What will China do for a 2200 mile or 3500 kms border from Ladakh to Arunachal Pradesh in the east with India? That is the question. This is not the British Empire, it is a modern nation like China. India is in the same rapid movement forward that China experienced in 2000-2020 period and Japan in the 1900-1930 and again in 1950-1970. Much of the Tibetan and Himalayan region is relatively even today uninhabited or sparsely inhabited high country and remote from China for all of China's history, till 1950 and its entry into Tibet the culmination of the struggle with policies of colonial empires of Britain and Japan. It has nothing to say about the world in 2025 or 2050 with two ancient civilizations, part of the fabric of Buddhism in Asia side by side, having accepted the modern world of the European civilization that came with the scientific and industrial revolutions between 1600-2000.

Over 50 countries have asked for negotiations with the US over reciprocal tariffs imposed by the US on April 2, 2025. US president DJT says- “There will be fair deals.” DJT says a number of foreign leaders have contacted the White House since April 2nd.  Israel, Japan, Taiwan are beginning negotiations with the US over tariffs. Britain, South Korea and India will follow. The European Union is waiting for an opportunity to do the same. “They’re offering things to us that we would have never even thought of asking them for, Nobody but me would do this.” With China the situation is different and China is unlikely to negotiate. "We have stressed more than once that pressuring or threatening China is not a right way to engage with us,” says the Chinese embassy in Washington DC. After DJT said he would impose a 50% tariff on China over and above the 34% of April 2nd if China does not take back its retaliatory tariffs. This would happen on Wednesday April 9. China says it would f"ight this to the end." A sign that the USTR will try to get other nations to come up with deals and tackle China separately. ...

Robert Reich, a former Labor Secretary, says that instead of "rebalancing" with Chinese consumers buying more American goods and China exporting less to the USA, things are headed in the opposite direction. Why? Because at the macroeconomic level China is devoting more of its country's resources to production capacity. Chinese consumers are taking home a smaller proportion of the total economy. In 2008 personal consumption amounted to 35% of the total economy, whereas in 1998 it was 50%. Capital investment in the same 10 years went up 35% to 44%. Chinese continue to save and these savings are going into infrastructure and manufacturing capacity. There is even a social twist to the savings, with fewer young Chinese women than men parents with boys have to compete in the marraige market and save assets for this. Households are also saving to support more elderly people as population is aging quickly with population policies. All this means that with all the talk (see links to Niall Ferguson and Krugman), the situation will likely roll on in this manner till things reach an impasse, or there is a strong political backlash in the USA which leads to stronger trade actions by the government, or there is a crisis. Meanwhile the trade deficit is headed higher and Chinese foreign reserves will go far above the current $2.3 trillion. And the Europeans will also be getting restless with their trade imbalance, as the euro edges higher and the yuan remians pegged to the dollar, leading to trade distortions. ...

With an extraordinary sentiment for China's people Joe Stilwell showed America as different from the colonial powers of which Japan was a part with its occupation of Korea and China in 1930-1945. America should recognize and be proud of men like  Joe Stilwell who commanded all American Forces in China and the Asian sector in World War II. Such forced labor as shown in Tuchman's book "Stilwell and the American Experience in China," was never seen in its human aspect. Stilwell was the first American to understand the ordinary Chinese people struggles of that period. He participated in their struggles, once even hid himself in Chinese freight trains in the 1930's to collect intelligence about Japanese intentions in northern China.  The war conditions for the Imperial Japanese war effort railway built through dense jungle between Rangoon and Bangkok in 1942-43. Tamil Indian and Indonesian laborers who died working on the railway are remembered here. 250,000 romusha or forced laborers of whom 90,000 died were Asian Indian. A much smaller number were Britishers and European POW's 12,000 in number immortalized in Bridge over the River Kwai, a movie about this period. Till now most of the Indian laborers remained obscure like so many millions obscure in the history books about the colonial period for Indonesia and India, with a population now numbering 1.7 billion people in the world. China with 1.2 billion people suffered the same fate in bombings by Imperial Japanese forces that rampaged across China in the war years. Here Spanish newspaper El Pais describes the new role of China's chief economic representative He Lifeng sent to negotiate with the US and his success in getting a 90 day reprieve where US brings tariffs to 30% and China to 10%. Another problem is overcapacity in the auto industry. The overinvestment is highlighted by the recent decision of Geely to invest $10 billion in Volvo to double production to 800,000 units over 5 years. Under new CEO, Georges Plassat, Carrefour focusses more on Europe and reduces expansion in emerging markets. As part of this strategy Carrefour buys 127 malls in which it operates stores and forms a separate propoerty company in which it owns 42%. This reverses the decision in 2001 to sell 150 malls partly to finance the push into China, Brazil and Argentina and other European countries. The prior CEO, Lars Olofsson, increased emphasis on hypermarket stores and expanded presence in emerging markets. Carrefour share price took a 60% drop in 2010-2012 and is gradually recovering. Plassat's strategy is to go back to focus on Europe and withdraw from poorly performing places such as Greece, Portugal, Indonesia and Columbia.

Orlik reports that the link between China's GDP growth and lending has broken down as credit expansion is accompanied by slowing growth. Slowing credit growth and lowering GDP growth even further is the price China's ecnomic planners are willing to take to forge a new path of sustainable growth, increasing efficiency of investment and increasing domestic consumption. The ratio of China's credit outstanding to GDP has jumped to about 180% in 2012 from 123% in 2008. Rapid expansion of credit is one of the danger signals before a crisis according to the IMF. Saudi Arabian deputy defense minister Prince Khalid says polls show Saudis younger than 30 years old favor improved relations with Israel. As a first step Israeli planes would be allowed to fly over Saudi Arabia and control over two islands in the region would be handed over to the Saudis.  President Biden as a candidate had concerns about human rights in Saudi Arabia. Following the war with Ukraine and improving Saudi Israel relations it now appears likely that this will have an impact in improving US relations with the Saudis. Prince Khalid visited Washington and William Burns has also visited the Middle East for the Biden administration as it seeks to get Saudi Arabia to increase oil production following the EU oil embargo on Russian oil.  Saudis under Prince Salman who heads the administration are pushing to modernize Saudi Arabia and build ties for a broader relationship with the world than the traditional ties in the Middle East of Arab countries.The Saudis are improving relations with India and India was the first country to ship vaccines to Saudi Arabia. UAE and Qatar have also improved relations with the Modi administration in India. With China  engaged in trade and technology friction with the US after US investment and aid to China during the last 2 decades and the long period of aid to China during the Japanese invasion, the US is building new relationships in Asia, the Pacific and the Middle East. The new Saudi US relationship would be different from that of the old Saudi relationship as Saudi remains a monarchy but under the new administration and a younger generation of Saudis sees itself as a modernizing influence in the region. Biden sees these new factors as it looks to rebuild relationships in Asia.   ...

"The whites are here to stay," a line in a paper prepared by Kissinger set the policies of the Nixon administration supporting Apartheid in Africa. NYT in this report on Kissinger points to his involvement of the US in the Angolan civil war on the side of South Africa as he did not understand the popularity of liberation movements. Kissinger was steeped in the Austrian and German politics of his original home country Germany from the Napoleonic period to 1914 covering Metternich in Austria-Hungary and Bismarck in Germany. He also failed to grasp the popularity of liberation movements in Indochina. As a result of these policies many many hundreds of thousands of lives were lost, which cannot be said of Secretaries of State before him. Jefferson, Madison and Adams, and Seward for Abraham Lincoln, Elihu Root for Teddy Roosevelt, Cordell Hull for FDR, George Marshall and Dean Acheson for Harry Truman, John Foster Dulles for Eisenhower, George Shultz for Reagan. Kissinger served only for 3 years and the lives lost are incredibly large. We think of Geroge Marshall and the Marshall Plan that rebuilt post war Europe, Seward's role with Lincoln in the Civil War, and Cordell Hull's fight for freedom of Asian countries including India under Gandhi.  And we can see why there are such strong opinions for Kissinger almost seeing Kissinger as a Napoleonic figure where power faced the hundreds of thousands of lives lost with complete indifference. There is the opening to China yet this happened simply because as a coincidence of events in China in 1970 after the Great Proletarian Cultural Revolution led to Lin Piao incident and China seeking a connection to the US more than Kissinger's own policy or plans. David Sanger's account of his conversation with Kissinger simply says he just "shut up and took notes."  ...

Timeline in NYT on DJT-Jamieson USTR  Tariffs to March 13, 2025. Reciprocal tariffs to go into effect April 2, 2025 on Mexico and Canada. Reciprocal tariffs are seen as based on fairness- "we charge them what they charge us."  Why is this action necessary?  Because Canada, Mexico, EU, South Korea, Japan, China gained unfair advantages due to the inaction of administrations dating back to Clinton, Bush, Obama which were never reversed. Other nations have no incentive to trade on the principle of fairness inducing the US to take action to open discussions on fair trade and on what the tariffs should be going forward from 2025. US Trade Representative Lighthizer under DJT first term was Deputy Trade Representative under Reagan when he negotiated fair trade with the Japanese in the 1980's who he says stalled and stalled till finally agreeing to real discussions. So this is nothing new China, Canada and Mexico have taken the place of Japan. In this second term of DJT Lighthizer's Deputy Trade Representative is now the US Trade Representative. This means the discussions are in the hands of seasoned American trade officials with a keen grasp of details supported by Scott Bessent at Treasury and Luttnick at Commerce Department. What it is NOT is an effort to coerce other nations by the US. Like Japan in the 1980's with Reagan and Lighthizer as USTR, in 2025 China, Canada, Mexico, South Korea Taiwan and other nations would like to slow this return to fair trade by stalling and stalling, and presenting a different picture of the facts. But will that work? As it did not with Japan in the 1980's when Lighthizer got them to sit down to have real discussions on fair trade. ...

This briefing in the Economist says China now faces a difficult transition to its next phase of development, in which the government is trying to change the model used by Deng Xiaoping of export led development to a consumption based economy. That model produced spectacular results between 2000 and 2015 when the middle class went up from 5% of the population to 25% of the population, as measured by people living on more than $20 a day in 2011 $ purchasing parity, as reported by IMF, EIU. The problem China faces is can this development stall if it fails to tackle problems in the next phase, with an aspiring group behind the new middle class left behind. Recent jump in the stock markets volatility, devaluing of the currency, and confusing signals sent by the government have hurt its credibility. Demographic issues with an aging population, the destruction of the environment with rampant development, and how to manage this next phase of development with respect for the constitution and the rule of law replacing the high corruption levels, are serious challenges. Experts say it will be difficult to manage a transition to the next phase of development without some degree of democratization. The rise of the internet and the social media have created more avenues for expression, which gives the government some guage of public opinion, especially in tackling pollution, mismanagement, and other problems. The government sees the need to manage things carefully, with rising unemployment posing a problem as growth slows and the government closes down inefficient manufacturing facilities. ...

Prime minister Modi's visit to the US comes at a time when US president Biden is eager to show the US is fully engaged in the Indo-Pacific region with its allies in the Quad 4 countries- Australia, Japan and India. The recently announced Aukus defense agreement brought together 2 members of the Quad 4 the US and Australia, plus the UK. Aukus is designed to strengthen US presence as a naval power in the Indo-Pacific region in the Indian and Pacific oceans around India, Southeast Asia, China, and across the Pacific. After a futile engagement in Afghanistan the US is reorganizing its presence where it is strongest- in the oceans. In a way that Britain once did in the eighteenth and nineteenth century, the US is dominant in the high seas. US naval power far exceeds that of all navies in the world combined. This is meant to reassure India, Bangladesh, Sri Lanka, Thailand, Malaysia, Indonesia, Philippines, Vietnam, Australia and Japan, which together have close to twice the population of China, that the US has not diminished its presence in any way from that it had in the 1950's following the Second World War. With this new framework India enters discussions that will focus on health to deal with the pandemic and its after effects, with security and rule of law in the Indo-Pacific region, with trade, technology, new supply chain manufacturing structure in which India plays a key role. With this new focus and clearing past engagements made by other US  presidents, including some mistaken policies, the US emerges as a new force in the Indian ocean, China seas and Pacific ocean region.  On September 23 Modi meets Tim Cook for what could be new supply chain arrangements that Apple could be preparing as it and other US corporations build new supply chain structures to rebuild US manufacturing technologies capabilities that were lost to China over the period 2000-2020. During that period manufacturing technology knowhow was shifted out of the US in a mistaken policy that assumed design and invention were sufficient for the US to keep. The first step in this direction was a change of CEO's at Intel Corp with US president Biden pushing for new US technology reclaiming policy. Following that the new CEO at Intel Corp, Patrick Gelsinger, completely reassessed Intel's mistaken policies of ceding its entire semiconductor manufacturing technologies capabilities to Taiwan and China. Intel made a U turn and is now investing all or most of $50 billion in the US instead of in China or Taiwan.  On September 24 Modi meets Mr Biden to discuss trade, investment, defense, and security. On the same day the leaders of Japan, Australia, Mr. Suga and Mr. Morrison join Modi and Biden for the Quad 4 talks. Indian infrastructure capabilities and Indian economic growth would be key goals to strengthen India along its land borders along Tibet occupied region and Himalayas as part of the overall effort to build a new US and allied presence in Asia.  On September 21 Modi attends a Covid Summit that will look at the way forward in the aftermath of the pandemic and ways to vaccinate the remaining unvaccinated population in the world, as well as vaccination passports.  ...

Having an adequate supply of N95 masks is critical for each hospital tackling the coronavirus pandemic. The lack of enough masks leaves health care personnel without the basic protection and is a grave emergency. Hospitals are resorting to reuse of the masks in this crisis and this is not a good practice as it increases the chances of infection. President Trump has invoked the Defense Production Act on April 2 against 3M. This gives the federal government more control over 3M's operations to ensure that it goes all out to make the healthcare N95 masks that the hospitals need in this grave emergency. This report in the WSJ covers the situation as of April 3 on the supply of M95 masks for health workers and others. N95 masks block 95% of very small particles. Supply in the U.S. is for 50 million N95 masks. Demand in the U.S. is for 300 million N95 masks as estimated by the Department of Health and Human Services. in March- this is how many are needed by health care workers to fight this pandemic in the U.S. The principal manufacturer is 3M. 3M company has doubled its production since January 2020. The trend before this pandemic was to send production over to China and other countries. This is changing now with the pandemic and the U.S. policy shifting to be self sufficient in medical supplies in the event of an emergency. A policy Peter Navarro, who heads the agency in charge of getting medical supplies, says President Trump is insisting be implemented. Hospital buyers supported the earlier trend to keep costs down, but this appears to be a costly mistake, putting health care workers in hospitals across the U.S. without the basic protection they need. Minnesota based 3M invented the first modern disposable masks in the 1960's. Interestingly 3M continued to make millions of masks in the U.S. even though competitors moved manufacturing overseas. The 50 million disposable masks 3M made globally went to workers in industries where it provided extra safety from metal shavings or other substances, and medical workers. Now 90% of masks go to medical workers. 3M ramped up production globally since January 11 when the pandemic first hit to 100 million masks a month globally, and 35 million a month in the U.S. at plants in South Dakota and Nebraska. 3M says that it will import 10 million masks from its factory in China, which earlier this year was restricted from shipping it outside China as China needed masks for the pandemic. About 10 million more masks are made by two other manufacturers Alpha Pro and Louis Gerson Co.  U.S. Department of Health and Human Services ordered 600 million N95 masks from 5 companies to distribute to hospitals and build up the national medical supply stockpile. 190 million each of this is from 3M and Honeywell and 130 million Owens & Minor Inc.  3M says it will make 50 million a month in the U.S. by June. Honeywell which had moved production overseas, plans to bring back production to the U.S. by making 10 million masks by May at its Rhode Island and Phoenix plants. There is a company in Singapore that makes one million masks a day in China and other Asian countries, Pasture Pharma Pte, but most of it is committed to government agencies in China.   ...

Apple CEO Cook's blue collar roots in Alabama. He says he has worked at an aluminium factory in Virginia and a paper factory in Alabama, and grew up spending a lot of time in factories. Cook was hired by Steve Jobs to fix Apple's manufacturing operations after Jobs rejoined the company in 1997. At that time Apple's manufacturing plants had serious quality problems and high levels of rework in plants, and Apple had high levels of inventory. Cook was largely responsible for the new manufacturing setup at Apple. Jobs did not get it into the details of manufacturing- being more interested in the design aspects of the product- and people close to Apple say Jobs rarely visited Apple plants. This gives Cook greater credibility as Apple tries to change the way its products are made in China. Under Cook Apple has joined the Fair Labor Association and initiated FLA inspections of Foxconn plants making Apple products.

This report in the WSJ says about Evergrande and China's housing boom that it was a risky race against time in which developers took in billions of dollars of borrowed money from buyers in cash to launch project after project in every Chinese province. The 25 year old company founded by 37 year old Hui Ka Yan in Guangzhou was setup in 1996. Its name stands for "constant" and "big" in Chinese and during the rapid expansion of the Chinese economy after 2000 it played a part in meeting dream of home ownership. It did this by taking in full cash payment for apartments that were delivered years later. It is the largest symbol of debt for housing developers in China $89 billion in outstanding debt and millions of unfinished properties, 42% of debt due in less than 1 year. Today Evergrande is collapsing, unable to pay creditors, and paying creditors in construction with unfinished properties, says this WSJ Report. Capital Economics estimates that Evergrande has presold 1.4 million apartments valued at $200 billion that are not yet finished. Typical is a woman in retail sales in Shenzen who invested 1.4 million yuan or about $217,000 in 2018 for one 400 square foot apartment in a high rise building.  The Chinese government is unlikely to stop Evergrande from collapsing. Its only interest is in protecting the people who paid in cash for unfinished apartments. ...

Under Article 23 of the Basic Law, Hong Kong's constitution stated Hong Kong would pass legislation to stop national security crimes such as treason, secession and espionage. The Basic Law also had a provision to grant universal suffrage. It is important that the universal suffrage or democracy was never granted or made a priority by Hong Kong people during the boom years under the British, as a French commentator for La Croix aptly points out in FR24. He says he watched incredulous as Hong Kongers selfishly pursued money.  The Article 23 also provides for the National Peoples Congress to add laws for national security. The last time that Hong Kong people were faced with the National Peoples Congress passing such laws was in 2003 when half a million came out in protest. This was shelved at that time. It is now law today. Why now? More protests are expected and an election in July would bring more seats in the legislature for the pro-democracy parties, says the WSJ. Another factor is that Hong Kong at one time represented 16% of China's GDP in 1997, today it is down to about 3% in 2019. It is no longer that important to China, even while continual protests from Hong Kong detracted from other vital issues facing China as it shifts away from its trading relationship with the U.S. and as the U.S. imposes strict conditions on trade, investment and technology flows. Under the Hong Kong Human Rights and Democracy Act passed by U.S. Congress in 2019 an annual assessment has to be made by the State Department whether "one country, two systems" is operating. This is why Mike Pompeo, U.S. Secretary of State has made his comments that "no reasonable person can assert today that Hong Kong maintains a high degree of autonomy from China." The new assessment would diminish confidence among foreign businesses in the city, in addition to ending its special trading status with the U.S. ...

Americans companies doing the outshoring are really the targets of the Tariffs because they are at the heart of the mechanisms causing the destruction of the industrial and manufacturing base of America, vital for it's security and for it's leadership of the free world and western civilization. It started with Apple in 1998 and I witnessed this as a consultant seeing the production line at the Apple Colorado Springs plant in 1997 with rework and defective product before Steve Jobs returned to Apple. By 1998 Apple started shipping it's entire production base to China. DJT told the Cabinet meeting on April 10, 2025, all previous presidents had to tell companies firing all their workers and outshoring their machines was- "there will be a tariff of 50 or 100% on your products imported into the US."  And these companies would never have fired all their workers and sent their factories to China or some other country. Economists and experts who have turned their backs on American workers see the $1 trillion deficit countries have with China and the loss of their industrial and manufcturing base with one excuse or another. Trade in Services in which the USA has an advantage does not do much for American workers, or for the 5 million manufacturing jobs lost and tens of thousands of factories that have been outshored.  National Security and Jobs, the Middle Class, factory communities across all 51 states are all at stake. ...
