How Sweden in 1992 and is Finance Minister Lundgren faced a similar crisis in its banking system after a housing bubble in that country collapsed. At that time the way Sweden approached it set aside 65 billion kronor or $11.7 billion dollars then or $18.3 billion in today's dollars, 4% of its gross domestic product, for rescuing failing banks. The US plan for $700 billion is roughly 5% of gross domestic product. But the way Sweden did it it extracted full price from shareholders and rescue was arrranged only after the Swedish government got a big equity share in the banks that were rescued. Lundgren is concerned that the US plan does not provide for the US government to take big equity stakes in the banks that receive government money. By selling off these shares in better times the government of Sweden has recovered most of the money depending on how its calculated. However the US government has taken big ownership stakes in Fannie, Freddie, and in AIG. And the plan is not yet spelled out. In terms of its size its similar to the Swedish plan an in this sense its similar, a big government effort to take a decisive and complete approach to the problem. In the short run this may create problems for the dollar according to currency experts like John Taylor, but some experts like currency strategist at Deutsche Bank think that in the longer term this rescue plan hel[ps American macroeconomic fundamentals and in doing so will help the dollar. Another factor is the European economy and as Europe also faces some problems of its own, from a housing bubble standpoint Britain, Ireland and Spain fall in the same boat as the Americans, and Germany may also have some bad loan problems of its own, so the macroeconomic fundamentals may weaken in Europe over time and this might also favor the dollar vs the euro in the longer term. ...

Harry Markovitz who invented Portfolio Theory and won the Nobel Prize in 1990 on the economic crisis and solutions. His idea in portfolio theory is that you reduce risk by creating a portfolio of uncorrelated assets. Owning GM and Ford together is more risky because they are correlated. The securities owned by banks were not not portfolio type with uncorrelated risk, they were all of one type in the mortgage securties industry. He goes to the heart of the problem saying until all these securities are scrutinized and underlying mortgagesare scrutinized, sorted out down to the individual zip code level, and this is not as complicated as it seems given the amount of resources that can be thrown at this problem, and given what is at stake, and they are striped of their lack of transparency, the country and the global economies that are intertwined with America's problems cannot see a solution to this problem. And this is true for the banks like Bank of America and Chase and the government run banks like the FDIC Indymac bank, where only a small fraction of homeowners can be helped with loan modifications to make monthly payments affordable, as a big part of the mortgage loans they hold or service are in the form of mortgage securtities where they don't make the decisions. Unless mortgage securities are sorted out to restore transparency and the government steps in with help and mandates a direction, the foreclosure process will lead to dropping property prices and further deterioration and economic stagnation similiar to the experience of Japan. Markovitz says it could take a year to do this. He says "the valuation process will take as long as takes, but it is the primary step toward effectively utilizing the very controversial bailout and avoiding the structural problem of a stagnant economy." Writes Gordon Crovitz of WSJ, "to put the issue in probability terms, the odds are very remote and nonexistent that the economy can recover until these basic steps are taken."...

With unemployment at 11% and inflation at 9%, public finances in Rio de Janeiro state dire to the point of delaying payments to public servants,including police and teachers, and corruption scandals affecting most politicians and parties, the mood in Brazil at the time of the Olympics is one of anger and indifference. Ordinary Brazilians feel that the $12 billion spent on the Olympics could have been better spent on education, health care and improving basic public services such as the bus system. The decision to host the Olympics was made by the Lula government at the height of the commodities boom. With the collapse of commodities prices and the debt run up by the federal and local government Brazil faces a contracting economy- a 3.8% drop in GDP in 2015- and rising unemployment, increasing inflation, the climate is very different in 2016.

Republican presidential candidate Rick Perry said in a nationally televised debate with Mitt Romney, Jon Huntsman, Michelle Bachmann and Ron Paul, that "maybe it's time to have some provocative language in this country." He did not hesitate to call Social Security "a monstrous lie," and a "Ponzi scheme." He said making economic decisions on the basis of climate change science is "nonsense," saying Galileo got outvoted for a spell. And he had this to say about Obama, Rove and Bush. A study by the Project for Excellence in Journalism of the Pew Research center, looked at six major story lines that progressed for one week in July. What it found is that 83% of the reports in the local news media were basically repetitive and had no new information. Of the stories that contained new information, 95% came from old media, which then set the tone for narratives done by other media outlets. The study covered the Baltimore Sun, Washington Post, their websites, several smaller papers in the area, and new online news sites. Another finding was that on one story of budget cuts, the reporting done in 2009 was less than one third of that which was done for the budget cuts in 1991. This confirms the point made by traditional media that new online news outlets do little more than repetition and commentary.

Hungary has only 17 billion euros of foreign exchange reserves but has to repay 27 billion euros to foreigners in the next 12 months, accordin to Barclays Capital. Hungary may need help from the IMF or the EU. Most Hungarians borrowed in Us dollars and Swiss francs and now that the currency has lost 21% ofits value just this month repayment is getting harder. As investors withdraw money from emerging markets the value of their currencies is dropping quickly. Even increasing interest rates is not helping as Hungary raised rates from 8.5% to 11.5% but the foriint dropped a further 3% on October 22, 2008. The Ukrainian, Polish and Turkish currencies have all seen a declilne of 20-30% in a few months and this makes debt burdens harder to repay. Hungary, Poland and Turkey all ran up large foreign debt in recent years when credit was easy.

Did U.S. Treaury Secretary, Timothy Geithner, ignore a key request by President Obama to present plans for the restructuring of Citigroup after the government bailout of Citigroup? Ron Suskind says this is what happened in his book on the Obama administration and how the White House operated to make key decisions. Ron Suskind, intervewed key members of the Obama White House economic policy team, Lawrence Summers, Christina Romer, Peter Orszag. In all Suskind conducted 700 hours of interviews for his new book in Sept 2011: "Confidence Men: Wall Street, Washington and the Education of a President." According to the book, in early 2009 after Obama authorized a series of stress tests for banks he told Geithner to develop a plan for restructuring Citigroup. A month later at a meeting not attended by Geithner Obama raised a question about the status of the plan. He was told by Romer that no restructuring plan had been developed for Citi. Suskind says Geithner disagreed about a plan to restructure Citi and decided to ignore the request. Geithner and the Treasury Department say Obama asked Geithner to develop a backup plan to overhaul banks if the government was forced to keep a big ownership stake in the companies, and "there was fortunately never a need to put them in place." Geithner told Suskind that he doesn't slow-walk the President on any matter. Other aspects of the operation of the economic policy team that Suskind covers are a series of memos from top aide Pete Rouse raising questions that ongoing communication between some members of the economic team and Summers was giving Summers power to shape policy. Summers, Director of the National Economic Council, is shown as trying to keep out the views of Romer and budget director Orszag from reaching the President without going through him. When Orszag gives a private report to the president on the deficit, Summers objects saying that this was immoral. Obama lacked the fresh ideas needed to tackle the problems created by the mortgage and banking crisis of 2008, when he used the Clinton administration economic policy team of the 1990's- Rubin, Bernanke, Summers and Geithner. Fresh approaches were needed two decades after Clinton's election in 1992, and the Bush administration that followed, as many of the problems developed during this period. The similiar embedded thinking was shared during the Clinton and Bush administrations and the economic advisors about dealings with the banking sector, but the situation for deficits, unemployment, housing, and the economy had completely changed requiring fresh approaches. ...

Shipments of LG phones were up 54% in the 1st quarter of 2008 from a year ago, about 4 times the average growth of 14% in the industry., according to Strategy Analytics. The market share goes up to 8.6% from 6.4%. This puts it near overtaking Motorola for 3rd place ater Nokia and Samsung. Its biggest hit so far is the Chocolate, a skinny phone that looks like a chocolate barwith a dial pad that glows red. About 18 million have been sold worldwide sine introduction in May 2006. It also developed a pricey handset called Prada designed with the Italian fashion house and introduced in March of 2007. What is interesting is the way LG has approached product development. The Chocolate's creator Skott Ahn got the top job at the LG cell phone business unit in early 2007. And he has been put in charge of all areas of design developmet with the authority to make decisions in the way he would run this business. Ahn doubled the headcount of designers to 150 and engineers to 4000. He launched an inhouse design competition. The winner of the 2008 competition is the Secret, made from sleek yet sturdy carbon fiber and tempered glass and with a 5 megapixel camera and software to let users create their own music videos. This phone was intorduced in Europe this month. LG's profits on cell phones are expected to double to $2 billion according to Mirae Securities in Seoul, with a 50% jump in sales, and the stock is up 57%....

Chinese president Xi Jinping is not expected to attend. India is the only major country to be on track to achieve its targets set in the Paris Climate change Agreement, according to the UN Environment Program's Emission Gap Report.  This report in DW.com says India plans to reduce the emissions intensity of GDP- volume of emissions for every unit of GDP- by around 35% by 2030 from 2005 levels. India is also nearing its goal under 2015 Paris Agreement for achieving about 40% share of non fossil fuel based electricity generating capacity, which the government expects will be achieved by 2023, 7 years ahead of schedule. Behind this are ambitious goals for solar energy generation set by prime minister Modi, after his first experiments with new solar energy technologies when he was running the state government in Gujarat state. Modi sees new technologies of the future playing a big role in making it possible to achieve ambitious goals way ahead of schedule. The increasing use of millet grains to substitute for wheat and rice is good for India as it copes with climate change. Millet grains are more resilient in the current heat waves that will continue for some time. Millet grains are also better from a nutritional perspective. The entire chain, planting season timing, irrigation and fertilization of crops, need to be researched and the research used to prepare for climate change with new agricultural practices, say experts. Nutri cereals such as jowar, raagi, bajra, have the physiology to be resilient and have lower water demands, higher tolerance for coarse soils and heat, says a professor of ecology at Columbia University. The UN has declared 2023 as the Year of Millets and PM Modi has also launched a campaign for greater use of Millet grains. Millet grains have a high level of iron, fiber and certain vitamins.  With obesity increasing in all countries  after the world moved away from these Millet grains and other ancient grains the time has come for a return to the more nutritious grains of the past. Only one or two generations ago in our families history these Millet grains and ancient grains were used widely resulting in better health and fewer of todays medical conditions. ...

India imposed a complete lockdown of the entire country. South Africa imposed a 21 day lockdown enforced by the military. Decisive and strong action is needed early. Pakistan acted early to quarantine pilgrims entering the country from Iran. Pakistan's government has announced a $20 monthly wage subsidy for poorer households. The average in Africa is 20, according to the UN, and South Asian populations are also very young. Generally hotter climates may offer some offsetting factors to makeup for the lack of strong public health systems. India made major strides in direct deposit to bank accounts of 1.3 billion citizens by the government for many social safety net schemes in the last 5 years. It has also computer records of all citizens under a plan underway for a decade. The nationwide rollout of 4G mobile technologies has connected every citizen including remote areas. This should assist in the identification and isolation of affected areas and people. Other factors that mitigate the spread will be access to medicine when medicine and vaccine is developed for the virus. India has a large pharmaceutical industry, scientific labs and other medical resources similar to South Korea, which should help limit the affected areas and people. ...

Christian Noyer, the Governor of the Bank of France, says that the supervisory infrastructure and deposit guarantee structure for the eurozone has not kept up with the creation of a single currrency, leaving an obvious gap that has to be fixed. Of particular importance is the link between sovereign and banking risks that is behind dangers in today's eurozone crisis, especially in Spain, which he says should be broken. The creation of a single euroarea supervisory authority is a prerequisite for a deposit guarantee fund that will separate and delink bank and sovereign risks. The other step is to create a banking resolution scheme similiar to what the U.S. has setup, with the FDIC having a resolution plan to come in and unwind a failing bank, include large banks with systemic risk.

Italy's Five Star Movement is gaining in popularity before national elections in March 2018, because voters are fed up with the old political parties and the old political system. A Five Star Movement member Virginia Raggi is Mayor of Rome. Even though this has not led to improvements in tackling Rome's problems such as urban decay, garbage collection, and weak transportation, this is acceptable with angry voters who want to send a message to the traditional political parties that ran the government for 50 years. About a third of these voters who support the Five Star Movement are from the right, a third from the left and a third young people who never voted before, according to Italian pollster Pregliasco of You Trend. Recent polls show the Five Star support at 28% and the leading party. The anti-politician message really resonates in Italy with its lack of growth, and a sense that things will not change under politicians of the old system, right or left. As in France with the En Marche movement bringing in younger and new faces in parliament and in government, Five Star Movement is bringing younger faces to the forefront. As young as 31 years for the party's candidate for prime minister, Mr. Di Maio. As a result older politicians in their fifties from the established parties are running against younger people in their twenties and thirties, a situation seen in France in recent elections that brought new faces to parliament and new ways of governing.   ...

This report in The Economist magazine shows that Germany no longer runs the European Union in the way it has previously. During the austerity crisis with bank bailouts in many countries in southern Europe Germany played a key role. Merkel was perceived as the dominant partner in the relationships with French presidents Sarkozy and Hollande. Britain perceived Germany's increased dominance during that period as a threat. Brexit Leave campaign played on these fears and a diminished British role. Merkel's handling of the migration crisis also played into the hands of Brexit Leave campaigners with poster pictures of migrants crossing European borders in large numbers on British buses. Merkel changed course on migration policies and gradually reversed it to where Germany no longer welcomes economic migrants preferring that they stay in their home countries with German aid to these countries. Merkel's CDU is now facing challenges from a fragmented electorate with many parties and its own diminished role. Gradually the perception of Germany's role is now also reversing. Even though the new president of the European Commission is Ursula Leyen from Germany, there are more Spaniards, French, Italians and Belgians, work in the commission and parliament than Germans, More Director General roles are held by Italy. Germans in Brussels also do not take directions from Berlin, and are actually more Francophile and federalist in their thinking. Germans opinion is more diverse and plural than the idea of a dominant German view. Greens in Germany are coming first in polls showing how much is changing. These multilayers and different strands of thinking make Germany introverted as it is at present. Leyen is seen as more European in outlook and a more European Germany may be the result than a German Europe.  This may play a part in any new elections in Britain or a second referendum on Brexit as polls suggest there is a shift in opinion in Britain underway. ...

President Mauricio Macri of Argentina loses badly in a nationwide primary in Argentina. Peso and stocks dropped after the defeat and a sense that Macri's policies have not worked. The economy declined 5.8% in the first quarter of 2019 from a year earlier, with some recovery in recent months.  Following the defeat by Peronist party candidate Alberto Hernandez, Macri announced measures to help Argentine workers and middle class. He raised the minimum wage, increased public sector salaries, and put a freeze on fuel prices.  The Peronist party's Alberto Hernandez now looks likely to succeed Macri. Inflation is at 56% in June. Hernandez is a former cabinet chief under Christina Kirchner and Nestor Kirchner, former presidents. Christina Kirchner is running as Hernadez's running mate for vice president.  Under Christina Kirchner the government ran large deficits and defaulted on the national debt. Drop in commodities prices hurt Argentina and it also hurt Brazil during that period, worsening state finances. Macri provided an alternative but his market friendly policies have failed to help ordinary Argentines through errors in policy making and much of the early enthusiasm is lost. High inflation hurt ordinary Argentines the most. In the past week the Argentina stock market has lost about a third of its value and the peso has dropped by about 22% to 59 pesos to the dollar. Argentina is unique in the way it has swung back and forth for four decades.between market friendly administrations that did well initially and then failed dismally, and socialist Peronist party administrations with the same pattern. High inflation and dropping currency reserves were typical in downturns.  Brazil has suffered from crumbling state finances and collapse in essential services such as sanitation and health. World leaders including president Obama attend the funeral of Israel's former president Shimon Peres. He is known for negotiating the Oslo Peace Accords in 1994. He was a protege of prime minister Ben Gurion, and has served as prime minister, defense minister and foreign minister, and been part of the Israel's key events since independence in 1948. President Obama  said the work of Shimon Peres remains unfinished. "Now this work is in the hands of Israel's next generation, in the hands of Israel's next generation and its friends." In the years following the 1994 accords the peace process went astray, and trust has not been restored.

State run programs that help businesses to retain employees and avoid layoffs are a great way to operate during the lockdowns and gradual reopening. In these workshare programs workers work reduced hours and collect prorated unemployment benefits to offset lost wages. This avoids full layoffs. As the coronavirus is a temporary setback companies need their employees in a healthy economy. How to retain employees. Shift some of the cost of retaining employees to the U.S. or state governments funded by the federal government which comes in the form of unemployment benefits. Workers can then do shorter hours and get through this period.

Such programs are now set up by states in more than half of American states covering about 70% of payrolls. The problem is getting companies and employees to use this program. As of March 28 only 1% of 8.2 million employees have used the program, but it is growing.

The critical exchange between oil companies and auto companies about who is at fault for the energy crisis. In one ad that ran last year, Chevron argued that "if automakers improved fuel economy across the board by just 5 mpg, we'd save over 22 billion gallons of gasoline a year." The criticism is also sparked by the high price of oil which is hurting sales of pickups and large SUV's that the automakers depend on for profits. One ad by Exxon Mobil shows a cartoon of a large SUV filling up at a gas station and hints that the problem rests with the automakers who have failed to build the kind of highly fuel efficient vehicles that are needed. The ad says that the average fuel economy of new U.S. autos has not gone up much in two decades, the small gains have been offset by the increases in the size and weight of vehicles.

Fitch raised its ratings on Ford debt to triple B minus from double B plus. GM and Ford ran up losses since 2005 faced with labor costs that were not competitive, high health care costs for retired employees, and underutlization of factory capacity as American buyers turned away. The result was that credit ratings agencies cut their debt to junk status in 2005. In 2006 Ford faced with a financial crisis took out loans of $23.5 billion, putting up all of its assets as collateral including its logo. Ford survived bankruptcy with these loans. By the end of 2011 Ford had $13.1 billion in debt, down from $33.6 billion in 2009. For Ford to have the collateral released credit ratings agencies must now move Ford to investment grade as the next step in this story of disaster and renewal over seven years of an American icon- of toil, sweat and tears back to a rebirth in the eyes of American buyers.
