The FDIC had $19 billion in its fund that insures consumer's deposits at the end of 2008. A bill in Congress by Christopher Dodd, the Senate Banking Committee chairman, gives the FDIC access to $500 billion till the end of 2010 if the Fed, the President and Treasury secretary support that, and $100 billion without that approval. The FDIC proposed raising the fees banks pay into the deposit insurance fund to buildup the fund, that has been depleted by bank bailouts like the one at IndyMac which cost $10 billion. But banks protested because it comes at a time when bank's are already in a bad condition. Under a 1991 law the FDIC can borrow from the Treasury amaximum of $30 billion. The access to $500 billion is meant to let the FDIC act as another source of funds to address systemic risks that arise in the future, in addition to the $700 billion already approved by Congress for that purpose. In an interview Sheila Bair, head of the FDIC, said that a change in the law would "ease the mechanics of how seamlessly we can access our lines of" funding. Automakers had U.S. sales of 1.2 million cars and light trucks in December, 2011, an increase of 8.7% over Dec. 2010, acccording to Autodata Corp. Total light vehicle sales for 2011 were 12.8 millon, an increase of 10.3% over 2010. Chrysler showed a 37% increase in Dec. 2011 over Dec. 2010, Ford 10%, and GM 4.6%. For 2011 Chrysler showed the biggest increase in sales over 2010 of 26%, followed by Ford at 11% and GM at 13%. Toyota's sales declined in 2011 by 6.7% to 1.64 million. Honda's sales for 2011 declined by 7.1% to 1.15 million. American manufacturers introduced new models in the small and midsize segments to take market share from the Japanese. Ford plans a new version of the Fusion and Chrysler will introduce the Dart in the small car segment. GM and Ford are forecasting auto sales above 13.5 million for 2012 in the U.S. market.

Ireland's government finally accepts a three year EU bailout package for its banks and public finances of 80 billion euros or $110 billion. Germany's Finance Minister Schauble said that Ireland "will have to meet strict conditions." Ireland's 2 largest banks, Bank of Ireland and Allied Irish, will be forced to downsize, and will have to unload "nonessential assets" such as overseas operations. The IMF will provide about one-third of the loans, the European Financial Stability Facility with its 440 billon euro facility will have the largest part, and the rest of the funds will come from bilateral loans from the UK and Sweden and the EU Commission. The UK's portion is about 7 billon euros. Germany's finance minister, Schauble, told TV brodcaster ZDF, that "one can't be certain this will relieve pressure on other struggling euro members." He was referring to Portugal and Spain.

The IMF loans of $18 billion approved in March 2014 are conditional on structural reforms in Ukraine which will be painful. This includes a 50% increase in the price of natural gas on May 1, tax increases and spending cuts, flexible exchange rates. About 10% of the state officals will be cut and decreases in pensions for judges. Higher taxes will be placed on alcohol and tobacco products. Prime minister Yatsenuyk, says without the reforms and IMF-EU loans the economy woud contract by 10%, with the package GDP would decline by 3%. Ukraine's 10 year dollar denominated government bonds had a yield of 8.94%. Years of large state subsidies for natural gas, mismanagement and corruption have left Ukraine's finances in bad shape. Ukraine now faces austerity measures similiar to that in other Eastern European countries and Greece, leading to continued political unrest.

Charlie Munger, vice chairman of Berkshire Hathaway, America's largest conglomerate with a trillion dollars in assets, says Crypto currency should be banned outright. He calls it not a commodity, not a currency, not a security, but a gambling contract with 100% edge on the house. It exists in the US he says only because of a gap in regulation. Munger says China has banned it, so has India with RBI calling for it to be banned. India's central bank RBI governor Shaktikant Das has called i "nothing but gambling" and their perceived value is "nothing but make-believe." He also has called for an outright ban on cryptocurrency saying that modern currency can only be issued by the central bank/government. The question remains why it took so long for Charlie Munger and the leaders in the financial sector in the US  to say this in the WSJ, as it only further damages the interest of ordinary Americans who dabble in these ventures.

OPEC and Russian oil producers are planning to increase oil production by 400,000 barrels a day for each month through 2022. Demand is increasing with economic recovery and this will lead to higher oil prices. Oil prices are now $80 a barrel in October 2021. Shortages of natural gas and high prices are leading power generation companies to use oil in place of natural gas. This will increase demand for oil by 500,000 barrels a day. Oil export revenue was cut in half to $119 billion for Saudi Arabia in 2020 and Saudis want to see higher prices to make up for lost revenue. OPEC + that includes Russia decided to end a price war during the Trump administration and this time have designed a strategy that will gradually push up prices. In recent years shale oil producers in the US quickly responded to higher prices of oil and increased production. After the pandemic in March 2020 American shale oil producers in 2021 are not increasing production. This gives OPEC+ better ability to set oil prices at higher levels. ...

Of the $1 trillion in infrastructure package passed into law, $120 billion is for competitive grant programs, money going to states for specific projects. WSJ shows how $1.5 billion in grants for doing the planning for projects is spent concentrating resources on key priorities. Projects getting priority are for improving bicycle and pedestrian safety getting 18%, road projects getting 50%, transit 18%, maritime 8%. Projects favored will reduce carbon emissions, increase bicycle paths, reconnect neighborhoods left out in earlier highways built. They include projects in St Louis County, Missouri for walking around safely, new transit center in Charlotte, N.C., and improvements in streets, sidewalks and bicycle paths in parts of Manchester, New Hampshire. Pete Buttigieg, Transportation Secretary is leading this effort. He says this will "improve infrastructure, strengthen supply chains, make us safer, advance equity, and combat climate change." ...

This NYT report says US president Biden is different from past presidents in two ways. He is pushing for infrastructure spending on a big scale from the very beginning of his administration. He is also not interested in shrinking his plans for multi-trillion dollar infrastructure spending to win support from Republicans. A big reason is that he sees the opportunity to go ahead because the perceptions of the American people have changed in the last five years, and have changed even more in the last year with the pandemic. University fees in Britain are set at 9250 pounds a year and millions of people have tens of thousands of student debt. The student loan book in Britain is already at 120 billion pounds and it weighs in heavily on young people starting life after college affecting the quality of life. 

The Green party says it will cost 40 billion pounds for waiver of recoverable student debt over 5 years. The Labour Party in Britain is looking at following the Green Party's support of writing off the student debt. Labour has said it will abolish student fees. Labour party's McDowell says the system was designed so that much of the student debt would remain unpaid and it is time to clear this and take this burden off the shoulders of young people. 

This would also give the economy a boost as young people are better able to afford basics such as housing, food and services after this is lifted.

Although the Russian economy has weathered the Ukraine war with 3.6% growth estimated by Rossstat and 3% by IMF in 2023, this comes with the economy dependent on heavy military spending. Military spending on defense budget increases to $119 billion in 2024, and increase of an astounding 90% from 2021. It has boosted wages in construction and aided certain industrial regions near Moscow and St Petersburg, and boosted manufacturing with more products made at home. The oil and gas revenues decreased by 23% in 2023 over 2022. After 2 years of war and particularly after contraction in 2022 the Russian economy is recovering and has surprised most forecasters. The problem with military industrial complex growth is that it leads to uneven growth with negect of some areas. In Russia the reduced access to western advanced technology is compensated by increase in technological capacity of countries such as China. India moves forward with ports and maritime development with projects worth 38,000 crores or $4.75 billion including Mangaluru Port Authority and refinery, petrochemical industries. Priority is being place in port connectivity and development for 150 projects on a 7500 kilometres coastline. Ports are important for logistics and exports, a key priority for linking India to the new supply chain being built by the US and EU, which would link India to manufacturing supply chain in Vietnam, Japan and other countries. Natural gas brought in through ports would enhance green development to reduce climate change emissions. The story of how a shoe company Hoka One with an odd sounding name made itself known and managed its growth from $3 million to $1 billion, patiently working through each step, not rushing anything. It was started by two French men who met at a ski race in the French Alps. It means in Maori, a New Zealand language- flying over the earth.They took shoes from a minimalist approach to a maximalist one by building larger shoes with a design that would make them very comfortable to wear. They shipped 1100 pairs to the US in 2010, and in 2012 Deckers took a stake, later buying the company. 523 European banks borrowed 489 billion euros from the European Central Bank on Dec. 21, 2011, under the newly created Long Term Financing Operation of the ECB. This is designed to meet the financing needs of European banks which are shutoff from normal financing of selling unsecured bonds to private investors because of market anxiety. Much of this is for replacing other outstanding ECB loans, with analysts estimating about 190 billion euros of new liquidity being injected into the banking system. This also has the effect of reducing the borrowing rates for government bonds. In Spain the government sold 5.6 billion euros of government bonds at an auction on Dec. 20, 2011, with the interest rates dropping from 5.7% a month earlier to 1.7%. Small and midsize banks in Spain helped surging demand by buying the bonds to use as collateral for three year loans from the ECB at 1%.

Japan is sending a delegation to learn from Germany. Renewables overtook coal for first time worldwide. Berlin University Applied Sciences says it pays for itself in 4-7 years, after that the electricity has no cost. Solar modules life is 30 years, batteries life is 7-10 years. In talking about the systemic risks of the failure of GM, about 3 million jobs depend on the auto industry with 1,187,000 employed by dealerships of which 325,000 are employed in GM dealerships. Another concern is that GM's pension obligations are underfunded by $18 billion at the end of 2008 according to Deutsche Bank. This would be added to the $11 billion deficit at the Pension Benefit Guaranty Corp. were GM to fail.
