The result is that Lapid's party is putting together a coalition of the right, left and centre- parties of Bennett, Labor, Gantz, and Lapid getting together to form a new government with sharing of ministries. Bennett would be the prime minister for 2 years followed by Lapid under this new arrangement. The whole arrangement is a result of no one  party or group of parties gaining a majority in repeated elections. Under the last arrangement Benny Gantz and Netanyahu shared power with Netanyahu going first as prime minister.  The new arrangement is designed as an effort to give Israel a chance to have anyone other than Netanyahu as prime minister, so intense is the desire for changes- almost as if Israel needed it "as it needs air to breathe," the way Lapid puts it. The snap elections called by Macron after National Rally party of Marine Le Pen wins 32 percent of the vote to Macron En Marche at 15% in the EU elections. Marine Le Pen has put Jordan Bardella, 28 years, of St Dennis suburb in Paris as the candidate for prime minister if NR wins the National Assembly election. Macron earlier made Gabriel Attal, 35 years, the En Marche candidate. This is the youngest in a major country for prime minister. This report in WSJ shows how Macron by reducing diesel subsidies for farmers has alienated rural voters at a time when farmers are protesting difficult conditions. Macron also faced union opposition over pension age changes, and before his reelection protests from Yellow Vest protesters on cost of living issues. Macron has survived each challenge, the last in reelection by getting support of voters on the left and right choosing stability over changes that National Rally might bring. The snap election was also intended to take Le Pen and NR by surprise. This has created new uncertainty with elections on June 30, 2024, soon after Biden and Macron met in Normandy for D- Day anniversary, and the upcoming G7 meeting in Italy June 13-15. ...

This interview with Indian Health Minister, Harsh Vardhan, by Amitabh Bachchan and Anant Goenka of the Indian Express covers a range of questions including India's low fatality rate for coronavirus of 1: 46, its vaccination programs for polio, malaria and other diseases long before the pandemic for a population of 1.3 billion people, respect for healthcare workers, and the distribution of the new vaccines under development in India. Vardhan says there are of the 100 vaccines being developed 30 are in India,and of the ones nearing approval 5 are in India.  India makes 60% of the world's vaccines and its distribution capacity for such a large population has been proven many times. During this coronavirus months of preparation are going into reaching the whole population including remote parts in the mountainous areas. Vardhan says the plan is to vaccinate about 30 crores or 300 million people by June-July 2021 out of a total population of 135 crores or 1.35 billion. The vaccination will start with health care workers, moving on to essential service personnel in the military, police and other occupations, and to vulnerable parts of the population based on age and health conditions. Vardhan who is also the chair of the executive board of the WHO as India's representative, says the prime minister is personally holding two 3 hour long meetings to monitor the preparations for the vaccine and its distribution. Vardhan lists the achievements of the Modi administration and the quality of leadership provided by the prime minister- 2100 testing labs, 97% of the country having a testing facility within 3 kms, testing 1-1.5 million people each day, 1 million testing kits produced daily, 2 million beds in India with oxygen support or in ICU, 13,000 quarantine centers. By personally visiting the vaccine development facilities in Ahmedabad, Pune and Hyderabad, the prime minister also directly supported and encouraged scientists and their efforts. ...

There are also frustrations among Tory MP's, women, and ministers, who are left out of the centralized decision making where only a few people around Mr. Johnson- Gove, Hancock, Sedwill, Sunak, Cummings - know what is going on.  Mr. Johnson has not rested well says the Times and Mr. Sedwill also had the virus it is reported. Mr. Hancock is not trusted by Tory MP's to execute the plan correctly for testing, tracing and isolation of clusters, crucial to controlling the pandemic and restoring confidence in the economy. Mr. Johnson also face the prospect of an inquiry into nursing homes- he responded to Keir Starmer of the Labor party in parliament that he"bitterly regrets" what happened there. More money is being poured to control this. There is a sentiment of acceptance that Brexit talks are going nowhere and Britain simply walks out with no deal.   ...

The government of Theresa May and the EU appear to be on a collision course with the release of the EU draft legal agreement that says Northern Ireland must remain in the customs union and future arbitration or appeal would be under the European Court of Justice.

Ireland favors the EU draft and sees it as a default solution to avoiding a hard border with Northern Ireland if it becomes necessary. Theresa May and the DUP party of Ireland on whom the prime minister depends for her coalition government's thin majority support in parliament, both reject the EU solution. 

The Labor Party says it would solve the Irish border issue by entering into a new customs union with the EU, so that no checks are needed at the border for people and goods. The Labor party sees it as vital to prevent any effort to undermine the Good Friday Agreement that forms the basis of the peace in Northern Ireland.

Adults ages 20 to 39 are affected the most in Michigan. With cases for children under 19 quadrupling from a month ago. 301 reported school outbreaks in Michigan alone. A big problem is that the spread of the variant B.1.1.7  from the UK started in clusters earlier in February. It now has spread to the general population. India has seen a surge in the past 5 days and public health officials are learning from this experience in Europe and the US. The focus  should be on micro containment zones, prime minister Modi told state chief ministers in a virtual meeting on April 10, with screening, testing, tracking, and that health officials should not let higher numbers affect their persistent effort to screen, test and track as with the unceasing effort the results will come. ...

About 10% of the state officals will be cut and decreases in pensions for judges. Higher taxes will be placed on alcohol and tobacco products. Prime minister Yatsenuyk, says without the reforms and IMF-EU loans the economy woud contract by 10%, with the package GDP would decline by 3%. Ukraine's 10 year dollar denominated government bonds had a yield of 8.94%. Years of large state subsidies for natural gas, mismanagement and corruption have left Ukraine's finances in bad shape. Ukraine now faces austerity measures similiar to that in other Eastern European countries and Greece, leading to continued political unrest.

The idea is to encourage cross border exchanges to reduce tensions. The emphasis in back channel talks between India and Pakistan also emphasize the idea of CBM, cross border movement. The prime minister of Pakistan, Nawaz Sharif, has also expressed in the past the importance of cross border movement and trade as ways to improve the economies of both countries. The idea of building up trade and increased exchanges between the two countries is supported also by the U.S. and other western countries. The example of Ireland and Northern Ireland where trade and cross border exchanges are considered important by all parties after Brexit, is an example of how important this is.

US Japan relations after the meeting of Takaichi and DJT at the White House appear to be in good shape. Japan will invest $73 billion in US investment projects in 2026 as part of the $550 billion commitment made at the time of the US Japan trade deal in 2025 under the previous LDP prime minister. Takaichi is coming with strong support in Japan after winning a landslide victory in the general election. Japan's main concern is the belligerent North Korea and China's posture in Asia as it relates to Taiwan. Agreements were reached on critical issues- to develop alternative supplies of critical minerals, to rebuild the shipbuilding industry which US and Japan had given up after dominating it for most of the 20th century. This is critical to ensure open navigation on the oceans of the world. Agreements on high tech and AI, and agreement to purchase Alaskan oil to cut Japan's 90% dependence on volatile Middle East supplies. Japan has managed Middle East supply by keeping over 254 days of inventory but this looks to be very risky as Germany learned from its dependence on Russian oil which went in the wrong direction under Merkel. Japan has released about 18% of its total reserve amount of the 254 days inventory (146 days in national reserves and 101 days in private mandated reserves). It uses 3.14 million barrels a day in 2026 down from 5.8 million barrels a day in 1996, using about half today through conservation and using renewable energy showing the potential for the US and Europe. Germany has cut oil consumption by a third in comparison from 2.9 mbd in 1996 to 2.0 in 2026. And the US remains stagnant with oil demand highest in 2005 at 20.5 mbd and 20 years later at 20.5 mbd mainly because 14mbd or 70% goes to cars and trucks on the road for 347 million people over continental spaces (compared to 297 million in 2005) for a reduction of oil use of 15%. ...

Greece passed what prime minister Samaras called the last of the austerity cuts in November 2012 and called for action by lenders in the EU. The EU's Rehn says it is time to dispel the notion that Greece has not made progress in making the economic changes needed. The 2013 budget passed in parliament has cuts of 9.4 billion euros to salaries pensions and benefits, and raises the retirement age from 65 to 67. As of Nov. 2012 the bailout packages to Greece from the eurozone countries are at $240 billion.

Surprising as it may sound, India's independence in 1947, did not get the attention one would expect to see for a country with the second largest population in the world. Europe was still recovering from the Second World War and the cancellation of the debt of Italy made the biggest headline in papers such as the Chicago Daily Tribune. Its title was - Mountbatten named new Governor of Hindu India, Punjab riots rage 250 dead. A misperception as Nehru and Sardar Patel were the leaders of independent India, as prime minister and deputy prime minister. In fact the biggest headline in bold was that -Population was up by 9 million with California surpassing Illinois. A Kipling type picture complete with tigers and cobra was put alongside a departing British ship, adding to the ignorance about India.  The Washington Post title was much better- India achieves sovereignty amid wild rejoicing. But it competed with a Soviet threat on the Balkans, Mercury heat wave hitting 96 degrees, and Truman predicted victory in 1948. The New York Times headline was- Two Indian nations emerge on world scene before a map of India. And another headline India and Pakistan become nations, Clashes continue. Alongside were headlines about a price gouging inquiry from president Truman. To this day the coverage has not changed much with the NYT not truly recognizing the aspirations of the Indian people for a standard of living comparable to the western nations, the papers like the Tribune not having any conception of India except in a vague misguided way. And papers such as the Washington Post only somewhat better. None of the western media, much less the BBC, have any conception of the aspirations of the Indian people for a quality of life and the industrial infrastructure that would be comparable or exceed other countries in Europe or that of America.     ...
