Marina Force of the WSJ gives this excellent report on Carles Puidgdemont, head of the Catalan party that is holding a referendum for independence from Spain in October 2017. The referendum is to be held on Oct. 1, 2017, and will be held in a tense region divided by pro and anti independence supporters, with the central government of Spain declaring the referendum illegal, and police obstructing voters. This has pushed Spain into a major crisis, as Puigdemont says he will declare independence after the vote, and the possibility that many voters may not have voted at all in this tense atmosphere. Here Marina describes the recent history of Spain that dates back to the period under General Franco's dictatorship when state rights in the Basque region, in Catalan region and in the northern region in Galicia, as well as other regions, were suppressed. Today there is regional autonomy and the languages in the regions such as Catalan are used in the autonomous regions. Prime minister Rajoy is from the Galicia region. His family suffered under Franco's dictatorship as he points out in his book- Mariano Rajoy, En confianza, Mi vida y mi proyecto de cambio para Espana. As a result Catalan leader Arturo Mas and other Spanish leaders including Rajoy from Galicia worked hard to establish autonomy for all the regions in Spain, including use of the local language in Valencia, Catalonia and the Basque region, a variation of Spanish. As in Scotland for most of the period after the end of the Franco dictatorship in the nineties, this focus on regional autonomy was seen as a big step forward. Puigdemont is journalist who was editor in chief of a Catalan newspaper in the 1980's. In 2006 he was elected to the Catalan parliament. In 2013 he was elected mayor of Girona, a city just north of Barcelona. It was in this period that the movement for Catalan independence moved forward setting the stage for the 2014 referendum with 81% voting for independence. In 2016 pro-independence parties won a majority in the Catalan parliament. This set the stage for a confrontation with the central government in Madrid that is now taking place. ...

Thomas Hoenig was Governor of the Kansas City Federal Reserve Bank for 20 years. Here he talks about the dangers of "too big to fail" with Gretchen Morgenson of the New York Times. He is due to retire at the age of 65 in 2011. Hoeinig has stood for conservative safe financial practices for U.S. financial institutions throughout his 20 year old career, and cautioned against extending the government safety net for banks that engage in risky financial activities including derivatives trading. And essential element of safe financial practice and part of necessary market discipline, he has pointed consistently, is the fear that taking on risky activities or acting recklessly has a price- creditors can take out their funds if they see a banks as unsafe, and the financial institution may have to be broken up or closed. He joins Alan Meltzer in his criticism of Federal Reserve policies under first Greenspan and then Bernanke that take on the job of stimulating the economy and creating jobs through a very loose monetary policy after the collapse of a bubble. Hoenig sees the role of the Fed in such situations as a neutral player. The reason say Meltzer and Hoenig is that the Fed has not given enough thought and attention to the long term consequences of its policies. What were the consequences of the low rate policies in 2003 asks Hoenig? It promoted another bubble and the mortgage meltdown of 2008. What were the consequences of QE II asks Meltzer in an op-ed piece in the Wall Street Journal on August 11, 2011, "The Folly of Economic Short-Termism?" It has failed to revive the economy or reduce unemployment. Hoenig also points to questions of fairness and equity that arise when banks are treated differently and farmers, seniors and other groups are asked to make sacrifices....

The Soviet experience in Afghanistan and the documents now in the hands of Ameican and Russian scholars from the archives. These documents show the commander of Soviet forces in Afghanistan Akhromeyev sent amessage similiar to General McChrystal's to the Soviet Politburo on November 13, 1996. It asked for more troops just as the soviets were in the seventh year of their nine year long Afghan conflict, with 110,000 troops unable to do more than control the provincial centers. International Atomic Energy Agency (IAEA) chief, Yukiya Amano, answers questions in a closed door 90 minute meeting with the U.S. Senate Foreign Relations Committee. The IAEA chief says he cannot disclose details of his investigation into Iran's earlier weapons activities, or the agency's agreement with Iran for the inspection of nuclear facilities. Senator Corker who heads the committee said most senators left the meeting with greater concerns about the inspection process. The IAEA chief cited as reasons for the secrecy, independence of the agency, and what he called "a legal obligation" to protect confidential information. Senator Barroso described the process as one in which an NFL player or athlete is asked to mail in his own urine sample. Of particular concern to senators is the Parchin site where testing ocurred in the early 2000's, which Amano has said Iran is trying to sanitize, and which is not part of this agreement. Iran has not agreed to IAEA requests to interview a Iranian scientist Mr. Fakhrizadeh or other top Iranian military officers and nuclear scientists as part of its probe into past Iranian nuclear activities, Yukiya Amano told the WSJ in an intervew. ...

As part of Gandhi 150th the Hindustan Times gives pictures from archives of the independence struggle and Gandhi's efforts to get the British to quit India. After a period of 21 years in South Africa as a lawyer for rights of indentured laborers (coolies the British term) and of Indians in South Africa, Gandhi returned to India in 1914. He followed the program of personal responsibility starting with himself, that he had written in "Hind Swaraj" on a steamship from Britain to South Africa in 1910, for the next 20 years. He did not blame the British, and asked Indians to take responsibility for what had happened, and write a new chapter.   A period of home rule in the provinces with Congress party administrations in the 1930's ended by 1938. Gandhi launched the Quit India movement in 1942 with leaders Sardar Patel, Rajendra Prasad, and Jawaharlal Nehru. The end of the war and the rejection of Churchill in Britain's post war election in 1945 led to a Labour government led by Clement Atlee that sent Lord Mountbatten to negotiate British withdrawal from India. Gandhi saw clearly that in a country largely of rural labor in subsistence agriculture, getting people to learn about their own dignity was a first and indispensable step.  Once this was done, home rule administrations could pick up the experience of local government  (Hind Swaraj). His idea was that a few tens of thousands of Britishers focussed on trade as the British were a nation of shopkeepers, in the midst of hundreds of millions of people with a new found  sense of dignity and participation in political life, would make the British realize there was little advantage in staying. By the end of the war in 1945 experts looking into the archives show John Keynes advising the British government to withdraw because the cost was too great for Britain to remain, particularly after the war had drained a lot of Britain's wealth. ...

Chevron CEO John Watson says the U.S. needs more affordable energy, and this means it needs to find more fossil fuels. It needs more oil gas and coal. He says the U.S. should take advantage of its own fossil fuel resources. People want strong environmental standards, but as Watson puts it, their top most priority is affordable energy which creates economic growth and jobs. He criticizes the Obama administration for not pushing ahead with developing of U.S. offshore oil, because BP's problems were not systemic and industry wide. He calls for dramatically increasing U.S. oil production, and doing this immediately. Worldwide Chevron plans to invest $26 billion for its exploration budget, and plans to drill in Australia, Western Africa, Gulf of Thailand and other locations. Watson points out that the dynamics of oil production are affected by two factors, price and technology. With current prices at over $100 a barrel more oil is accessible. At these prices new technologies can make it possible to use existing older wells to increase production. He cites the example of Bakersfield, where steam flooding is helping get 70 to 80 barrels out of every 100 barrels in the ground, when in the past Chevron could only get 10-20 barrels of oil. Another technology he mentions is hydrofracking for producing large and cheap supplies of natural gas. Chevron acquired Atlas Energy for $3.2 billion in 2010 to enter this market. Watson's overall emphasis is on the U.S. going for affordable energy and affordable conservation that will create economic growth and a better future....

Both sides have taken a pause in negotiations yet they are getting closer. There is also the conversation that we are not aware of that is taking place between McCarthy/McConnell and Biden about G7 leaders asking Biden on the debt talks. McCarthy will not want to affect the Ukraine counter offensive with all the talk about a debt default impacting the credibility of the US. McCarthy also could pass an agreement through the House with Democrats support with a small faction of Republicans not supporting him if push comes to shove and matters reach a critical point. By negotiating in good faith Biden is surely doing the right thing. The important thing is to let moderate Republicans have an opportunity to support him in the task of Renewal of America. The bigger task is 2024 which Biden has his eyes on, because this is how America will be made or unmade with the right choices and the right priorities. And Biden needs independents and Republicans who might consider supporting him to get things done for America's Renewal. House Speaker McCarthy's Republicans now support keeping spending at $1.65 trillion the 2023 levels. The Biden administration would consider a program of small cuts- no deep cuts. And only for 2 years. On work requirements for government aid to the poor and vulnerable Biden says he supported work requirements when he was a Senator in the US Congress. He outright excludes any work requirements for health benefits. Biden understands that in an economy with jobs going unfilled in construction and hospitality industries, and in child care and teaching, nursing, with higher minimum wages, people looking for work could find work to make a decent or tolerable living.   ...

Bernie Sanders who won in 23 states running for president says the American system is broken and this is why DJT won in 2026. He says Biden genuinely wanted to bring the changes to help workers. Other Democrats simply wanted to patch the system, a little here a little there. This he tells Reid Epstein of the NYT is not working and Bernie Sanders says DJT is right that the system is broken. Sanders excoriated billionaires in his speeches. Yet the tech billionaires at Apple, Google, Microsoft, and Amazon have over the last two decades supported Democrats and yet paid a lower tax rate than firemen, police, teachers. Apple paid less than 15%, Google less than 16%, Microsoft less than 18% and Amazon less than 9%. This also constitutes an oligarchy similar to the oil companies and pharmaceutical companies. This makes it difficult to have a fair system of taxes that can fund the Nation's crumbling infrastructure, its manufacturing, its chips and advanced technologies, health and education of children. Sanders is focusing his efforts or 2025 to 15 Congressional districts where Republicans won by very thin margins. And he is on his way to Iowa City and Omaha, Nebraska, where the margins were so thin to get his message to workers.  This interview also provides a hint of how DJT has approached the issues with a willingness to try unconventional approaches and people who did not fit the mold. RFK Jr. at Health, Tulsi Gabbard at Intelligence, Lori Chavez at Labor. Something that Democrats have failed to do to look at different ideas and find solutions to intractable problems in unconventional ways. Three events made the US a continental democracy built out of the colonial Empires of the British, the French and the Spanish under four presidents- Jefferson with Louisiana Purchase, Polk settling the Mexican American War, Lincoln defending the Union, and his vice president buying Alaska from Russia. James Polk 1845-1849 was the 11th president of the US. At the time of the Missouri Compromise he deftly kept the Union together. A protege of president Andrew Jackson from Tennessee Polk also worked hard to create the bicoastal Nation the US is today by extending the work of president Jefferson who setup the Louisiana Purchase from Napoleon, to bring the new Republic's frontiers in the West to the Pacific territories that were part of the Spanish and British colonial Empires. For the northern frontier he settled on the 49th parallel with the British instead of 54 degrees parallel 40 minutes or 54-40 that was the slogan for the Polk 1844 election campaign taking the border to the northern frontier of the Oregon Territory.  Polk was faced with settlers in Texas who had set up their own state in the south the Texas Republic under General Sam Houston in 1836. A situation Polk handled by integrating the new Texas Republic into the new Nation and faced with a military taking control of Mexico in 1846 under General Paredes and confrontation with the US, leading the US into the Mexican American War 1846-1848. The integration of Alaska was completed under president Andrew Johnson in 1867- Johnson was Vice president under Abraham Lincoln during the Civil War- when he had Seward negotiate the purchase of Alaska from Russia for 7.2 million dollars in 1867.   ...

Daniel Finkelstein of The Times of London says in this essay that DJT's world view is essentially the worldview that the US has held for much of the 20th century. He cautions Starmer and his Foreign Secretary David Lammy- the better to understand where this worldview comes from than to look ridiculous simply praising this worldview in 2025.  On McKinley as president DJT is more well read than others. Two Roosevelts backed the buildup of the US Navy, TR Teddy Roosevelt and his nephew Franklin Roosevelt as Secretary of the Navy. The US Navy emerges for America's role in the Pacific from this time at the turn of the century. Francis Perkins in her book  "The Roosevelt I Knew" describes Roosevelt's advice to Perkins in 1934 about the League of Nations and how Woodrow Wilson's failure to get Congress to understand it on Senators own terms led to the US not becoming part of the League of Nations. The US was not automatically inclined to accept the world role or its role in Europe. Roosevelt tells Frances Perkins  who was closest to him in his presidency- on International Labor Organization membership FDR told Perkins he must get the Senate Foreign Relations Committee members on board. "Remember how Wilson lost the League of Nations, lost the opportunity for the United States to take part in the most important international undertaking ever conceived. He lost it by not getting Congress to participate. They have a sense of responsibility and can't have sincere convictions unless they are given a chance."   ...

This article by Horowitz in the NYT shows some of the criticism leveled against the Clintons and how they were out of touch with the white working class voters who have drifted to Mr. Trump.  It may be overdone in that not all white working class voters have drifted to Trump, and a Gallup survey has shown Trump supporters to be some white working class but also many from other groups in society, and many older less educated voters.  Trade Unions have played a large role in this election, and workers in manufacturing have voted Democratic in midwestern states such as Wisconsin, Michigan and Illinois. Horowitz also ignores some points in this campaign such as when Bill Clinton was adept at openly stating that he agreed with people who said Obamacare had increased premiums, and that some of the Obamacare program needed to be fixed. This took some of the criticism of Republicans on Obamacare and turned this around. He also showed a better understanding at times of the plight of working class people just from his habit of listening and thinking about how this affects ordinary people, a skill he has even to this day. A 2014 NBC/WSJ poll showed Bill Clinton with a 56 percent favorability rating, which is higher than president Obama, and exceeded only by Michelle Obama at 64 percent. ...

In a speech to 3000 party officials Xi Jinping says it is the "central and united leadership of the party that made possible this historic transition." He was speaking at the 40th anniversary of the Deng reforms to open up China's economy. He said China was right to have "lofty aspirations." Yet he said China "would not sacrifice the interests of other countries," while preserving its own interests. The speech comes as China is trying to find a way out of the trade tensions with the U.S. through negotiations. The U.S. sees China in the same way that it saw Japan's rise as an industrial power in the 1980's. and seeks to preserve U.S. economic strength and balanced trade relations that give no unfair advantages to Asian competitors. The U.S. negotiating team is led by the same negotiator who led the team that negotiated for the Reagan administration with Japan-Robert Lighthizer.

Mr. St. Angelo who heads the Quality group at Toyota for the American region met directly recently with Mr Akio Toyoda. There are in all 6 Quality chiefs for six regions worldwide. Akio's questioning during a Congressional investigation appears to be a turning point and he is determined to shake things up. He choked up at the National Press Club in Washington while thanking employees and dealers for their support. Egypt's new prime minister, Hazem el-Beblawi, in July 2013, is a professor of Economics who received his doctorate from the University of Paris in 1964. He has taught economics at universities in Egypt, Kuwait, France and the U.S. After 15 years teaching at the University of Alexandria, he worked in development banks in the Middle East for another 15 years, joining the Finance Ministry in 2011. He resigned in protest against military shooting of protesters at the time. Egypt has about $14.9 billion in reserves according to Egypt's central bank, less than the $15 billion needed for three months of imports. Egypt needs to negotiate a $4.8 billion loan from the IMF. Earler negotiations were stymied by the military in 2011, and el-Beblawi will now be negotiating with the head of the Constitutional Court as president, after the ouster of president Morsi of the Muslim Brotherhood.

Norway's sovereign wealth fund, the Government Pension Fund Global, is run by Yngve Slyngstad. The fund has $570 billon, $100,000 for each of Norway's 4.9 million people. The fund took a 23% loss in 2008. Then the fund made a shift from 40% equity holding to 60% equity holding, which has paid off. The losses were reversed with a 26% gain in 2009 and a 10% gain in 2010. The fund gets all of Norway's oil revenues less about 4% of the fund's value that goes to the state budget. Slyngstad became CEO in 2008, and persuaded finance ministers to take on greater risk, leading to $175 billion in stock investments during the financial crisis. He has told Parliament that he will get returns of 4% after inflation- higher than returns of 3.1% that were made since 1998. With assets equal to 2% of the total market value of stocks trading in Europe, the Norwegian fund is a major investor. Rules set for the fund prohibit investments larger than 10% in any one stock.
