The new interim board chairman of GM i Kent Kresa, 71 years old, who was CEO of Northrop Grumman Corporation between 199o and 2003, and previously served on the board of Chrysler. He is described as being very down to earth, pragmatic, who is expected to do well dealing with the government, by a senior partner at Korn Ferry International recruiters. Mr Kresa said in a statement that a new slate of directors will be submitted at the next annual meeting that will include a majority of new directors. That meeting is scheduled for August but might be pushed up. Kresa and Philip Laskawy, Ertnest & Young's retired CEO, had tried for 2 years to persuade fellow directors to replace Wagoner. They felt that Wagoner had fialed to change GM's corporate culture but were opposed by George Fisher, retired CEO of Eastman Kodak, and Eckard Pfeiffer retired CEO of Compaq. Of the 11 outside board members, seven are in place since 2003. Interestingly they are all retired CEO's except for Kathryn Marinello, CEO of Ceridian Corp. This has prompted one remark at ameeting of the administration task force that the board was "a collection of failed CEO's". Many experts advising the taskforce and the bondholders put some pressure on the task force to replace the board because of its complete failure....

Sadanand Dhume points out the change in women's fertility rate that will add one more factor to improvement in the quality of life and access to resources in India. This comes as development projects, infrastructure, logistics, is being built in the north at a pace unprecedented in history. Women's fertility rate has dropped below the replacement rate of 2.1 in India. Because of the youthful population with median age of 28 in India population will peak at 1.6 billion in 2050 making India the largest country by population in the world- with one in 6 people on the planet in India. From a fertility rate of 6 in 1960 in India, with each woman having 6 babies, it is down to 3 by 2005 and 2 in 2021. This shows the effect of sustained development over time, which is also evident in agricultural production where India is now self sufficient in food. For many years the Hindi speaking heartland suffered from poor governance and mismanagement of the economy- the region that covers Uttar Pradesh, Bihar and Madhya Pradesh. Uttar Pradesh has a population of 250 million, Bihar 131 million and Madhya Pradesh 86 million, for a total of 467 million about the size of North America or the European Union. It is this region that is now pushing a development agenda today more than any other region in India with the joint effort of both the federal and state, local, governments in a way that is unprecedented in Indian history. Because of the Gati Shakti Master Plan, Atman Nirbhar Make in India Plan, and push for local is vocal, the infrastructure efforts in building roads, highways, airports and logistics, the advances in digitization and use of new technologies, there is an added boost with new synergies in this development effort. A new airport and logistics setup at Noida in Uttar Pradesh will be the largest in Asia, a new Ganga Expressway is planned, and many development projects are being launched in Varanasi, Prayagraj and other cities in UP, Bihar, Madhya Pradesh. Leaders at the federal level Mr. Modi, Mr. Piyush Goyal, and at the state level Mr. Adityanath, are pushing the development projects at a pace that will make these areas the fastest developing in India, and quite possibly the world, in a the next 3-5 years. ...

Hubbard was Chairman of the Council of Economic Advisors under President Bush. His plan is for the government and Congress to allow all residential, mortgages on private residences to be refinanced into 30 year fixed rate mortgages at 5.25% and place those mortgages under Freddie and Fannie. The idea is to have a low enough rate to support house prices. Where the homes are worth less than the total amount of the loan balance the mortgages would be refinanced into a 30 year fixed rate loan to be held by a new agency modeled on the 1930's era Homeowners Loan Corporation. New mortgages would be made of upto 95% of the current value of a home, with owners and servicers of the loan splitting the losses on refinancing the mortgage with the government agency. Servicers would have to accept refinancing on all or none of their mortgages, no cherry picking. And the government could take an equity position in return for the mortgage writedown so that taxpayers do well with a better housing market....

Of the estimated 14,400 candidates for provincial elections in Iraq, about 4000 are women. And security improvements have enabled women even in Basra to stand up for elections. In the current Iraqi constitution there is amandate for 25% of seats in Parliament to be reserved for women, but there is no such provision for provincial elected parliaments. This does not imply that years of lack of representation in the last 50 years under dictatorships, and the rule of religious parties and militias, is going to be easily overcome. Many qualified women simply don't want to risk standing for election because of threats to their safety and the male dominated culture that prevails. Its the courageous ones who are standing. The hope is that women can also put adent in the deep corruption that prevails in government and bring a new perspective and better representation of society.

New governments in 2022 will face economic difficulties that are worsening in many developing economies. Foreign currency reserves were at $21 billion in March 2022, with total imports of $56 billion in the 2021 fiscal year according to the World Bank. Surging inflation and drop in the value of the currency in 2022 are creating new difficulties in an already difficult situation making good governance for the economy a major priority.

Konrad Putzier of the WSJ looks at the problems of renovating old spaces in cities across the US. The cost is a factor as it cost Amazon $978 million. Renovating it means staying within what the old Italian Renaissance based design would allow without too much cost. Khamanei as leader of post revolution Iran set up Iranian supported military organizations in neighboring countries such as in Lebanon (Hezbollah), in Iraq, and in Syria, in Yemen (Houthis), over two decades, but failed to make the gains that Asian nations in that period made by investing entirely every dollar in the homeland economy of Iran. By comparing with Asian nations such as South Korea/Japan/Taiwan/China and now India/Vietnam the entire region from Iran and Afghanistan, Pakistan, Persian Gulf, Egypt can be seen as having lost some vital decades of the early twenty first century, and the scale of the difference is nothing short of staggering.  China after suffering invasion from Britain and then Japan, after civil wars and the Korean War, after going through this for two centuries sought peaceful development in 1990-2025, working with Japan and Britain countries that caused so much suffering yet China sough rapprochement, patiently with humility, with incredible results.  Gandhi also sought rapprochement with Britain through the British Commonwealth and cherished institutions of parliament and science learned and gathered from Britain. This was woefully missing in West Asia. When considering the access to capital in fossil fuel sales, the region of West Asia around Egypt may be seen as having recorded the largest wasted capital in wars in world history in the period 1920 -2047 (with only 20 years left to 2047),  by which time India, China, Europe and the US will have shifted from fossil to solar nuclear and renewables and fossil will be no longer generating revenue flows. Very little time is left as development will be that much harder by 2047 without the capital and result being one of being left behind in this new world that is facing us all.  ...

Media headlines focused on Xi's statements on Taiwan. China is concerned that US not recognize Taiwan independence, but not much beyond that. China puts Iran much lower on the list of issues it considers important. It appears that China first priority is to be accepted as an equal partner with the US as a superpower. That is Xi's goal in this trip. Issues of Hormuz and Iran not something China considers important. China has an interest in a non-nuclear Iran, in no nuclear weapons proliferation. As the US has made this a priority China prefers to be not vocal on this issue, as it relies on the US to see this is done. A secondary priority for China is to have the US agree that China could continue to import from the Hormuz Straits to met its oil needs. As China has relations with Arab states it is carefully balancing this with relations with Iran. What does this mean? It means China and US are in considerable agreement on the current situation in the Gulf region and in the Middle East. China sees beyond Iran, so does the US. Both countries are focused on the future - on reindustrialization in the US and China on the next phase in its industrialization. New countries and blocs are also emerging that will rival China and the US- India/Japan and the European Union under leadership of Germany and France. These four countries or blocs are all thinking of the world beyond a failed Middle East- the economic issues they face and how best to tackle them, and the issues relating to borders and security, how best to tackle them. ...

H-P CEO Leo Apotheker defends H-P's plan to spin off its PC unit. He says it wasn't possible for H-P to invest enough in the business to be competitive and make the necessary structural changes needed in other parts of H-P's business. The new product development cycles are much faster than what a congomerate like H-P could accomplish in areas such as the tablet PC, as consumers are looking for a stream of new product devices. H-P's PC unit generated $40.1 billion in revenues and $2 billion in operating profit in the recent fiscal year. Analysts say H-P has overpaid for Autonomy, leaving less money available for additional strategic moves. Apotheker defended that decision saying the Autonomy acquisition makes it possible for H-P to skip a generation of technology as it enables businesses to make sense of unstructured data.

This report in WSJ shows how people are adapting to coronavirus pandemic taking the long view and settling down with new arrangements that will continue into 2021. Some software engineers are shown redesigning their homes to setup offices for working dads and moms where they previously worked out of temporary arrangements in the home. Physicians used telemedicine in the early months of the pandemic. They still see patients only once or a couple of times a week in specially designed arrangements where patients stay in the parking lot till they their appointment and waiting rooms are largely empty. It is a season of deeper adaptation as people realize they are in this for the long run into 2021. Workers are setting up new routines and home offices, families are trying new rituals, and businesses are trying new ways to energize their employees, all with the objective of making it work in the long term. Though the economy has reopened office buildings are largely remaining empty, schools and colleges are remote teaching as cases are climbing with the daily average at 40,000 a week in the U.S. and over 70,000 in India each day. ...

Whats different in South Korea is that people say they go to a home page to see the news, and topics that are popular with fellow users. NHN and Daum the leading portals present users with home pages that look more like those of media outlets than asearch engine. They give latest news, photos, videos and updated lists of highly trafficked blogs and popular online chat sites. First they look at this information, then they start a search. NHN Naver has 66% of search queries, Daum 21% and SK Telecom's Nate 6%. Yahoo Korea 3%, Google 2%. Daum and Naver have created vast databases of popular content and link to them first. A search for lung cancer will show information from articles acquired or commissioned from Korean doctors and hospitals. Its adiffernt approach and it works in South Korea. The need for a global response to a global problems not a lot of local solutions is the subject of this article by Dr. Larry Brilliant, who for 7 years 1973-80 worked with the World Health Organization to eradicate smallpox globally. 1. Action for a global response-The WHO can act as the vehicle for action globally-  restructure it and empower it to do the job. Put the right people in place who have the confidence globally. Set a new pandemic treaty and put it in place. 2.  Get a more advanced version of the mRNA vaccine which does not need a cold chain. India is reportedly working on one. Put funds and people in place for vaccine drives in poor countries.  Other action needed is learning from the situation in South Africa where the HIV patients are reported by Stephanie Nolan in NYT to have been more susceptible to mutations of the new variant. How can resources be put in place in poor countries so that patients in vulnerable populations get their medicines regularly, and are vaccinated. Overall how can these populations have the vaccine supplies needed- including ones without cold chain suggested by Larry Brilliant, potentially through vaccine work in India. Can international teams be developed with developed countries in Europe and US financing the effort and India offering its manpower and knowhow?   ...

Models for share price targets of over $200 for Tesla assume the car company will sell these models in large numbers, a Barclays model assuming 350,000 of these cars sold by 2020. It is hard to predict the future for gas prices. In the current environment sales of electric vehicles and popular hybrids such as the Toyota Prius are declining. Tesla faces real challenges considering that gas prices though unpredictable face continuing increases in the development of lower cost shale supplies with new technologies in the future.

Republicans have supported less regulation. After the 2009 financial crisis with faulty mortgages and excessive leveraging one would expect that there would be a shift among Republicans favoring necessary regulation of banks. This did not happen after the Obama administration failed to articulate a new culture after 2009 and lost control of Congress in 2010 by as much as 64 seats in the House 6 in the Senate, and in all demographic and income groups. The result was that the 2009 crisis changed some laws but not the culture of laissez faire that less regulation was better for the economy. It is left to president Biden to tackle this problem of culture and the Silicon Valley Bank clearly shows that the parts of the Republican and Democratic parties that support less regulation even where the regulation is essential for a good economy for workers and families, are self serving. No where is this culture of laissez fairre in its other manifestation in not planning for the US manufacturing base to be strengthened by government action more evident than in the way it has prevailed to turn a blind eye to not just sending manufacturing overseas, but over concentrating it in one country China with additional supply base from Japan into China. This is the challenge that the country faces- only if the culture or mindset changes will laws have the needed impact.  This report in the NYT shows that when president Trump appointed Randall Quarles to vice chair of banking supervision in 2017, Congressmen both Republicans and Democrats believed that less supervision was better for the economy. Democrats such as Congressmen Barney Frank were themselves part of the new culture when Frank joined Signature Bank's board in 2015, one of the banks that along with SVB bank caused the banking crisis of 2023. Its association with risky crypto assets is considered by the WSJ as being one reason the government decided to close it. Frank did not see this aspect of its risk insisting that the bank was in sound condition.  This culture is also manifested in its approach to the cost of living crisis and support for workers and families. The Biden administration sees the problem of culture and of clearly making the changes that create a new culture, and a new understanding of what is right for America, for its economy and for its role in the world, and best for its people.   ...

Factories, offices and retail outlets were shutdown for 2 months nearly nationwide in China. The U.S. has a social distancing lockdown not a complete quarantine of hotspots such as New York, New Jersey. Mr. Trump planned to quarantine New York but faced opposition from the governors of New York and New Jersey, including possible legal challenges. U.S. governors have acted imposing travel restrictions to their states from hotspots in other places in the country, forcing people traveling to self-isolate, stopping vehicles with out of state license plates and asking them to stay away. The U.S. cases have jumped from 100 in early March to 143,000 as of March 28, 2020, and 2514 deaths, according to John Hopkins. New estimates from president Trump and his team of experts are for the peak to be reached by April 15, and recovery gradually taking place by June 1, 2020. Based on the timeline in China shown below the time from the first set of 27 cases by December 15 to March 28 when China's factories were back to work and schools reopened across the country, is a period of 75 days. Based on this president Trump's timeline of June 1 for recovery has some foundation. China quarantined strictly compared to the U.S. yet in the early days it had no warning which the U.S. had in particular from Italy. The Trump administration by extending social distancing and lockdown restrictions till April 30 without a strict quarantine of the East coast areas yet with states outside imposing their own restrictions for outsiders, is doing what other countries such as China, South Korea, have to control this epidemic. The first coronavirus case was reported on November 17, 2019 according to the South China Morning Post, By December 15, the number of cases had reached 15. On December 27 on a single day 180 cases were recorded and the Head of the Respiratory Department at Hubei Provincial Hospital reported this to health authorites in China, according to the South China Morning Post, based on data collected in China.   ...

He asks Venzuelans to support vice president Nicholas Maduro, a former bus driver and union leader, for president if new elections are held. Higher spending in the election year has widened the gap between revenues and spending from 5% to 20%, with expectations Venezuela's currency, the Bolivar, will be devalued.

Hysteresis is the term used for entrenched stubborn unemployment especially as workers stay on the job market for so long that they become dispirited and permanently unemployed. Britain's New Deal policies introduced by the Labor party do not work well in such situations because forcing people to find jobs has to be accompanied by jobs being available. The most successful so far are job subsidizing programs like Germany's Kurzarbeit. Kurzabeit encourages companies to adopt shorter working hours and reduce job losses and layoffs, because 60% of the lost income is paid to workers by the government. Since September 2008 the numbers taking advantage of this scheme went up from 80,000 to 1.4 million in June 2009. At present the OECD counts 22 governments that support a shorter working week to reduce job losses.
