This includes Bernard Lewis at Princeton, Ramadan at Oxford, and Efraim Karsh of King's College, London. Karsh's new book "The Tail Wags the Dog," describes the story of British, Russian and American involvement in the Middle East in the 20th century and into the 21st century. Karsh shows how the people in the Middle East have influenced their own narrative thorugh passions, conflicts and failure to bring together different opinions and strains of thought for peaceful progress. He sees the surge of Islamist politics in the midst of the Arab Spring as stemming from the way large parts of the population remained unaffected by the changes of twentieth century technological developments and modernization. The religious conflicts of the seventeenth century in Europe that took place just as Europe began to open up to new ideas and influences and the modern period, show how religious conflict can take place for long periods covering a continental region, before it recedes into the background. Ultimately it is the actors in these countries that have to find a way forward without engaging in continuous strife and violence, sectarian conflicts, and pulling together for a consensus around pushing economic development and progress. ...

Afghanistan, says aUN report, s seeing the development of narco-catels similiar to Columbia, where drug profits are seen as more imortant than insurgent ideology. The interdiction of opium crops says the UN office on Drugs and Crime has reduced production by 10% with 22% less land being cultivated. But this does not mean that the flow of opium has beeen affected. A stockpile of 10,000 tons of opium has been built up and is in the hands of narco-gangs, which is about 2 years supply for world demand. This also suggests that the efforts to cut financing of the insurgency are being dwarfed by the access for terrorists to this large source of financing. It also raises other questions about the billions of dollars that can be used for terrorist purposes. As the war situation deteriorates this financing suggests two ways in which the situation becomes intractable, first through the financing of the insurgency, and second through the corruption in the government of Afghanistan that this engenders. with the complete loss of confidence among ordinary people in the government. In these circumstances a democratic election does not have anywhere near the kind of credibility that for example the Iraqi elections had. Quite the reverse....

The failure at the British Broadcasting Corporation (BBC) to make the right critical judgements on fair journalistic practice after changes were made to place responsibility within the bureaucracy and chain of command for such decisions. In a classic case of such failures no one took responsibility to ask questions even as it was throughly "lawyered and complied." This involves the airing of a broadcast accusing a member of Margaret Thatcher's government of being a pedophile, which turned out to be completely false. Around the same time the BBC broadcast several tributes praising Jimmy Savile, a veteran BBC host, and made the decision not to broadcast other reports showing that he had been a serial chld molester. The BBC Trust's Chris Patten, said about the failure: the decision about a Nov. 2 broadcast passed through "every damned layer of BBC management bureaucracy, legal checks," and no one raised questions. As for the head of the BBC, Mr Thompson, now head of the New York Times, he was insulated from the decisions about which programs or broadcasts should be made after a 2004 scandal about reporting on Iraqi weapons of mass destruction. And the one remaining link between the BBC director general and the news division, a longtime BBC manager was let go in job cuts. ...

In Europe faster growth in Spain and France relative to other countries. The Muslim popullation in Europe will be about 10% in places like Sweden and France in 2030. Where multiculturalism has been denounced, in Germany the Muslim population grows from 5% in 2010 to 7% in 2030, and a little over 4% to 8% in Britain. In France it goes up from close to 8% to a little over 10% in 2030. This is from research and forecasts done by the Pew Forum on Religion and Public Life in January 2011. It does not suggest a huge problem especially if the Muslim populations are affected by the trend to democracy in their home countries and improving standards of living, and a move towards integration in the different societies in Europe.

Some of the roots of the Alawite role in Syria go back to the colonial period. Alawites are a Muslim sect living in the coastal mountainous region of Syria in towns such as Tartus, Latakia and in the mountains. The French setup a Alawite state in 1924-1936 before it was merged with the rest of Syria. The Russians have set up a small naval base in Tartus. As the Free Syrian Army reaches Damascus and suburbs the Assad regime is expected to move to Tartus and the coastal region and mountains. This account by NYT reporters from the area reveal the unreal nature of the conflict and the Assad regime. The seaside town of Tartus swells with people fleeing Damascus and other cities, with people from the Assad regime or allied to it, and the real estate market booms. During the same week other accounts in the NYT reported accounts of cluster bombs being used against civilians by the Assad regime. The civil war brought artillery attacks and air raids by the predominantly Alawite Assad military regime on mostly Sunni civilian populations thorough most of 2012. The Russians, the Assad military and public officials, living what may be the last weeks of this civil war as it takes on a sectarian nature, in some kind of bubble. From the international community only France, Turkey, Britain, and Egypt may retain credibility in Syria after the passive role of the U.S. under president Obama to the struggle for freedom in Syria. The U.S. Democratic administration's distaste for engagements overseas may have carried it to the point of standing by as artillery was turned against a civilian population. France and Britain's role in the Libyan people's struggle, and its lower profile assistance to the freedom struggle in Syria compared to the earlier effort under president Sarkozy, still creates a measure of respect. A no fly zone by the U.S. would have prevented the destruction to civilian population that occurred and salvaged U.S. respect, at very little cost relative to the one trillion dollars spent in Iraq and Afghanistan....

The first budget of the Obama government makes a sharp swing away from decades of earlier policy, and puts America on a new direction focussed on priorities in education, health care for all, and energy. The 134 page doocument on the budget defines the governing principles and priorities of the new government. "This is the legacy that we inherit- a legacy of mismanagement and misplaced priorities, of missed opportunities and of deep, strutural problems ignored for too long," the document says. It declares that "government must lead" in contrast to Reagan's "government is not the solution, government is the problem." In contrast to "trickle down" policies of Reagan it proposes "trickle up" policies- shifting income from rich to the poor. It creates a $630 billion fund towards a national health insurance program built with the help of savings and cuts elsewhere. Government takes over most student lending, and dramatically expands Pell grants for poor college bound strudents, transforming it into something like Medicare that is automatic rather than approved each year by Congress. Businesses that emit carbon and heat trapping gases will have to purchase permits to do so starting in 2012. Hundreds of billions of dollars from these permits will pay for clean-energy technology and for tax credits for working couples. Income tax rates will rise for couples earning more than $250,000 beginning in 2011 and will have lower personal exemptions, lower itemized deductions, and higher capital gains tax rates. The estate tax will be preserved. Hedge fund and private equity managers wil have to pay income tax rates for that compensation as high as 39.6% after 2010, not the low 15% capital gains rate they pay now. The Defense Department would see a $20.4 billion boost or a 4% increase in 2010 over 2009, it will request an additional $75.5 billion in 2009 for the wars in Iraq and Afghanistan, and an additional $130 billion for 2010. The budget is for $3.6 trillion for 2009, and projects a deficit of $1.75 trillion for 2009, or 12.3% of GDP- a level see in 1942 when the US entered World War II. Under optimistic White House assumptions for a strong economic rebound, the deficit would drop to $533 billion by 2013....
