The Big Beautiful Tax and Spending Bill in the US Congress faces close votes in the US Senate with Senators Rand Paul of Kentucky, and Thom Tillis of North Carolina, both Republicans against it.  The Senate version has additional cuts to Medicaid funding. Tillis expressed concern about these cuts. Senator Rand Paul is opposed to increasing the deficit for enlarged spending and tax cuts. Republicans and DJT have close votes in the Senate and in the Congress. Republicans Murkowski of Alaska and Curtis of Utah want to change the early phaseouts of tax credits to the renewable energy industry in the Senate bill, and the excise tax after 2027 to avoid buying from China and develop American manufacturing in renewables. Senator Collins of Maine has an amendment to add $25 billion for rural healthcare and rural hospitals to offset the effects of large Medicaid cuts. Collins plan also lets taxes revert to 39.6% from 37% for married couples incomes over $50 million.  The bill then heads back to the House for changes by Wednesday, July 2, for a goal to have it on the president's desk by July 4th, Friday. ...

Robert Kaiser, former managing editor of The Washington Post, reviewed this book on Joe McCathy in The Washington Post on August 7, 2020. It shows the link with today of Senator Joe McCarthy and Roy Cohn, the then 27 year old lawyer chief counsel of the senate subcommittee on investigation when Joe McCarthy became chairman in Jan. 1953. The book is-  Demagogue The Life and Long Shadow of Senator Joe McCarthy by Larry Tye. Roy Cohn passed on some of the methods used at that time to Mr. Trump. Kaiser points out that the senator Joe McCarthy assembled "a coalition of the aggrieved." Tye shows that it started with the junior senator from Wisconsin making a speech in West Virginia for Lincon Day dinner to the Republican ladies of Wheeling, W. Va. The senator used it to talk about threat of communists working in the State Department. He claimed there were 205 Communists. Today we know that this was just made up by McCarthy, at a time when Winston Churchill made the speech about the Iron Curtain in Eastern Europe and the Soviet Union and a sense of shock in America at the People's Republic of China being formed in 1949 under CCP chairman Mao tse tung. McCarthy saw this as an opportunity to gain prominence and a Senate career. What is seen from this carefully researched book is that for a while it succeeded in putting many of the Nation's best leaders on the defense. This includes Harry Truman, Eisenhower himself who disdained McCarthy's and Cohn's methods, Gen George Marshall who was a mentor to Dwight EIsenhower, Joe Stilwell, and other military leaders who ran the 1940's war effort under Marshall in Europe against the Nazis and in China against the Japanese imperialists. On the domestic side it included the head of TVA and the new Atomic Agency setup by president Truman. Gallup said at that time of McCarthy's 38% support in the US following his censure in US Senate by 67-22  -even if it was known that McCarthy killed five innocent children they would still go along with him. Tye writes that in that atmosphere similar to the sense of shock at China's rise and America's loss of manufacturing and falling behind in infrastructure by 2016, in that atmosphere if one told a small lie or big lie it made not much difference in public's penalty or censure, then why not tell a whopper of a lie. This became the ethic for a while in 2016-2024 similar to the period till the collapse of McCarthyism in America by 1957 with McCarthy's death in 1957 and in 1960 the election of John F. Kennedy. What is forgotten is that Richard Nixon a young senator from California was part of the group in Congress, so that in some shape or form it existed and remained part of the Reagan efforts to push back against the Soviets that led to wars in Afghanistan and then Iraq sapping the Nation's energies and resources and with faulty economic theory allowed China to dominate key industries and outspend America in infrastructure investment, creating the kind of shock that led to the second McCarthyist decade under Mr. Trump. ...

It can be a bit overwhelming, time for a pause, to close the Borders in Europe and in US, to do it together as a Nation. Republican Senator Lankford and senior members of Congress   negotiated the legislation to restrict immigration and close the southern border. It would be signed into law in January 2024 by Biden says Lankford in NYT after 30 years of inaction. The negotiated bill came up 2 months later in March by which time it was stopped by Trump Republicans as an issue for the election. Harris promise is to sign it into law, close the Border. Meanwhile in Springfield Ohio, population of 80,000 in 1960 declined to 59,000 in 2020 dropping 25% over the 60 year period with the decline of the Rust belt towns in the midwestern region of the US. A program that protects people from gang related violence in home country legally allowed 15,000 Haitian immigrants to settle in the city, people who now drive Amazon delivery vehicles and work in nursing occupations and in restaurants, in towns that have severe staff shortages. WIth the influx of refugees from Venezuela at the southern border, this has created anti-immigration sentiment in some parts of America, even as some of the refugees work to fill shortages in traditionally Republican states such as Kansas, as shown in the WSJ, that have decline in population and face severe staff shortages for bus drivers, restaurant workers, and hospital workers. Streams of refugees in earlier eras the Irish, followed by the Germans, followed by Blacks from the South, all followed this path, yet it was also a bit overwhelming, and at these times the nation took a pause. Europe is taking a pause- across Denmark, Sweden, France, the UK- and in the US there is sentiment on all sides for a long pause, to regroup, to reflect and focus on the national goals of binging up the middle class, the lower income classes, and the nation as a whole after the distortions from tech and economic theory induced distortions hurt the working people and families, and hurt rural areas. ...

This WSJ report looks at the state of manufacturing in India in 2023. Foreign companies in renewable energy from Denmark, Apple Computer, and local companies such as Ola in electric scooters, are building factories and expanding manufacturing capacity in Sriperumbudur and other special economic zones in Tamilandu state of India. BMW and Nissan are also located in the state. It comes as friendshoring from the US is encouraging foreign companies to invest in India. There is a definite acceleration in the growth of electronics and machinery exports under the Indian government's Make in India plan. This report shows that India is in a learning curve in developing its manufacturing base. Not shown here are how the goals and execution of a sound overall plan is envisioned by the government. The Gati Shakti plan put forward by Mr. Modi is intended to bring together all agencies of the government to work together seamlessly to provided an overall execution of infrastructure development for logistics, airports, fast rail, roads and bridges, and modern housing. It is a National Master Plan for Multi Modal Connectivity that brings together 16 ministries for building state of the art infrastructure. The national plann ing agency NITI Aayog says it recognizes the multiplier effects plus spillover effects of infrastructure development for  Indian manufacturing, and understands how the US, Japan and China accomplished this going back to the New Deal in the US in the 1930's. It can also pioneer in new ways learning from the experience of these countries. This will bring results in demonstrating how India is learning and developing its own model of the best way to build excellent infrastructure, and do this with renewable energy, and environment inclusive efforts.    ...

And will not support investment in the infrastructure that is crumbling around us even as the infrastructure is crumbling around us, like the bridge in Baltimore that went down in minutes. Trump used infrastructure issue in 2016 and rightly so, and talked about it being Infrastructure Week every week, yet did nothing for infrastructure, nothing serious until Biden in 2016-2020. This a continuing project for Harris. Part of this is to end the wars (Biden's efforts in Afghanistan ending it). This is a big desicion by the Obama administration, and has global implications for the amount of oil consumed and the emissions discharged. The Obama administration will introduce one national standard for automile emissions and mileage standards, replacing the patchwork of standards and skipping over the challenges to the California standards by using those standards to set the national rules. The rules take effect in 2012. It will create a new national standard for a car and light truck fleet in the USA, that is 40% cleaner and more fuel efficient by 2016 than it is now, with a new average of 35.5 miles per gallon. The current national standard is 25 miles per gallon, and this standard has fallen way behind the Japanese and the Europeans. The Europeans went through their battles for fuel efficiency a few years ago with auto industry resistance, and this was finally settled with tougher standards, giving the European industry advantages in technology over the Americans. The American car industry stalled higher standards, and what standards were passed were whittled down by heavy lobbying in Congress. As a result a battle raged between those interested in conservation and the environment and the Detroit car industry, especially in a deteriorating global environment for this type of prolific oil consumption on American highways. This lack of foresight on the part of Detroit carmakers, and their management, accelerated their financial collapse in 2008 and 2009, as large car and truck sales collapsed. That this tough new standard of 40% improvement in 2016, would in fact not have been possible without this fiinancial collapse and turning to the government for a bailout - with the entire board of General Motors being replaced- is one of the ironies of this situation. This decision will almost certainly accelerate the development of smaller models, and bring the kind of attention to them that will give them the quality and features and comfort to make them command higher prices and become profitable, as is the case in Europe. For too long the American small car became synonymous with being a lesser car in many dimensions of design, quality, comfort and performance, so that it became a cheap car that you upgraded from to a larger car as you became affluent. It had been that way, but did not have to be that way after the world had changed. And the larger models like the pickup trucks and large cars are more likely to be phased out with the new regulations. This will also bring a `new sanity to oil prices, as the reduced consumption in the US will accomodate the increased consumption in India from the small cars like the Tata Nano which look set to sell in the millions, and still keep oil affordable for tight budgets worldwide. In this sense it is a victory for global good sense. For President Obama this is a personal quest, as he co-sponsored 2 bills in 2006, during this second year in the US Senate, one to raise fuel economy standards, and the other to encourage the use of alternative fuels....

Germany faces serious problems in its vaccination drive and efforts to control the pandemic in November 2021. The rate at which people are getting vaccinated has slowed to 150,000 a day and the percentage of the population that is vaccinated is stuck at 67%. This percentage of 67% fully vaccinated in Germany as of November 3 is much lower than that in Spain, France and Italy.  Spain is at 78%, France at 69% and Italy at 72%. (Data from NYT) This report in the Guardian points out that most of the remaining one third of the population is not eager to get vaccinated as surveys show that the those who have refused to get a jab are unlikely to change their minds.There is also the problem of booster shots. Germany's 16 regions conduct the vaccination drives and with many of the vaccination centers not active since September staff has to be retrained or rehired. This makes it harder to give booster shots to everyone that was vaccinated early by the start of winter. Why is it that Germany lags behind Spain in vaccination? There is a great deal of trust in Spain and Portugal in the health service and people are 100% behind their health system. The other countries that have a low rate of fully vaccinated are the US at 58%, Brazil 57%, Russia at 33%. Even the UK with its well respected National Health Service remains at 68% fully vaccinated. Today the US, Russia, Brazil, European Union countries and India have many of the 5 million deaths from coronavirus. India's vaccination drive is approaching 1100 million vaccinated, yet there is along way to go in getting most of the population fully vaccinated because of the large population of 1.3 billion. This is why the Indian prime minister on the first day of returning from the COP26 climate summit devoted his time to meeting with leaders of different states and heads of districts with low vaccination rates to press home the idea that the effort had to be taken up vigorously in the coming months. ...

Older people are seen as having lower cancer rates by comparison. Rates of gastrointestinal cancer for young people are increasing all over the world. To get a clearer picture of the potential and problems with alternative fuels one has to cut through the political lobbying aspects to get an idea of what is doable without environmental consequences. There are many issues connected to the new mandate Congress is writing up for use of 9 billion gallons of fuel made from biomass in 10 years by 2017 and 21 billion gallons by 2022. Since it takes about 700,000 tons of biomass to produce 50 million gallons according to one energy analyst it would require the movement of 126 million tons of biomass from biomass growing areas to biomass plants that convert it into fuel in 2017. This would mean burning energy for transport and would require development of the logistics. The technology isn't here yet but scientists know that biomass can be converted into fuels resembling gasoline or diesel based on the molecular chemistry. Environmentalists and national security groups have joined together to push for this sweeping mandate that the Energy department estimates can replace a third or more of the country's gasoline needs by 2017 or 2022 as the fuel efficiency fuel savings also kick in by that time. The idea is to growthe types ofplant material and straw, switchgrass, that would require very little water and fertilizer to grow. Its the challenge scientists have to take on. And to use tree trimmings, corn stubble and certain kinds of garbage thats a biomass for conversion into fuel. Today about 7 billion gallons of ethanol are made in the USA after Congress passed a law in 2005. Its used mainly as an additive and replaces about 4% of the gasoline used in the USA. Congress new mandate on ethanol calls for an additional 8 billion gallons of ethanol from corn by 2015, in 8 years. Right now corn prices are soaring and corn used as feed for livestock is becoming costlier for meat producers causing them to complain and because it takes about 20 million acres of corn to produce these are acres that cant produce vegetable or fruit or other grain and food producers and processors are complaining that this raises the prices they pay for the inputs they use. So there is a lot of lobbying going on back and forth and some of the statements reflect this. The petroleum industry also does'nt like the idea of nonpetroleum based products and hasnt been too enthusiastic about this mandate and hasnt really made the conversion to their refining and distribution networks for widespread use of these alternative fuels. But Congress is determined and public opinion polls reflect the concerns of a public that is upset about nothing being done about the nationa's dependency on foreign oil. All this is going on while the price of ethanol has slumped and corn price inpouts for ehtanol production are soaring making ethanol less profitable, and see the recent link to the WSJ for this. Congress is responding to grassroots public opinion that wants something done and just as the auto industry learned by its failed lobbying on fuel efficiency the petroleum and other industries are just going to have to live with it it seems. ...

This Editorial Board opinion in the WSJ says Guantanamo Bay detention was an option, yet there were controversies about Guantanamo Bay and rulings by different judges. Pew Research shows 85% of the US public supports action to free US neighborhoods of illegal gangs and crime in 2025. 

Action was not taken by the judicial system or Congress, or the importance needed by the press over a decade as this problem surged under different administrations since the Obama administration. And it was not given the absolute priority needed. This left the DJT administration to come up with solutions in very little time.

WSJ reports DJT action on tariffs and Fed's new forecast of slight uptick in 2025 inflation to 2.7% from 2.5%, on growth slowing to 1.7% in 2025. Fed's head Powell says- “That’s really due to the tariffs coming in,” Slowing inflation  “is probably delayed for the time being.” The tariff action is based on reciprocal tariffs, "we charge them what they charge us," and is based on the principle of fairness in world trade that was carelessly sacrificed by previous US administrations under Clinton, Bush and Obama. DJT and Trade Representative Lighthizer highlighted the issue of unfair trade and created a consensus around this issue for creating a level playing field with American action on tariffs that was accepted by the Biden led Democratic adminstration to rebuild American Manufacturing. What happened under previous presidents was ignominous for America and these administrations as they allowed the loss of whole industries first in lower technologies and then in advanced technologies as foreign countries used hidden subsidies. America's textbook economists at Ivy League universities and previous administrations used economic theory that had little connection with reality to allow shipping manufacturing overseas, destroying communities and towns with loss of jobs and public services across the US. ...

Instructions in a 2012 law say the money from fines paid by banks for LIBOR related offenses should go to communities throughout Britain. A program in North Yorkshire teaches military veterans how to use "therapeutic baking" as a way to ease stress through cooking and by kneading dough. The same social housing charity, Riverside ECHG, says its focus is on making sure people are not sleeping in bushes or cars. A program in Harrowgate uses these funds to resurface tennis courts at a treatment center for injured police. British prime minister Cameron promised during the recent election to use 227 million pounds from fines paid against Deutsche Bank in April 2015 for financing 50,000 apprenticeships. Critics say the money should have gone to people who were harmed by the banks actions, yet in the case of LIBOR related offenses it is not clear who was harmed and by how much. The idea for the 2012 law come from Chancellor George Osborne. Osborne said about sending money back into local communities- "It is fitting that the money paid in fines by people who demonstrated the poorest values in our society is used to support those who demonstrate the very best."...

To which Quarles reply is- "The argument that it is a drip-by-drip erosion: the quantification of that, they can't really demonstrate any quantifiable reduction in the overall resilience of the industry." The Silicon Valley Bank and Signature Bank crisis could have damaged the US banking system, and the capacity of the US to make the huge needed investments in the country, without the strong action of the Biden administration. It showed the very erosion of banking supervision that Smialek pointed out in the NYT in 2019. The costs of a weakening of the banking system and the US capacity to invest in the country are borne by the American people, by workers and families in the US. Which is why the Biden administration acted quickly and decisively to limit the ripples from this crisis.       ...

In the meeting in the Oval Office Biden and Modi had this to say about India US relations. Modi called it a "transformative" decade. Mr. Biden called it a "new chapter" in ties, taking on tough challenges in coronavirus vaccines for the rest of Asia outside India and China, tackling climate change, and ensuring rule of law in the Indo-Pacific region.  Biden's view- "I think that the relationship between India and the US, two of the largest democracies in the world, is destined to be stronger, closer, tighter, and I think it can benefit the whole world." A look at the US under the Biden administration shows a US that is very different from that of the US in the period of presidents since Harry Truman when he met Jawaharlal Nehru at the White House in October 1949. Biden sees the US needing renewal of its infrastructure, reviving worker incomes and families, regaining its leadership of the free world, for its role and place in the world. Throughout the period 1949 to 2020 for 70 years India was never seen as a modernizing nation of 1.2 billion people. For most of this period it lacked the good governance and speedy implementation of modernization of economy that is essential for a truly good relationship. By releasing the potential of the younger generation in a country where people under 35 years form the major part of the population, with good governance and development agenda, the Indian prime minister has changed the entire dynamics of the India US relationship. This is happening in the way China had done in its relationship with the US after 2000 by modernizing the country. India is now the country with huge potential and the country the US sees as helping it build its own role and place in the world. The sheer size of India and its population with countries around it in the east such as Bangladesh, Indonesia, Malaysia and Vietnam with shared values in south and southeast Asia bring together a population of close to 2 billion people much larger than China, to determine the direction of Asia.  This is the new chapter that president Biden has in mind, and it is also the "transformative decade" in the eyes of prime minister Modi as India finally puts behind it years of bad governance, and speeds up modernizing its economy.   ...

Biden is a US president in a hurry, says this analysis in The Times. And it says this is for a good reason. Biden as vice president in the Obama administration has watched as time slipped by and much of the hopes remained unfulfilled for infrastructure and other plans including climate change. Biden also has long experience in Congress and long experience working with Congressional rules. He also understands that the Democratic majority may not last beyond 2 years, better to go all out now and lose no time. This is the thinking behind his plan for $2 trillion in infrastructure spending in the first 100 days of his administration, and the idea that he does not need to win Republican support by watering down his plan.

The American people now support this kind of bold vision and bold plan after the pandemic showed the weak nature of presidential plans and aspirations till now for three decades.

With the aggressive actions taken along the 1600 kilometre border in eastern Ladakh by China's People's Liberation Army, India needs a younger soldier to protect the border at high altitudes in below freezing temperatures. The entire 3500 kilometre border in the high Himalayan regions from east to west need technology driven surveillance with soldiers fit and ready for such duty. Agnipath's goal is to bring down the average age in the army from 32 years to 26 years to better reflect the youthful population in India. A tighter better disciplined force with high tech is needed. Bringing in more and new recruits is intended. Both the 25% of recruits retained after 4 years benefit and the 75% benefit. The 25% will have opportunities to move up the ranks. The 75% who come back out of the military will have the advanced technical training and courses, certification, that would make them attractive to the public and private sector companies in 2026 and beyond when India's economy will be 50% larger than today at growth rates of 10-12%. This is already seen in the way technologically trained military recruits from World War II in the US Army, Navy and Air Force were quickly absorbed at high salaries in the high growth period of America 1950-1970, with incentives like the GI Bill. Modifications that could be discussed- The 25% retained after 4 years. The 75% are given 1.2 million rupees and even this can be adjusted upwards so that they could start businesses as entrepreneurs or have the time to pursue higher education before taking up for example with free education to enhance their education in areas of interest as was given by the GI bill to Americans in the armed services after World War II in 1946. Ideas from the GI Bill signed by president Franklin Roosvelt in 1944- Adding one year of unemployment payments, low interest loans to start a farm or business, full tution and living expenses for college. In 2008 the Veterans Act in the US continued support for education of servicement by making eduction free at a public college or university.  The Roosevelt GI bill benefited about 7.8 million servicemen in the US armed services. 2.2 million went to college, 7.6 million took training programs. It was an impressive achievement. No scheme is perfect there are budgetary constraints such as how to manage pensions to give the armed services the best possible funding including the training and course capabilities that also need good financing and the higher pensions for armed services. Every political party  government around the world without exception will have to face these budgetary constraints and the goal is to do right by the armed services providing the income and opportunities they deserve. Was a decent effort made with the right goals set? This is how these matters of national interest for India and the Free World that includes South East Asia, Africa and Latin America, should be discussed.    ...

Which European port is at the center of Europe's wind energy project. Answer: Esbjerg, Denmark. On May 18, 2022 the heads of state of Denmark, Germany, Netherlands, and Belgium came together to sign the Declaration of Esbjerg. Together the countries want to increase wind energy production in the North Sea to 65 gigawatts (GW) by 2030 and rising to 150 GW by 2050. Esbjerg is one of the few ports in Europe and the key port serving the offshore wind industry. Industry leaders Vestas and Siemens Gamesa ship wind turbines from here, and Orsted provides spare parts that weigh several tons.  German ports such as Bremerhaven lack the infrastructure and it is tied up in disputes ending up in court. Dutch port of Eemshaven is much smaller. The harbor was recently expanded in Esbjerg by 0.5 million square metres to 4.5 million square metres or 45 million square feet. Environment groups are also part of this and there is no dissent in the planning. Here are some useful facts on wind power- Environment cost is 70 times less than that of coal fired power according to Germany's Federal Environment Agency. Within 3  to 11 months wind turbines generate the energy required to build them. No CO2 is produced in the electricity generation process but they do alter the landscape. The future of wind power giants is in the sea where the wind is reliable and strong. One such modern turbine can have an output of 10 to 15 thousand kilowatts to provide electricity for 40,000 people. Pioneers in wind energy are Denmark and Germany. Denmark gets 50% of its energy from wind power, for Germany this is 25%. Jobs are generated installing and operating these wind energy turbines. 1.3 million people are employed in it today. With additional wind propulsion energy consumption of freighters carrying most of the world's freight would be reduced by 30%. Wind and photovoltaic solar can combine for providing most of India's energy because of its sea coastline and having a lot of sun. To get an idea of what is doable in India - in Germany 41% of electricity demand is met from renewables mostly solar and wind. German farmers get 25% of their income from solar energy. Where Germany lags is in use of renewables for transport which falls to about 9% and for heating and cooling where it is about 18%, and it is making great strides to correct this. A big change is technology and how people use transport (more train than airline or automobiles), which will change the entire picture of how energy is created and used in the future. Energiewende the  term for this change is only beginning to take place with urgency in Germany in 2022. India needs to work closely with Denmark and Germany to stay in front of these developments.   ...

The U.S. and China sign Phase 1 of the trade agreement in a sign of reduction of trade tensions between the two countries. Difficult issues of state subsidies under China's state enterprise model of development, and technological competition were put off for the future. China made the deal possible by agreeing to double its purchases of agricultural products, and offering to purchase about $200 billion in American goods and services over the next two years. This gives relief to farmers, a key part of Mr.Trump's support base. This also helps achieve a key Trump and U.S. goal of cutting the U.S. trade deficit with China quickly, just as happened decades ago with Japan.  See the related article and link on how for the first time in decades China's trade surplus with the U.S. is now set on a path for permanent decline. It dropped significantly in 2019 by 12.5% even though China's imports from the U.S. dropped by 21%, based on Chinese customs data released for 2019. With China increasing these imports significantly and the U.S. holding on to tariffs of 25% on $250 billon of China's exports to the U.S. which are outside the Phase 1 agreement, the downward course is set for the next few years for correction of a dangerous trade imbalance. That imbalance was allowed to develop over successive Republican and Democratic administrations. China already has the European Union as its first leading trading partner and south east Asia as its second. China plans to not be so closely intertwined with the U.S. in trade, and yet preserve its state sponsored development model and drive to compete in technology. China's increased purchases from the U.S. of $200 billon are broken down in terms of farm products- $32 billion, manufactured goods- $80 billion, energy products- $50 billion, services $35 billion. In effect the U.S. gets its goal of cutting the unsustainable China trade surplus quickly and with certainty in 3-5 years. China uses the period to transition for less trade linkage with the U.S. yet preserving its state sponsored model of development and drive for technological advancement.   ...
