10% tariff on Canada's exports to the US after Ontario Reagan ad misrepresenting trade facts is aired on television. The ad seeks to show US tariffs in the light of the Smoot Hawley tariffs of the 1930's, when the tariffs today date back to Reagan's use of tariffs when Asian partners (at that time Japan in the 1980's) followed unfair trade practices to the detriment of American workers and industry. The US Trade Representative who acted for Reagan was Lighthizer, the same USTR who worked for DJT in the first term to fight the unfair trading practices of China, and whose deputy USTR Jamieson is now the USTR in DJT second term negotiating with Asian partners. Tariffs ae being used as an additional tookl in the toolbox by DJT and Lighthizer/Jamieson to counter the unfair trading practices of other nations, which includes partners of the US such as Japan, South Korea, Taiwan, and EU. It also includes nations such as Switzerland who ignored US interests in trade whie having open access to the US market. Most of these nations know that these practices harmful to world trade exist, only Canada, China and some other countries have pretended they do not exist and they are the so called "champions of free trade." These nations attempt to make DJT appear to be doing this on whim when this is an issue in trade relations between the US and Asian partners, the EU, and Canada/Mexico for the last 50 years. DJT pointed this out- “The sole purpose of this FRAUD was Canada’s hope that the United States Supreme Court will come to their “rescue” on Tariffs that they have used for years to hurt the United States,” Mr. Trump said in a social media post Saturday afternoon. “Because of their serious misrepresentation of the facts, and hostile act, I am increasing the Tariff on Canada by 10% over and above what they are paying now. The most alarming report is that from researchers at Peking University Health Sciences Center in Beijing, which shows 10 years of data on lead poisoning. Its conclusion: About 34% of children in China have blood levels that exceed the WHO limit of 100 micrograms per 1 litre of blood. A whole generation of children may be compromised. To avoid being noticed factories that have toxic byproducts or emissions are being setup in the countryside. Lead products are added to herbal products that are sold by weight to make them weigh more. It is regularly added to plastics and vinyl to make it temperature resistant. Once in the human bloodstream lead mimics other substances like calcium and zinc and iron and binds to sites in the brain intended for calcium disrupting brain cells leading to ireversible brain impairment. See the article in August 2, 2007 NYT, about the recall of 1 million Mattel toys, Elmos and Big Birds, for lead detected in them. Note that Mattel's monitoring system did not catch this, it was caught by a retailer....

Daniel Howes commentary in the Detroit News goes right to the crux of the matter, one of the Detroit Big 3 may not survive. Cerberus would like to get its hands off Chrysler at any cost even if it means a merger with GM, which would in the current circumstances at GM combining engineering and other operations, at the cost of huge swaths of Chrysler and those jobs disappearing. GM is running short of cash and combinig with Chrysler does not make any sense except for Cerberus, and for GM it would means using the cash from Chrysler to buy time while eliminating most of Chrysler's jobs and operations in what would be a travesty of the word merger.

The debt and deficits of Rome and other local governments poses a problem for the Italian government. Italy's new government of Matteo Renzi approved a loan of 575 million euros in cash to cover Rome's capital shortfall of 800 million euros for 2013. The decree removes the risk of default. It is an advance to Rome, with Rome expected to come up with a plan to control the deficit and reduce spending.

In her first speech May emphasized that she was a "Unionist." Her first important meeting was with Nicola Sturgeon of Scotland and made Scotland's agreement necessary before invoking Article 50. Her talk of "burning injustices" for the poor and the underprivileged also goes to address the root of the problems behind the Leave vote. By having Johnson on board she can focus on the issues that really matter and which were on the minds of people in England, Wales, Scotland and Northern Ireland- to ensure that the economic system works for all.   ...

He has emphasized keeping a modest profile and doing the things that matter most- getting straight down to what Greece needs to do to address its problems when talking to European leaders, putting economic experts like Stiglitz in his inner circle so that he is well aware of how others see Greece's problems, setting a role model for his ministers in cutting down on expensive spending habits. Taking out the BMW and driving a Prius may be just for appearance, but actions like these combined with quiet but decisive steps, are needed to set the right tone as Greece shifts to austerity measures and reduces state spending.

Wilber and Tau of the WSJ report that Special Counsel Mueller in the Russia investigation has impaneled a grand jury to further strengthen his investigation. Mr. Mueller has put together a team of 16 attorneys with long experience as prosecutors. By working with a grand jury Mueller and his team are working only a few blocks from the U.S. federal courthouse where grand juries meet, which helps the team to conduct its investigation. A number of experts consulted by WSJ say this means a vigorous investigation is now being put together.  The U.S. Congress is also acting independently to support Mueller. Legislation being sponsored by Sens. Thom Tillis and Chris Coons on August 3, 2017, make it possible to reinstate Mr. Mueller in a situation where he is fired by the president. Under the legislation a special counsel can challenge his removal and a three judge panel could reinstate him. Separately Sens. Graham and Cory Booker are also putting forward legislation for the same purpose. All Senators are from both parties, the two Republicans are from North and South Carolina. In a rare show of unanimous bipartisan support for Russia sanctions following the involvement in the 2016 U.S. election, the entire U.S. Congress over 500 members voted in favor- except for 5 members. The vote in the House 419 to 3, and in the Senate 98 to 2. Such a level of unanimous support is rarely seen, suggesting how the U.S. Congress views this matter as of the highest importance. ...

US president Biden authorizes $350 million in immediate military assistance to Ukraine. Western leaders now believe that NATO countries are at risk if they do not help stop the invasion, as it now appears that Russia seeks to restore a sphere of influence across Eastern Europe that existed under the Soviet Union. In 1956 Soviet tanks entered Budapest, Hungary. A situation reminiscent of that in Hungary is now taking place in Ukraine in 2022. Earlier the Russian view of Ukraine neutrality was accepted by western leaders- the situation has changed during the last week, as it is now perceived that Russia seeks to change the situation in Eastern Europe. This completely alters western Europe's and America's view of the situation in Ukraine. All this has happened in a matter of days, and in a few weeks. On the Russian side the invasion is not popular with street protests in Moscow and people on the street skeptical about the invasion and its objectives. The view is beginning to emerge that this invasion only breaks the fraternal ties between the Belarus, Ukrainian and Russian peoples that have existed for centuries. In this sense the politics and governments of the present are not relevant as much as the shared history. Ironically it is this shared history that Mr. Putin seemed to want to assert. Yet it ignored the fact that Ukraine also has a shared history with Poland and the Baltic countries and the desire for a different system of government is common to all the people's of the world. Sri Lanka, Bangladesh, Indonesia and India; UK and Scotland or Ireland; Sweden, Norway and Denmark, Canada, Britain and the US; Hungary, Austria and Germany; all have a shared history yet the people in each country at different periods of history have made their own choices and decided what they would do as independent countries.  ...

Not much will change in Italy's place in the European Union, says Maria Ferraresi, editor of Italy's Domani newspaper. Italy expects 200 billion euros of solidarity aid from the European Union that is dependent on following EU rules. And coalition partner Berlusconi says he will drop his support if Meloni adopts any anti EU rules positions. Meloni's Brothers of Italy party with 26% of the vote has roots going back to the Social Movement in Italy in the 1930's. To attract support she has remained in opposition even when Matteo Salvini of the League and Silvio Berlusconi of Forza Italia parties joined Mario Draghi's unity government during the pandemic. She has turned to a pro EU stand from a EU skeptical stand. Meloni is also forming one of seventy Italian governments since 1945 such is the pace of government change in Italy making every government dependent on fickle political sentiments that shift quickly. The Italian economy has fallen into a stagnant situation with growth less than 1% in 2022, and the main concern of voters and the elected governments is the economy and standards of living, so that EU aid acts as a critical part of rejuvenating the economy. The Eu solidarity aid of $200 billion in coming years is critical for Italy's economic revival. It also shows the European Union in action after the years following World War II when it was realized that some sort of sound European economic framework was needed for the common good. Ferraresi also points out that Italy has also gone through an EU led effort to make the judiciary fully independent and able to function similar to the judiciary in France and other EU nations. Italy also has a very de.centralized government with state and local governments playing a major role in administration. This reduces the impact of changes in the capital Rome.  ...

Of this $15.9 billion is for a writedown of assets that have less value now including for a production process called Intel 7, as the foundry business that makes chips for other companies shifts to advanced technologies. The foundry business had an operating loss of $5.8 billion and has the support of the Biden administration as it seeks to bring back manufacturing to the US in advanced chips made in Taiwan by TSMC. There is much debate inside Intel about how to structure the foundry business which makes product for other companies. Intel CEO Gelsinger is keeping the company together as Intel will need to invest in the foundry business for the long term goals of the US and Intel Corporation. The foundry business has the support of Amazon and 2 other large companies as customers. It is the national resolve of Biden-Harris to rebuild manufacturing for CHIPS and Intel is at the forefront no matter what short term focused Wall Street analysts say.  ...

The skepticism from US economists for Biden's efforts to boost US manufacturing coming from the same economists who thought it did not matter if US workers made the products that were used in the US. As if Made in USA did not matter. As if Made in India or Made in Germany did not matter. As if creating jobs at home or in other countries made no difference. At the same time as US or companies in India and Vietnam, other countries in Asia or European Union ramp up their efforts for shorter supply chains and manufacturing at home, they are working on building up the manufacturing knowhow and technologies that make manufacturing in the US, EU or India competitive with manufacturing in China. It is the lack of this manufacturing knowhow and experience that was neglected over two decades that has resulted in the situation faced today of long, unreliable  and in the end costly supply chains during the pandemic.

He watched the movie "13 Hours" on what happened at Benghazi, and says a terrorist group had made plans to attack the American consulate, the depiction in the movie fairly accurate, and the Obama White House version with the 2012 election in two months not accurate. Henninger cites the indictment by a federal grand jury in the District of Columbia of Abu Khatallah. In June 2014 Khatalla was captured by Special Forces for the attack on the U.S. consulate in Benghazi. The indictment says Khatallah and militias "launched a violent attack on the U.S. mission on Sept. 11, at 11.15 pm.." following this up with an attack on the CIA annex.

Morgenson looks at the aspects of GM's culture that led to the recall crisis of 2014. She looks at the lack of accountability in a culture where managers were more concerned about preserving and protecting their own positions and less concerned about doing the right thing. The culture became ingrained over time to the point that there were terms referring to the way managing is to be conducted in the company- a "GM nod" referring to an action plan where everybody says OK but plans to do nothing, a "GM salute" where people crossed their arms and pointed to others meaning the responsibility is some one else's. Training about writing on safety issues required employees to write "smart" by not using words such as "problem" or "defect" and using instead "issue," condition or "matter."

With Britain preoccupied with Brexit, and the U.S. in a trade dispute with China, Chancellor Merkel remains the only western leader to visit and hold extensive talks with Chinese leaders Li Keqiang and Xi Jinping. She also visits other Chinese cities such as Wuhan and gives a speech at Huazhong University of Science and Technology in Wuhan, in which she commented on the social credit system being implemented in China about the social creditworthiness of individuals and businesses.  Merkel sitting next to premier Li Keqiang in Beijing advocated "that conflicts be resolved without violence and that anything else would be a catastrophe." She called for a peaceful resolution of the situation in Hong Kong and for Hong Kong's rights to be "guaranteed." This is significant because the close cooperation between Germany and China is critical for China today to tackle the economic problems created by the trade disputes with the U.S.  Merkel has a close relationship with Chinese leaders and has visited China many times, giving her the confidence to talk to Chinese leaders without arousing any sensitivities about internal affairs of China. She is the only leader who can speak her mind to Chinese leaders, without offending them. When she used the word "catastrophe" she chose it carefully. It took decades for China to build the trust and relationships with Europe and the U.S. that it has.  Trading relationships matter for both China and western nations and are built on trust and good relations. With the Shenzen region growing faster than Hong Kong, and thinking like Beijing, China could tackle the situation in Hong Kong over a long period. ...

California's sanctuary laws set it up in a collision course with the Nation's immigration law enforcement. This is also true of other states. No matter how it is presented, including peaceful protests, the policies under Obama and the deterioration with open borders under Obama appointed Mayorkas and Biden's egregious lack of proper oversight in 2023 with the largest flow of 2.3 million illegal migrants across the border, have created problems for the Nation that will take time and patience to correct.

Mario Draghi, President of the ECB, turned down proposals to let European central banks send money to troubled European governments through the IMF. Draghi said- "we should't try to circumvent the spirit of the treaty, no matter what the legal trick is." The ECB also opposes large government bond buying to bring down yields on Italian and Spanish government bonds. The ECB by majority vote reduced interest rates in the eurozone by 0.25%, bringing interest rates down to 1%, and reversing rate increases under the previous president Trichet. It also made medium term funding available to European banks on better terms. According to a person in the room, German Chancellor Merkel opened the summit saying Germany opposes a plan to let the European Stability Mechanism (ESM) borrow from the ECB. The ESM is the bailout mechanism for future bailouts.

Italy's governing coalition of the Five Star Movement and the Northern League retreats from its plans to raise welfare and pension spending after spending plans leads to loss of investor confidence. Disputes on fiscal discipline with the European Union hurts Italy as ten year bond yields rise from 1.7% to 3.7% after the coalition took office. Italy's GDP declined by 0.5% in the third quarter of 2018 with lower business investment and consumer spending, creating risks of falling into recession. The result is that the coalition government led by Matteo Salvini and De Maio is looking for ways to meet the EU fiscal discipline rules after statements that it would follow its spending plans. Italy's national debt of 2.3 trillion euros is equal to 131% of GDP and perceived as riskier than most other euro countries. Promises made by the coalition government include: allowing retirement at age 62 instead of 67, and intoroducing "citizenship income" or basic welfare of around 780 euros a month for poor and unemployed. These plans are in the budget. Political leaders want to avoid losing face with voters by removing this from the budget. The alternative of the EU opening fiscal disciplinary proceedings against Italy would lead to further loss of investor confidence worsening the economic situation, is also a step Italy wishes to avoid. The EU Commission's view is that the budget plan would increase the structural deficit by $22 billion or 1.2% of GDP. ...
