Rural America has the same percentage of Americans that are prone to fringe views as urban America about 27%, the rest are simply trying to find ways to meet severe health, educational, lack of investment in rural areas by government, and cost of living challenges, that other communities have, says Nicholas Jacobs, professor of Colby College. Jacobs lives in rural Maine and has both studied reams of data and himself lives in a rural area. He warns Americans to be careful what they listen to about rural America in talk shows or in books written to get audiences from one segment of the population or the other, with gross mischaracterizations of Rural America and its so called rage, with condescending views about people simply struggling to make sense of all the change some of it for the worse going on around them- in this period of Beaverbrook television or internet media. Beaverbook television is after a press baron in the last century in Britain who saw it fit to take advantage of crises of any sort to sell tons of newspapers for a profit, along the way promoting any bias that he had regardless of whether it was proven right or wrong. At one point UK press barons including Beaverbrook, controlled 13 million circulation the most in the world in 1947. Today instead of newsprint it is in book, television, social media or the internet video formats. This can concoct narratives of people that do not exist by using polls that are inadequate, and superficial understanding, with no effort to look for credible answers to difficult questions, and no effort to look for solutions that "lifts all boats," in America and in the World. ...

In the period approaching the 70th anniversary of the Communist Party of China and its role in the revival of China after centuries of decline, confrontation with European and Japanese invasions, and poverty, China is taking a long view of Hong Kong protests. Carrie Lam stated China was too conscious of Hong Kong and China's international reputation and was pursuing "the long game," in dealings with Hong Kong protesters and its relations with the U.S. and Europe. This approach sees the need for China to create a positive image as it seeks to settle the trade dispute with the U.S. that hurts China's efforts for improving the standard of living and continuing its modernization. This means keeping relations with the European Union on a good footing as it pursues tit for tat tariffs and resumes talks with the U.S. without giving up what it sees as its sovereignty for industrial policy and trade matters.  A new sign of this is changing the focus of Hong Kong protests from the Chinese government to Hong Kong tycoons who China says have created the housing shortages through their policies. By not releasing land they own for building new affordable housing and driving up prices because of the greed for returns the tycoons in real estate are asked to take some of the responsibility for the mess in Hong Kong and anger of protesters. The social and economic tensions have contributed to anger of protesters for which the government has become a easy target says China as it looks for ways to tackle the issues underlying the protests and separate the negotiable issues from the issue of "sovereignty" or China's right to decide its internal affairs. In the light of the Communist party's struggles against European colonialists and Japan's Imperial Army, "sovereignty" is a sensitive topic in China.  As part of this approach Carrie Lam, Hong Kong leader held a Chinese version of Town hall meeting to listen to the complaints of Hong Kong leaders for the first time after weeks of protests, to let people vent out their feelings and complaints.    ...

The Indian federal elections started on April 19 and will take place in phases for 960 million voters the largest of any country in the world in mountains in Ladakh to desert around Jaisalmer to the seas around Vizag and Kotchikode. "It may come as a surprise to many to know that in the assemblies of Buddhists in India two thousand and more years ago are to be found the rudiments of our own parliamentary practice of today." This is Rab Butler, who was born in Attock, India and the leading parliamentarian of Britain who set up the post war education system of the United Kingdom, the longest serving minister in Britain from 1941, Home Secretary under Churchill to Foreign Secretary during Suez Crisiz in 1956, under Macmillan as Home Secretary in 1964, the best parliamentarian Britain had to offer in the 20th century. Butler served under Viceroy of India in 1910, and worked hard as India Secretary to pass the India Act of 1935 that gave India its first parliamentary style assemblies and elections. His idea even in the 1920's was for India to gain Dominion dominion status similar to Canada and Australia with a democracy, and was opposed by Churchill. Churchill knew his own weakness and supported Rab Butler as the younger Conservative who would revive the Conservative Party- his 1977 book The Conservatives. Cooperation with Hugh Hugh Gaitskill of Labour Party right into the 1970's made Britain a stronger country, which is how the Education Act 1944 was passed to make free education to all children to age 16.  Much of it broken since 1980 in 50 years of failed Conservative policy leading to the chaos of the Conservatives today, and an effort to spread that chaos to the US. ...

A cut in interest rates by a quarter percentage point from the U.S. central bank is a decision that comes from the U.S. not wanting to see too wide a gap in interest rates with the European Union. Losing demand to Europe and resulting lower inflation is an outcome prevented by the U.S. acting to protect its own economy with  acut in its rate. The ECB rate at 0.4% is about 3 percentage points below the Federal Reserve's rate in the U.S. After the cuts in rates to near zero by the central banks of U.S. and Europe following the financial crisis caused by poor lending practices of banks, the U.S. central bank began a process of bringing rates to about 3%. Lower rates near zero badly hurt savings accounts of ordinary Americans. By December 2018 the rates had reached 2.25%.  President Trump has called for lower rates. because of the advantages it gives Europe in trade balances with a weaker currency that follows from lower interest rates. Capital flows to the country with higher rates and increases the value of the currency creating trade disadvantages and lower trade balances. WIth European interest rates much lower than the U.S. it pushes down the value of the euro vs the dollar and the British pound lower from Brexit fears. This increases European exports putting the U.S.  at a disadvantage. As the WSJ points out the U.S. central bank says though Mr. Trump is looking at trade balances and U.S. advantage, and Mr. Powell at the U.S. central bank is looking at U.S. inflation, the result for policy is the same- the U.S. acting to cut rates and stay close to what the European Union is doing. Bond yields in Europe have dropped from a negative 0.24% to negative 0.32% with the ECB's head Mr. Draghi moving to cut rates. The announcement of Ms. Christine Lagarde as the new head of the ECB to succeed Draghi and her views to push demand up, is pushing bond yields down. The U.S. as part of the globally linked economy has to act in line with policies in Europe. ...

It has happened before- the issues and the tactics. This article is from the Washington Post March 10, 1985. The 2016, 2020, and 2024 US campaign for president most resembles the 1952 campaign between Dwight Eisenhower and Adlai Stevenson. In that campaign Senators Joseph McCarthy of Wisconsin and Senator Jenner of Indiana made unfounded statements and criticism of of candidate Adlai Stevenson, of Gen. George Marshall, of NATO and aid to war ravaged Europe under the Marshall plan, and by 1958 of Eisenhower for "ruining the party," according to the Washington Post. Edward Jenner, Senator from Indiana 1952-1958, conducted Senate hearings in which he made spectacular criticism of public figures and US policy from 1953 to 1955. Eisenhower was elected as president in 1952 and after considering running as an Independent reluctantly accepted when New York Governor Dewey asked him to do on the Republican party ticket. What is similar is that the issues and tactics used now are reminiscent of issues and tactics in those days in the 1950's, that this is not happening for the first time- it is not new. Both Senator Taft who headed the Republican party at the time and president Eisenhower felt uneasy about this type of criticism. Then as today it was about aid to Europe and NATO. Jenner said America could not afford it and it "would bankrupt America." Jenner also called the US Supreme Court "the most powerful instrument of the communist global conquest by paralysis," and introduced a bill to limit the SC jurisdiction. Jenner said in 1951 on the Senate floor, according to the Washington Post-  "the only choice is to impeach Truman," as "this country is in the hands of a secret inner coterie directed by agents of the Soviet Union." Today's differences are not new, the rhetoric familiar, about NATO, Europe funding, about the SC, about this and the former president, and about isolationism and about extended costly foreign wars, all after a pandemic and climate change in an uneasy atmosphere about the threats to American leadership then from the Soviets now from China. ...

China imports from the US only $143 billion and much of this is soyabeans (US farmers), petroleum oil products (buyers in Europe and Asia), aircraft (Boeing). Farmers were compensated from the tariff revenues in the first term, oil products would be shipped to Asia and LNG to Europe to make up for loss of supplies from Russia. India will take up the Boeing production as it's economy expands to levels China, Japan had earlier. The action is a last resort as 490,000 lives were lost in 12 years from the fentanyl shipped raw materials from China and drug trafficking gangs in Mexico processing it in labs to ship across the long US border or Canadian border into the US. China and Mexico have not stopped the flow of fentanyl into the US. How much is 490,000 American lives worth? That is 5 times the lives lost in the Vietnam War and the Korean War combined of 100,000 lives lost in both wars. China exported $436 billion to the US in 2023 increasing by about 6% from prior year. Integrated Circuits alone were more than all US exports combined to China at $154 billion. Electric batteries another $80 billion. Computers and office machine parts were $54 billion. Where will China ship all these products. It is brave but it is easier to stop fentanyl flows out of China, and cut all the trade barriers, reverse state policy to dominate key industrial sectors in State Planning. The problem in the stock market response is that this is a trade war which it is NOT. It is about National Security if this is allowed to continue as Clinton, Bush, Obama have allowed to happen US is in real danger of becoming a second rate power in the world, at which point the world will become a dangerous place with India, China, Russia, Germany and other states having no constraints to create future wars without US to set some basic principles of world peace. UN itself would not exist without Cordell Hull and FDR. The world we know will be GONE. US Navy will not be able to build the ships it needs in USA if this deindustrialization is allowed to continue.    ...

The Japanese yen surged in value following the 2008 financial crisis as it was seen as a safe haven. As a result the Korean won declined by 42% against the Japanese yen. This continued till 2012. Japanese companies had to compete overseas at 80 yen to the dollar and shifted operations overseas. Now with the policy of monetary expansion of the Japanese central bank the situation is reversed in December 2014. The Korean won is up 40% against the Japanese yen since 2012. The Japanese yen is now down to 118 to the dollar in Dec. 2014. Abenomics gets a new mandate with the snap election in Dec. 2014. Aaron Back says Samsung may have gained ground in televisions and smartphones but other areas in electronics such as chips, displays and image sensors remain competitive and responsive to price. In autos Hyundai market share has declined to 4.4% by Dec. 2014 from 5.1% in 2011, according to MotorIntelligence.com. So far Japanese companies have used the currency advantage to improve profits and come up with better products. By using profits to invest in new technology and productivity Japanese companies can provide more features at the same price points to gain market share without having to cut price. After years of declining margins in electronics, autos and other markets this appears to be the current strategy. Another reason for this is that Japanese companies have already shifted production overseas, the shift being higher for Honda than for Toyota. Technological improvements from investments in R&D in Japan can be transferred to manufacturing operations overseas just as Apple is doing with smartphones manufacturing in China. The currency shift also improves Japan's position relative to American and European competitors in international markets....

As the ECB reduces its monthly purchases under its QE program to 60 billion euros from 80 billion euros starting in April 2017, the initial market reaction was that quantitative easing was going out. This says Barley is not the case, and markets are overreacting. The ECB is now ready to buy bonds yielding less than the deposit rate. The ECB promised to extend purchases to Dec. 2017 or further. Look deeper says Barley and ECB forecasts headline inflation at 1.7% in 2019, less than 2% target. So continued QE made sense but at a lower pace. In the end it is the flow that matters not the stock of purchases, says Barley.

Sabotage of two tankers in the Persian Gulf and reports of activity of Iranian proxy forces in Iraq and Syria have led to an American response with the dispatch of a aircraft carrier and other forces to the region.  This report in the NYT says Defense Secretary Shanahan has prepared plans for deployment of American forces in the region with one plan calling for 120,000 troops to be dispatched to the region. As president Trump is against American involvement in land wars in distant places, the force is designed as a precaution in case of an Iranian attack through proxy forces in Syria or Iraq and not for a land operation. National Security Adviser Bolton has taken a strong position on Iran since the days of the Bush administration. The U.S. withdrawal from the Iran nuclear deal, the sanctions on Iranian oil, are part of a new policy of the Trump administration. The European Union countries have followed a policy of preserving the nuclear deal of 2015, even though the U.S. is pressuring EU countries. The oil sanction have led to a sharp drop in oil exports and is hurting the Iranian economy. President Rouhani of Iran says Iran may withdraw from parts of the Iran nuclear deal and the Iranian response is leading to heightened tensions in the region.  It was only recently that the Democratic party Obama administration pursued the Iranian nuclear deal with opposition from Republicans in Congress and skepticism of Israel. The election of president Trump who says the deal was a bad one has reversed U.S. policy leading to a complete change in policy and a possible confrontation with Iran. U.S. policy can veer back and forth depending on the party or president in power who completely different perceptions of the region. Obama had sharp difference with Israel and Saudi Arabia, and a different perception of Iran. Trump and Bolton see Iran as a threat to the U.S. After Iran shipped most of its nuclear fuel out of the country in 2016 in exchange for lifting of economic sanctions under president Obama's nuclear deal it would take over a year for new uranium enrichment facilities to produce the materials for a nuclear bomb, according to this report in the NYT. When the Obama administration negotiated with Iran the window had shrunk to a few months.   ...

How the reconstruction effort in Iraq never had the clear policy goals and objectives, the technical capacity, and the organization structure, to deliver the basic services like electricity, clean water, phone connections and other infrastructure services which crumbled by 70% or broke down totally after the war. And still does not have these elements, as well as one agency or authority responsible and accountable for delivery and results. This are some of the findings of a detailed audit and investigation in a 513 page history of the American reconstruction effort in Iraq, prepared by the Office of Special Inspector General for Iraq Reconstruction , led by Stuart Bowen, Jr. The reconstruction effort has already cost by mid 2008 $117 billion with $50 billion in US taxpayer money, but the results show that all they have achieved is at best a restoration of services to what they were before the war, when Iraq was under severe sanctions and had an outdated infrastructure. One of the biggest problems was that the war effort was not prepared for such a total breakdown of the infrastructure, and never grasped the critical role the continued delivery of basic services would have in winning or losing the support of the people of Iraq, who would blame whoever was in power if things were worse than under the previous regime which is exactly what happened. The whole reconstruction effort was botched because the will was not there, the direction was not there, and no clear policy on how to go about doing this, and lacking the organization structure for its execution. Bowen concludes that the US government was not adequately prepared to take on the reconstruction mission it took on in mid 2003. When Jay Garner presented plans on rebuilding to Donald Rumsfeld, the secretary of Defense, before the invasion, the conversation shows Rumsfeld asking Garner how much they would cost. Upon being told that it would cost billions of dollars Rumsfeld responded saying, my friend if you think we're going to spend a billion dollars of our money over there you are sadly mistaken. All this becomes important in the light of another reconstruction effort underway in Afghanistan which aslo has struggled with severe problems and poor results. And as the struggle with militants in Afghanistan is growing the reconstruction effort in Afghanistan and its ability to win the support of ordinary people will be critical to winning support of the Afghan people. ...

Its convenient and a easy label for a lazy media that hasnt done its homework, and for politicians who lack the education and disposition to do their own homework or a cultural barrier that makes this difficult to call all this one label Taliban, or some other label, but its dangerous as the manner of dealing with this may be quite different given a correct understanding of whats happening. When turned over to the American people living in a modern world or to modern world Europeans for response to these labels there is only the gut instinct of them versus us the core feeling of something different and alien which is hostile. As this writer points out the Pakistani people themselves by and large are simply like people everywhere, may just be looking for better lives like the rest of us, and are not keen on the militants though they may carry anti Bush feelings. And the Pakistani people resentment for the USA not because of some innate or inherent hostility but because they feel left out of the modern world and its benefits of development like infrastructure, hospitals and basic services, just like most of the developing countries, which have alternated between hostility and friendship towards the USA, just as the USA has alternated between truly benevolent policy towards the developing world and policy thats more in tune to a prior colonial period of its partners in Europe like the British and the French. And in this sense the Pakistani people desire for economic progress may not be automatically construed as expressed through the politicians as they are corrupt and selfserving. Its a complex state of affairs sure but its not made easier but made more complicated by lazy man's labels without understanding the situation on the ground first hand and doing one's homework. ...

The protests in Hong Kong could end up as a failure because of the lack of any leadership in the movement for Hong Kong rights. In the early stage the lack of leadership helped build up mass support. As the movement grew it also had weakness in the form of a lack of a coherent program for negotiations with the central government in Beijing. The risks inherent in internet mass media communication are apparent as it brings out people in large numbers nd amplifies all grievances, but fails to produce tangible or concrete results as time passes and lack of coherent leadership weakens the mass movement or makes it overreach.  The lack of communication between the Hong Kong government and protesters with Carrie Lam Hong Kong's CEO not meeting them also led to a lack of a negotiated way out.  This overreach is what Friedman talks about in the NYT saying that the limited universal suffrage offered by China in 2014, with Beijing crossing off candidates openly critical of it, should have been accepted by Hong Kong protesters in negotiated settlement with some protections. The 1200 electoral body would vote for which candidates should stand for election in the Beijing formula. This was not such a bad thing as it offered limited suffrage where there was none in China, says Friedman. By rejecting that formula the protesters gained little because the "perfect" is not always the best option or a practical option when all the realities are taken into account. This is happening again in 2019 with the protesters and Beijing moving further apart and creating a bigger gap with very little constructive communication between the two sides. The efforts to bring the U.S. into protecting Hong Kongers rights by protestors marching to the U.S. consulate also could be seen as going too far by the rest of the people of mainland China, as the U.S. has its own problems including growing inequalities and confrontation between different socio-economic groups. The gradual shift to more disruptive tactics and confrontation with police led to damage to public structures that affected the image of the protesters. The overall lack of a coherent leadership that could negotiate some form of agreement for the future is now seen as a problem for the protest movement. It could lead to a failure to secure the Hong Kong rights protestors seek, says Friedman in the NYT, creating a story of missed opportunities with missing communication, missing negotiation around a "do-able" agenda that builds on common ground between the opposite parties. ...

Geert Wilders says he he is withdrawing support of his party PPV which won 23% of the vote in the last election from the Dutch coalition government because his 10 point plan for immigration was not being implemented. It calls for border closures for asylum seekers, deporting dual nationals who have committed a crime, and the military controlling Dutch borders. Wilders says "no more asylum centers. Close them." Germany is putting through strict immigration laws under the CDU leadership of chancellor Merz including control of borders, border checks, deporting dual nationals who have committed a crime.  This policy is being followed by the DJT administration in the US. There is little public patience with migrants after the experience in the US and Europe. What has changed is that centrist parties, Catholic/Protestant centrist parties such as CDU/CSU in Germany or business centrist parties such as Republicans are partnering with socialist parties such as Social Democrats in Germany, and many Democrats in the US with the clear goal of controlling borders. In the UK and in Denmark socialist parties such as Starmer's Labor in UK and Mette Frederiksen's Social Democrats in Denmark have clear goals to strictly close borders and send back migrants to home countries. ...

A former U.S. Treasury Secretary reflects on the backlash against free trade in the 2016 U.S. presidential election, and calls for a shift towards putting more emphasis on how trade affects individual workers who are laid off or work part time. In the light of tax evasion following the Panama Papers Scandal he says the time has come for the emphasis to shift in trade policy and capital movements to tax havens, so that ordinary workers do not feel their interests are being ignored as elites frame policies for elites. He says the period when it was enough to defend global integration has been exhausted, and this is unlikely to succeed without a nation like the U.S. supporting it and global institutions. A new approach is needed, and this means shifting from international trade agreements to international harmonization agreements, where labor rights, environmental protection move to the top of the list, and enabling foreign producers becomes secondary. The whole overall emphasis must shift, says Summers, to creating hope and opportunity for middle class parents that their children can live better lives....

The House Energy and Commerce Committee passes ahealthcare plan with 31 to 28 vote. The Senate version takes adifferent approach. The Senate version has moved away from the employer requirements in the House bills. The Senate committee is moving towards aproposal to require employers to contribute if their workers are getting government assisted insurance coverage. It has also moved away from the surtax on the wealthy in the House bills which is expected to raise $500 billion. Instead the Senate version proposes an excise tax on insurers for health plans that offer generous benefits. Under the current bill being considered in the Senate such a insurance policy tax could raise $180 billion. The Senate Finance Committee is also different in that instead of the public insurance option it offers nonprofit health insurance cooperatives as an alternative. There is agreement between the two parties on anumber of things so the debate will center on the public insurance option, surtax on the wealthy to pay for the plan, and the requirement for an employer mandated coverage for all employees....

Email exchanges between OMB staffers and Obama administration officials, released exclusively to the Washington Post, show the Obama administration urging the OMB to speed up its decision on the half a billion dollar loan to Solyndra. This was part of stimulus funds to the solar industry. Solyndra was a favorite of the Obama administration according to the Washington Post, and aides to Rahm Emmanuel and other officials sent emails urging speeding up approval. OMB officials in their replies stated they were under pressure. One email by a senior OMB staffer sent to McSweeney, Biden's domestic policy advisor, Aug 31, 2009, said: "we have ended up with a situation of having to do rushed approvals on a couple of occasions (and we are worried about Solyndra at the end of the week)... we would prefer to have sufficient time to do our diligence reviews." Other emails referred to "the time pressure we are under to sign-off on Solyndra," and indicated "there isn't time to negotiate." Solyndra had large investments by the funds operated for the family foundation of George Kaiser, an Obama fundraiser....

The Free Democrat party (FDP) with 2% of the vote did not reach the 5% threshhold for seats in the Berlin legislature. This was the fifth time the FDP failed to win enough votes to get seats in the regional parliaments. This endangers the CDP-FDP coalition. The FDP campaigned against Merkel's policy of financial support for Greece. The Social Democrats support the euro currency union and issuance of euro bonds, which suggests voters are not choosing parties based on opposition to bailouts of troubled European Union countries. The Social Democrats-Green coalition will have a majority in the state legislature, as the Greens won 18% of the vote. The Pirate party of internet free-speech activists and leftist voters dissatisfied with existing parties were expected to win 9% of the vote, which is a first for regional parliaments for a party of this type. The artificial nature of the target of debt to GDP of 120% for Greece in 2020. This is the target being followed in negotiations by the troika of the ECB, IMF and the EU. Experts say the sustainable level would be much lower for Greece -this would be much lower because of the aging population in Greece and lower level of workers to support retirees in future years, the inefficient tax collection system and poor prospects for changing it, the degree of control over monetary policy and the rate of change of debt. A recent study by the Bank for International Settlements shows debt sustainability at 85% after studying 18 countries from 1980 to 2010. No precise source has been found for the 120% target. An IMF Report in 2011 said the 120% was the "maximum level considered sustainable." Alan Auerbach at UC Berkeley and Michael Woodford at Columbia University, say the additional factors are relevant to Greece. The many unpredictables over the course of ten years is another serious difficulty.

Experts say Kuroda of the Bank of Japan still has some Finance Ministry DNA, as he is from Japan's Finance Ministry which has pushed for the consumption tax to be increased to 10% in 2015. Even though Kuroda favors aggressive monetary stimulus compared to others in the Finance Ministry, he shares the views of Ministry colleagues on the tax changes. LDP leaders in the Abe cabinet and Abe see the recession with 2 consecutive quarters of declining GDP for the 2nd and 3rd quarters of 2014, as good reason for delaying the next tax increase from the 8% already implemented in 2014 to 10% in 2015. Under Abe's revised plan the tax increase would be postponed till 2017. Abe referred to the different views on the tax increase in his announcement for a snap election in Dec. 2014 for a new mandate to pursue his Abenomics economic policies of Three Arrows. Kuroda for his part downplayed their differences saying fiscal policy was the mandate of the elected government.
