Maine's shift from heating oil to heat pumps. Maine is the state with the largest use of heating oil in winter, 50% of homes use heating oil. It was because utilities found it hard to set up transmission pipelines in a sparsely populated state that this happened. Now heat pumps which have no carbon emissions and take heat from outside and transfer it to the inside of homes are effective in the coldest weather and far, far better for Maine than heating oil. About 100,000 homes have heat pumps installed in recent years, and another 175,000 will have heat pumps installed by 2027.  State rebates cut the cost of $12000 for heat pumps to half that and there is another $2000 tax rebate. Users like the even distribution of heat and had problems with the cold parts of the house when using heating oil. Some rave about it. If all homes in America use heat pumps it would be like taking 32 million cars off the road, according to one estimate.

France and Italy are imposing strict rules for their lockdown and tougher enforcement to control spread of coronavirus. India has imposed a quarantine, a total ban on leaving the home with a televised address by prime minister Modi that set a 21 day lockdown period. Modi said "if the pandemic cannot be managed in 21 days it would set India back by 21 years." 

Fines of $3000 euros are imposed in Italy and cars seized by the police. A special form has to filled out in Italy showing where one is going and checked by police if leaving the home. In France one needs an Affidavit of Movement by Special Dispensation is a filled form required for everyone outside the home. All open air markets are closed in France and drones are used to warn people outside.

All domestic and international flights in India are stopped. All domestic passenger trains and bus services in India are also stopped.

What US companies did not get early on is that as China's economy advanced local companies could make the same products for less and innovate to take a big share of the market. Ford exited China and GM took  $5 billion charge on its China business. Chinese makers of cars, EV's, laptops and cell phones have the major share of the market. In 2024 US companies chastened by their experience and failing to compete in China are reticent about tariffs impacting their market share in China. Other reasons China was growing at over 10% in the last year of Obama's second term. In 2024 China is struggling to reach 5%.  Following Covid, housing industry collapse, as US and Europe block China's exports, China's public is growing wary of spending. You Tube reality show "Clash of Trades" and building up prestige of machining skills and machining jobs in the trades from a young age. Young people are getting excited about making things again.Other articles in NYT and elsewhere in media this month show how the big tech companies have become huge and  bureuacratic, so big that no one cares for the individual, its just get on with it. Computer coding jobs not just in the US but also in India are not glamorous anymore, as companies employ tens of thousands of programmers in many locations and are not responsive.

Audi faced similiar problems of unintended acceleration incidents that Toyota faces today. A "60 Minutes" segment by Ed Bradley in November 1986 showed Audi owners of the Audi 5000 sedan who said the cars suddenly accelerated. That show even showed an Audi 5000 moving on its own which later was shown to be due to an altered transmission for that shot. Even when it was shown in a 1989 government study that blamed driver errors especially because of the close placement of gas and brake pedals. This led to the report's recommendations to move the pedals apart, and install ashift lock mechanism which required a foot on the brake to shift the car into drive. Audi ran newspaper ads showing these findings but consumer fear had set in. It took Audi many years to recover, From 1985 to 1991 Audi U.S. sales dropped 84%, hitting a low of 12,000 annually and not reaching levels from before the crisis till 2000. Audi, a division of Volkswagen, is now expanding in the U.S. but the story has lessons for Toyota. This may explain why Toyota was quick to refute a story in ABC News on the acceleration issue. ...

This car can travel for 60 miles before the gasoline engine has to kick in The charging time is about 9 hours, in contrast the Chevy Volt is expected to do 40 miles before gasoline kicks in and take 6 hours to charge.

A survey published in the Journal of the American Medical Association shows mental health related ER visits from 2011 to 2020 rose from 4.8 million to 7.5 million. The proportion of ER visits for mental health issues rose from 7.7 percent to 13.1 percent. Insufficient treatment options and availability of preventative care is leading families to seek help in emergency rooms. The JAMA paper's conclusion: "A dedicated national commitment will be needed to address the gaps."

UK government tax authority, HMRC has 42 billion in unpaid taxes from business and individuals under the Tory government, says this report in The Guardian. This would be more than what all local authorites in England will spend on social care, environment and planning, culture, it says. Another 4.5 billion pounds were lost in fraud and error. The head of the hospital group that represents 39 public hospitals in the Paris region APHP, Mr. Hirsch, says that by October 24 about 800 to 1000 coronavirus cases in intensive care ICU are expected taking up 70 to 90 percent of capacity in the Paris region.This has placed added urgency to the actions of the French government and tougher measures are expected following the Macron announcement of a curfew in Paris region and eight metropolitan regions in France.

After France makes vaccination mandatory for health care workers Germany's Merkel says she has ruled out mandatory vaccination in Germany. Merkel visited the Robert Koch Institute on July 12 to urge everyone to get vaccinated. Following a slow start 43% of Germany's population is now fully vaccinated. Merkel says "I think we can gain trust by advertising vaccination and also by letting people become ambassadors for the vaccine from their own experience."

Using the design-build method under which architects and construction experts work together as a team, Orange Medical Centre, a new 374 bed hospital in Middletown, New Jersey, has reduced the construction costs by one third. Only 9% of the total square footage of hospitals built in the USA used this method according to Modern Healthcare an industry publication, so this is one more area in which health care savings can be found- and there may be many more areas like this- which goes to show that ingenuity, experimenting with new ways and asking questions about old ways of doing things, can generate large savings, especially when it becomes a necessity. As the old proverb says, necessity is the mother of invention. Design-build differs from traditional construction in that the architect and the construction company come from the same company. They understand each other so well that they can finish each other's sentences. This cuts out the waste and back and forth that goes on with changes that are made, as the changes are minimal. This is a big source of the savings. This is similiar to the integration of design and manufacturing experts into one team in the auto and other industries. HBE Corporation of St Louis is the company that handled this work. Its asmall outfit with 500 people and this is the largest hopital it has built, so there is potential for doing alot more in this field for health care savings....

The US booster vaccine drive is lagging behind as only 30% of Americans fully vaccinated have taken the booster vaccine, according to CDC. Only half of Americans over ager 65 have taken the booster shot. In New York City only 1.5 million Americans out of 8 million have taken the booster vaccine. This report in NYT shows Dr. Oshita's 3 urgent care clinics in Sacramento, California, and no rush of people to get the booster vaccine. It is scary, he says, of the lack of a rush of people into the vaccine centers. This is happening as the new omicron variant is spreading.
