Demographic research by the Pew Hispanic Center shows that Hispanics are from many countries and have a diversity of opinions and attitudes. Two thirds voted for Obama, one third for McCain, 60% are native-born and 40% foreign born, 64% are of Mexican AMerican heritage, and the other 36% are from Cuba, Puerto Rico, Central America, and other places. They make up 15% of the USA population, and account for half of the country's population growth in the last decade.

Here "Amlo" as president Lopez Obrador is popularly called says he will wear a mask once corruption is ended in Mexico and he does not need to talk about corruption. Amlo gives his own advice for fighting the pandemic- stop eating junk food or taking junk drinks, lose weight, and find spirituality, which is all good advice. President Trump recently wore a mask and called it "patriotic" to wear a mask taking some of the politics out of this simple and basic prevention action. The governor of Texas made it mandatory to wear a mask after initial hesitation.

President Biden made the decision to allow about half a million Venezuelan migrants who cannot be deported because US has no diplomatic relations with that country, to work legally. In New York half of the 100,000 migrants who arrived there in 2023 are putting too much pressure on the social safety net, a crisis for the school's shelter system, schools and budget. New York Democrats lobbied heavily for a change in the system. Mr.Biden made the decision to allow the Venezuelan migrants to be able to work legally. NY Mayor Adams and NY Governor Kathy Hochul lobbied heavily. The city had to house 60,000 migrants and it imposed a strain on the system. It was estimated to cost $12 billion for the city over a number of years. In the long run it will help New York State and the US with shortages of workers, yet in the short run the Republicans and immigration skeptics are protesting the arrival of migrants. Migrants arriving here after August will not be covered to not increase migration over the Mexican border.  ...

The election of Claudia Sheinbaum of the Mexico Regeneration Party Morena with about 60% of the vote, a margin of 30% over the Opposiion parties Galvez, shows the strong support for current  president Lopez Obrador who is limited to one term of 6 years. Sheinbaum, a close associate of Obrador during his time as Mayor of Mexico City, and his successor as Mayor, was chosen to run by Obrador. Morena Party won 6 of 9 governor elections in states and 253 of 300 Congressional seats, practically sweeping the whole country except for Guanajuto. This shows that the Mexican people believe that Obrador had carried Mexico through the pandemic, through the difficulties in relations with the US and the negotiation of a new trade agreement with US and Canada, and set the country for steady growth by support for the economy and good governance. He has also helped build popular support by working to improve the standard of living of the poorer classes in Mexico. The DJT Executive Order removing birthright citizenship on Jan 20, 2024 applies to future undocumented immigrants, and is based on the part of the 14th Amendment to the US Constitution passed in 1866 by the US Congress and ratified by states in 1868.  The 14th Amendment came after the US Civil War and was aimed at giving emancipated black slaves citizenship. The US Supreme Court gave US citizenship to one Chinese immigrant in US vs Wong in 1898 following the Chinese Exclusion Act of 1882. This did not set a precedent as at that time immigration from Asia was extremely restricted and the case was not intended to apply to millions crossing borders as this did not exist. For most of the period 1900-1960 Asian immigration was negligible because of the laws in existence until the Kennedy administration. Immigration from Mexico was mainly for US agricultural farms. When this led to a surge in illegal crossing of the US Mexican border in 1944-1954 a similar situation to today existed when Eisenhower conducted Operation Wetback in 1954 to deport about 1 million undocumented immigrants. ...

After the Biden years when foreign born employment surged the decrease by 773,000 shown by Trend Macro in foreign born employment in the WSJ is an adjustment from the effects of open border policies. This also prevents downward pressure on wages for American workers in construction, hospitality and retail- the story of the last 20 years. This is similar to what would have been seen in the Eisenhower years after Operation Wetback led by Gen. Swing and AG Brownell in 1954. Just as by 1956 the foreign born employment declined after years of uninhibited growth and open borders in the years of World War II. Note that Mexico's agribusiness owners were against open borders in that period and the Mexican government was also against open borders and the loss of labor from Mexico needed in agribusiness. Today the situation is somewhat different but in the sense of an adjustment it may be very similar. Just as in 1956 Eisenhower in 1952 and 1956 had a mandate for making this adjustment DJT has won a mandate for a similar adjustment in 2024. ...

The Times says California has the largest part of the undocumented population in the US workng mostly in agriculture and construction, retail. Pew Research estimates 1.8 million undocumented population in the state, 800,000 in Los Angeles County alone, making up 8% of the total population. About 53% of Mexican descent and the rest from Guatemala, Salvador and Philippines. Throughout the greater part of this century  immigrants were brought in from Mexico for agricultural work particularly in the 1930's and during World War II. Agricultural landowners needed this labor for harvests in California and other western states but agribusiness owners in Mexico favored less migration to use this labor in Mexican agriculture. This illegal migration was reversed after World War II. By 1952 there was a consensus in the country and president Eisenhower led the first mass deportation program of the US called Operation Wetback which returned 1.3 million illegal migrants back to Mexico, led by Army General Joseph Swing.   ...

Chris Cillizza of the WP says there simply is no "new Trump," as mentioned in the meeting with president Nieto of Mexico. The speech on the same day in Pheonix, Arizona, following the meeting with Nieto, showed the Trump of the election primaries in which he talked about the criminal activities by undocumented immigrants and about building the wall on the Mexican border. Cillizza says Trump had left the impression that he was trying to expand his base with Hispanic voters through a meeting with Nieto, but it appears that it did just the opposite with Trump's reaffirming old positions on deportation and the wall in his speech.

The problem for Mexico is that most of the new jobs created have low wages and wages have not kept up with inflation. Inflation is at 6.3%. Low labor skills means many people take jobs at low wages.

Damian Paletta of the Washington Post says that credit goes to Gary Cohn a former Goldman Sachs president, and head of the president's National Economic Council for the way he has quietly built up a group of leading experts on major initiatives of the Trump administration such as tax reform, infrastructure plans. Compared to the infighting and other problems in the first 100 days of the Trump presidency, Cohn is credited with building a core of ideas and experts that bring Trump more to the centre and with the prospect of winning Democratic party support. He has helped shift the president to set up a more balanced approach, less confrontational with China and not calling China a currency manipulator, getting support for the Export Import Bank, and more receptive to the Federal Reserve led by Janet Yellen. This report says an alliance of moderates is centering around Adviser Jared Kushner, Cohn, and in other reports Tillerson in foreign affairs is seen as being part of this group. On NAFTA the president has moved to a less confrontational approach with Mexico, which has helped the Mexican peso recover and improved prospects for the Mexican economy.  On infrastructure new ideas to find financing are needed and a plan to tax carbon emissions is intended to draw Democratic support as well as provide some of the funding. About $200 billion in taxpayer money and $800 billion from private investors is being discussed at the National Economic Council. This report says Cohn suffered from dyslexia in childhood, graduated from American University, and joined Goldman Sachs in an unconventional way. He shares a passion for deal making with president Trump, yet at the same time values the views of experts he has brought to formulate concrete plans for the way ahead. About 25 experts with extensive experience in government helped put together new tax changes, infrastructure plans, and international trade deal plans. His predecessor at the NEC, Gene Sperling, gives him credit for quietly pulling together the experts and doing the planning that the Trump administration now depends on. ...

Try hummus as a dip or snack on chickpeas in salad. Take them in Mexican, Italian or Asian flavors. In today's inflation environment a pound of dried beans at 1.70 compares with $6 for a pound of ground beef, $4.20 a pound for chicken breast, and $4.60 for a dozen large eggs.      ...

The Trump administration released its framework for NAFTA negotiations. The framework is designed to reduce the U.S. trade deficit and promote "Buy America" provisions. It will challenge Mexico on labor and environmental matters, which is likely to win the support of Democrats. A mechanism for preventing countries from getting unfair advantage through currency manipulation is part of the framework, yet less of an issue with Mexico and Canada. It will also work to protect U.S. trade interests in an effort to appeal to workers who supported Trump in the 2016 election. Overall it does not deviate much from established U.S. trade policy, according to the WSJ. For this reason the new guidelines were welcomed by the Mexican and Canadian governments. Mexico and Canada also see this as an effort to modernize the agreement to reflect changes in technology and commerce since NAFTA was signed. Under fast track trade promotion authority the president's Trade Representative Mr. Lighthizer can start negotiations in 30 days. One of the matters up for change is the Chapter 19 dispute settlement mechanism which makes it easier for Canada and Mexico to avert trade sanctions. Mexico's economic prospects have improved as the NAFTA renegotiation avoids the sharp rhetoric of the election campaign. The Mexican peso which traded at 22 to the dollar in January 2017 following the U.S. election, is now trading in July 2017 at 18 to the dollar.   ...

Jim Dwyer discusses proposed legislation in the New York City Council in November 2011, to set a "living wage" of $10 per hour, plus benefits, for workers at new developments receiving more than $1 million in public money. Under this legislation employers who do not include benefits would pay an hourly wage of $11.50. Discussion in the City Council has led to questioning this legislation on the grounds that the developments would not be built under the new rules. Dwyer points to San Francisco, which has set the minimum wage at $10.24 for January 2012, plus mandatory contributions to health insurance funds. The number of low wage workers in New York City with some college education has increased by 70%, according to the Fiscal Policy Institute. Wages at the bottom were $10.85 an hour, adjusted for inflation in 1990, in 2010 the wages were $10. What this does is further increase the income disparities and inequality in the U.S. Because of the demographic changes in America with Hispanic children representing a large proportion of young children, and the high rate of dropouts from highschool in the Mexican American community in New York, this means more children in New York City growing up below the poverty line....

Elections for 500 members of the lower house of parliament in Mexico and for 15 governorships. Lopez Obrador won the presidency in 2018 with a huge majority, 30 points ahead of the rivals from the PAN and PRI parties. Average of five recent polls show he is still popular after the pandemic and winning 40% of the vote followed by PRI at 18%, PAN at 17%.  Obrador has increased pensions for the elderly by using savings from other parts of the budget, and increased the minimum wage several times. He seeks to reverse a 2013 law that privatized parts of the oil and electricity sectors. Obrador plans a large refinery project and rail infrastructure projects if he wins a strong majority in the lower house, in addition to social spending that would help the informal economy which has suffered during the pandemic. Across LatinAmerica, in Peru and other places the shift is to social spending to support the informal sector and anticorruption efforts so that good governance supports infrastructure spending. ...

The US envoy to Belarus responds to overtures from Belarus's leader Lukashenko for improved relations, release of hundreds of political prisoners including the husband of a opposition leader who is thought to have won the last Belarus open elections in 2020. Today it is not realized that politicians with lack of vision or foresight - Bush, Obama, Merkel, failed to grasp that in 2020 two events happened that were linked- the Belarus electons bringing another pro-EU government on Russia's border which was squashed before it could take office and the pro-democracy movement in Hong Kong also squashed in 2020 by China PRC. Crimea was made part of Russia in 2014 when Ukrainian protesters in Kviv and Lviv near Poland ousted the government of pro Russia leader Yanukovych in the Maidan revolution. Russia under Putin responded 2014-2020 with a simmering effort to take parts of eastern Ukraine that were close to and sympathetic to Russia. This was an effort to counter NATO or pro-EU countries coming to Russia's borders in the way JFK opposed pro-Russian regime in Cuba. Obama and Merkel never understood or grasped this or were too involved in the eurozone, migration crises (Merkel) or war in Afghanistan (Obama). The result was that in 2020 Russia helped squash the election results in Belarus with another pro-EU government impending. Within 2 years Russia under Putin with tacit Chinese support invaded Ukraine in Feb 2022. Belarus shares a border with Russia and it is closely allied with Russia in the Eurasian Economic Zone that includes former Soviet Bloc countries such as Kazakhstan. Gradually following the recovery of the Russian economy by 2010 the emphasis shifted to create something similar to the Soviet Union, a bloc of countries in central Asia and in Eastern Europe that are part of a Russian sphere of influence. For much of the period of the Obama/ Merkel administrations in US and Germany this was ignored as most of the politicians never gave Russia the importance it sought, not accepting that the economic power was not measured only in GDP- also in science and technology, nuclear technologies, space, in energy resources, and Russia's position in Northern/Central Europe and Central Asia since 1700.  It is this situation that the DJT administration faced with US challenges of the Mexican and Venezuelan drug and people trafficking in the western hemisphere has responded with the Monroe Doctrine to reassert American influence in Latin America by respecting Russia's effort to have some measure of influence on its borders, that the US seeks on it's borders. Without Russian or Chinese intervention in Latin America and with the the Monroe Doctrine in place America can protect the interests of the American people and the people of Latin America for free and good government. What Bush, Obama, Merkel lost sight of is that by each power having some strong measure of influence in their regions, and the tendencies for benevolent influence put in place, there is significantly more room for respecting the hopes and aspirations of people in their regions through democratic or other people oriented forms of government than by the situation in which economically the US was dominant after the fall of the Berlin Wall but other influences would lead to US decline- open but not free trade with China, and the recovery of the Russian economy, drug and people trafficking by gangs in Latin America where the Monroe Doctrine for US leadership had prevailed till the 1960's. ...

Miami with its bustling Cuban American community seemed a perfect place for Bush with his fluency in Spanish and his Mexican born wife Columba. The co-chairman of the Bush campaign in Florida was a Cuban American, Armando Codina. He set up Bush Realty, making Jeb Bush a partner with a 40% stake in the firm. In this period 1980-1992, Bush's gross income averaged 107,000 for the 6 years before the elder Bush was elected president to $1.6 million in 1990 half way during the elder Bush's term as president, according to a WSJ analysis of tax returns. This was also a period when Jeb Bush while engaging in business deals, was also running for office- first as Commerce secretary for 2 years in 1987, making a unsuccessful run for governor in 1994, and a successful run in 1998, 2002. He helped boost the Republican party in the Miami area, bringing together Republicans and the Cuban American exile community, during the anti-communist mood of the Reagan period. As Miami-Dade county Republican party chairman he helped boost voter rolls for the party, which had a 2 to 1 Democratic party advantage in earlier years.
