The results from the EU elections show neither traditional centre right or centre left parties are able to form a majority. The euroskeptic parties in Italy led by Mr. Salvini and in France by Marie Le Pen have not won with the kind of support they expected. Also important is that these parties in Italy and France have changed their position on membership in the European Union. They now support remaining with the single currency the Euro, and staying in the EU, hoping to change it from the inside. In Spain the Vxx party on the right has from its inception supported the Euro and the European Union. Only Nigel Farage's Brexit party is for Britain leaving the EU. These parties such as the League in Italy and the National Party in France are in accord with globalism and global capitalism. The changes they call for are now on immigration, migration, and against a single market for labour with social services for new immigrants or migrants. They are for ending multiculturalism in favor of nativist national ideas, sweeping indictments of bureaucracy and elites, curbing migration and building national pride. In Spain their is also concern for separatist movements such as in Catalonia for the Vox party, and interest in stronger federal structures. There is no coherent strategy for these new parties to tackle problems such as lack of growth, widening regional divide within the countries. Yet now the discussions will be about what the  EU will do, not about whether there should be a single currency the Euro or whether to remain in the EU.  In this sense the European Union is set for the task of regenerating from within. The European Union was itself an experiment that started with the effort to set up the initial arrangements to bring together the economies and political structures of European countries after a disastrous war. It accepted nation states and individual country differences even as it sought an ideal of a united Europe. This means there is room for more ideas and for differences within Europe and the European Union than allowed for by existing structures, politics or ideas. ...

Dart Management, a vulture fund based in the Cayman Islands, received 90% of the 436 million euros bond payment by Greece on May 15, 2012. Dart is one of the holdout investors who did not participate in the Greek debt restructuring deal. It planned to sue the Greek government. This has implications for the other holdout investors with about 6-7 billion euros of Greek bonds. The reason given by the Greek government was that this caught Greece at a bad time- suing Greece could have tied up European bailout funds that Greece needs to make interest payments on its debt. The timing is bad from another standpoint, as it will further exacerbate voter discontent with the parties associated with the government just before the second Greek elections in June 2012.

Putin's statement that Nordstream would resume supplying gas after maintenance in July but could have cutbacks with further maintenance, leaves Europe where it was before the statement. EU has no choice but to prepare vigorously for a complete cutoff of Russian gas supplies now when there is time than to be caught in serious trouble in the winter. The EU plans to require 15% reduction in gas consumption over 8 months and detailed plans have to be shown to the EU Commission by each member country. Some of this will be conservation in use including better insulation, turning down thermostats in winter, and some of it will be cutbacks of industrial use. This is considered to be enough to meet the needs in an event such a complete cutoff of supplies of gas from Russia. Russia has reduced supplies on Nordstream pipeline of natural gas to 30% of the average sent in the last 5 years.

British prime minister Cameron says the government will support the call of the Labor party for News Corporation to withdraw its bid for full ownership of BSkyB, the British Sky Broadcasting group. An inquiry will be led by Lord Justice Leveson, into the phone hacking and other activities of News Corporation. The inquiry will have 2 parts, with recommendations to be made in 12 months. Congressional Budget Office projections show the difficult choices facing the U.S. - tackling the deficit by letting the Bush tax cuts and the payroll tax cuts expire will lead to low growth. The alternative is growth with much higher deficits. GDP growth would be at about 2.3% in this fiscal year if the payroll tax cut is kept till December 2012. In fiscal 2013 if a number of tax cuts are permitted to expire and across the board spending cuts take effect as scheduled GDP growth would decline to 1.1%. Taxes would increase by $465 billion in 2013 over 2012 if tax cuts expire - individuals and companies would pay $2.99 trillion in taxes in fiscal year 2013 in that scenario. Spending cuts would take effect in Jan 2013 for $1.2 trillion over 10 years. The result- " a sharp fiscal contraction" in the words of CBO director Elmendorf. Unemployment would go up to 8.9% in 2012 year end and 9.2% in 2013 yearend from 8.5% today, if no agreement is made to extend tax cuts and block spending cuts. The risk of not taking the debt reduction actions is to let the debt grow to $11 trillion over 10 years, an unsustainable path, compared to about $3.1 trillion over 10 years if tax cuts are permitted to expire and spending cuts take place. This is the tough choice facing America in 2012, and comes when Europe is facing similar tough choices....

A long transport strike and street protests have not affected the pension overhaul of president Macron in France. The French parliament will review the changes to the pension system that consolidate 42 different pension plans into one universal pension plan that seeks to be fair, reflect current conditions including longer life expectancy, and to make the plan financially viable. Other benefits are that it would be more transparent and enable workers to change jobs or careers, says Health Minister Ms. Buzyn.

Macron's new system for pensions calculates pension payments based on the entire salary history of an employee. Previously pension payments were calculated based on 25 highest paying years for private sector employees, and for civil servants on the last 6 months of salary before retirement.

Parliament will debate the new rules in February and the plan is likely to be passed by this summer because Macron has a large majority.

The European Union's trade relations with China, and the trade and industry relationship between Germany and China built during the Merkel years is a part of the overall trade setup of the Free World that is likely to be questioned by Habeck, Baerbock of the Greens and chancellor Scholz after Mr. Biden's launch of the IPEF economic alliance for Asia. In a small Lutheran church in Frankfurt, Paulskirche, is the German story of a popular movement that spread throughout Europe in 1848, for a transition from autocratic governments to parliamentary democracy. Aspirations similiar to that expressed in the Middle East and North Africa in 2013-2014 in the Arab Spring were expressed in Germany and many parts of Europe in 1848. In the centre of Berlin on the Kurfstendamm lie the bombed but preserved ruins of the Kaiser Wilhelm Memorial Church, telling the story of the intervening years 1848-1949. It took many years before the same aspirations for liberty found shape in Germany's Public Law of 1949, finally finding a safe resting place after years of failing to unify a people around the ideas of liberty and justice for all, and not nationalism. Germans who had the hardest time waging that fight, by embracing the refugees in a spirit of openness carry on that fight into this century. Paul asks the question- who will lead? Deocuments from the weekly cabinet meeting show the new budget in France will increase revenues from household income taxes by 23%, and business taxes by 30%. The top marginal income tax rate goes up to 45% from 41%. Limiting a deduction for financial charges for company's taxable income brings in $4 billion in 2013, according to the finance ministry. The goal is to cut the budget deficit to 3% of GDP in 2013 from 4.5% in 2012. Prime minister Ayrault emphasized- "If we don't put a stop to this, taxpayer money will keep paying for debt reimbursement." Swift anticipatory action and unified government-business-labor posture under a favorable borrowing environment characterizes the approach for Britain and France in 2011-2012, compared to the situation in Spain where government action has been slow, not tough enough in cleaning up the banks, fallen behind in anticipating events and the government-business-labor unified posture has cracked under the strain. As a result under an unfavorable borrowing environment money raised from austerity type tax increases now goes to paying for debt reimbursement in Spain, leading to a situation in which debt and deficit reduction targets just get harder to achieve. A looming drop in credit ratings to junk status for Spain only makes the situation harder to overcome. ...

Marina Force of the WSJ gives this excellent report on Carles Puidgdemont, head of the Catalan party that is holding a referendum for independence from Spain in October 2017. The referendum is to be held on Oct. 1, 2017, and will be held in a tense region divided by pro and anti independence supporters, with the central government of Spain declaring the referendum illegal, and police obstructing voters. This has pushed Spain into a major crisis, as Puigdemont says he will declare independence after the vote, and the possibility that many voters may not have voted at all in this tense atmosphere. Here Marina describes the recent history of Spain that dates back to the period under General Franco's dictatorship when state rights in the Basque region, in Catalan region and in the northern region in Galicia, as well as other regions, were suppressed. Today there is regional autonomy and the languages in the regions such as Catalan are used in the autonomous regions. Prime minister Rajoy is from the Galicia region. His family suffered under Franco's dictatorship as he points out in his book- Mariano Rajoy, En confianza, Mi vida y mi proyecto de cambio para Espana. As a result Catalan leader Arturo Mas and other Spanish leaders including Rajoy from Galicia worked hard to establish autonomy for all the regions in Spain, including use of the local language in Valencia, Catalonia and the Basque region, a variation of Spanish. As in Scotland for most of the period after the end of the Franco dictatorship in the nineties, this focus on regional autonomy was seen as a big step forward. Puigdemont is journalist who was editor in chief of a Catalan newspaper in the 1980's. In 2006 he was elected to the Catalan parliament. In 2013 he was elected mayor of Girona, a city just north of Barcelona. It was in this period that the movement for Catalan independence moved forward setting the stage for the 2014 referendum with 81% voting for independence. In 2016 pro-independence parties won a majority in the Catalan parliament. This set the stage for a confrontation with the central government in Madrid that is now taking place. ...

The high cost of fines is likely to affect recapitalization of UK banks. Fines for Libor-rigging and compensations for customers on Payment Protection Insurance may cost the UK banking industry about 20 billion pounds, says Nixon. Other fines such as the $1.9 billion fine for money laundering activities of HSBC have to be added to this. This means less money for meeting stronger capital requirements and for lending to business and households. Higher compliance costs will mean higher costs in future years. HSBC estimates of the anti money laundering systems are about $990 million a year. The Bank of England has raised concerns about the need for additional capital to safeguard British banks.
