Missiles launched from within Iran continue to operate but are being targeted by Israeli planes including the use of its older aircraft. Air defenses and missile launching places within Iran are being steadily put out operation which makes it difficult to launch missiles as the days pass. This WSJ report compares the Ukraine war with the air wars with Iran, saying Russia did not operate its planes over Ukraine after the first days of the war. US warnings helped Ukraine prepare its air defenses and the better integration of air defense capabilities across cyber and other lines helped Ukraine maintain control over its skies. Russia was left with missile attacks and drone attacks and a slow war of attrition in the Ukraine War which resulted in staggering casualties. With Germany stepping in under Merz the Ukraine war enters a new phase after Russian gains in 2024. Germany is stepping in to the role played by the US working with France and Britain, as the US focuses its energies on the other threat posed by China in the Indo-Pacific region.  Eventually this will lead to another stalemate in the war in Ukraine after a swing one way, then a swing the other way, and now a swing back to where both sides have little to gain and reach a compromise, Ukraine giving up sovereignty to regions controlled by Russia and Russia recognizing Ukraine as an independent nation. ...

This WSJ report on critical analysis of coronavirus data has a very useful chart of Estimated Range of Symptomatic Cases Reported by Country. Complete coronavirus data for all symptomatic persons who have the coronavirus infection is lacking in most countries. Many people in large populations have symptoms and are positive but are not reflected in the official data collection. This is a big problem as the total number of cases are understated by a magnitude of twice to five times the numbers reported in official tally.   South Korea has done a good job of getting more of the symptomatic people with the infection in its data, as about 53% to 90% of such persons are reflected in official data. Next comes Germany at a range of 38% to 55%.  China comes third and has about 28% to about 38% of such persons reflected in its data, the U.S. currently on April 4 at about 14% to 19%, according to this chart in the WSJ. The source for this is Mathematical Modeling Center at the London School of Hygiene and Tropical Medicine. What this means is that the US. number of cases at 278,000  reported infected people with symptoms (April 4) is only 14% to 19% of the true number. Another way to say this is that the actual infected persons with symptoms is about 5 times what is reported, or over 1 million not the 278,000 reported.  As happens for China data collection agencies may never get the true number. To be comparable to the Chinese numbers, as the U.S. is a large country, the figure closer to the true numbers would be twice the 278,000 reported or over half a million symptomatic infections of coronavirus in the U.S. Why is this data important. With widespread testing as in South Korea one gets data that tells one how many people are infected (the size of the problem) and therefore the resources needed and the point of greatest impact. Also it tells one the typical transmission rate per person, and it helps hospitals in each area know what to expect and what resources are needed to prepare- not find people suddenly turn up in the E.R. in unpredictable numbers. The lack of widespread testing and better reporting in the data to get a grip on the pandemic is shown in this chart for countries hardest hit, less than 5-6% for Italy and Spain. Hong Kong's new chief executive, Leung Chun-ying, is intervewed by the WSJ's Te-Ping Chen, Jeffrey Ng, and Robert Thomson. He was elected by 1200 business and political leaders in 2012. The term ends in 2017, by which time China says it will hold direct elections with universal suffrage in Hong Kong. Leung plans pro-growth policies and says Hong Kong's growth rate of about 4% for the last two decades lags too far behind Singapore's over 6% growth rate. No action is planned to reduce property prices by providing new land supply. He sees more room for growth in maritime insurance and ship financing services to complement Hong Kong's development as a global shipping center, citing London as an example. To improve the problem of cramped housing space and small apartments he is looking at ways to build new towns in the New Territories, which are on the border with mainland China. Leung will not change Hong Kong's flat tax structure, and is not going to follow Singapore's example in granting tax holidays. Growth in China will be about 7% in 2012, and future growth will depend on how fast China shifts from export led growth to domestic consumption....

Chongqing region's party chief, Bo Xilai is one of the leaders expected to be part of the senior communist leadership, along with Li Keqiang as prime minister and Xi Jinping as president. Xi and Bo are sons of communist party veterans from the Long March. Chongqing was the main base of the Communist party in the 1930's and 1940's, as Mao and the communists fought the Nationalists and then the Japanese. Bo has suppressed the influence of Mafia elements in the region, and is campaigning for a place on the Politburo's Standing Committee with a call for a return to Maoist values of "conscientiousness." Chongqing's state companies are supporting a project launched by Bo in 2010 to build 800,0000 subsidized apartments in 3 years, with an investment of $18.5 billion. This comes as income and wealth gaps in the country are widening and housing is becoming increasingly unaffordable for ordinary wage earners....

Glenn Hubbard says a Romney economic plan for the U.S. with tax cuts and spending restraint and reducing uncertainties over policymaking will increase GDP growth by 0.5 to 1% per year over the next 10 years. It would set the U.S. on the path to solid economic recovery by getting the private sector to generate 200,000 to 300,000 new jobs per month during Romney's first term in office. Hubbard is dean of the Columbia University Business School in New York, and economy advisor to Romney. A study by Scott Baker and Nicholas Bloom of Stanford University and Steven Davis of the University of Chicago shows that uncertainty over policy under the Obama administration reduced GDP by 1.4% in 2011, and returning to pre-crisis levels of uncertainty would increase jobs by 2.3 million in 18 months. The Shultz-Hubbard approach puts great emphasis on reducing uncertainty for business and creating the right climate for business to invest in a recovery. Jim Tankersley in the NYT says administration officials point out that president Biden is determined not to repeat the political and economic mistakes of the Obama era. Economists now say that these economic mistakes slowed the recovery from the 2008 financial crisis caused by faulty mortgages of banks and excessive leveraging. Obama cut back on spending on education, on relief for workers and families affected by the financial crisis of 2008, and in investing in education and other public goods. Administration officials also point to polls that show the public increasingly sides with the president on this. "The American people are absolutely right in saying that having the super wealthy and special interests pay their fair share is the right way to cut the deficit," says a communications adviser to the National Economic Council. And character cleaves through all manner of difficulties.  Experts say the wrong way to do this is to draw up lofty resolutions that are big steps and gradually lose hope through the year as carrying it out runs into problems.  It is best to go small, to take many mini steps towards a goal and associate each mini step with positive feelings. The goal should also be fairly simple and something you already wanted to do, or always wanted to do.  Going small one can set new habits in motion through little actions done through the day at particular times. It may even start taking no more than a few minutes, that is just fine. Its the accumulated actions, and the learning, the positive feelings, that set up a new habit. Gradually without thinking too much about it this changes us over time whether it is trying to meditate, do yoga or some other exercize, tackle some priority, or do something fun that is also vitally helpful for our growth and development. ...

India is a nation of many communities and languages and it does not approve of efforts to separate parts of the country in the way the US has done from the period of the Civi War and Lincoln, and as seen today in Spain, or in the efforts to reintegrate East Germany into West Germany after the cold War. Trudeau belongs to Quebec, a French Canadian province that is part of majority English Canada. Canada's very existence as a federation depends on this nonacceptance of separation of Quebec. The election of Claudia Sheinbaum of the Mexico Regeneration Party Morena with about 60% of the vote, a margin of 30% over the Opposiion parties Galvez, shows the strong support for current  president Lopez Obrador who is limited to one term of 6 years. Sheinbaum, a close associate of Obrador during his time as Mayor of Mexico City, and his successor as Mayor, was chosen to run by Obrador. Morena Party won 6 of 9 governor elections in states and 253 of 300 Congressional seats, practically sweeping the whole country except for Guanajuto. This shows that the Mexican people believe that Obrador had carried Mexico through the pandemic, through the difficulties in relations with the US and the negotiation of a new trade agreement with US and Canada, and set the country for steady growth by support for the economy and good governance. He has also helped build popular support by working to improve the standard of living of the poorer classes in Mexico. Obrador tackled corruption in Mexico to give Mexico good governance following decades of corruption. ...

How is it that GM would predict sales close to 16 million when no one else sees that happening. Is it just optimistic, even in the face of last years forecast which also stumbled badly with no improvement in the second half as expected. Instead GM closes the year 2007 with sales down 6% over 2006. And much worse numbers for Ford which saw 12% decline, and Chrysler a 3% decline. Chrysler continues to sell to rental fleets. Toyota's and Honda's sales grew by 3.1 and 2.8% respectively. But this year 2008 Toyota doesn't expect to do well with only a 1% increase. Nissan and Hyundai are in the same straits as the Big Three American makers in inventory of cars and sell to rental car fleets. In terms of inventory per point of market share Nissan has excess production capacity and more cars as inventory, about 39,000 per point of Nissan's market share similar to the Big Three. Toyota and Honda have 28,000 per point of their market share.

Local elections for 181 local councils in Britain in April 2012 show the toll taken on the Conservative party led coalition government of David Cameron from austerity measures and general dissatisfaction with the government. The Conservative party Mayor of London won the election in London over Labor's Ken Livingstone, with a slim majority, largely determined on personality issues. Throughout Britain the Conservatives lost seats in local government. BBC projections with most of the votes counted show Conservative share of the vote dropping from 35% to 31%, Labor moving up from 35% to 38%, and the Liberals remaining at 16%. Labor gained 823 seats, Conservatives lost 405 seats, and Liberal Democrats lost 336 seats. Voter indifference was shown in the voter turnout at 32%, the lowest since 2000, according to the BBC. Cameron said he would continue with his austerity program and cuts in spending, saying "these are difficult times, and there aren't easy answers."

Harris supports some of the most far reaching efforts to help workers and families with cost of living action. Teachers would benefit with pay raises, workers earning less than $100,000 a year would benefit with special support of $500 a month to meet cost of living increases, $100 billion would be invested to support housing affordability using a estate tax on the wealthiest households. Harris proposed Rent Relief Act would provided refundable tax credits giving renters who earn less than $100,000 the ability to recoup housing costs in excess of 30 percent of their incomes. One of the more egregious situations today is shown in the WSJ where 25% of people renting apartments in the US- middle and lower income people- pay over 50% of their income on rent leaving less and less for food, transport, childcare. This would make a huge difference for these households. Affordable Housing is a big issue in many states including Nevad and Biden had proposed a 5% cap on rent increases after 20% increase in the last two years of the pandemic. Harris's proposal goes beyond this to help the hardest hit households. Harris supports emergency relief funding for homeless. And she supports spending $100 billion in communities hurt by discrimination in getting housing. ...

As the virus toll mounts Japan's prime minister Abe announces a nationwide emergency on April 15. He delayed action to avoid effects on the economy of a lockdown. Japan is shifting to taking stronger action after seeing infections double every 8 days to reach 9000. Abe says person to person contact has to go down by 80%. The measures are not a lockdown as in the UK and are voluntary. Total deaths are 136 in Japan. A Kyodo News poll shows about 80% of the public thinks the moves comes too late. 

Schools are shut and companies have closed operations. Flights were restricted and visitors to Japan dropped 93% in March. These voluntary actions as well as a cultural advantage in people used to wearing face masks, is likely to help Japan through this health crisis. The emergency will cover a holiday period, and is through May 6. The government will give every household $1000 as a way to offset income lost.

France and Germany remained far apart on approach to banking regulation in Dec. 2012. Germany does not support regulatory powers of the ECB over Germany's small and midsized savings banks which lend to small businesses and consumers. France supports regulation of all 6000 banks in the eurozone by the ECB. Germany also raises concerns about how the regulatory powers of the ECB can affect its powers in setting interest rates. Germany does not support the British position for regulatory powers over London based banks to remain in Britain. Coming up with a new banking supervisor for European banks with regulatory powers of supervision is needed for Spain to get access to additional EU financing. This is also part of the new financial architecture for the eurozone, including deposit guarantees, which needs to be set up.

Starting January 1, 2011, new rules governing European finance will be put in place. Three new European regulators will exercize control over large parts of Europe's financial markets. The new bodies take over from three committees that earlier co-ordinated the supervison of European banks, insurers, pension funds, and securities. Credit derivatives and ratings agencies will be brought under regulation. The new rules centralize authority that was exercized by national supervisors -or as in some cases as in Ireland not exercized at all. Considerable power will be exercized by the new agencies. The European Securities and Markets Authority (ESMA) will directly supervise ratings agencies.

Andrew Witty, a 43 year old Briton, is taking over as CEO of GlaxoSmithKline. Before this he was in charge of European operations. His first moves include strengthening Glaxo's presence in the emerging markets of Russia, India and China. He has put new managers in charge of these efforts. He sees more opportunities to sell consumer health products in India and other emerging markets where people buy most of their medicines over the counter. He also hopes to make new pricing deals with insurers and governments to persuade them about linking the price of the drugs to how effective they are in treating patients.

Ethiopia has about 1.1 million internally displaced people, with only Syria and DRC Congo having more displaced people from conflict. The country of 110 million people has about 80 ethnic groups spread out over 9 provinces with regional nationalism. Drought, corruption, and regional nationalism are major problems.  The Tigray region is showing some unrest as reported in The Times. This comes after peace with Eritrea was made by president Abiy Ahmed for which he was given the Nobel Peace Prize. Many of the changes made by Mr. Ahmed after becoming prime minister in 2019 are being done in solo fashion say critics without being institutionalized or consultative, say critics. As a result the situation in Ethiopia where the EPRDF coalition has ruled since 1991 is still precarious. Under Ahmed EPRDF is making efforts at reform and elections for next year.

Migrants cross the border freely wading through murky thigh high water of the Rio Grande in the Del Rio sector of the US Border Patrol. WSJ shows migrants crossing the river. About 13,000 migrants are in Del Rio mostly from Haiti after a natural disaster. Flights from Texas will now take most of them back to Haiti . US Border Protection is expected to have 600 added personnel in the area today. US Border Patrol has made 215,000 arrests in the Del Rio sector, the second busiest of the Border Patrol's nine southern sectors. Word had spread in community of Haitians looking for job opportunities that this was a safe place to cross.

The Biden administration is moving to tackle this mistaken perception that US is likely to let migrants in. Haiti says it will take the migrants back into the country. Other migrants are from Guatemala, Cuba and Honduras.
