DW.com report by Mu Ciu shows a CATL(Contemporary Amperex Technology) plant in Arnstadt, Thuringia, in eastern Germany. It will not bridge Germany's technology gap. German and US consultants at the microeconomic level of the company and German and US economists at the macroeconomic level of the economy entirely fail to grasp the effectiveness of China's investment driven model. Of its joint partnering with European and American companies and China's single minded focus on technology access. This is why the DJT US administration has warned Europe that it is failing economically. China's macroeconomic and microeconomic model are run by the same authority by the state, and according to goals and plans (which in a socialist economy is weak at the microeconomic company level lacking the initiative and freedom of action). By combining its macreconomic framework run by the state with a micreconomic company level run by the state but on free market lines the Chinese investment driven model has dual advantages and operates at a speed that far surpasses the German and American model. It's society suffers as a consequence, but in few short decades 1990-2009/2020 this is all it could accomplish with a single focus on modernization for what was once a peasant agricultural economy. Where it lacks is in future technology access and as long as weak companies in the US and Germany partner with Chinese companies the technology access for Chinese companies give it the essential ingredient for its investment model to work, as American and European companies can waver in investment Chinese companies backed by the government will not waver in investment and have the clear advantage. DJT's approach is to give a big shock to the entire system of world trade now run by China, so that this is no longer going to work at the macroeconomic level and legislate huge investment incentives for one time depreciation and other moves to get American companies to invest. It wants Europe to do the same, including getting rid of the bureaucratic structures and regulations. German Chancellor Merz is getting the message and is acting quickly first with the trillion dollar investment plan, the meetings with Draghi and Meloni to get Italy and like minded nations on board, and internal efforts to get rid of regulations and bureaucratic structures, and building a new partnership with India to remove an error of Merkel/ Clinton+ Obama in excessive concentration and dependence on China. This requires a steady hand and steady governments, steady policy, and companies in America, Europe and India to work together for the long haul without wavering or delay, to rebuild the world economy along new lines and on a new path. ...

The US ports of Los Angeles and Long Beach after Liberation Day- soon to be relics from the China Trade of yesterday. On April 9 US responded to China's 34% tariff with another 50% tariff of its own on China. The US tariff now stands at 104% to China's 84%. China says it won't back down and "will fight to the end." The US president DJT is now certain to restore world trade to the days before China entered the World Trade Organization and upended the world trade order leading to the deindustrialization of the US when US corporations followed Apple in 1998. With Tim  Cook in charge of Apple manufacturing in 1998 doing the first major act of outshoring the whole manufacturing base of a company to China. It was a strategy- to use the huge profits of a three punch approach- brand the product at the high end to command high price in the US through innovation and design (punch 1), followed by making using Chinese labor at low cost in China (punch 2), to generate the huge profits to create a virtuous cycle of investment from these profits to generate new cycle of growth (punch 3). What Apple gained, America's workers lost. This was sold by economists at the service of corporate narrative that it was good for America in the face of the facts showing just the reverse for 25 years 2000-2025. Soon almost the entire manufacturing base of the US was shipped out to China, or Chinese supply bases Vietnam. Japan fell in line and became a supplier to this China Manufacturing for the World. What started out as Microsoft demolishing Apple by 1998 and Apple using this 1-2-3 punch strategy turned into first a disaster for American workers, a loss of the working class leading to the loss of the middle class backbone of America, replaced by Silicon Valley and financial interests in New York City and disproportionate rewards to capital, the rural and small towns, cities across America's heartland thrown into decay and neglect.   ...

The maximum that can be paid out to executives in upfront cash for bonuses is 20% under the rules set by the European Union starting in 2011. And the amount of time that at least 40% of an EU banker's bonus must be deferred is 3-5 years. The US has not set up similiar rules restricting up front cash bonuses to prevent executives from taking excessive risks. During the 2008 financial many banking executives collected huge bonuses by taking excessive risks, even though the banks suffered huge losses after the departure of the executives. Now the SEC, the Federal Reserve and other government agencies in the US are reviewing the rules. Projected pace of Wall Street profits in 2010 are 28.7 billion for 2010, and the fear is for a repeat of the situation in 2008 as the US has no rules similiar to the EU. Britain's Financial Services Authority passed similar restrictions recently. The Dodd-Frank legislation for financial reforms requires the pay related regulations to be set by April 2011. That legislation specifically prohibits any bonus plan that "encourages inappropriate risks" at financial firms with more than $1 billion in assets. The view of the European Union's financial services commissioner, Michael Barnier, is that not enough has ben done in this area in the US, and doing nothing is to ignore the right lessons from the financial crisis....

DJT 50% tariff on Brazil called Moraes tariff after Brazil Supreme Court  judge Moraes who put restrictions on social media to clear hate speech on the internet. DJT says the tariff is intended to stop the trial of former president Bolsanaro who lost the election to Lula da Silva a trade unionist, in an extremely close runoff election 50.9% to 49.1% margin of 1.8 percentage points. DJT's margin over Kamala Harris in 2024 was 49.9% to 48.4%-margin of 1.5 percentage points. DJT compares Democratic prosecutors who prosecuted him in the US after his election loss to prosecutors in Brazil who are prosecuting Bolsonaro.

Brazil imports about $50 billion from the states and exports $42 billion with a trade deficit of about $8 billion with the US.

She persuaded top Chinese foreign policy official Dai Bingguo to put the cookstoves on the agenda for this years meeting in Beijing. In September 2010 Clinton helped setup a partnership led by the UN Foundation to give 100 million of these cookstoves to women by 2020. Smoke from poorly ventilated stoves kills about 2 million people each year, with about a quarter of the deaths in China.

2012 car sales in France declined by 13.9%. This was higher than the 8.2% decline in the European market, according to the European Automobile Manufacturers Association. Analysts point to low new demand in the developed world- only 2% for U.S. and Europe compared to 70% in emerging markets. Replacement demand is also declining as younger people in urban areas increasingly use subway transportation and bicycles. Better made automobiles last longer and car owners drive less with an aging population reducing replacement demand. This reporter found few customers at auto dealerships in the centre of Paris.

Condoleeza Rice, personally worked with Ayman Nour and other opposition figures during a visit to Cairo to promote democratic process in Egypt. Michael Gerson who was also present at that meeting in June 2005, writes about it in the Washington Post Feb 2, 2011. This is a really rare instance of a Secretary of State supporting dissent in this manner. She says here that the unsettling and the unfamiliar, the turbulence of a transition to democratic processes is preferable to the false stability of autocracy. Such a false stability can be seething with malignant forces and deep animosities which surely spell trouble in the future, and as Rice puts it, find a footing when autocrats suppress democratic voices. Rice calls into serious question the whole policy of the US to seek stability at the expense of democracy in the Middle East, more than it does in any other region and in sharp contrast to its policies in Eastern Europe. See the link to Karen Elliott House, former publisher of The Wall Street Journal, and a Pulitzer prize winner for covering the Middle East ( Feb. 15, 2011, WSJ), and the link to Elliott Abrams, former deputy national security advisor to President George W. Bush (Wash. Post Jan 28, 2011), for reasons why this is totally out of touch with conditions in the Middle East, and simply sets up problems for the future. The founding principles of 1776 are a better guide to conducting US foreign affairs and can be trusted to serve the country well....

Acer faces large inventories and a competitive market with declining prices in the PC market. Acer's CEO J.T. Wang expects a loss in 2011, as a result of inventory adjustments, lower demand for notebook PC's, and a slower economy. Second quarter revenues were down 32%, and Acer shows a loss of 6.8 billion New Taiwan dollars ($US 234 million) for the second quarter. Acer has lost sales and market share to competitors. It now comes in fourth after H-P, Dell, Lenovo. The inventory reductions by competitors has created turmoil in PC markets. Another problem Acer faces is on its Ultrabook, a new ultrathin notebook. The Ultrabook to be introduced in September 2011 is to be priced at US$799 to US$1,199. HSBC analyst Jenny Lai is skeptical about the price, and sees a price closer to $700 for the product to make a dent in the market. This will put more pressure on Acer's margins. The Apple iPad and iPhone have reduced the demand for notebooks and created a new dynamic in the market. H-P CEO Apotheker made the decision for H-P to exit the PC and tablet business this week because of the required investment for a continuous stream of new products and low margins....

A clean break from commissions of every sort is needed in India, without that Mohandas Gandhi's work and legacy is lost, the opportunity of modernization of India and the economy on a scale surpassing China using the latest technology and huge investments in infrastructure is lost.  Lyrarc has a pledge in India -The Way Forward for every young person in India to take. The future of infrastructure building, ease of living, modernization of a nation of 1.4 billion depends entirely on this. Every penny, every cent, every rupee goes into infrastructure building to create a modernized nation and economy similar to the US and Europe. The situation with "40% commission" in Karnataka and its impact on the recent outcome in the southern Indian state of Karnataka is shown in the Indian Express. Indian Express analysis shows that the ruling party did well in coastal Karnataka and poorly across the rest of the state in comparison to 2019. It happened even in Gujarat but was corrected in time by Mr. Modi.  This analysis in Indian Express says the reason the vote share of 36% led to 104 seats in 2019 and only 66 seats in 2023 is that a lot of the votes were concentrated not all over Karnataka as in 2019 but only in Old Mysore and in Bengaluru, and also in south Karnataka where it cut into JDS party votes without winning seats. Divine providence offers an opportunity for everyone to reject commissions 100%. Gandhi's Hind Swaraj 1910 needs that kind of committment today to surpass that made in 1931 during the Salt March against British rule, to build a modern nation and modern economy by 2035 comparable to the best in the US and Europe. ...

The kind of Nation America will be is already being determined in America's classrooms. The share of students chronically absent from US schools has jumped from about 15% before the pandemic in 2018 to 26% in 2023. In the richest districts from 10% to 19%, in the poorest districts from 19% and  to 32%. Losing about a third of children K-12 in schools for absenteeism is a huge learning loss to the Nation. Missing more than 10% of classes counts as chronically absent, the data is from 40 states in the US K-12. Majority White went from 13% to 22%, Majority Non White went from 17% to 32%. Analysis of data from American Enterprise Institute. This has real implications for learning loss and student behavior. Even school districts which opened earlier in the pandemic are affected to same degree with absenteeism doubling in Victoria, Texas school district. In this report NYT has a place where you can enter the school district name for instance entering Dearborn School District in Michigan and it shows the absenteeism has gone from 10% to 26% in this district and this means it has close to tripled. In adjoining Dearborn Heights it went from 25% to 44%. In New York City this goes from 25% pre pandemic to 36%. Compare this with the richest districts in the Nation when we entered Scarsdale we found absenteeism up from 4% to 7%, next Piedmont in California 6% to 9%. Irvine Unified relatively affluent 5% to 12%. What this means is that across the board there is learning loss and in addition the disparities are also growing from the wealthiest to the middle income and the larger population districts such as New York, and the diverse Dearborn, MI.  ...

Greg Ip says all the data show the economy is much stronger with low unemployment and inflation coming down, yet for the nation people are not so upbeat, and for their own state really upbeat. He attributes it to the general mood of uncertainty of people, and the negativity with which the media presents news. Some clues to what they actually believe can be seen below the superficial look at the data. For instance as people surveyed say they feel the economy is much worse today by a significant margin for the whole nation they say just the opposite for their own state by an equally significant margin. Listen to this- the WSJ poll Greg Ip cites shows US economy is getting worse or better in the graph. For the US it shows 31% think it is getting worse. The opposite for Arizona 30% and Pennsylvania 25% think it is getting better. In other states people say it is about 18% better- the states are Michigan, Wisconsin, Georgia, North Carolina and Nevada. This suggests that the surveys have to be looked at from the perspective of their own state which reflect the data which clearly shows a big improvement. Greg Ip says the WSJ has seen this in another place, when people are about Congress they say its looking worse, when asked about their own state Congressman they say just the opposite and quite favorable. It is something that is important to bear in mind in 2024 and for the future, the American people are still rational and science based in their thinking, as they have been throughout the nation's history pioneering in the Industrial Revolution. ...

A political operative for former president Bill Clinton, now an ABC anchor is described here speaking about the president in negative terms. Elements of bias lingering from the Clinton period. The extent of the WSJ, NYT, Washington Post coverage on president Biden with skepticism is only matched by the readers comments where the vast majority of readers strongly question the opinion writers and their wisdom and understanding, and their failure to understand the democratic process where the primaries and freely cast ballots not the self appointed media elect the president. The senior most senators Patrick Schumer and Patty Murray have delivered on president Biden's infrastructure, jobs, cost of living action, science and CHIPS agenda and know him well for doing the same again past 2024. The vast majority of Americans support the president and understand that they like the president are human and have a bad day or night some days and nights, it is the future that Biden is shaping for which the nation looks to to 2030 just as the Nation did in 1932 and 1936 for FDR, in 1952 for Harry Truman, and again in 1960 for JFK. People should not forget that both the south and the north voted in large numbers for FDR, Truman and JFK, including Texas. In fact Texas was Truman's strongest state in 1948 giving him 66% of the vote to Dewey's 24%, carrying 246 of 254 counties in Texas. China has two ports in Panama and significant investments in port and maritime activity that give it an advantage over the US in its own backyard. The Panama Canal was one of the bold endeavors of the twentieth century. In Path Between the Seas, David McCoullough describes this feat of engineering, the lives lost to malaria, the efforts it generated to find a cure for malaria, and the indomitable spirit of McKinley and Theodore Roosevelt that every American can rightly be proud of.  It was handed over by president Carter to Panama, in the way Clinton handed over entry into the World Trade Organization without protections and written agreement for level playing field in trade in the 1970's and in the 1990's when US had no idea that American business would create from these beginnings in phases supply chain partner, competitor, and adversary for America.  In 2025 Americans can look back and see that American interests were not protected in a period of so called "American triumphalism" under Carter, Clinton, Bush, Obama that has since disappeared with the loss of American manufacturing and destroying the small factory towns across America- and also France and EU nations- that depended on manufacturing for jobs and standard of living.  DJT is simply charting the long road back for America to the Bold Endeavours and Spirit of American adventure that Americans see in themselves as a nation founded on the frontier since Washington's days in the Pennsylvania country in the 1750's. The Spirit the led to the founding of the new nation through a protracted war on the frontier with the British. ...

The sense that one gets from the confirmation hearings for Pam Bondi is that after Matt Gaetz pulled out, Pam Bondi with her relaxed and thoughtful manner, her experience as Attorney General of Florida, is a decent choice. Most Senators felt she had the votes for confirmation. She brings the same skills for Republicans as Susan Wiles, DJT's chief of staff- she brings a calm demeanor to balance DJT's penchant for speaking in a blunt manner.  Pam Bondi confirmed that if nominated as head of FBI Kash Patel would report to her. Chris Coon accidentally calls her "Attorney General," and says he looks forward with working with her. Coons is the Senator from Delaware that was closest to president Biden.  Senators questioned Pam Bondi, a former Attorney General of Florida who has done work for companies seeking to work with DJT, and defended DJT in the first impeachment hearing, at her confirmation hearing in the US Senate. The back and forth exchanges happened with Democrats Adam Schiff and Hirano. With Padilla Pam Bondi was not given the opportunity to respond as he insisted on a yes or no answer. Kyle Wingfield meets up with Robert Mundell, Nobel winner in 1999. What does he have to say now? He thinks the oil prices are on track and would reach $130 by 2020 with 3.5% inflation, starting with $34 a barrel in 1980 doubling to $68 in 2000 and doubling again to $136 in 2020. Today its already at $136 but he thinks it will settle down lower to about $100, so hethinks were not so far off track. On inflation he looks at the price of gold at$850 an ounce , and now its still about the same, with high inflation gold should be at $1500, so he does not see the public thinking high inflation is coming. He was in favor of the Reagan tax cuts and set the groundwork for this and aslo supported the euro. He believes the Bush tax cuts should be kept as it would be disastrous for the world economy. Mundell has always believed that there is a link between economic growth and lower tax rates. He advocates corporate tax rates of 25%. Tax rates went down to 28% under Reagan back up to 40% under Clinton and down to 35% under Bush. Hewould like to see a ceiling on marginal rates of 30%. He would like to see a fixed exchange rate so that there are not these large currency rate swings, the euro should be valued somehwehere between 90 cents to the euro to $1.30. The US has a growing population and better adoption of innovation with a younger population than Europe so he sees the USA as a leader in innovation and growth and the dollar or some new global currency should be formed for a global economy. Just as he supported the euro he supports a currency for Asia. He does not see overvaluing the Chinese currency as doing much good as he sees the Japanese economy hurt by the overvaluing of its currency after a period of Japoan bashing. He is an advisor to China on currency issues....

This report in The South China Morning Post in Hong Kong, gives insights into the Chinese position in trade war with the U.S.  China has its own internal groups which support China being able to take a leadership role in world affairs. Xi Jinping made giving China a prominent role in the world a feature of his presidency. China  has this internal audience and its own sense that China's resurgence was won with hard work and cooperation, plus dedication of the Chinese people. In the past Japan and South Korea also used state subsidized industries, and subsidies to gain leadership in key business sectors involving high technology. China would see this state subsidies model as its own model of development. From this standpoint the U.S. demands on subsidies as unfair competition could be seen as changing a key part of its economic model.  Asking China to put everything in writing and show tangible proof of enforcement as the U.S. insisted in talks, was too much for the Chinese side. China said trust us to do this, and lift the tariffs based on our verbal assurances. The U.S. having seen decades of no progress on this point, wanted tangible proof before tariffs were lifted. Added to the demands on subsidies were the demands for no more of what the U.S. calls stealing of U.S. technology through forced transfer of technology by U.S. firms as a condition to operate in Chinese markets. With the U.S. lagging in 5G technology and Huawei ahead the issue resonates on the U.S. side. Add to this Mr. Trump's key voter base includes the former Democratic party supporting workers who have shifted to him because of trade agreements and policies of Clinton and Obama that hurt American workers through seemingly endless closure of manufacturing plants from Chinese competition.   ...

Unemployment in Spain among people ages 16-24 is 42.9%. This is the highest rate in Europe, and it is double the overall rate of 19.3% for Spain. By comparison the overall jobless rate in the USA for workers ages 16-24 is up to 19.1%. Why this high an unemployment rate for young workers? Greece has youth unemployment rate of 25%, while Ireland has a youth unemployment rate of 28.%, and Italy 26.9%. The rate in Poland is 21.2%, down from 35% a few years ago. In Eastern Europe overall the rate is 27.9%. This puts Spain at a level higher than Eastern European countries where youth unemployment has traditionally been higher. Worse, this is a result of a spike in unemployment from 17% at the height of the boom three years ago, to the currrent 43%. Alfonso Prieto, deputy secretary general of employment studies at the Ministry of Labor and Social Affairs, says this high rate in Spain is a result of a disproportionate share of Spanish youth employed on temporary contracts. During the boom years a large number of young workers joined a culture of temporary work, with the term "mil euristas," used for workers on 1000 euros a month. With the economy in trouble these were the first people laid off. Low skilled and immigrant workers who lost jobs are also reflected in the statistics, as Spain witnessed an influx of millions of immigrants during the boom. Still worse the government is under tremendous pressure from the EU and bond markets because its budget deficit reached 11% of GDP in 2011, and austerity measures are being adopted. Spain is spending 30 billion euros in unemployment benefits, but the money is not doing much to prepare workers for jobs in new industries or new vocations for the future. ...

When so much of infrastructure healthcare and education still needs more funding, and when St Paul's Cathderal lacks essential funds for basic maintenance and is in danger of closing, the Greensill scandal shows how much reallocation of funds to infrastructure, health, and education to help workers, students and families is needed. How much the existing culture distorts allocation of capital in ways that are vital to the future of families, students and workers, and lobbying acts in ways that are against the national interest. Here the WSJ says the lobbying of David Cameron, former UK prime minister extended to getting access to funds for Greensill, a  company that operated in  supply chain finance, lobbying for funds from the emergency financing facility provided by the Bank of England. Treasury rejected 56 messages sent by Cameron to top British politicians over several months to have rules changed. Greensill went into bankruptcy in March 2021, stranding investors who had put in $10 billion. A parliamentary committee is now looking into this case of Greensill. The company was founded by an Australian Lex Greensill, and does little more than provide companies a cash advance to stretch out the time to pay bills. One question no parliamentary committee will ask is why when the needs for infrastructure, health and education are so great $10 billion in funds, public or private even go into something like supply finance that does so little for the country. This is an example of the kind of distortion in the uses of capital that has become commonplace today, creating societies and countries with poorly  funded infrastructure and essential services in the advanced countries of Europe and the US. ...

Turkey is reviving its relations with Saudi Arabia and the UAE. Prince Bin Salman will visit Turkey as part of a remake of Turkey Saudi relations. Turkey's economic crisis has revived the relationship as Turkey badly needs aid for its economy. The pressure on emerging markets is increasing with US central bank raising rates reducing inflows of western money into Turkey even further. Prince Salman has already received visits from French and British leaders. He visited Jordan and Egypt this week and will now be in Ankara. In the summer he will visit Greece and Cyprus. Saudis are modernizing their economy changing culture in relationships of men and women, in women's rights and education, and broadening relationships with the world under Salman. There is an astonishing openness to science and technology in a drive to be modern. The old Saudi monarchy and conservative rule with ancient traditions is giving way to what the Saudis in the group under Salman see as the modernization of Europe and America in the 20th century using science and technology as what they would like to see in their own country. There is also a drive to think independently from the dogmatic positions of the past that have turned the Kingdom into an American dependency with no obligation or incentive to modernize its culture and be open to the world outside.  The US fought a war to ostensibly modernize a backward mountainous remote state as Afghanistan, while being perfectly comfortable with the old Saudi monarchies of the past that made little change in the ancient culture and tradition and in women's rights and education. Such were the contradictions in American policy and the failure to think anew. As president Lincoln said "as our case is new we must think anew, and act anew." President Biden will now visit Saudi Arabia to build a new relationship with an independent nation, which along with the UAE is bringing change to the Middle East through infrastructure development and modernization. Salman's modernization comes as the kingdom also faced a need to make a transition out of dependence on fossil fuels. Salman sees trips to Greece and Turkey as opening up to all sides. Saudis have good relations with Israel and Egypt another part of this openness. The US senses this, India has sensed this. India's Modi government  made sending the Oxford vaccines manufactured in India to Saudis a priority during 2021. The Indian example is also changing the way the UAE and Saudis see infrastructure development and modernization in the region. This is also changing the way the region is looking at itself. For decades Egypt lacking the resources to build infrastructure on its own has languished economically. A helping hand from the Saudis is changing Egypt. The entire rail system is being modernized with the latest technology from Siemens. The Saudis have stabilized the Egyptian economy with a $5 billion deposit in the Central Bank of Egypt. On June 21 Egypt and Saudis signed $7.7 billion in investment deals for infrastructure, logistics, port administration, food, industry, medicine, energy and technology. In the investments in Egypt some of the oil money going to Saudis with $100 per barrel oil price is going to an economy in Egypt that can easily absorb and make good use of the investment to modernize.   The influence of Saudi leverage in fossil fuels which drove the US relationship with Saudis since FDR is being replaced with an independent Saudi kingdom making decisions to modernize across the board in all aspects compared to one that favored a few American companies such as Exxon Mobil and ARAMCO or arms makers such as Boeing and Lockheed that helped recycle American money going to pay for Saudi fossil fuels back to America.    ...

The new Australian budget is designed to generate a slight surplus from the A$44 billion deficit for the fiscal year ending June 30. This prepares the Australian government of Julia Gillard for elections in 2013. The budget depends on the mining boom to generate the tax revenues for planned economic growth of over 3% in 2012-2013. This is based on the large number of projects planned for investments in oil, gas and other energy projects, valued at US$456 billion. GE as supplier of turbines and other products to the Chevron-Total gas project and other projects in Australia, has sales in Australia match its sales level in China in 2012-2013. This gives an idea of the extent of the boom in the mining and energy sector. Even the widening trade deficit to A$1.59 in March 2012 reflects large imports for the mining sector. The weakness of this approach is that too much is dependent on the mining and offshore gas boom. Retail spending is weak and Australia is increasingly looking like a two tier economy, subject to the boom and bust cycles that its mining companies have experienced in the past. A bubble in Australia's housing markets and uncertainties in the global economy pose other risks....

The Washington Post cites researchers at the University of Chicago about the kind of economy Biden achieved by Jan 2025-

“Under the Biden administration, real GDP rose 12.6 percent, rightly cheered ... as ‘a historically robust expansion’ that repeatedly defied forecasts. Since the pandemic, economic growth in the US has far outpaced that of our peer nations. Business investment is up; unemployment is low.”

As a new DJT administration takes over in the US it has the potential of carrying on the task of rebuilding infrastructure, and strengthening the economy,  tackling cost of living, income indisparities, with greater involvement of the private sector, in the same way that some of the priorities of the first DJT administration such as infrastructure and bringing jobs home in manufacturing were taken up by the Biden administration with participation of the US government in rebuilding the economy.

Tillerson, Secretary of State, called for a civilian component for the State Department in the military's plan. The options included using U.S. troops, covert CIA operation, and using mercenaries. The key factor- learning from the experience of the Iraq withdrawal of 2011 andnot  letting things get out of control as happened in Iraq and Syria after 2011 with rise of Islamic State and intervention by Iran and Russia, destabilization of the European Union through accelerated refugee flows. In the end the costs were too significant to let a vacuum develop and the U.S. president gave an honest reflection in his televised speech which was exceptional in its candour and willingness to lay the facts out. Trump's own instincts which he has historically followed would be set aside in this case because of the evidence the generals had given, supported by vice president Pence and key members of the Republican party. The president known for impulsive behaviour could be described as having gone through a period of reflection with the key military officers on what it was all about. U.S., UK and Swiss regulators charged UBS AG with conspiracy to rig the London Interbank Offered Rate or LIBOR. LIBOR is the interest rate at which large banks lend to each other and is determined from daily reports made by 16 banks to the British Banking Association, giving the rate at which the bank borrows from its peer banks. This rate helps determine the rate for trillions of dollars in securities, home and auto loans, swaps and derivatives. A tiny movement in LIBOR can affect trading profits, and it influences perceptions of a bank's health particularly in a crisis such as the 2008 financial crisis. Every day a 16 bank panel reports this rate to British financial authorites. UBS took full responsibilty and pleaded guilty to criminal fraud. UBS settled the charges for $1.5 billion. Barclays PLC, a UK bank, settled charges for LIBOR manipulation in mid 2012 for $450 million, ending in the departure of the bank chairman and CEO. Britain's regulator the Financial Services Authority, FSA, says in its report that rigging the rate was "routine and widespread" at UBS in order to increase trading profits, done with the knowledge of senior managers, and included cash awards or trading opportunities to employees at other banks to participate in manipulating the LIBOR rate. During one period of 18 months UBS paid 15000 British pounds to a firm of outside brokers every 3 months. FSA says LIBOR and versions of it are "at risk of being improperly influenced " between Jan. 2005-2010. What this means is other large settlements with other banks can be expected. Fannie Mae and Freddie Mac may have lost $3 billon from this manipulation of LIBOR, according to an internal report from the inspector general of the Federal housing Finance Agency, which also says Fannie and Freddie should sue the banks responsible. The whole issue of LIBOR came to light after an article was published in the WSJ, April 16, 2012, and a WSJ study on LIBOR using credit default insurance to track LIBOR rates, on May 29, 2012....
