German chancellor Merkel imposes a partial lockdown in Germany starting November 2. This is followed by an announcement of a lockdown across France by president Macron. On October 28 German daily cases went above 14,000. Only 25% of intensive care beds are now available, creating a very serious situation. Meetings in public will be restricted to just two households of up to 10 people total. No crowds at sports events. Restaurants and bars will close except for take away. Schools and kindergartens will remain open. Church services and protests will be allowed to continue. Shops will remain open with one customer for every 10 square meters or 108 square feet. Merkel called it a "very serious situation," and said "we must act now to avoid an acute national health emergency." She told Germans the number of people in intensive care units has doubled in last 10 days, and in many areas it was no longer possible to track and trace infection chains. In 75% of the cases the source of infection is unknown. People are encouraged to work from home and companies encouraged to make this happen. Companies with less than 50 employees and self-employed will get support from the government with  about 75%% of the income. Companies, institutions and clubs will also get federal aid. About $10 billion euros are set aside for this aid. ...

The only design studio outside headquarters in Portland, Oregon, was setup in Brooklyn, N.Y. recently, and the 4th CEO during Hainer's leadership since 2001 is the first to be given some degree of autonomy in making design and marketing decisions. Nike's market share in athletic footwear has increased from 35% in 2005 to 47% in 2014, as Adidas remains stuck at about 10%. The Reebok acquisition for $3.8 billion in 2005 is seen by U.S. Adidas managers as a distraction. Retail store executives visiting Germany say Adidas product cycle from design to product introduction of 18 months was just too long to meet the rapidly changing preferences in the U.S. This is now being cut to 6 months. It turns out that they cannot and are diverting important funds away from the Nation's priorities in transportation, housing, education, rural healthcare. Here is what happened-- When California Gov. Newsom used state's Medicaid budget for poor citizens and disabled for illegal migrants to give free coverage, Medi-Cal went $6.2 billion over budget in 2025. In Illinois the program for Medicaid coverge to illegal migrants estimated at $112 million annually now costs $800 million and parts of it are now suspended. California had not thought this thing through, with free medical coverage not available to even citizens of the US, why would unrestricted borders not overwhelm a border state's Medicaid system signed into law by a Texan president Lyndon Johnson for the people of this Nation. Democratic States are running into a logical fallacy that the European Union and Germany are already experiencing, stretching straining public services, which has nothing to do with one's sentiments. Gov. Newsom now wants to give this benefit for $100 monthly premiums in 2027. ...

China has emerged as the largest buyer of Iranian oil, in the face of sanctions by the Trump administration to cut Iranian oil exports. China has replaced French company Total for the Pars oil field. It is investing heavily in Iranian oil industry. Iran has offered a 12% discount for China's oil supply needs. China has promised to invest $280 billion in the Iranian oil industry and is seeking to pull Iran into its Belt and Road Initiative. India also seeks to continue its oil trading relationship with Iran, in the face of U.S. sanctions.

C. Raja Mohan says in The Indian Express that India needs to look at the big picture of modernization in a new world for world trade in which the US is reindustrializing, Europe is reindustrializing, and India is on the road to modernization by 2040 over the next 15 years. All three processes are happening at the same time. 

The old order of world trade destroyed the industrial base of the US and Europe, it also neglected India's modernization, happening with the unwitting cooperation and connivance of the business interests of the US and Europe. It will do little for India. India must also change it's industrial structure and modernization effort to fit into this new world and bring it's strengths to build a new world in which the US, EU and India modernize their economies, manufacturing base, and infrastructure in a win-win for all sides.

Boeing's gumdrop shaped ship that will take Sunita Williams 58 years and Barry Wilmore 61 years  to the International Space Station in May 2024. It launched at 10.34 am on Monday May 6, and will reach the Space Station in 1 day and return a week later to earth. The head of the European Centres for Disease Control ECDC, Dr. Andrea Ammon, says the Delta variant of the coronavirus will make up 70% of all cases in Europe by early August, and 90% of all cases by the end of August. ECD modeling shows that there is a risk of another wave like the one after last summer in Europe. The Delta variant is much more infectious than the UK Alpha variant and the UK variant much more infectious than the original variant. A 50% reduction in non-pharmaceutical interventions such as allowing the staging of events would lead to an increase in infection in all age groups. Latest ECDC data show 34% of people in Europe fully vaccinated and 57% with one dose. One dose offers much less protection. Younger individuals have a lower vaccination rate and are vulnerable. Also vulnerable are the older people not vaccinated yet. About 40% of people over 60 are not yet vaccinated, and 30% of people over 80 years are not yet vaccinated in the European Union. As in the US vaccination varies by region within the EU. All these vulnerable groups can be affected in another wave of the coronavirus similar to after last summer when restrictions were removed. Dr. Ammon is a former advisor to the German government. She says it is important for young people who are not vaccinated to continue to follow the strict social distancing precautions.  This is not happening today as governments are relaxing mask mandates in Britain, France and Spain. Soccer games are coming back to fan filled stadiums increasing the risk. Tourist spots in Portugal and Greece are now looking similar to the vacation spots in Croatia that increased infections in Europe after summer 2020. ...

The U.S. FDIC voted on March 29, 2011, to propose new rules that will require banks to hold at least 5% of the credit risk on securities backed by mortgages. During the mortgage crisis banks were able to sell packages of risky mortgages to investors without having some stake in the loans, leading to speculative behaviours. This proposal was mandated by the Dodd-Frank Act and was voted unanimously at the FDIC. Because the proposal does not apply to securities carrying a government guarantee, which is 90% of the market today, this will not have an immediate impact. Some mortgages are excluded- under one proposal mortgages where a borrower puts a 20% down payment would be excluded, and borrowers would have to meet an income threshold, and be current on all loans. The proposal is a joint effort of the FDIC, and the Securities and Exchange Commission. The idea is to have securitization to occur in an environment where the issuers of securities backed by mortgages have some skin in the game. Securities experts commented favorably on the rule and the proposals. The presence of such a rule would clearly have changed the behaviour of mortgage securities issuers in the U.S. 2008 subprime financial crisis....

At 79 years, Wilbur Ross will be one of the oldest people serving in any administration, as he serves as Commerce Secretary in the Trump administration. Wilbur Ross is best known for the turnaround efforts in the steel industry. In 2002 he acquired LTV Corp, a third largest steel producer in the U.S. facing tough times and legacy costs, for $125 million in cash and $200 million in environmental liabilities. In 2005 he sold his International Steel Group to Arcelor Mittal for $4.5 billion, and is still an independent director on the Arcelor board. Ross's earlier experience was as a bankruptcy specialist at Rothschild Inc. in the 1970's working on restructurings at Texaco, TWA and Continental Airlines. Analyst Charles Bradford is cited in this report by WSJ's John Miller, who competed with Ross in restructuring proposals for failing assets, and describes Ross as working harder and being tougher to make the deals. Some of these restructurings involved cutting pensions and large layoffs. The entire U.S. steel industry faced problems from foreign competition and legacy costs at the time. This included representing bondholders for Taj Mahal Casino in Atlantic City. At the time Ross told creditors considering seizing the asset for a possible missed payment that it would be better to keep Trump in charge for Trump properties as they would be worth more with Trump inside. This led to Ross later providing critical backing for the Trump campaign and raising money from the business community. Mitt Romney had similiar work at Bain Capital in turnaround of failing companies, later turning to politics as Governor of Massachusetts, and 2012 Republican nominee for president. Both Romney and Ross have come under criticism for their role in cost cuts at companies involving layoffs and cutting worker benefits. ...

WSJ analysis of NatCen data from whatukthinks.org show much has changed since the last general election in Britain. Boris Johnson's popularity is at a negative 20% and Theresa May's at negative 35% in July 2019. By the time of the general election May's popularity was at negative 1%.  Another major change is that the popularity of Leave has dropped.  By July 2019 the situation is reversed Remain now has 52% support and Leave is at 48% support. During the referendum it was just the reverse.  Also significant is that some of the claims of Leave's Mr. Cummings that were used in the campaign such as $436 million going to the EU in Brussels that would be diverted to National Health Service are now not credible. The migration issue has also become less important as migration into the EU is now down to a trickle and Germany has reversed its policies to trying to keep migrants at home in Africa through aid and other means. The migration issue was played up in the campaign. Germany was seen as pursuing the austerity policies that hurt the working class as these policies made headlines daily for Greece and other countries during the period of Britain's referendum. In 2019 Germany is taking a less active role in the European Union and the leader of the CDU Kamprauer has openly called for Britain to remain in the EU alongside other Germans from all walks of life. In short the mood is now different in Europe as there is disillusionment with leaders from the far right or the far left and the centrists on the right (Merkel)and the left (Blair) who had used politics to stay in power instead of tackling the tough problems of wages, middle class decline, infrastructure and family friendly policies. The Irish backstop is now in the picture when Brexit comes up as Mr. Johnson wants to drop it. The Irish backstop is the term for the agreement reached with the EU so that Ireland's return to peace with open borders ending Catholic vs Protestant conflict would not be disturbed by Britain's leaving the EU. This could also swing voters who are undecided to maintain what has been achieved so far. The Labour party leaders who were fed up with the austerity policies of the European Union driven by Ms. Merkel and the CDU now have a situation where the issue of Brexit can be seen not in terms of the past- austerity, dependence on Brussels for Britain's economic future and working class decline. Other issues such as unity of the UK, the end to austerity policies in the EU and in the U,S. with the Trump economic policy of dropping deficit targets in budgetary outlays, also signal a different climate for the Labour party in which to campaign for remaining within the EU and continue Britain's policy of working to improve conditions for the working class and middle class after the Blair/Clinton/Merkel years.    ...

During question time in the US Congress US Senator Rand Paul stated that the US money was used to fund research at the Wuhan Institute of Virology. A ban on gain of function research on virus was lifted by the US in 2018. Following the lifting of this ban which was strongly opposed by scientists at Cambridge, Massachusetts, research was conducted that many of these scientists considered dangerous and risky. This report in the BBC shows Dr. Anthony Fauci. director of the NIAID, the Institute for Allergy and Infectious Diseases responding to Dr. Rand Paul, Senator from Kentucky. Much of the discussion goes into definition of "gain of function research" and misses the broader implications. Scientists in Cambridge had warned early of the danger of doing research because of earlier mishaps such as the one involving anthrax research from accidents that are always a risk. Epidemiologist Marc Lipsitch of the Harvard Chan School of Public Health warned of just such an "accidental pandemic" in Three Questions, Three Answers in the January 2018 issue of the Harvard Chan School of Public Health journal. He stated that an "accidental pandemic" could result from the lifting of a ban on a risky kind of research favored by some virologist professionals. Most of the medical and scientific community in Cambridge fiercely opposed the lifting of the ban on what they saw as risky research with little benefit in 2018.    ...

Cinemas opened in July in Britain.Cineworld which operates 124 cinema theatres in Britain plans to close after major film companies postponed major releases till April next year. The one film that was expected, a James Bond film with Daniel Craig in No Time To Die is being postponed till next year.
