This brings the entire EU close to India and its aspirations to be a modern economy like the EU. This is a long term project that began today in Ahmedabad with the two leaders at ease at a Kite Festival in Ahmedabad after Merz visited Gandhiji's Sabarmati Ashram. And Merz showed he understood India-"We are in complete agreement in our assessment of Russia's war of aggression against Ukraine," Merz said. At the same time, he understood how India's dependence on Russian oil and gas had happened only recently. "Obviously, it is not that simple in India, and I am the last person to visit other countries wagging my finger at them." Krugman points out that about 13 million Americans without insurance gained health insurance under the Obama plan. He says if it is turned back 8 million whites without a college degree in that 13 million will lose health insurance. Of these eight million about two out of three voted for Trump, so that 5 million Trump supporters could now lose health insurance even though they are older and have more health conditions. David Brooks says the Paul Ryan Budget proposal is a bold step forward that is badly needed in this debate on health care, even though it has some grave weaknesses which need to be corrected. It is a bold step forward because he says Democrats say they want no middle class tax increases, or are not willing to say what kinds of tax increases they support, and yet they believe the Medicare and Medicaid and Social Security programs are worth preserving. This is'nt based on reality. He cites the weaknesses, beginning with the one discussed in David Leonhardt's column in the New York Times on April 7, 2011. Too many Americans pay too little into Medicare taxes and expect to collect several hundred thousand dollars more in Medicare benefits. The example given in Leonhardt's column is from a study that shows 56 year olds with average earnings pay about $140,000 in dedicated Medicare taxes over a lifetime, and then go on to collect $430,000 in benefits. Middle class and affluent boomers can't get off paying their share like everybody else. Its just the right way for their children and the nation's children. Ryan's plan excludes older people reaching retirement in ten years. The other major weakness is that the cuts are too deep. Things like the Pell grants which Ryan proposes to cut back to 2008 levels need to be preserved, and more money has to go into science, education and research and early childhood education for the U.S. to be competitive with China and India. The Ryan proposal places cuts that would be required so that tax revenues need to be at 18% of GDP. The number where a larger consensus exists is for tax revenues at 20% of GDP (also supported by business and the Wall Street Journal's editorial columns). This would preserve programs that are most productive for the economic future of the U.S. Ryan's proposal lets the hope for reducing costs of medical care rest entirely on future retirees deciding how much medical care (tests, procedures etc) they consume through larger cost sharing. Yet a structure and framework is needed to manage these costs effectively, and some combination of incentives to retirees to control costs and an effective structural framework is needed. ...

Aero components sector is expected to double from 30,000 crore today to 60,000 crore by 2025. Aerospace has a big role to play in reaching the targets of domestic defense production of $25 billion and exports of $5 billion by 2025. India will have moved from defense production of $11 billion to $25 billion by 2025.

Airbus's plan to invest $600 million for a manufacturing plant in the U.S. state of Alabama. Airbus plans are to assemble the A320 models of single aisle planes at a new plant in the Mobile area in 2015. By 2018 the plant would make 50 planes annually including the planned shift to the "Neo" version of the A320 with new engines. Because the planes are priced in U.S. dollars manufacturing in the U.S. helps reduce the effects of currency fluctuations on Airbus's financial performance. Costs of manufacturing are similiar to that in Europe, according to Airbus executives, as final assembly is only 5% of the cost and about 40% of Airbus equipment for planes is manufactured in the U.S. But Airbus management has realized the importance that final assembly plays in perceptions about where the plane is made, with these perceptions playing a part in getting a bigger share of the market.

Lower oil prices, higher corporate profits, and restrained spending, lead to improvements in Japan's budget deficit. There is a 24% increase in corporate taxes in Japan's budget estimates for 2015 compared to Dec. 2012 when prime minister Abe assumed office. This will help reduce the budget deficit. The budget assumes an oil price of $69, making the budget plan achievable with prices below $50 in Jan. 2015. For the next fiscal year tax revenue is expected to increase by 5.4% over the prior year, with half of the increase from the sales tax increase and the other half from the higher economic growth. Budget projections assume 3.6% global economic growth, exports up by 5.2% in real terms, and imports up 3.9%. Spending is kept under control increasing by just 0.5% from the current fiscal year budget, and borrowing reduced by 11%. The government plan is to produce a primary budget surplus by 2020, and cut the deficit by half in the primary budget which excludes bond issuance and interest payments, by fiscal 2015....

India's Modi government is introducing a new plan to reduce rural poverty. It is implementing Universal Basic Income by depositing Rs 6000 or $84 directly to bank accounts of farmers with less than 5 acres. This helps 120 million poor farming families meet basic living needs in India, where rural poor often make less than a dollar a day. The cost of the program is $10.5 billion a year. The opposition Congress Party also has a plan for Guaranteed Minimum Income. India has national elections in May, and the government plan is also designed to fulfill promises of improving quality of living of Indians with the programs for Clean India, toilets and electricity for all Indians, bank accounts for all Indians, and series of other programs.  The advantage of the program as shown in a government paper in 2017 is that money goes directly to bank accounts avoiding corrupt middlemen or bureaucrats, and that it is possible in India to accomplish a lot by spending a relatively small amount to realize immense benefits. The Budget deficit for the year ending March 2019 will go up from 3.3% to 3.4%, and for year ending March 2020 go up from 3.1% to 3.4%- small increases relative to the immense difference in the lives of rural Indian families as a result. A series of programs for universal access to electricity, health care, toilets and clean sanitation, bank accounts and basic income, are designed to bring forth a New India different from the past. These programs are being implemented or put forward in the first term, with the Modi government looking for voter approval to push forward further development in a second term. The government paper on UBI in 2017 showed that in a country like India a small amount goes a long way in reducing poverty. By providing income of just above $100 a year to around 75%  of Indians, poverty can be cut from 15% to 1%. The paper shows cost at 5% of GDP which can be partially offset by reducing other government  subsidies. ...

Only this can provide the needed credibility for Republicans in states such as Tennessee who support community college open to all to come behind the overall Biden families and workers plan, and for working families throughout the whole country to support further spending for renewal of America.  ...
