Compared with 2007 when participatory notes (p-notes), which provide anonymity for institutional investors, comprised 56% of foreign institutional investment, the p-notes comprise only 15% in 2010. This is good for India as investors are registering as institutional investors and there is less likelihood of speculative capital behaviour, as institutions think longer term. India received $18 billion in stock market investments from overseas investors in 2007, a record amount, and with $11 billion invested so far this will be exceeded in 2010.

S&P said it will maintain India's credit rating of triple B minus, the lowest investment grade rating, yet it may downgrade it to "junk status" in the next 2 years. S&P said this could happen "if the external position continues to deteriorate, growth prospects diminish, or progress on fiscal reforms remains slow in a weakened political setting. India's growth rate declined to 6.9% in the year ending March 31, 2012, down from 8.4% the prior year. The problem is that India's current account deficit is growing rapidly with the high import bill for energy supplies. The current account deficit is now at 4% of GDP. The trade deficit increased to $185 billion in this fiscal year, up 56% over the prior year. Additional problems are finding ways to finance the deficit with foreign capital, as European banks are pulling back during the current eurozone crisis. Commerce Secretary Rahul Khullar says this could be a big problem. Net foreign capital investment is declining rapidly from $72 billion in February 2012 to $387 million in March, with a net outflow of $27 million in the April 1-25 period. The budget deficit, which has drawn the attention of the RBI, India's central bank, and of S&P, is at 5.9% of GDP for fiscal year ending March 31, 2012. This is larger than the government target of 4.6%. The government has set a deficit target of 5.1% of GDP for the fiscal year ending March 31, 2013....

In the next 15 years approximately India will have a higher percentage of working age population to non-working age population than China, based on information from the UN and Morgan Stanley. The number of people over 64 and under 15 has declined from 69% to 56% in 2010, according to UN figures. By 2020 the working age population will increase by 136 million in India, compared to 23 million in China. From this it can be seen that a huge demographic change is playing out. As China's economy matures and with the one-child policy in place, China's working age population is expected to decline; just as India's working age population picks up. This should give India momentum in the next 15-20 years, and lead to an increasing growth rate in India, just as China's growth rate slows. India's weak areas are infrastructure, and education. Infrastructure development will accelerate nevertheless, with larger private investments and participation in projects; and India will move up the experience curve as more projects are completed. Education for the poorer classes and in public schools will remain a problem. Private schools are making up for the weakness in this area, and private schools now make up 20% of attendance even in the rural areas according to one estimate. The strong points are democratic structures and the rule of law, private enterprise and private companies, English speaking middle class, and smart initiatives by business to develop low cost products that are affordable for all segments of sciety in India. For instance a $35 laptop developed by the IIT and Indian Institute of Science researchers, and Tata Chemicals development of a filter for 30 rupees or 65 cents that would filter water for a month for a family of five. This will bring the benefits of development to all segments of society as development progresses, and is crucial for balanced development in the poorer parts of Asia. Tata Motors 1 lakh ruppees car concept and the Tata Nano as its tangible product, is another verson of this kind of development being pioneered in India. Being a democratic country makes some processes slower, yet at the same time the private initiative enabled by democratic processes -cultivated over a long period from British times -enables a creative sort of development that could be turned into a distinct advantage....

Detail about Tata's $2500 car. What it looks like- a jelly bean small in front, larger in the back for aerodynamics, 30-35 horsepower, with bearings good for 45 mph, top speed 75 mph, trunk in front to hold a briefcase and battery, rear mounted engine with continuous variable transmission, a hollowed out steering wheel shaft, engine designed by Bosch 600 to 660 cubic centimetres 35 hp. Tata CEO, Ratan Tata, says in a interview the car will do far better on emissions than today's low end cars, and that the emissions standards were much easier to meet than the crash and safety tests, because of the lightness of the vehicle. Todays lower emissions standards in developing countries makes it easier by not having to use more expensive technologies. Electronic sourcing and internet auctions are used by Tata to a greater degree, 30-40 % of parts sourced this way compared to 10-15% by other larger carmakers. This helps meet the aggressive cost target. On the safety isssue its interesting to note that most of the people buying this car will be millions of motorcycle families and individuals (typically a couple of people can ride an Indian motorcycle). They may be safer in a light car than on a motorcycle. This has to be seen in the particular context of India. Renault-Nissan used the experience of lowcost car engineering techniques and secrets from its Logan car made in Romania and transferred it to its other models. Tata started with a clean sheet of paper, asked the quesion what they really had to have and was there some other way. It was Ratan Tata's dream to build a car in 1 lakh or 100,000 rupees or about $2500. The project had all out backing and tested Indian engineers ingenuity. The Tata effort will be studied by carmakers from around the world. Bosch does not underestimate the value of this business, as the car will target a market of hundreds of millions of people in India and China and developing countries. Ariba a supplier to Toyota, and BMW a supplier to Tata, helped Tata buy parts through electronic sourcing. China's Cherry Automobile company, another pioneer, had an Austrian firm help it design its engine for its small car. Tata worked with German company Bosch on the engine. The Gulf economies are not managing their wealth that much better this time. There is more money in the hands of private companies compared to the last boom but the investments in Saudi Arabia to create 6 or 7 cities in the desert and the huge construction boom pose questions about what is the best way to allocate capital for countries like Saudi Arabia, which have larger population than some Abu Dhabi or Dubai for instance. Are many aluminium plants and other similiar investments and building cities in the desert the best way to allocate capital resources to provide for the needs of a growing population in Saudi Arabia, especially as high prices of oil may not last more than a couple of years if conservation and energy efficiency really take hold and there is a global softening in growth after the rapid pace of the last decade? Interestingly some of the wealth that is being spread through imported labor to neighboring countries is not doing enough because of the Gulf countries exchange rate with the US dollar and the link to US monetary policies which create looser monetary policy just when inflation is picking up. With higher inflation and the fixed exchange rates of Gulf countries the inflation eats into the sm all earnings of foreign labor from South Asian countries and elewhere and money repatriated home brings less rupees or home currencies. In addition to all the waste and these distortions in the way wealth is shared with neighboring countries who send in labor, there is also the way this creates distortions in global finance. Mentioned here is the example of how in the last boom in petro economies of the Gulf the recycled petrodollars were loaned out to niave latin american borrowers whose countries borrowed more capital than they could possibly absorb or afford and ended up with a lost decade of growth when it became impossible to support so much overseas debt. The current boom for oil producing countries is already being cited as the cause of the huge global liquidity, that made for the availbility of cheap capital and kept interest rates too low for too long, leading to too much risk taking and taking on off too much debt by homeowners and companies in the USA. ...

India and China subsidize the cost of fuel to their people. In India kerosene is the urban poor's cooking fuel. It sell around Delhi at Rs 9 a litre compared to a market rate of about Rs. 25. Inida subsidizes kerosene and liqueefied petroleum gas directly and subsidizes diesel and gasoline indirectly by preventing the state oil companies from increasing prices, instead issuing bonds that help compensate the oil companies for their increased costs of crude. In October the Government announced it would issue bonds worth 235 billion rupees this fiscal year to compensate the oil companies for 43% of their losses, according to Lombard Street Research, a British firm. The fuel subsidies amount to a total of $17.5 billion or about 2% of GDP. The government which is a shaky coalition facing elections in the near fuure is unlikely to hurt election prospects by increasing oil prices, in addition to the facts that the country's poor depend on these subsidies to carry on their daily lives.

Keith Bradsher's NYT interview with Raghuram Rajan, Governor of the Reserve Bank of India, comes when Rajan has come under criticism from the business sector and the small business support base of prime minister Modi's party. The criticism centers on the drop in oil prices since Nov. 2014, and Rajan's failure to drop interest rates at the Dec. 2, 2014 central bank meeting. Rajan says it was not clear whether oil prices would remain low for an extended period at the Dec. 2, 2014 meeting. Since then new inventory data, EIA estimates and OPEC policy guidance have confirmed low prices will remain for an extended period. Rajan lowered interest rates on Jan. 14, 2015, by one quarter of a percentage point. Under India's setup the central bank chief makes decisions on interest rates, compared to the decisions made by the Federal Open Market Committee at the U.S. Federal Reserve. Rajan says there is full understanding between the central bank and the Modi government economic team led by finance minister Arun Jaitley, Jayan Sinha, deputy minister of state for finance, and chief economic advisor Arvind Subramanium. Modi and Jaitley prefer to rely on the advice and policy direction of economic policymakers with long experience in the U.S. and international circles. Both Subramanium and Rajan bring this level of experience and expertise. Subramanium brings experience from his years at the GATT which preceded the WTO, the IMF, and the Peterson Institute of International Economics, and Rajan brings experience at the University of Chicago, and as chief economist of the IMF. Modi is a dilgent listener and policymaker giving careful attention to the best advice, making it unlikely that Rajan would be seen as a holdover from the administration of Manmohan Singh. Other criticism that the business sector has made of Rajan are as financial regulator in asking state banks to increase collateral required from large business firms for large bank loans. Rajan points out the need for business to bear the costs as well as the benefits of taking risks. Under previous governments the state banks allowed large firms to keep their holdings at companies even when the risk taking resulted in losses. Rajan has also not tried to reverse the sharp decline in the rupee, which hurts business firms which took on dollar denominated loans. Rajan has instead followed policy of building up the reserves by buying dollars. The reserves were depleted in 2013 by a policy of currency interventions to reverse that decline. Inflation in India reached 9.9% in Dec. 2013, with policy of the central bank under Rajan set to bring it down to 8% in 2014, and below 6% in 2015, so that India could get out of the trap of persistently high inflation with slow growth. This is critical for a new Indian success story. A goal set by Rajan in Oct. 2012 when he was appointed as central bank chief, was to increase foreign investment and encourage new business so that India was no longer dependent on large companies for growth. This is also critical for a new Indian success story, as the Modi administration and the central bank are both keenly aware. Just as Bernanke and now Yellen at the U.S. Fed face criticism for quantitative easing monetary policy, focus on the high long term unemployed, and not focussing on inflation- with their focus on the long term economic recovery in an environment of low inflation below 2% in the U.S.- India's Reserve Bank faces a different kind of criticism for careful and prudent policies to ensure long term growth....

India has reduced imports of oil from Iran from 12% in 2011 to about 9% by the end of April, 2012. A senior state department official from the U.S., Carlos Pascual, will be in India in mid May 2012 to assess the energy situation and see what specific energy facilities in India need to do. Some of the refineries in India are designed to handle only the kind of heavy oil Iran supplies. For the U.S. the issue is keeping up the pressure on Iran during the talks in Istanbul, Turkey, on Iran's nuclear program. For India it has the vital trade and economic relationship with the U.S. balanced against cultural ties to the region and the need for oil supplies.

Problems in the power sector that limit India's economic growth. Power plants being built are short of coal and other fuel supplies. Coal supply has not kept up with increase in power plant capacity- coal production increased by a mere 1% in 2011 and power plant capacity increased 11%. The gap between demand and supply for power increased from 7.7% in 2010 to 10.2% in 2011. Coal India which has 80% of production has not invested enough in new mining equipment and technology to rapidly increase production. This combined with higher energy costs for imports and weak infrastructure continues to act as a constraint to economic growth.

Schwartz points to the memories of the 1997 emerging market crisis and how fragile economies like Mexico were adversely impacted by rising rates in the U.S.. Mexico needed a large bank bailout and contagion spread to other countries. Kenneth Rogoff says the risks are real with declining commodity prices and falling currencies of emerging markets such as Brazil, Indonesia and Russia. Ripple effects would carry over to India and other countries. The sharp slowdown in the Chinese economy in the second half of 2015 was too recent for the Fed to take any sort of risk in September 2015.
