S&P downgraded France's credit rating from AAA to AA+ on Jan 13, 2012. S&P downgraded Italy's credit rating to BBB+ and Spain's credit rating to A. The AAA ratings for Germany, Netherlands and Finland were left unchanged. S&P stated its reasoning: "Today's ratings actions are primarily driven by our assessment that the policy initiatives that have been taken by European policy makers in recent weeks may be insufficient to fully address ongoing systemic stresses in the eurozone."

Venezuela's economy declined by 2.8% in 2014, according to the government. In 2015 the GDP decline is forecast at 7% by the IMF. Venezuela is finally confronting the serious problems it faces by giving gasoline at the pump at pennies a gallon. The huge subsidy leading to waste and smuggling in the border regions with Columbia was wasteful at crude oil prices of $100 a gallon, and is now a burden on the economy at crude oil prices of $50 a gallon in Jan. 2015. In his annual address at the National Assembly president Maduro confronted this by saying- "It's a distortion, you have to admit it, you can crucify me if you want but there's a need for us to go to a balanced price." On devaluation of the currency, the Bolivar, he said a state run operation that sells U.S. dollars at the rate of 50 Bolivares per dollar would now be run by private brokers. As this is the lowest of a three tier exchange rate run by the government for all foreign exchange transactions it effectively would be a devaluation of the currency. It would help the government meet its budget deficit by bringing in more local currency, which private economists estimate at 14% of GDP. At the same time it would worsen already high inflation of about 64%....

The U.S. Commerce Department announced in March 2012 that it would impose tariffs ranging from 2.9% to 4.73% on solar panels imported from China. China has about 47% of the U.S. market for solar panels- with Suntech at 17%, Yingli at 11%, and Trina at 10%. U.S. based companies have 29%, and other including EU countries 24%. The imports of solar panels from China were $2.65 billion in 2011. In the last 4 years Chinese lower priced products have reduced the cost of panels by two thirds. What this does is send a signal to encourage companies to manufacture in the U.S., and show that the U.S. government was taking action against illegal subsidies by China without disrupting the availability of lower cost imports.

The U.S. Federal Reserve gives banks 2 more years to sell their stakes in private equity, venture capital and hedge funds under the Volcker Rule. This extends the deadline for divestiture to 2017 from 2015. The reason given is that it will reduce the disruptive effects of large divestitures on markets.

By July 2013 only about 40% of the Dodd-Frank financial reform legislation rules were completed, 60% of deadlines were missed, according to law firm Davis Polk & Wardwell LLP. A singular aspect of the Dodd-Frank legislation was that rule making was left to regulators in different agencies and open to lobbying by the financial industry. This has the effect of delaying the rule making until a consensus is reached, diluting some of the original intent as financial firms jockey for advantage, and making it voluminous in many cases because of the wording designed to achieve consensus and account for objections by various interests. Reform legislators such as Barney Frank openly said they had no interest in learning enough about the financial industry to do the rule making, and may have left an excessive amount of the rule making to regulators in the future. A consumer protection agency was established under the new law and derivatives are required to be traded on exchanges. The Volcker Rule to separate investment banking from deposit taking and a requirement that banks hold onto a portion of mortgage securities marketed are not completed. The S.E.C. has to write the rule on how much money brokerages must set aside for losses on swap trades. Another bubble in financial markets would leave the U.S. and European economies vulnerable to problems similiar to the global financial crisis of 2008, which is why the U.S. Federal Reserve, the Bank of England and the European regulatory authorites are requiring large banks to set aside more capital reserves. The S.E.C. under its new chief is also taking a more active role in overseeing the banks for violations of securities laws, including a series of actions taken against JP Morgan Chase bank in 2013. This has a deterrent effect as the huge monetary easing by the U.S. Federal Reserve to reduce unemployment also creates bubble conditions in financial markets, according to Fed governor, Jeremy Stein. Former FDIC chief, Sheila Bair, says the lack of leadership in this area is simply astonishing....

The differences in the negotiations relate mainly to taxes and pension cuts. Greece agreed to to phase out a special grant for pensioners with low income by 2018, but rejected immediate cuts to pension payments. Greece agreed to lenders conditions for increasing restaurant value added tax to 23%, if hotels can be kept at 13%. Greece wanted to keep a 30% discount on all value added tax rates in the Aegean Islands. Greece initially suggested increasing corporate taxes to 29%, which creditors rejected seeing that reducing economic growth. Greece then proposed increasing this to 28%. Some experts believe the two sides are not that far apart, and the bigger problem is a breakdown of trust. Antonis Samaras, the opposition New Democracy party leader, and former prime minister in 2014, said Mr. Tsipras "was bringing the country into a total deadlock." The referendum on July 5 he said, "is essentially yes or no to Europe."

Mark Hulbert lists the quality stocks with low P/E ratios, little debt, high return on equity, and long records of earnings growth spanning long periods that limit volatility after the emerging markets crisis of 2014. He adds a cautionary note on the idea of quality stocks by saying P/E ratios matter, that quality stocks at a high price are a bad investment and at extraordinary prices are a extraodinarily bad investment, citing the Nifty Fifty stocks of quality in 1972 that lost value in the stock market slide in 1973. He takes quality stocks Disney, Procter & Gamble, Johnson & Johnson off the list of quality stocks because of high P/E ratios, a critical criteria. Hulbert's list for financial quality companies and their P/E ratios in Jan. 2014: AT&T telecom 9.4, Aflac insurance 9.1, Allstate insurance 10.9, Apple computer and telecom 12.7, Bank of Nova Scotia 11.0, Chevron oil 10.0, Cisco computer hardware 12.2, IBM technology 11.7, Royal Bank of Canada 11.5, Wells Fargo banking 11.5. The BBC looks at some of the claims made by president Trump about India's rapid progress in delivering services to the people in electricity, sanitation, roads infrastructure, cooking gas, internet connections. BBC confirms that the economy size is now 6 times that in 2000, as Mr. Trump stated on his visit to Ahmedabad. It was in terms of the total value of all goods and services in the economy or GDP at $477 billion (IMF figures) in 2000. In 2019  it is $2,940 billion.  270 million fewer people were living in poverty in 2016, this is confirmed in a UN report. Here is the list for services as checked by The BBC. 1. Providing electricity to every one of the 600,000 villages in India. By 2014 most of the villages were electrified- at 96%. It is defined as having schools, health centres and 10% of households having electricity in each village. 2. About 600 million people having access to toilets under the Clean India mission launched in 2014. 100 million new toilets were built. 3. 70 million women were given access to cooking gas. 80 million new connections were built. 4.  320 million new internet subscribers. The figure is low about 600 million total internet subscribers. 5. It is true that infrastructure building is moving quickly says the BBC. About 10,000 kms were built in 2018-19 double that in 2013-2014 under a previous administration. The Mumbai Metro is mentioned in the WSJ as a project that has made remarkable progress. A bullet train project is moving ahead with Japanese financing and technological help from Mumbai to Ahmedabad.  Access to banking accounts and direct deposit of government transfer payments to all Indians is another project. Ailworth and Faucon describe the ways in which shale oil producers such as Continental Resources in Texas and S. Dakota are responding to the drop in oil prices. One strategy adopted is to put off 60% of the expense of production by not completing the final stages of production of hydraulic fracturing, but keeping the wells ready so that production can quickly be ramped up if prices go to the $60-65 range. EOG Resources, Andarko, Apache, Chesapeake Energy, are also following this strategy. There are about 3000 such wells, not pumping but drilled and ready for hydraulic fracturing, according to RBC Capital Markets estimates. This strategy would mean large shale oil supplies well into the future to keep oil prices low. Production from lower cost wells continues with U.S. oil production climbing to a new high of 9.4 million barrels a day for week ending March 6, 2015, according to federal data. This shows that this is a new situation and the resilience of shale oil supplies may have been underestimated. Another strategy adopted by other large companies such as Exxon is to continue to develop technology by learning to get the oil out of the rock in the most cost efficient way. The capital investment in U.S. shale oil has dropped by $50 billion in 2015 compared to 2014. The number of oil rigs drilling declined to 866 in the U.S. by March 2015, according to Baker Hughes....

Systemic risks from "too big to fail" and the pushback on capital reserve requirements that leave banks with lower reserves. Ewing describes the role of the president of the Swiss Central Bank, Mr Hildebrand, in setting rules for higher capital reserves for Swiss banks than that of other countries and the pushback from the banks resisting the new regulations. "He will never find another job in Switzerland," a Swiss newspaper Der Sonntag quoted one banker saying this about Mr. Hildebrand. Losses at Swiss bank UBS during the financial crisis and the $2 billion loss at a UBS trading desk in 2011 have created a new awareness of systemic risk at banks. During the financial crisis banks used an optimistic estimate of "risk weighted assets" which led to insufficient capital reserves in a crisis even as the banks were shown to be well capitalized. A sense that banks in Europe and the U.S. will continue to have insufficient capital reserves at 3-4% of assets under new rules and with the longer phase in times for the new Basel III regulations of reserves at 7% of assets to after 2016....

Jan Hatzius, economist at Goldman Sachs, says the May 2012 jobs report of only 69,000 jobs added, and 49,000 fewer jobs added in March and April after revisions by the Labor Department, should be seen in the light of higher hiring in the winter months because of warm weather. His estimate is that the warm weather added 100,000 extra jobs in the 3 months through February 2012, taking jobs from the March to May 2012 period which averaged 96,000 jobs per month. The underlying job growth if these weather related effects are taken out would be 120,000 to 130,000 jobs added each month in the March through May 2012 period. Macroeconomic Advisors draws the same conclusions, and adds that reductions in energy prices should offset any negative effects of slower job growth by boosting real disposable personal income and supporting real consumer spending.

Vietnam's efforts to boost solar energy in 2018 by offering 9 cents per kilowatt hour to owners of solar farms is leading to unexpected surge in solar energy. Instead of the 850 MW of solar energy the production increased to 5 gigawatts by 2019. Investments had be done in 2 years for the offer by the state owned electricity company and electricity purchases would depend on daily needs. The huge increase has brightened the prospects for solar energy in this part of Asia.    Most of the solar energy comes from the southern part of Vietnam and the government is expanding the capacity of the power grid to handle the solar energy production. Vietnam is growing at 5-7% a year for two decades and power capacity is expected to double by 2030. The share of coal in the enrgy mix planned is 43%. The unexpected surge in solar energy production means the 10% fo solar energy in the energy mix was achieved ten years ahead of the schedule. This means fewer coal plants will be needed. In five years solar energy is expected to become cheaper to produce than energy from coal, according to energy consultancy Wood Mackenzie. Coal plants are also meeting public resistance, and regulatory hurdles. Coal plants take ten years to become operation. Solar energy projects can be completed in 2 years. This means solar can take a much larger share of energy production in the future .  ...

Pope Francis appears healthy and active, says this report in BBC News, even though he is now eighty, the age when other senior church officials are expected to retire. Pope Francis plans to continue for a few more years to complete his reforms for "a church of the poor." In 2016 he has replaced about one third of the cardinals in the electoral college. Francis lives a simple life in a tiny suite in the Vatican guest house. CastelGandolfo, a summer residence of the popes, has been turned into a museum for the public. Some cardinals from Italy, Germany and the U.S. say the pope is not following traditional teachings, yet Francis in his open gregarious style says he doesn't lose sleep over this. His style is marked by directness, and the use of short phrases of the Buenos Aires dialect with which he is most familiar.

The title may not reflect the content of this report on Admiral Giroir who heads the U.S. coronavirus testing effort. He is a pediatrician who worked for hospitals in Texas before heading a vaccine project at Texas A&M University.  Internal politics led to his resigning from the effort to build a vaccine development capability with pharmaceutical companies at Texas A&M. Most of the rest of this report shows a physician who is determined to pursue big projects such as the one he is tackling today. President Trump appointed him to lead FDA, and to be the Assistant Secretary of the Department of Health and Human Services. With the missteps of Secretary Azar testing suffered in the early months of the crisis as reported in the WSJ. Adm. Giroir has taken a leading role since  this period. He also heads the U.S. Public Health Service Commissioned Corps of 6200 staff playing a vital role. On March 13 he was asked to lead the effort in testing.  He comes to this role with experience in the field of vaccines realizing that "the challenges are not just biological but engineering." New technology would be needed to make massive amounts of vaccine. His idea is that transformational efforts are needed. His idea for a billion dose per month facility in Texas did not work, yet he worked on it for about 5 years from 2010 to 2015 at Texas A&M University, at one point being the vice chancellor. He was selected by Texas Governor Perry as chairman of the task force in Texas in 2014 to oversee the effort to fight the Ebola virus. He now is in a position to bring all his experience and aspirations to tackle the coronavirus, cutting through much of the red tape and bureaucracy, and pulling together the effort combining science of pharmaceutical companies with the technology of manufacturing billions of vaccine doses in a record time. Today he sees capacity for testing reaching 40-50 million tests a month by September 2020.   ...

In this WSJ op-ed, Michael Oren, Israel's former ambassador to the U.S. 2009-2013, describes the difficult moments in the Israel- U.S. relationship during the 7 years of the Obama administration. He says prime minister Netayahu made mistakes, but president Obama acted deliberately against Israel's interests. Oren says two core principles of the Israel-U.S. relationship, that of "no daylight" or no open disagreements, and "no surprises," were broken during the two terms of the Obama administration. One such moment says Oren was in May 2011, when Obama endorsed the 1967 lines with land swaps- a former Palestinian position- as basis for peace-making. M. Netanyahu was seen as lecturing the U.S. president about this the next day, according to Oren, because he was assured by the Israeli ambassador that this was not going to happen and it came as a surprise to Netanyahu.
