The Lewinsky scandal broke out in January 1998. Bill Clinton admitted "an imprpper relationship" in August 1998. The vote to impeach Clinton was in December 1998. The acquittal took place in Jan-Feb 1999 with the lack of a two thirds majority of 67 votes in the Senate. The damage is not just in reputations. It is in distraction sufficient to lead to flawed legislation that lacked key provisions for the China US Relations Act of 2000 that was taken up by the Senate in May 2000. Could such a major step be taken in the last year of a lame duck administration? Republicans returned to the White House in December of 2000 with George Bush. There were no provisions in the China Relations Act for abuse of the status after joining WTO through unfair trad practices. The result is millions of jobs lost and the entire manufacturing base of the US and Europe shipped to China by 2019. Under Xi Jinping China returned to an adversarial relationship with the US on the issues of Hong Kong and Taiwan. It could have done serious damage to the 1.4 billion people of India as the gap between China and India opened up dangerous security implications for South Asia, a time when governance model of the Nehru era had failed by 2014 leading to fragmentation of the kind that happened in China when Japan had surged ahead in the 1920's and 1930's leading to the devastating war and Japanese invasion of China in the 1930's by provoked incidents. It shows the grave consequences of poor governance including the periods under Bush and Obama that led to decisions to get into wars in remote mountainous and desert regions. A series of such events can as shown by Joel Mokyr of Northwestern University, that can lead to permanent decline for regions and nations. By comparison India has a long history of elected assemblies in the states and regions dating back to the 1936-37 provincial assembly elections under the British- nearing a century of democratic self government by 2036, ten years from now. Even the shorter period of elected government in South Korea was interrupted by dictatorships and the military rule. The Indian Constitution modeled on the unwritten constitution of Britain and the written one in the US, has the allegiance of a population of 1.4 billion people, unprecedented in the history of mankind. There are as many languages in India as in Europe and the media is lively in every language, so that it is an encounter that is the one of the wonders of the world to know and grow up inside India in the second half of the twentieth and the first part of the 21st century. It is also the first modernization effort in the context of Britoish and American democratic forms of government for over 1.4 billion people, almost 2 billion people counting other regions such as Malaysia, Indonesia, Vietnam and the Philippines, that use India as their role model. The economic dynamism of the region required integration of sorts with the European Union and the US for scientific and industrial cooperation at every level which is now happening. ...

Why China India Brazil see the old liberal order discussed at Davos Switzerland, based on the world in 1947 not reflecting growth of Asia in 2026, and not serving the working class or middle class. UK's Farage says it is about people at Swiss Ski resorts deciding what the world should look like. Today the Swiss cannot even take their trade arrangements with the US for granted after US tariffs on entrenched unfair dealings in trade with the US. There is a growing perception in the UK and US and many parts of Europe that this so called liberal order is not working for the people of these countries. China and India, Brazil, see that arrangements set in 1947 as part that order that is cherished by the folks at Davos, and not reflecting the growth of these countries in 2026. The attitudes at Davos may be the most at issue, with Swiss and French attitudes not reflecting the situation in France which is deeply divided between the rural parts of the country and the urban areas about the direction of the country and the need to make life better for the working class and the middle class. In many ways the people of the US and of Europe share this huge rural vs urban divide made worse by the deindustrialization and shipping of manufacturing overseas to Asia.  Looking back at US history provides better clues- many of the same improvements made by Lincoln as Republican, Theodore Roosevelt as Republican, Franklin Roosevelt as Democrat, JFK as Democrat have created the society Americans cherished for so long and was the beacon to the world, which is not about this so called liberal order but rational step by step corrections of course and improvement after improvement, and offer a pathway to the future better than the whole host of politics and politicians that failed America and Europe. ...

Liverpool has lost its World Heritage Site status but this may not be a bad thing, says Christoph Brumann, research leader at the Max Planck Research Institute for Ethnological Research in Halle, Germany. Fewer tourists, he says in this report in DW.com, but now the city can do what it wants to modernize the docks area, and not have to worry about the World Heritage Committee or the British government interfering in its plans. The World Heritage Committee is now subject to diplomatic lobbying of many countries, and the label has lost some of its value as more countries push sites in their country. Liverpool was asked by the World Heritage Committee to stop construction on the waterfront that was helping to bring new life to the city and revitalize the docks area to keep its World Heritage status. In the end the committee that met in China with China as the chair and lobbying by other countries, deteriorating China-UK relations, and and the UK sending only a representative from the Culture Ministry not the Foreign Ministry, played a part in the vote at the World Heritage Committee, says this report. Since 1972 Europe has gained a larger share of the World Heritage Sites. After 2010 meeting in Brazil this has shifted to other countries. There is no clear idea of what a World Heritage site is- cultural, or natural. Cultural is at this point 80% of the sites. This DW report shows some of the contenders in 2021, and only a few of them can be considered to be worthy of visiting. The committee that decides this has removed Dresden for building a new bridge across the Elbe river site, a decision made in 2007, so that it is becoming more controversial. ...

Much of the US jobs market is stalled with a "noticeable deterioration" by June says the Fed. Companies are not laying off people, yet they are also not hiring. The class of 2025 faces a job market with a real slowdown. Hiring has dropped 44% compared to June 2022 says one payrolls company Gusto looking at data from 400,000 businesses. The economy has 4% unemployment, yet for new college graduates it is 6.6% for 12 months ending May 2025. Some companies are pushing back dates of hire into 2026.

Drew Western, a professor of psychology at Emory University, asks the question about Obama that is on many people's minds- who is this man who wrote the book "Dreams of My Father." And what happened to him? It is as if he is asking did they conjure up something that didn't exist, was there really too little about the man in a book written when the young Obama was still in law school- about his experience growing up between two races, except a remarkable effort to grapple with that experience. It would say little about the man himself, the choices he would make, the decisions he would face as he entered his thirties, and forties, a period that provides the crucible and the formative experiences in the development of character. It is as if readers had appended their own chapter at the end of the book and conjured up many things that really did not exist. And which would serve as a kind of Rorschach test experience where readers were free to read into the picture whatever they wished to see- and something Obama could use to be all things to all people. Drew Western draws from his knowledge of psychology and his direct or virtual conversations with about 50,000 people to reflect and make some hypotheses about what has happened to Obama, or what Obama was always about. He starts by pointing out what was missing in the inauguration speech and has been missing ever since- a clear sense of narrative and a vision, a story about what had happened and how it could be made different in the midst of the global financial crisis of 2008-2009. Western provides several hypotheses for what has happened. Obama simply lacks the experience to handle the presidency -having been merely a community activist and not run a city, a state or a business, and had accomplished little before becoming president, and had an unremarkable career as a law professor having published nothing during his 12 years at the University of Chicago except an autobiography. And remarkably says Western voted 130 times in the Senate as "present" instead of "yea" or "nay," suggesting a tendency not to take a stand on difficult issues. The auto fuel efficiency standards issue may be the singular exception. The challenges of a presidency are much larger, and the challenges in 2009 were even greater. Obama could not measure upto the task. A related hypothesis is that given the lack of experience and the inability to make the narrative because of an unresolved identity, Obama is willing to do whatever it takes to dial for dollars and get re-elected. ...

Reilly points out that removing the government and "putting private capital back at the center of a healthier" housing-finance system, as recommended in a policy paper from the Treasury Department, is only possible if the government gives up the idea of a 30 year mortgage. Thirty year loans as currently structured are not attractive to investors without a government guarantee. The revival of securities markets for mortgages not backed by the government is not possible with the 30 year mortgage. There are benefits from the government getting out of the mortgage markets. A significant benefit is that there would be less incentive to invest in housing, so that more capital is available to other productive areas of the economy leading to higher economic growth. In fact the diversion of economic resources from more productive uses to housing was a major problem in the last decade.

This may be an encouraging sign even though it may not be following the rules because Germany's vaccine skeptics are giving way to vaccine envy. The word "Impfneid" refers to the feeling vaccinated people get with vaccine documents enabling them to travel freely. German took 52 million vacations in 2019, and only half that in 2020. In New York city people do not answer or say they do not want to get vaccinated in a door to door drive reported in NYT.

The opening of bars and restaurants risks restarting the coronavirus epidemic in South Korea again after a 29 year old man visited 5 clubs and later tested positive. Contact tracing identified the man but similar cases in the Itaewon neighborhood have led to the conclusion that about one third of 5000 people believed to be involved in bars have not been traced. Over 50 cases have been traced to this one person alone. 

It is now believed that the entire South Korean efort could unravel with the mistakes of a few people. Now president Moon says "its not over till its over," and that it will be a long time before the coronavirus is ended completely. He warned a new wave of infections could happen anytime anywhere.

A nation of 270 million Indonesia has only a small vaccination program dependent on Sinovac vaccine from China, and only 5% are vaccinated.

Doctors say whether you are young or old have co-morbidities or not you can catch the coronavirus delta variant. Several members of a household can catch it and the deterioration happens quickly. Doctors in India made similar comments during the surge there in May 2021. Kudus region in central Java is typical. At first cases were declining from a January peak by May. Then cases jumped in June. A third of cases turned up positive for PCR tests.

Based on certain criteria of the number of seats and number of states India's Election Commission says the Aam Aadmi Party in Delhi and Punjab gets status as national party. The Trinamool Congress or TMC of West Bengal, and the NCP of Maharashtra, the CPI, are no longer considered national parties. India's evolution as a modern industrialized country following the pattern set by Japan in the 1960's, South Korea in the 1990's, China by 2019, is at stake. The regional parties based in one state are a new phenomenon. Under Jawaharlal Nehru India lacked a pool of capital and techological resources large enough for this kind of industrialization similar to the situation in China under Mao. Non alignment under Nehru and Communism under Mao deprived India and China of the resources and foreign investment of the west including the absence of infrastructure and policies that would encourage foreign investment. China set about removing these obstacles. Yet one obstacle would not stand up against these efforts in China as it would in India. There was no prospect of coalition governments that would be indecisive and be built on various compromises damaging to rapidly building infrastructure. In India coalition governments would emerge because of the 22 language structure in its makeup and the language based division of the country that Nehru was forced to make by linguistic demands. As a result without a core philosophy of principles common to all parts of the country rapid development could not happen over a period 1990-2014 when the party of Nehru lost many northern states and when states in the south such as Tamilnadu, Andhra and Telengana, and states in the northeast such as West Bengal, Orissa, states in the west such as Maharashtra moved into language based regional identities and parties running these states. This is the significance of the changes since 2014 of one strong party in a number of northern states and in the west and northeast of the country that is making rapid industrialization and infrastructure building to attract foreign investment similar to China's experience happen. In India this core of common principles has evolved around the Ancient Path of Vedanta and Buddhism that has provided essential aspect of good governance and the discipline for finding a path to the kind of rapid infrastructure development that has happened in neighboring Japan and China. ...

This report in WSJ says China's government faces severely strained government finances. Local government entities sale of land financed 40% of local government revenues in China, and most of these have dried up with the very real loss of confidence in property sector. Government now faces $900 billion in shortfall in revenues says this report. There may be psychological hurdles in China's growth with the effects on mental health from lockdowns in major cities, the revolt in the property sector with home buyers losing confidence in developers, the loss of confidence of foreign investors from US and EU. The dependence on the property sector to carry so large a burden of growth for the last 2 decades in China may now look like an error. The dependence on foreign investment may also be an error as the loss of confidence could mean some withdrawal and a lack of sustained investment.  It could even be said that restraints on both sectors property and foreign investors could have created alternative paths to growth, and reduced the shift of factories from the US and Europe to China that have now caused trade friction and and a reverse shift of investment back to home countries of US and EU. Trade friction has it appears backfired in a way that extends to the overall relationship which could have been prevented by preventing the hyper growth that happened. Greg Ip of the WSJ has argued that compared to Japan's growth in the sixties and seventies from a country of 100 million the hyper growth for a country of 1 billion for 2 decades created a massive impact on communities in US and EU that were dependent on factories that were lost to China. This has alienated large sectors of the public in the US and EU which could have been prevented by restraints on hyper growth in China. Ip says the growth was too large and too fast for the US to cope. It may have permanently damaged the relations between the two countries showing that trade and globalization had unintended effects when left to business which has no comprehension of how the macro developments can affect the relations between the peoples if the other effects in the relationship such as community impacts are ignored which business says is not its role,  and governments staying away from keeping an eye on how it was happening and adjusting for ill effects with restraint and redirection of business policies. ...

President Trump on a three day visit to the UK promised a free trade deal with Britain if it made a decisive break with the European Union. Such a free trade deal could take years, offer small benefits compared to the loss of the much larger trading relationship with the European Union. It would face hurdles in passage through Congress because Democrats controlling the House of Representatives see a decisive break with the European Union including the customs union arrangement as affecting the open border in Ireland risking the hard won peace in Northern Ireland.  Prime Minister Theresa May proposed a withdrawal arrangement that would keep the customs union arrangement but has failed to secure the support of a faction within her Conservative party that favors a decisive break from the EU. Such a break that Mr. Trump and Boris Johnson the leader of this faction -and a favored candidate to succeed prime minister May after her resignation- would reduce Britain's GDP over the next 15 years at the higher end of the range of 0.1% to 9% a year. A decisive break called a no deal Brexit with no arrangements or agreement for withdrawal with the EU, would lead to a loss closer to the 9% estimate. British experts to the EU are about $275 billion or 44% of its total exports compared to about $44 billion to the U.S., according to HMS Customs source, showing how important it is for Britain to maintain a close trading relationship with the European Union. British farmers would also face competition through agricultural imports from the U.S. in a free trade deal. During his visit Mr. Trump also stated the National Health Service, everything would be on the table in a free trade deal with the U.S.  Theresa May responded by saying that the NHS would not be open for negotiation to American corporate involvement. Public sensitivity is high on any change to the National Health Service. The trip of president Trump to London in which he supported Boris Johnson as candidate to succeed Theresa May, with discussions between Trump and Johnson for 20 minutes, and a visit by Nigel Farage to the U.S. embassy, and no meeting with Labour party leader Corbyn, only shows the widening of differences on the issue of British withdrawal from the EU making any deal for withdrawal even less likely. In the past the state subsidy system worked to take huge share of new industries such as semiconductors, smartphones, solar, electric cars. The question remains why the defamation law has remained a part of the Indian Constitutional law and the Indian  Supreme Court has upheld it. Under Britain there must be the sense that this would have put the unified subcontinental government at risk. Under India post independence this could be seen as an effort to keep the unified country India that emerged from the British Indian rule together as one nation. It may not be individual to individual defamation that underlies the spirit of this law. Its spirit may lie in keeping together as one nation a country with many languages and people after centuries of foreign rule by not letting the spirit that keeps it together be undermined in any way or form. Gandhi and the independence movement before Gandhi created the spirit for a new nation from many peoples and languages, this has now taken the form of timely delivery of the services and infrastructure that these peoples are entitled without any dilution of any sort, after all the hard work, sacrifices and aspirational effort of an earlier generation of leaders. ...

The last time the FBI involved itself in elections was with Edgar Hoover in the election between Harry Truman and Dewey for U.S. president in the 1948 election, when Hoover made clandestine efforts. One Georgetown scholar says it may be an unfair comparison for Comey, but it raises questions about his bringing up the email inquiry a week before the election.
