U.S. strategy has shifted to keeping tariffs on Chinese imports intact as an enforcement mechanism to make sure China keeps to its commitments made in negotiations, says WSJ. U.S. trade negotiator Mr. Lighthizer sees the latest tariffs as leverage, and that tariffs would be removed only when China keeps its commitments made to the U.S. Initially Lighthizer opposed the move for additional tariffs imposed on September 1. Now he accepts the strategy to use tariffs as leverage. Mr. Trump told the Economic Club of New York that if no deal is reached in phase one then the U.S. will "substantially raise those tariffs, they are going to be raised very substantially." Because China is seen as not willing to provide written commitments with enforcement provisions the U.S. strategy has shifted to making the tariff removal an enforcement mechanism. President Trump has committed on the campaign trail to correct misalignment in trade with China. He makes the final decision in negotiations and use his negotiating style.  China sees making commitments on stopping all subsidies as affecting its sovereignty and its industrial model of state sponsored capitalism since opening in the 1990's to trade with the world. Both sides are looking for ways to gain the maximum concessions in Phase 1 of the trade deal as it is very uncertain whether any further progress can be made given the positions on each side, say experts. ...

How Gazprom and Shell are changing their partnership to develop Sakhalin II: 1. The vanguard in Russian oil projects is Sakhalin II. In 2005 Shell announced the price tag would double to $20 billion. With forbidding terrain and climate and spread over a vast region in Russia's Far East, this is a really big challenge. Who owns what part of this project- Shell has 55% of the partnership in Sakhalin Energy Investment Company, a stake it picked up from Marathon which exited in 2000. Mitsui and Mitsubishi are other partners. Note the arrangement in the original contract which was signed in 1994. Under the 1994 production sharing contract with Shell Russia does not make much money till Sakhalin Energy recovers its costs. Upto that time Sakhalin Energy would pay 6% royalty on revenues. Following this Sakhalin Energy would get 90% of the profits until the project earned a 17.5% return. Taxes are 32%. Because of this arrangement the cost overruns at Sakhalin present a serious problem for the Russian government, as the returns for Russia depend on Sakhalin Energy first recovering the costs. In 2005 Shell agreed to swap 25% of its controlling stake in Sakhalin Energy with Gazprom for 50% of a field in western Siberia. 2. Shell is adapting its strategy in the changing oil picture. Comments by Malcolm Brinded, Shell's executive director for Exploration and Production indicate strategy in the changing global oil picture. Shell sees the importance of engaging with a Russian partner for the long run to make long-term gains with a first-mover advantage. For Shell the real returns would come from other players using Shell's expensive LNG plants and terminals. ...

India's Foreign Minister S. Jaishankar said at an Atlantic Council event in Washington D.C. that estimates have been made of what the British took out of India over two centuries and this has come to $45 trillion in today's value. India suffered humiliation for two centuries from 1756 to 1947 with British rule. The country was "bled" and this was first documented by a member of parliament Dadabhai Naoroji in 1901 in London in his book explaining the causes of India's deep poverty in his book with the title- Poverty and Un-British Rule in India. For the first time detailed financial figures were put together on what Britain took out of India and India's Mohandas Gandhi says this was how he learned about how much India suffered economically under British rule with the neglect of agriculture, the peasants and landless laborers making up the vast population of India. Taxation was burdensome on a poor population during most of the period. Railways and mass communication only helped keep the vast region together under British rule and most of the budget went into security and policing for the Empire. Investment in industry or agriculture was neglected for most of the nineteenth century and half of the twentieth. Strangely the first Indian edition of Naoroji's book was only in 1962 with most Indians unaware of what had happened and where this was first documented. Even Cambridge educated Nehru looked at the railways and mass communication as British contributions to india when in actual fact this was of a strategic security aspect for the British in a vast region, and little was done to improve the standard of living of the people in the villages who worked in subsistence agriculture. Gandhi's task was to increase awareness at the grassroots level of the condition of the country. Something he never hesitated to do even writing to the Viceroy who was in charge directly showing how the budget in the 1920's was entirely lacking in any funds for India's development. This letter can be seen today in the Sabarmati Ashram in Ahmedabad, the museum for Gandhi in his home state of Gujarat. One of the lesser known facts about the independence struggle is that Gandhi wrote a little book in 1910 with title "Hind Swaraj" on a steamship making its way back to South Africa from Britain where Gandhi led a deputation for rights of Indian coolie laborers in South Africa. I picked up this book at the original home of Gandhi and his parents in Porbandar, India, recently. In this book "Hind Swaraj" written in 1910 we find astonishingly all the details of the planned struggle for independence that were to happen over the next 20 years. In 1930 with a new edition Gandhi wrote that he had followed this unchanged for 20 years and would change nothing except one line in the book. The book in 1910 was promptly banned by the government of Bombay, yet Indian editions appeared soon afterward. It is written in question and answer format with Gandhi himself posing the questions which he answers, some challenging his view of India, Britain, Indians and the British. He did not blame the British, and called for Indians to take responsibility for letting the British rule in India happen and what was the best way out.  ...

Nicholas Kristof says the strategy adopted during the Clinton administration of negotiations with the North and a partial lifting of sanctions worked better than the situation today. One criticism leveled at that agreement was that North Korea cheated and developed uranium weapon technology on the side. Yet says Kristof the situation is worse today. Under the "Agreed Framework" of the Clinton administration North Korea's Kim regime did not add to its nuclear weapons. Kristof says that policy of putting pressure on China has not worked. It would help if China did not transfer any technology to North Korea. Yet the basic policy of China remains in that it does not want renunification on the Korean peninsula that would put bring a U.S. ally on its southern border. The Bush administration and the Obama administration's policies did not lead to diplomatic progress and the world is a more dangerous place with North Korea's intercontinental ballistic missile capability in 2017. Yet the pretensions to goodwill for the public cause is not supported by facts, facts that the AI companies have nothing to show for the dismal situation for Global Literacy that is the case today. Literacy in the US that is dismal with about two thirds of 4th graders not able to read and comprehend the English language at a level of proficiency in American schools. These AI purveyors care only for the money they can make using vast amounts of electricity for these servers, and pretensions for public purpose are intended to smooth their access to public resources not some genuine interest in whether kids can read, which requires the hard work of the teachers in the public and private schools of this Nation and others in Europe, Asia, Latin America and Africa. The Movement for Global Literacy is Lyrarc's effort to support reading and learning and Lyrarc serves this purpose without such massive funding and without charging for the public service to the Nation and to other Nations in the world community. Anthropic settlement of $1.5 billion at $3000 a book for its AI bots use of copyrighted books, can lead to future litigation for OpenAI model that consumes vast amounts of data. Anthropic was founded by siblings Daniela and Dario Amodei after leaving OpenAI in 2021 in San Francisco. It hired Google Books Turvey to scan books for its large language models on a massive scale to train Claude its version of OpenAI's ChatGPT.  An investment of $4 billion by Amazon and additional $2 billion by Google provided funding. In this way it is a competitor to Microsoft funded OpenAI which made early advances in AI.  This article in WSJ says by making the settlement for $1.5 billion Anthropic is trying to make it harder for Open AI to scan material easily without paying for the access and thus blocking it's rival.   ...

Fitch Ratings Agency says that 65-75% of homeowners getting home loan modifications under the Obama administration's Home Affordable Loan Modification Program (HAMP) will default in 12 months. This is because the median ratio of total debt payments to pretax income is about 64% according to a Treasury Department estimate. Many of these homeowners have large credit card and other debt, and little is left for food, clothing and other expenses. By April 2010, 295,000 homeowners had taken loan modifications under HAMP, which provides interest rates of as low as 2%. And another 637,000 homeowners are in trial modifications, which require that homeowners show they can make the lower payments consistently and provide documets to show eligibility. The Obama administration has provided $50 billion for the HAMP program, with financial incentives to loan servicers and mortgage investors to modify loans. Critics say the program would have worked better if the government and HAMP dealt directly with homeowners- as homeowners complain about the long time, upto a year, it takes for loan servicers and mortgage companies to get the loan modified on a long-term basis....

His 35 years spent in poverty as a social worker that gave him a clear idea of the aspirations of the working poor. On the achievement of one billion vaccinations- It was the careful preparation that happened as early as March 2020 that carefully anticipated all possible problems and tackled each one of them that made it possible. "Vaccinating such a large number of people comes with its own share of complexities. Ensuring proper temperature control of complexities, cold chain infrastructure across the length and breadth of the country, timely delivery from the manufacturing plant to the remotest vaccination delivery point, supply of needles and syringes, training of vaccinators and preparing for adverse reactions, from quick registration to certificate generation to reminder for next appointment. We needed to look at the entire logistics, planning, and progress of the vaccination drive." To understand the person completely one has to go back to the origins of his experience, skills learned, and his inspiration for the effort. Modi entered the chief minister's office in the western Indian state of Gujarat facing the Arabian sea in 2001. He entered office at the time of the Bhuj earthquake in Gujarat and describes his taking the chief minister's office as accidental as he had been a social worker for 30 years. "Let alone reluctance to join electoral politics, I had nothing to do with the political domain itself. My surroundings, my inner world, my philosophy- these were very different. Right from my younger days,my bent was spiritual. The philosophy of "Jan Seva Hi Prabhu Seva" Serving the people is akin to serving the Divine, which was propounded by Ramakrishna Paramahamsa and Swami Vivekananda inspired me. It became the driving force in whatever I did." In 2014 it was with the inspiration from Swami Vivekananda and taking up Vivekananda's vision for the Indian people that Modi began his campaign to lead the BJP party. It may be looking back that Vivekananda guided Modi in all his projects for a Clean India, Jal Jeevan, Indian infrastructure that benefits the last man in the queue in the country, commitment to hard work. "Global experience says government should be there for those whom nobody is there. Government's whole focus should be on helping them." To do this, to meet the needs of that last person left out in India, he could see that old notions of opposites had to be set aside. "Outdated theories such as the private sector vs the public sector, government vs. people, rich vs. poor, urban vs. rural, are still on people's minds and they try to fit everything into this." Governments since independence in 1947 followed the same political and economic thought. After Gandhi negotiated with the British government for self rule or Swaraj an experimental form was set up with provincial governments ministries with limited powers formed in the 1930's through elections. Many of these ministries had the same problems that were found after independence in 1947, as one sees in the writings in the Gandhi library. They lasted for a few years before they were dissolved by the British government. These problems were more evident under Nehru and Indira Gandhi right into the 1970's and beyond. This was followed by a period of relative stagnation. Most ministries failed to seriously address India's economic problems, urbanization issues and agricultural issues remained unaddressed, and industry building was done with a limited vision and scaled down goals. In some ways the elections created a political class interested in perpetuating itself and did not build administrations based on learning, hard work and delivering on projects with scaled up targets to match the dire needs of the country. One sees similarities with France before 1960, before De Gaulle. A mosaic of peoples all separate from each other, with agriculture the main occupation, and most agriculture done the way it was in the nineteenth century by hand and using horses and cattle- this is the picture of France shown in Nous Paysouns, We Farmers, a documentary on Le Monde French television in October 2021. It was De Gaulle who supported a shift to presidential form of government for France that helped with the transformation through modernization and infrastructure development. Tractors were introduced in 1960 to mechanize agriculture. Road, bridges, rail transport, logistics were planned in the way Gati Shakti master plan for India is now being executed. There can be no transformation without this. Unstable coalition governments in France and lack of clarity and decision making before 1960 made such development impossible. India entered such a period in the 1970's. "The politics of our country is such that till now, we have seen only one model in which governments are run to build the next government (sarkar banane ke liye chalayi jaati haye). My fundamental thinking is different. I believe we have to run the government to build the nation (desh banane ke liye sarkar chalani haye)."  Chalta haye, Chalne do. What is will not change. Families, farmers and workers in India, for a long time accepted this without questioning.  "I take decisions based on Gandhiji's talisman that sees how my decisions will benefit or harm the poorest or weakest person." "While taking decisions, I stop even if the slightest of vested interests is visible to me. The decision should be pure and authentic, and if the decision passes through all these tests, then I firmly move forward to implement such a decision."           ...

PM makes a point at G7- should not the 1.4 billion people of India most of whom are poor have the same access to energy as the people in the rich countries of the G7? It is to ensure this access to energy for the over 1 billion people in India that India has sourced oil from all countries when geopolitical tensions have made the price of oil to jump to new highs. Modi told a session at the G7 meetings- "All of you will also agree with this that energy access should not be the right of the rich only- a poor family also has the same right to energy. And today when energy prices are sky high due to geopolitical tensions, it is more important to remember this thing." Modi said that it was by "taking inspiration from this principle" that "we delivered LED bulbs and cooking gas door to door in India and showed that millions of tons of carbon emissions can be saved while ensuring energy for the poor." Never before in history has this been done on this scale as hundreds of millions of women have benefitted in poor areas where cooking was done by burning wood, and electricity did not exist. Water by tap water in every home, cooking gas, and electricity are now within the reach of every family in India.  Has G7 even thought of these things? And of the scale of the challenge that is being met and the future challenges for climate, technology and health that are being tackled on an unprecedented scale? ...

Just before the general elections of Feb 24-25 in Italy, the centre left PD party of Luigi Bersani sees its 12 point lead over the coalition of Silvio Berlusconi go down to 6 points. Former EU commissioner and prime minister in 2012, Mario Monti, has 14 points. The maverick Five Star Movement of comedian Beppe Grillo has the support of younger voters looking for a break from the past in Italian politics with 15 points. Italy's election rules automatically gives the coalition with the largest number of votes a 55% majority in the lower house of parliament. In the Senate a similiar rule gives a majority on a regional basis. For the eurozone the best outcome is for a Bersani win. Bersani looks to the Monti coaliton, which has the support of Italy's business community, for credibility and backing. The Economist provides an insight into how Italy lost competitiveness and income per capita stagnated in Italy in the last two decades. The dynamism of the sixties and seventies is missing, Italy's infrastructure is old and needs to be modernized, the productivity growth is negligible, and application of new technologies for productivity in many sectors is lagging. Political mismanagement under Berlusconi and other administrations before him has led to an entrenched stagnation and Italy badly needs to get out of this. Italy and Portugal are the only two countries with a lower per capita real income in 2013 compared to 1999, when the euro was launched. Unit labor costs have risen, and productivity has declined in the last two decades leading to lost competitiveness. The inability to resort to devaluations, and the lagging application of technology in many sectors, has increased the lack of competitiveness, with the economy becoming dependent on higher public spending, higher public debt. The result is higher unemployment at 11% and youth unemployment at 36%, infrastructure that is old and badly needs modernizing. Foreign investment is small, and the cost of doing business higher, including electricity rates 50% higher than the European average, R&D spending low, all of which need to be reversed for Italy to grow. But there is hope. The Economist cites an OECD report that shows the Monti government's reforms in regulatory, labor-markets, product-markets, can generate 4 points of GDP growth in the next decade. An IMF report of Jan 2013 looks at proposed reforms in energy, transport, professional services, judicial system and public services and more labor-market improvements, with the larger impact when done in combination, could add 5.7% to GDP growth in 5 years, and 10.7% in 10 years. Adding changes to taxation and shifting public spending towards investment for growth increases the figure to 21.9%....

  US reaches agreement that would restore oil supplies and bring down oil prices. The supply chains may have to be reconstituted for replacing much of the 20% of the oil that flows through Hormuz if the US, Europe,China and India, Japan, rest of the world are to gain from this experience. The only way to understand the change of mind of the DJT US government and the Saudis/UAE/Qatar for bringing an end to the war without immediately fulfilling required nuclear conditions is from the Saudi point of view it has sought to avoid damage to its oil facilities from Iranian drone and missile attacks. From the US point of view it may see that the US + ramped up Venezuelan production by 2027-2028 with increased push for supplies in other parts of the world with better security than Hormuz, could make up for most of the loss in supply from Hormuz. For the remainder acceleration of the renewal energy in Europe and in China, India could reduce dependence on oil from Saudis/Iran.  US Energy Information Administration forecast is for oil prices currently $103 for Brent crude oil to stabilize at $89 at the end of 2026 and $79 in 2027. The year started in 2026 at $60 per barrel. The UAE oil agency ADNOC says it would take 4 months to get 80% of production back on stream and full flows by 1st quarter 2027. Rystad Energy estimates repair and restoration at oil facilities to cost $58 billion. The MAGA base which opposed wars by Bush and Obama in the region would then look at it this way. The billions that Obama poured into Iran for Iran to rebuild its nuclear program would not happen again, as the US would continue its sanctions till all nuclear materials are removed from Iran. Iran would stall in negotiations that are now put off with only a Memorandum to show for commitment of Iran- though an agreement would only be a piece of paper that Iran may not implement as the failed Obama agreement showed- but yet not have the billions of dollars to support its nuclear program. It would give the US, Israel, and the world 10-15 years in which to respond to another nuclear program by Iran. Iran will need $270 billion to repair the damage to industrial facilities, which shows the cost of the war for the Iranian people just to get a nuclear weapon is prohibitive, considering that the Iranian economy was already in trouble before the war. Inflation and the overall economy will be in difficult shape for many years. Public sentiment in Iran may change the future course of Iran away from the course currently pursued. The entire Middle East  region has not benefitted from its dependence on oil. For the rest of the world finding alternative sources of supply is the best way and EU, China, India should accelerate renewable technologies and goals for energy independence shortening the transition from fossil fuels. ...

After the U.S. withdrawal from the Paris Climate Change Agreement, China and the European Union sought to fill the leadership on this issue. Yet the reality now looks to be different. China decreased coal consumption between 2014-2016. Now China is ramping up coal generation as it needs to provide stimulus to a slowing economy as trade relations with the U.S. worsening.  In 2017 the trend reversed with state backed loans to help economic growth and surge in provincial permits.  China is now moving forward with plans to add coal fired power equal to almost the total U.S. capacity, according to Coalswarm, which tracks power plants worldwide for coal use. This would push coal fired production to above the cap of 1,100 gigawatts China has set and its current cap. Its current production is already about half of the world's total coal fired generation and quadruple that of the U.S. In 2017 China made up one fourth of total CO2 productions.  Canada is missing its emissions targets and is not likely to meet 2020 targets say experts. In the EU members reliant on coal power energy oppose EU parliament efforts to end subsidies to the most polluting plants by 2025, seeking delay of one decade. At the climate change talks in Katowice, Poland, these changes are facing opposition. As a sign of how the situation is changing since the 2015 Paris Accords, the protests in France by yellow vest protestors started in opposition to a carbon tax intended to meet France's climate change targets. That tax increase is being withdrawn by president Macron. Families struggling financially had a different perception of the increase in the fuel tax and even young people who support meeting emissions reduction joined the protests, as reported in the New York Times and The Times. This tells a lot about how the issue of climate change has changed in the public perception in three years. ...

China's carefully planned stimulus in April 2014. It is designed to balance goals of not letting credit growth lead to a bubble and preserving a high enough growth rate of 7% to create 10 million new jobs each year. The smaller stimulus will be financed by the federal government which has more leeway than local governments burdened with debt. The stimulus is focussed on low income housing and railways. Pension funds, banks and other financial institutions will be encouraged to invest in shantytowns to create low income housing. Railways construction is focussed on southern and western China. Part of the rail construction is designed with the goal of creating export based industry in the interor of the country. IMF reports say this may not work out as planned as businesses may prefer to remain in the coastal or eastern part of the country.

Changes Novartis CEO Daniel Vasella is making in the pharmaceutical business. He has hired Joe Jimenez, who is running Novartis's consumer health care business to be the new pharmaceutical division chief. Jimenez previously worked at packaged goods companies including H.J. Heinz Company. Jimenez is cutting 25% of the jobs at pharmaceutical division's headquarters in Basel to reduce bureaucracy and costs. In March he promoted Trevor Mundel and Andrin Oswald, 2 young executives, to head the drug developmet group which puts drugs through human testing and submits them for regulatory approval. This group had become too bureaucratic and slow to move and take initiative. To improve its functioning Jimenez is organizing it into small teams with each team assigned an experimental drug in Novartis's pipeline. Each team of 8 people including physicians, experts in regulatory affairs and marketing and toxicologists work together to spot potential safety issues early and discuss them with regulators to determine whether to put the drug through expensive clinical trials. Each team takes the responsibility to take its drug to the market. The pharmaceutical unit is also being organized to be more nimble. It solicits health systems early on whether its willing to pay for drugs. And Jimenez has startd 4 pilot projects in tough markets to improve relationships with payers, including the Pacific Northwest where Novartis has offered to train an HMO's nurses in aspects of heart disease. Vasella supports the generics division of Sandoz because the growth is in generics, with generics commanding 60% of the prescription volume in Germany and USA, and sales for generics up 25% this year in the generics division. Without FW De Klerk's vision and leadership, and courage to go against the instincts of Afrikaaners in the National Party, could South Africa have ended up in civil war and become like some other African nations a failed state? This was a distinct possibility in the 1990's and a failed state today would be much worse than any of the difficulties that South Africa has faced so far. By 1992 with release of Nelson Mandela and 1994 with elections based on universal franchise, De Klerk had dismantled much of the system of Apartheid or race based rule of white Afrikaaners. Apartheid was a system of racial segregation based government imposed by a white Afrikaaner government in 1948 and which continued till 1994. Afrikaaners are descendants of Dutch immigrants to the Transvaal and other regions in British South Africa. They briefly fought a war with the British called the Boer War from 1899 to 1902. Today there are about 2.7 million Afrikaaners in South Africa, about 100,000 in Namibia, about 41,000 in Zambia. As best seen on the cricket grounds white and black Africans in South Africa and Namibia are part of a new mutiracial country. Much of this made possible by De Klerk's courage as a Transvaaler who made the right choices after assuming the leadership of the National party in 1989, coming from provincial roots in Transvaal.  ...

Savings for China and Japan by increasing oil imports at low prices could amount to about 1% of the economy for each country. Japan imports of oil are one tenth of total imports, and amount to $75 billion. At prices half of what they were before coronavirus the savings are about $40 billion a year. This will offset some of the drop in economic growth of about 3% in the year ending March 2021.

For countries where the coronavirus has been relatively controlled with manufacturing and infrastructure projects ready to go ahead the benefit is greatest. China expects to see about 7% decline in GDP in the first quarter resulting in minimal growth for the year as long as export markets in the U.S. and Europe remain weak. For India it depends on how long the lockdown continues and how quickly economic activity can resume under new conditions.

Strategy has now shifted for the Republican leadership to focus on the goal of winning the Senate to control both houses of Congress and preparing to elect a Republican president in 2016.
