Morena Party won 6 of 9 governor elections in states and 253 of 300 Congressional seats, practically sweeping the whole country except for Guanajuto. This shows that the Mexican people believe that Obrador had carried Mexico through the pandemic, through the difficulties in relations with the US and the negotiation of a new trade agreement with US and Canada, and set the country for steady growth by support for the economy and good governance. He has also helped build popular support by working to improve the standard of living of the poorer classes in Mexico. Obrador tackled corruption in Mexico to give Mexico good governance following decades of corruption. ...

As the virus toll mounts Japan's prime minister Abe announces a nationwide emergency on April 15. He delayed action to avoid effects on the economy of a lockdown. Japan is shifting to taking stronger action after seeing infections double every 8 days to reach 9000. Abe says person to person contact has to go down by 80%. The measures are not a lockdown as in the UK and are voluntary. Total deaths are 136 in Japan. A Kyodo News poll shows about 80% of the public thinks the moves comes too late. 

Schools are shut and companies have closed operations. Flights were restricted and visitors to Japan dropped 93% in March. These voluntary actions as well as a cultural advantage in people used to wearing face masks, is likely to help Japan through this health crisis. The emergency will cover a holiday period, and is through May 6. The government will give every household $1000 as a way to offset income lost.

Harris supports some of the most far reaching efforts to help workers and families with cost of living action. Teachers would benefit with pay raises, workers earning less than $100,000 a year would benefit with special support of $500 a month to meet cost of living increases, $100 billion would be invested to support housing affordability using a estate tax on the wealthiest households. Harris proposed Rent Relief Act would provided refundable tax credits giving renters who earn less than $100,000 the ability to recoup housing costs in excess of 30 percent of their incomes. One of the more egregious situations today is shown in the WSJ where 25% of people renting apartments in the US- middle and lower income people- pay over 50% of their income on rent leaving less and less for food, transport, childcare. This would make a huge difference for these households. Affordable Housing is a big issue in many states including Nevad and Biden had proposed a 5% cap on rent increases after 20% increase in the last two years of the pandemic. Harris's proposal goes beyond this to help the hardest hit households. Harris supports emergency relief funding for homeless. And she supports spending $100 billion in communities hurt by discrimination in getting housing. ...

The country of 110 million people has about 80 ethnic groups spread out over 9 provinces with regional nationalism. Drought, corruption, and regional nationalism are major problems.  The Tigray region is showing some unrest as reported in The Times. This comes after peace with Eritrea was made by president Abiy Ahmed for which he was given the Nobel Peace Prize. Many of the changes made by Mr. Ahmed after becoming prime minister in 2019 are being done in solo fashion say critics without being institutionalized or consultative, say critics. As a result the situation in Ethiopia where the EPRDF coalition has ruled since 1991 is still precarious. Under Ahmed EPRDF is making efforts at reform and elections for next year.

A year ago after attending Davos Macron appeared as a champion of globalization and took some risky actions in the euphoria over his win- stripping job protections at a sensitive time of rising inequality, and abolishing a decades old wealth tax. The election showed a regional and urban-rural divide in France even though Macron gained a large majority in the Assembly. The yellow vested protestors showed no particular allegiance to parties, only showing a sense of dissatisfaction with neglect of working class struggling to make a living. All that is changed now after yellow vested protestors rioted week after week over neglect of working class issues.Macron has resisted pressure to reinstate the wealth tax. He has suspended plans to increase fuel taxes and introduced 10 billion euro worth measures to boost purchasing power of working class French people, a major demand of the yellow vests. A series of town hall meetings are planned for Macron to listen to the voices he has not paid enough attention to before in his aloof style of governing. ...

About 13,000 migrants are in Del Rio mostly from Haiti after a natural disaster. Flights from Texas will now take most of them back to Haiti . US Border Protection is expected to have 600 added personnel in the area today. US Border Patrol has made 215,000 arrests in the Del Rio sector, the second busiest of the Border Patrol's nine southern sectors. Word had spread in community of Haitians looking for job opportunities that this was a safe place to cross.

The Biden administration is moving to tackle this mistaken perception that US is likely to let migrants in. Haiti says it will take the migrants back into the country. Other migrants are from Guatemala, Cuba and Honduras.

U.S. household net worth has surged a Fed quarterly report shows. But the winners are not the same people who lost out in the Great Recession. Home prices in Las Vegas, Pheonix and Miami are still well below - over 25%- than when they were at their peak before the recession, according to Case-Shiller price index. It is in cities such as San Francisco, Dallas, Denver and Charlotte that prices have surged. As for stock investments this is concentrated among the higher income and wealthier households. Core Logic shows the number of people underwater of 12 million at the peak, and this has declined to 3 million. Overall the trend is positive when combined with the Census report showing strong gain of median income of 5.2% in 2015, and shows Obama policies working in the right direction. Though it has taken time, still leaves many people behind in parts of the country, and for demographic groups such as older people who lost jobs in the recession.

This editorial in the Economist looks at China's relationship with Russia. It says the Ukraine conflict and western sanctions have resulted in Russia moving closer to China. Yet the two countries have competing interests in central Asia, and different relations with India and Vietnam, in the Asian region. Russia is also wary of China copying designs of Sukhoi aircraft in sales to China of advanced military technology. The major oil and gas deal signed in 2014 provides Russia with a new outlet for oil and gas with the cooling of the relationship with Europe. Yet Russia has strong ties built with Germany over the entire post war period, and differences have emerged in U.S.- German relations. Germany's relationship with Russia- cooled by sanctions and German wariness over Russian intervention in Ukraine and Russian wariness over NATO close to its borders- spans 7 decades and is likely to remain strong in the long term. This comes from the shared sense of awareness of the terrible conflicts of an earlier period, just as it has for French-German relations, and from the strong efforts made by Germany to preserve the relationship and peace in Europe. Chinese president Xi's visit to Moscow on May 9, for celebrations of victory over Nazi Germany, will be followed by a visit May 10 by Chancellor Merkel of Germany. A factor in German-Russian relations is the close trade links, cultural exchanges, and history going back to the GDR where Chancellor Merkel is from, built up over many years, that are likely to set the long term future of relations. China's dominant partner relationship in the China- Russia relations does not bode well for the future of relations, compared to the equal partner relations with its European neighbor, Germany. In this different light Ukraine is a temporary pause, in German-Russian relations and peace in Europe, a situation which is in China's long term interest as it focusses on its economy and the next phase of development for a modernized economy. Especially as China continues to build on its own vital trade relations with Germany and the European Union, the latest example being Germany, other EU nations, and India, joining the China sponsored Asian Infrastructure Investment Bank. ...

A music enthusiast who played in a rock band, before studying political science at the University of Hanover, and running for parliament, Lars Klingbeil comes from humble roots in Saxony. He led the campaign which brought the SPD Social Democrats to power in 2020 federal elections, and also into an election where the SPD secured only 16% of the vote a new low in 2025. Klingbeil comes as much of a surprise in the way his amiable manner and personality convinced the CDU leader Merz to give him the Finance Ministry as well as the support for major investments in the German economy. This was a goal the SPD failed to accomplish under Scholz with his Finance Minister from the FDP Christian Lindner blocking investment plans for 4 years. The frustration in the SPD is intense and Klingbeil and Merz coming together on borrowing and massive investments in infrastructure and defense is something of a miracle after the Merkel years and the constitutional brake she put in place on spending.  Right from the start the SPD and the CDU realized that this was their last chance as Merz put it to get things right before the far right or some other party took over. Problems that require investment- in crumbling infrastructure and obsolete transportation, lack of investment in IT, problems in childcare and in cost of living could not be postponed. Risks had to be taken, and the 28% of the vote CDU had needed the 17% of the vote of the SPD with the Greens 12%, total 57% of the 2025 vote, to act fast and decisively. ...

Questions raised about the government's committment to serious health care reform. New leaders of China who took power in 2002 and 2003 with concern for the poor, did not put discuss reform till 2006 and during this crisis there isn't the urgency that is needed. Recent documents, says the Economist, that were circulated secretly within the bureaucracy for 3 weeks before being made public, provide no clear target about how much people would be reimbursed for medical treatment. The other concern is that the central government provides only 40% of the 850 billion yuan allocated for additional spending on health care in the years 2009-2011. This is about $125 billion. Burt local governments may not be keen on spending on health care as officials are still judged by how much they can boost employment and GDP growth. Over three years the central government's annual share of the additional spending on health care of 850 billion yuan is 111 billion yuan, according to Caijing, a business magazine.But the 2009 budget on health care is 118 billion yuan, so its not clear that things add up. The central government's additional spending in each of the 3 years is only $16 billion. How this can provide help to the 200 million uninsured, the insured who still pay a large amount for health care, and pay for essential pharmaceuticals on a list prepared by the government, and pay a portion of the expensive diagnostic tests that hospitals like to make money from, is not clear. The whole system will have to be overhauled so that hospitals do not have the incentive to prescribe these expensive tests and pills that cost more. The government says it will be 2020 when 90% of Chinese are covered by agovernment financed health insurance system- 11 years away. This only means that domestic consumption may remain depressed for a decade or so. With export markets collapsing, this leaves China dependent on infrastructure spending for growth for a long time, and lower growth rates with higher unemployment. ...

The US under president DJT puts out a new National Security Strategy in a document which states it clearly. The days of the Middle East given importance are thankfully over it says. The focus is on the First Islands, from Taiwan, Philippines to Japan for strengthening defense in relation to China. The Monroe Doctrine is now part of US foreign policy with a DJT addition- "that the American people- not foreign nations or globalist institutions- will always control our own destiny in our hemisphere."  It also means the US has a new policy towards Russia and for NATO.  The DJT administration priority, it states, is “ending the perception, and preventing the reality, of NATO as a perpetually expanding alliance.” The new strategy is that Europe needs to “take primary responsibility for its own defense.” The Monroe Doctrine and the disassociation with NATO expansion are linked. How so? Russia's foreign policy is for winning recognition as a Northern European Power with its own version of the Monroe Doctrine, being able to control its destiny in its sphere of influence. The way the Monroe Doctrine was implemented in 1823 was by a tacit recognition gained from Britain that it would support the US in its idea of no European colonial powers (France, Spain other ) being allowed to interfere in Latin America, in the western hemisphere. In 2025 the way the Monroe Doctrine is implemented with the DJT Corollary is that the US is tacitly gaining support from Russia/China for implementing the Monroe Doctrine so that no foreign powers will interfere in US sphere influence in the western hemisphere.  Where does this leave Europe and Ukraine? European Union and NATO expansion has now gone too far and NATO which was primarily for Cold War struggle between Communism and US/UK style democracies is over, but NATO has not been disbanded, or a new alliance setup with new goals. Instead as it lingers on it has created new problems such as NATO expansion to the borders of Russia, creating security risks for Russia. This has led to the war in Ukraine and the Republican administration under DJT seeks to defuse tensions and the Ukraine war by excluding NATO expansion, removing the US from European security by delegating that back to Europe (Germany and France, Italy, UK) and by acting as a moderating influence between Russia and Germany, France, that see Russia as a threat after it's attack on Ukraine. US also upholds the policy and principle of no nation invading another country, as Russia did with Ukraine, and in anticipation of the China threat to Taiwan. This part gets nuanced but the overall policy is coherent and Russia accepts this, China is gradually coming to the idea that it has to accept this situation with Taiwan to preserve its economic advances and its exports to the US and EU.  In practice once the interference of China or Russia is removed and European powers in addition, the US has freedom of action in the Western hemisphere and Latin America to prevent crises such as with drug trafficking gangs in Mexico and Venezuela, and unstable regimes sending people north to the US across the Mexican border as from Central America and Venezuela.   ...

Consumers are taking on new loans for cars and purchases such as refrigerators, but at the same time businesses and consumers are paying off debt at a faster rate. The sharp decline in the Euribor rate in 2015 is good news for Spanish consumers and business as most loans are tied to the Euribor rate. Yet memories of the severe downturn in the Spanish economy are leading to consumers reducing debt with reluctance to take on new loans. The result is that even though Spain's economy is expected to show 3% growth in GDP in 2015, the loan levels at Spanish banks are expected to remain flat in 2015 over 2014. The IMF says GDP will not reach precrisis levels till 2017, reflecting how deep this downturn has been in Spain. IMF forecasts show that debt held by Spain's businesses and households will be double economic output till about 2020.

Over half of all Americans don't care about age, and many voters see it as benefitting the country because of the experience. In Biden's case the longest serving Senate record in the US means getting things done. It all depends on the choice voters have. With Trump 78 years old as Election Day approaches, and Biden 81 years, the difference between the two becomes slight- result a wash. Mr. Macron is beginning to listen to young voters says this report in The Guardian, yet after this election is over it says he has to do some profound rethinking. The abstention rate of 40% for young voters under 35 should be deeply disturbing. Too much power is concentrated in the presidency and little in parliament, it is true, with Macron's aloof style making things worse. Yet for young voter to say they are indifferent to a vote for Macron or Le Pen shows that Macron has much to do to win the trust of younger voters. During the turn of the century Tammany Hall was a term used for the organization down to city wards that controlled city government and under city bosses led to much corruption. Rapid real estate development in the city of Los Angeles with Chinese developers investing in building high rise office and other buildings in the city led to corruption. A large concentration of power, the lack of news coverage from local sources as one of the effects of the internet, surges in real estate growth, have led to reduced attention to the effects of corruption in the city of Los Angeles and in the state of California. Jose Huizar on the City council and Raymond Chang deputy mayor are shown here in this NYT report to be convicted of racketeering charges.  Over a decade 576 public officials in California have been convicted on federal corruption charges, according to Justice Department reports, says the NYT. This is more than the number of cases in states better known for public corruption, including New York, New Jersey and Illinois. ...

Much of the growth in 2022-2024 was a result of Biden administration government spending on infrastructure supported by private sector spending. With efforts to cut waste and set new priorities in government spending, growth in 2025-2026 has to come from private sector spending with the DJT administration. The tariffs in the first 100 days are seen by business as a bargaining chip. Scott Bessent has described the tariffs as domestic policy, and president DJT has stated clearly that the tariffs against CMC countries, Canada, Mexico and China, is intended to stop the flow of fentanyl into the US. The scale of the fentanyl issue can be seen from the 490,000 American deaths over 12 years from fentanyl.  It is incumbent on CMC countries to take action on fentanyl. It is also incumbent on the CMC countries and on the EU, on opinion in business and the Silicon Valley in the US, to grasp the real dimensions of this crisis destroying so many lives, that is so unprecedented in the history of the US.   ...
