The decision to replace Gen. McKiernan with Gen. McChrystal and to have Lt. Gen David Rodriguez as his deputy, was made by Defense Secretary Gates and Jt Chiefs chairman Mullen, after thinking about this during the transition to the new Obama administration. The failing war effort in Afghanistan with the Karzai government controlling only pockets of Afghanistan and Kabul and leaving the countryside to the Taliban has alot to do with this. Gates feeling is "we can and must do better." That it took so long, with the Taliban only 50 miles from Islamabad, Pakistan, and the question of Paksitan's nuclear weapons falling into thier hands vexing the adminstration, shows that things slowed down with the transition and the economic crisis. The decision was not adifficult one considering that McKiernan had little to show for his efforts, and the rapidly deteriorating situation by all accounts. McKiernan was a senior officer who spent his entire military career commanding conventional forces, serving in the Balkans and the Iraq war in 2003, and has the wrong midset and background for counterinsurgency warfare. McChrystal has experiences suited to counterinsurgency warfare, having commanded commando teams that took out leading insurgents. He is also director of the Joint chiefs of staff, so known to Mullen for his abilities. Rodriguez commanded the 82nd Airborne Division in eastern Afghanistan, is seen as aleading expert in counterinsurgency warfare. He is also Gates's senior military advisor so known to Gates for his abilities. The new strategy is to go with counterinsurgency warfare to turn this thing around. This puts 2 commanders with this kind of experience in Kabul, and close communication with Gates and Mullen because they worked together before. With additional troops, and shift in resource acquisition at the Pentagon that Gates is trying to secure for this kind of warfare, this creates the kind of combination that could help the US in Afghanistan and Pakistan, and achieve more modest goals. U.S. president Obama called Libya and the policy of not following up on helping establish a stable democratic government in Libya his biggest mistake. Kristof of the NYT says people looking back would say Syria and not establishing safe zones is Obama's biggest mistake. He describes the 470,000 deaths in Syria as a huge tragedy that could have been avoided to a large extent by setting up safe zones. In addition the UN estimates that millions of refugees on a scale similar to the partition of India in 1947 were created.There is bipartisan opinion on this. Kristof cites General Cartwright's opinion in a conversation he had with Cartwright that this should have been done. Others who agree are Madeleine Albright, Bill Clinton's Secretary of State, who spoke at the Democratic Convention about how America helped change her life as a young refugee after Russia's invasion of Czechoslovakia following Prague Spring. Albright says force should be used carefully so as not to aggravate the situation but action taken where needed, something that was done successfully under Bill Clinton in the Bosnian conflict following Serbia's ethnic cleansing policy under Milosevic. Not only that, with the diplomacy of ambassador Holbrooke Clinton was able to negotiate the peace accords that hold till today- a huge achievement.  Kori Schake, director of defense strategy in the George W. Bush White House also agrees. This would have improved U.S. relations with Turkey as this was a key Turkish request. And it would have reduced the dimensions of the refugee crisis in Europe, which has hurt the European Union. The Brexit "No" vote many in Britain have attributed to ads showing refugees in endless numbers streaming across Europe's borders. Similar ads were used in Austria's elections. Kristof points out that Secretary of State Kerry's job of negotiating a peace is difficult in these conditions. Another issue raised by Kristof is the lack of Obama's leadership in helping the refugees in Jordan, Lebanon and Turkey, as he points out only 41% of this is funded. David Miliband former British Foreign Secretary, who heads the International Rescue Committee , says 200,000 Syrian kids are growing up in Lebanon without an education. George Washington counseled against getting involved in the wars on the European continent for a young nation, this advice was not followed in the Reagan and other administrations without showing the carefulness needed before action is taken. As Hillary Clinton has once pointed out the situation has resembled a pendulum swinging in the other direction under president Obama, and former Defense Secretary, Panetta, has expressed similar views. Hillary Clinton and Leon Panetta, Gates, Gen. Jones, served in the first term of the Obama administration, many of these mistakes were made in the second term by president Obama and his White House advisors Dennis McDonough, Valerie Jarrett who clearly lacked the deep foreign policy experience of Hillary Clinton, Leon Panetta (who served under Bill Clinton), and Gates who served under many presidents). ...

Adriana Kugler a Labor economist at Georgetown is president Biden's nominee for the Federal Reserve Board. In 2021 she was nominated as Executive Director at the World Bank. Her work is on how labor and social policies can improve the lives of working people, help create jobs, and help the less well off get education and training. Asked about Biden nominating labor economists to top jobs she says-"This is the key issue of our time. This is what we need to fix." As the first Latina in this position at the World Bank, Kugler who is a Colombian-American says, "they view me differently," and have a sense of being heard by someone who understands what it is like ot grow up in a developing country.

Most people may not realize that for the average Chinese Jimmy Carter was the benevolent American. This report overs Carter's effort to bring China into the world economy and world relations during the Jan 1979 visit of Premier Deng Xiaoping.

Carter said in his dairy that day- "It was a pleasure to negotiate with him."

He later wrote in his diary the trip was "one of the delightful experiences of my Presidency… to me, everything went right, and the Chinese leader seemed equally pleased."

This was the start of the American journey with China that has resumed between Joe Biden and Xi Jinping in California after the Covid pandemic and is still being navigated today.

The new set of sanctions imposed by the United Nations on North Korea would mean the loss of about $1 billion from exports. China's support was won by delaying sanctions on Chinese banks that do business with North Korea. The sanctions prohibit all exports of iron ore, coal, and seafood. Exports of coal to China have come down from earlier efforts, the new restrictions will tighten the sanctions. Two areas that remain are the remittances of Korean workers overseas, for which a limit is set, and the Chinese crude oil exports to North Korea. Experts say this leaves some areas untouched. Chinese banks are critical to North Korea's access to foreign exchange, and oil imports from China are also critical.

Personal and institutional investing expert Jeremy Grantham has followed the market for several decades. Here he warns of an epic bubble particularly in technology related companies similar to 2000. The two stock market disasters in 2000 and 2009 hurt small investors. With the interest rates pushed down to near zero by central bankers, investors in the U.S. were faced with difficult choices of seeing no return on savings for a decade or investing more in the stock market. Collapsing stock markets lead to a loss of upward mobility in society as many families lose a portion of their savings. The significance of Mr. Grantham's call for caution is based on simple common sense when he says that electric car maker Tesla's stock price would mean over 1 million dollars for each car sold by Tesla, compared to $9000 for each car sold by General Motors. Traditional car makers and other manufacturers are being deliberately under priced on markets with the reverse for some tech companies. Major investment firms such as Morgan Stanley, large investment banks,  Grantham says are part of this system of overpricing, and are not going to say proceed with caution. ...

President Xi Jinping to introduce regulation into what was once an essentially unregulated economy, including a housing sector with financial risks built on ever increasing leverage, are expected to slow the economy to 6-7% growth rate. This is seen as acceptable to address the other goals president Xi sees as essential for the long term future of China. China urban is what most people in the US and Europe see. This is only 60% of China. The other 40% is stuck with lower incomes at about a third of urban areas and with few opportunities. Within urban areas there are the people with moderate incomes who are spooked at housing prices and living in small flats, and now with the pandemic there are many more who are unemployed as China lacks an unemployment insurance system like the US. This and Xi's close connections to farmers in Hebei, and other provinces where he has spent time as party secretary, mean he will now give all of China's people an even chance for a better life. Just as in the US with president Biden, president Xi is tackling social and economic problems left after decades of tech driven expansion aggravated income inequality and poverty. ...

The fleet of satellites IRS (Indian Remote Sensing Satllite Systems) will be used for teleducation, telemedicine, and other new uses. The NAViC navigation Constellation System acts as India's own GPS reducing the need to rely on U.S. based GPS. Other aspects of India' space program are the effort to explore new planets with the Mars Orbiter Mission MARS , with a module reaching Martian orbit in 2014. ...

In his monthly television address called "Mann Ki Baat" prime minister Modi apologizes to Indians for the complete lockdown of the country. Modi said "for a a country the size of India we need strong measures. Nobody likes to take strong measures, but it is the only option, seeing other countries and learning that the disease must be dealt with at the beginning before it becomes incurable."  He cautioned that social distancing did not mean emotional or human distancing. Sympathy and cooperation are needed. He called frontline healthcare and sanitation workers "warriors" and "soldiers," and promised Rs 50 lakh (5 million) insurance for 20 lakh (2 million) such workers. He also commended the work of shopkeepers, drivers, bank workers and others to keep essential services running. Modi suggested now is time "to not go out, but to look within yourself. The expansion plans of VW will add more competition into the US market which is declining. Martin Winterkorn ran VW's Audi business. He became VW's new CEO this year and brings a new leadership perspective to his job. He has several new strategies. In the area of pricing he wants to reduce unneeded features such as external mirrors that fold inward for narrow European streets, and bring down the price of VW Jetta and Passat models to be competitive with Toyota's Corolla and Camry models. Currently a Jetta is $17,000, a Corolla is $ 15,200 and a Passat is $23900 compared to a Camry at $20,000. VW's plans are to set a sales target of 1 million cars by 2018, tripling sales in ten years from the current 330,000 vehicles. In the next 3 years to 2010 sales world wide are expected to increase by 12 to 15%, VW wants to capture a bigger share by seeing its sales increase by 30% from the six million units today to 8 million units by 2010. Winterkorn sees this as possible given that VW has a more centralized management structure now which makes for quicker decisions. VW is also working on a new family of small fuel efficient cars on a common platform to be sold in China, India and other markets where a small car will be popular. Winterkorn referred to its new concept car as an example of the direction this would take. As importing cars from Europe is becoming costlier with the strong euro and the Japanese in contrast have the advantage of a weaker yen, the expansion plans will require lower pricing. VW looks to build a plant in the USA. Another strategy is to add 12 new models to its global product line and to launch more new vehicles in new product segments. This is what Winterkorn thinks has given Toyota its increased sales. A new compact SUV caled the Tiguan will be introduced. What all this means is that VW is seeking to move buyers of Japanese and American cars to try German cars, make German cars cost less and make a strong showing in the American and global markets. ...

The People's Bank of China says that it will track the value of the renminbi against a basket of currencies, not just the dollar as it has done previously. It did not say when this would happen. Experts say this shift would lead to a weakening of the currrency relative to the dollar. This follows the decision by the IMF to add the renminbi as one of the leading currencies with the dollar, pound, yen and euro.

Japan's domestic sales of new cars, trucks and buses, declined by 27% from a year earlier in October 2010, according to the Japan Automobile Dealers Association. This follows a 14% fall in September 2010. Japan's government ended its subsidies for fuel efficient cars on Sept 8, 2010. And JADA expects a 30-40% drop in sales in future months. This adds to the difficulties of Japanese automakers, in addition to the problems from a strong yen.

In this position he managed the expansion of the Fed's securities portfolio first in the early days of the fianncial crisis, and then under QE 1 and Operation Twist to its current level of $2.6 trillion. She gave assurances that as head of the IMF she would go ahead with efforts to give emerging market countries such as China, India and Brazil a greater say in the running of the IMF.
