China's own local companies have moved so fast and completely to dominate the China and world market for electric cars  in a few years 2019-2025. Looking back in 2030 the Musk China factory with declining sales in China of 6% may only result in China having completely outmaneuvered the US in China's and world electric car markets. BYD makes its own batteries in house with new technologies, the competitive landscape in China makes Tesla simply one of many small companies most of whom are consolidating.

Decades of investment in car manufacturing and EV's is paying off for China. It now exports 5.7 million cars of which 1.7 million are EV's. EV exports are twice that of Germany. Car production capacity in China surged as the Chinese market expanded to be larger than Europe and the US combined. The production capacity is twice the size of the domestic market- 40 million gasoline cars from 100 factories.  As domestic sales have slowed down there is a push for exporting this excess capacity. The US and the EU are imposing tariffs on Chinese cars to protect their domestic manufacturing. The push to become a leader dates back to premier Wen Jiabao 20003-2013. Wen chose Audi engineer Wan Gang as minister of science and technology, and gave him the task of making China the leader in electric vehicles. Manufacturers were given subsidies, tax breaks, cheap land and electricity. By one estimate the EV manufacturers and battery makers in China received $230 billion in subsidies since 2009.  This is one reason the EU and the US are imposing tariffs to protect their domestic manufacturers. As the shift to EV's continues in China- half of the cars in 2024 EV's- the gasoline models are shipped overseas. China has now replaced the western brands in Russia with it's gasoline models.  China makes great savings in batteries as it controls the supply chain in batteries. It makes EV's at 30% lower cost with these efficiencies. ...

NYT's Brad Plumer looks at the assessment of a report from REPEAT (Princeton), MIT, and Rhodium on how well the Biden Climate laws are building renewable energy- how well this is working to tackle climate change goals. The goal set by BIden was a 40% reduction over 2005 greenhouse gas emissions by 2030. Electric car sales are moving at a pace that is consistent with the goals but renewable energy instead of being at an average of 46 gigawatts of carbon free electricity for 2023 and 2024 is falling short as it was at 32 gigawatts carbon free electricity for the US in 2023.

President Biden meets newly elected South Korean president Yoon Suk-yeol on his visit to South Korea. During the visit Biden also promoted South Korean investments in Texas and Georgia. He visited a Samsung semiconductor plant with the president of Samsung. Samsung is investing billions of dollars $10 billion for a new electric vehicle plant in Savannah, Georgia. By getting American semiconductor and electric car manufacturers to invest heavily in the US president Biden is changing how America invests for regaining technological leadership by 2030. In an effort to get plants to support unions president Biden called for the plants to hire union workers. Biden called by name two Senate contestants in upcoming Georgia elections for their efforts in getting the Hyundai plant that will hire 8000 workers. In contrast to Mr. Trump who lacked a plan or vision for the future Mr. Biden is keenly focused on getting South Korea, Japan and Germany to invest heavily in the US and help restructure the whole supply chain. Where Mr. Trump called for South Korea and other partners to share the defense burden, Mr. Biden is focused on getting American allies to have their large companies invest in American plants and jobs and a new supply chain. ...

India places a $3 billion order for 1200 electric locomotives and railway modernization with Siemens. It includes a 35 year contract for maintenance. The equivalent of 800,000 trucks can be replaced by these locomotives over the lifetime. Siemens CEO Roland Busch says "This will help India create the world's largest green rail network, as our locomotives will save the equivalent of 800 million tons of CO2 emissions over their lifecycles."

Did you know that SUV's are the second largest source of emissions after Power. We hear a lot about aviation which is much smaller but little about SUV's in the impact on climate change. SUV's make up about 40% of cars in Britain, and higher in the U.S. at 43%, 40% worldwide an astounding sixfold increase from 32 million to 200 million since 2010. People may even be driving an SUV and talking a lot about climate change.

Any savings from electric cars expected to grow from 2 million to 20 million by 2030  will be offset by more SUV's on the road. This is the view of the International Energy Agency in its recent report. Again all the talk about electric cars as a way to address climate change misses what is really happening in automobiles. Even in China the SUV's make up 42% of sales, and in India 30%. It is more profitable to make SUV's and they are harder to electrify adding 25% to energy consumed compared to cars.

Development of new fuel efficient cars, electric cars, new hybrid cars, costs money, and manufacturing facilities to build these cars in large numbers also takes large investments. Not only do the Japanese carmakers have a huge leg up over American carmakers in having development on these technologies started early because of the conservation ethic in Japan's use of energy, but now because of being in much better financial shape than their competitors in te USA they can make the huge investments going forward in the next 10 years. Note the huge costs of development. Honda spends an estimated $1 million on every FCX Clarity, Honda's new hydrogen fuel-cell car, that it makes today. It hopes to get the production costs below $100,000 per car.

The drop in IPO capital and venture capital is a sign that there is a new awareness of the importance of capital for public investment in infrastructure, manufacturing, and in health and education with the active participation and direction of the government and support in the US Congress. This is happening as there is a sharp decline in the productivity of capital invested by so called "tech" companies. And science and technology investments directed with government support are needed in new scientific advances for chip manufacturing. Other technological developments such as solar panel manufacturing to tackle climate change also need much capital, and electric car fueling stations for EV's.

More efficient production of nickel in Indonesia by Chinese plants is causing problems for France in New Caledonia. New Caledonia is a Pacific island with large nickel deposits that are needed for French and European electric car production. Glencore is planning to sell one of its nickel processing plants in New Caledonia. This affects employment in the island which depends on nickel for 25% of jobs. France has encouraged immigration to the island and this has created tensions with the native Kayak people. The result was riots in the island and French efforts to find solutions to develop the island's nickel industry and improve lives of local people.

Six years after the VW diesel emissions scandal was uncovered in September 2015 by the California clean air agency, CARB, perceptions have changed in Germany. This report says the charges leveled against the defendants including former CEO include organized commercial fraud and tax evasion. The grounds for this are that thousands of former VW customers were able to claim tax credits in Germany for the vehicle misstated low emissions levels. In Germany organized fraud is subject to up to 10 years in jail. German experts cited here say it is very unlikely that higher management were no aware of the effort to distort emissions results. 

Much has changed in Germany since then. The auto industry has shifted away from diesel to electric cars. German federal government no longer sees Germany's auto industry in the same way that it did in the early years under Merkel.

The US and Saudi Arabia are working on a partnership in which the Saudi Public Investment Fund will invest $15 billion to secure mining stakes for metals such as cobalt needed in electric car batteries. The US would buy the supplies from the Saudi owned companies. US is a copartner with India on a new economic corridor infrastructure project that will connect India with the European Union and the US through Saudi Arabia. Saudis will invest $20 billion said MBS, Prince Salman of Saudi Arabia, at the meeting of the G20 in New Delhi alongside Modi, Biden, Scholz, Macron and the heads of the EU. This is a major new project for which the seeds are being put in for future generations.

In an unusual move the chairman of China's carmaker Geely, takes a 9.7% stake in Germany's Daimler AG. The investment was made not by Geely but by Mr. Li on his own. Geely acquired Volvo in 2010. The German government's committee on the future of transport has proposals that call for fuel price hikes and electric vehicle quotas as Germany faces heavy European fines for not reducing transport emissions since 1990. This means the stretches of unlimited speed on the Autobahn roadways in Germany may now have speed limits. The proposals include limits of 80 mph on roadways and fuel tax rises from 2023, abolition of tax breaks for diesel cars, quotas for electric and hybrid cars that could get half of the emission cuts needed.

A series of diesel emissions cheating scandals have damaged confidence in diesel, and the lack of progress in climate change through less coal use has damaged confidence in Germany's climate change efforts. A new climate change law is planned.
