Human capital is found in education of children and college students, in support to women to get back into the workforce during this pandemic to bring their skills and talent to the workforce. This means financing education pre K through college, and paid leave for caregivers who are mostly women. Also part of the plan is investment in a rapid transition out of this period of dependence on fossil fuels and in the nation's scientific and technological capacity to come up with new solutions.
