was done thoughtfully. This shows that tariff application was done by DJT/Bessent/Jamieson in a way that gave countries options to manage their trade to come out doing well. Germany and EU without US tariffs may not have signed the deal with India this quickly, and India may have used its agricultural protection to prolong and not look for areas in common and work out a deal. Germany might still be thinking India depends too much on Russia for defense, instead it looked for areas for defense cooperation. Result the huge India- German, India-European Union deal that connects to form a 2 billion strong market. Nobody really noticed its importance except for 2 billion people- it comes when it is a highly motivated 2 billion people with strengths in technologies, industry, people skills, and between 2 civilizations the Buddhist/Vedanta Hindu and the Christian civilization, each discovering the other and the richness of its partner's civilization. ...

Washington Post Editorial Board says DJT policy of "trade not aid," hand up not handout, is right for Africa- good example the $3 billion US puts in railroad from Congo/Zambia to Lobito port Angola on Atlantic coastline to get critical minerals in exchange for infrastructure building. A loan of $533 million from US IDFC (International Development Finance Corporation) is the right thing says the Washington Post for US to build infrastructure in the Lobito Corridor in Angola that will extend from Congo and Zambia with large critical mineral deposits to the port of Lobito on the Angola coast. Overall investment is $3 billion. This will loosen China's critical minerals control through its investments in Africa on the eastern coastline. The new railroad will take critical minerals of cobalt and copper, other critical minerals needed for electric car batteries and energy infrastructure, from the center of Africa to its western coastline in Angola at Lobito port. Angola will not need to take on ruinous -debt in this kind of deal as other African and Asian nations have in deals with China. Its win-win Africa gets infrastructure and supplies key commodities metals to the US. The interesting thing about this is that for a long time US policy was stuck with USAID and other agencies and needed to change. US government under DJT took much criticism for reducing that funding of bureaucracy and old ways. The Washington Post now says it is the right approach- it is not as presented a US withdrawal from Africa, but in the Posts' words an "overdue upgrade" to a mutually profitable relationship with Africa. For Africa to move to next level as Asia has done as Hong Kong did from the 1950's and 1960's  to trade and investment.  For a long time Republicans were not associated with infrastructure development in Africa or in the US. Under DJT the situation has changed and Democrats like Biden have taken up DJT's approach so that the US now regardless of administration is rebuilding infrastructure. Doing this in Africa makes sense. Investment in infrastructure at home makes sense. The Post is right to say this. ...

The content made in the U.S. is increased to 70% from 62.5%. This has to be made by workers earning at least $16  an hour. Aluminium and steel going into the cars has to come from the U.S. helping push U.S. steel plant capacity utilization to 80%. Labor collective bargaining is strengthened in Mexico through new provisions, a provision supported by new Mexican socialist president Obrador. Free trade in agricultural products is maintained. $4.7 billion was added in help to U.S. farmers as aid for the effects of China's tariff retaliation. New rules are set for textiles, chemicals, and steel intensive products that set requirements to qualify for tariff free import into the U.S. This is intended to help bring more jobs and investment in these industries in the U.S.     ...

Without the capital and technology needed and lacking the knowledge for development of industry on an American scale this kind of leadership failed to deliver on the aspirations of the people in the same way that Mao's experiments with the Great Leap Forward in India and Great Proleterian a Revolution failed to deliver in Beijing, Canton and Shanghai for China.  ...

Societe General's Jerome Kerviel worked at a Delta trading desk in the investment banking operation. Kweku Adaboli, 31, a UBS trader, worked at a Delta One trading desk specialized in exchange-traded funds and other securities positions. He is charged with two counts of false accounting and one count of fraud. Delta is a term in the banking industry for how a bank can customize a security for a client, and following this closely replicate another transaction that acts to mitigate the risk. The first transaction is a "derivative" trade, which is basically a bet on the direction of a group of stocks or other securities. Jerome Kerviel was accused of trying to hide $7.2 billion in losses and was sentenced to three years in prison. The Delta One trading desks can generate $1 billion in annual revenue for banks and are used by Societe Generale, BNP Paribas, Goldman Sachs and Morgan Stanley U.S. At the same time risk is increasing with unpredictability and higher volatility in the financial markets in 2011. Another feature of the trader problems at UBS and Societe Generale is the relative youth and lack of experience of the traders, and that risk management systems allow traders with insignificant experience to make such large transactions. Other questions about how much risk a bank should be allowed to take, and about ring fencing the investment banking units of each bank, are relevant. Swiss banking regulators were working to ringfence the investment banking units of UBS and other Swiss banks after earlier problems at Swiss banks in the global financial crisis of 2008. Under the proposed regulation by Swiss regulators UBS investment banking unit would be headquartered in another country and hold its own capital, and be subject to local regulators. ...

There are similarities in the Republican and Democratic party platforms in 2016. One area of agreement is in the reinstatement of Glass Steagall Act. That legislation made in the Depression period to separate commercial banking from investment banking was changed  when president Clinton made changes in a deal with Senators Phil Gramm and Jim Leach in 1999. The too big to fail problems of banks and the problems of investment banks during the 2008 financial crisis are attributed to the lack of Glass Steagall protections for financial stability and safety. The result is that in the post 2016 environment banks can expect a tougher regulatory environment. Another are is in trade where both parties are expected to take tougher positions to protect U.S. interests. The Republican platform calls for "better negotiated trade agreemets that put America first."

This report in The South China Morning Post in Hong Kong, gives insights into the Chinese position in trade war with the U.S.  China has its own internal groups which support China being able to take a leadership role in world affairs. Xi Jinping made giving China a prominent role in the world a feature of his presidency. China  has this internal audience and its own sense that China's resurgence was won with hard work and cooperation, plus dedication of the Chinese people. In the past Japan and South Korea also used state subsidized industries, and subsidies to gain leadership in key business sectors involving high technology. China would see this state subsidies model as its own model of development. From this standpoint the U.S. demands on subsidies as unfair competition could be seen as changing a key part of its economic model.  Asking China to put everything in writing and show tangible proof of enforcement as the U.S. insisted in talks, was too much for the Chinese side. China said trust us to do this, and lift the tariffs based on our verbal assurances. The U.S. having seen decades of no progress on this point, wanted tangible proof before tariffs were lifted. Added to the demands on subsidies were the demands for no more of what the U.S. calls stealing of U.S. technology through forced transfer of technology by U.S. firms as a condition to operate in Chinese markets. With the U.S. lagging in 5G technology and Huawei ahead the issue resonates on the U.S. side. Add to this Mr. Trump's key voter base includes the former Democratic party supporting workers who have shifted to him because of trade agreements and policies of Clinton and Obama that hurt American workers through seemingly endless closure of manufacturing plants from Chinese competition.   ...

Brexit negotiation guidelines from the EU rule out parallel talks on both Britian's future relationship with the EU and the separation agreement negotiations, preferring a phased approach. Only when the first phase of separation is complete or at an advanced stage would the second phase of future relationship with the EU be negotiated. The EU Council president, Donald Tusk, says the process would be long, complex and at times confrontational. Der Spiegel online writing on the negotiation describes the approach in a meeting with the lead German negotiator Mr. Oettinger, on the team of Michael Barnier who leads the negotiations for the EU- Oettinger focussed on what Britain owes the EU, estimated at over 60 billion euros. So far apart are the British and EU positions that Michael Barnier has no idea on the pathway for these negotiations, only awareness of the priorities such as the rights of EU and British citizens in each others region, says Der Spiegel. Looking at Theresa May speaking in parliament about her decision to move forward with Brexit in a letter to the EU invoking Article 50, one senses a mixture of confidence and nationalist appeal, far different from reality on the ground. The Leader of the Opposition cited government figures for a sharp decline in GDP as a result of Brexit, and the Scottish leader in parliament went so far as to say the government attitude in negotiations made "Scottish independence inevitable"- all headwinds Theresa May appears to be ignoring or treating with disdain. At this time the EU and the British prime minister appear to be talking over rather than to each other.   ...

India European Union Trade Deal - huge potential for EU and India for 2 billion people size markets, new manufacturing hubs, and advanced scientific + technological cooperation. Timing is critical. From the first term of DJT 2016-2020 it became clear that the supply chain concentration in China was a serious error for America and Europe. Modi came into manage the federal government in India in 2014- that first phase was to tackle the basic problems in health care sanitation and road infrastructure, agriculture. By the second term of DJT Europe had realized something had to be done to reduce concentration of trade  supply chains in China. Two things had to happen to bring India and EU together. The Ukraine War and China's indirect participation on the side of Russia, the change in administration from Merkel to SPD's Schulz,  and in 2026 to Merz and the CDU created a new awareness of the need for EU and India to come together. Yet Scholz SPD hung onto the special trade relationship even in the face of the Ukraine war and China's shift when it allowed the port of Hamburg stake taken by China to be retained. Something had to happen to jerk Germany and with it the EU out of its inability to shift towards India. Merz took this step in 2026 as the relationship with China soured over Ukraine war and the grasp of the dangers of overconcentration of the China relationship with Germany that Merkel had created. On the other side Modi had to get India's logistics, road and rail networks, ports ready for such a trade relationship where goods could be quickly shipped into and out of India. Modi worked on these investments on a rapid basis in his second and third terms. India had to offer stability in the relationship. This meant winning elections to set up state governments in key states such as Maharashtra for Bombay (Mumbai) region, Delhi capital region, and Bihar/ Orissa (Patna region northeast), Rajasthan (Jaipur northwest region), local city governments in Bombay (Mumbai) region and in the south in Andhra (Vizag region) + Trivandrum (Kerala). The combination of federal and state and city governments working in unison plus logistics and transportation, put India in contention for the role of a size and magnitude that would make a difference for Europe in its relations with China and Russia. That necessity was now fulfilled and in place. Merz and Modi, seized the chance at the kite festival in Gujarat's Ahmedabad, with a vist to the Sabarmati Ashram of modern India's founder Mohandas Gandhiji. Von Der Leyen also from CDU now joins the former premier of Portugal Antonio de Costa as heads of EU to attend the Republic Day parade celebrations in New Delhi on January 26. Nothing happened by chance. It took the hard work that in Robert Frost's words in Mowing ( "the fact is the sweetest dream that labor knows my long scythe whispered, for the earnest love that laid the swale in rows"). Japan plunged headlong into imperial ambitions after its modernization, China has ambitions under its Communist/ Markets system, India as the homeland of the Buddha and the Buddhist civilization of China, Japan and Indochina, and with its special place for Mohandas Gandhiji brings the European civilization in connection with a civilization that is just as old and advanced as the European in its philosophical and religious foundations with practice in real life, and not likely to flounder on the rocks as the Japanese and Chinese expansionist ambition based ideas. And once again with Robert Frost in- Putting in the Seed in Springtime, for Merz, Leyen, Da Costa, and for Gandhi and Modi - "On through the watching for that early birth when just as the soil tarnishes with weed, The sturdy seedling with arched body comes shouldering its way and shedding the earth crumbs."     ...

China trade pause deadline of Aug 12 and its renewal. US negotiators Bessent and Greer in Stockholm report back to DJT for a final decision on whether to extend the trade truce with China by 3 months. China wants to remove the duty related to fentanyl entering the US from origins of the chemicals in China of 20% imposed by DJT, yet trade negotiators say no significant improvements on cracking down on the chemicals used to make fentanyl are seen. Currently duties are at 50-55% and would go up to 80% without a truce. The UK, Japan and European Union, Indonesia, Vietnam have come up with trade agreements with the US by July 28, 2025.
