Technology is reshaping the world of oil by 2018. The U.S. Permian Basin stretching from West Texas to New Mexico now produces more oil than the UAE and is likely to soon surpass Iran- production is at 3.1 million barrels a a day. There are as many rigs as in 2011 yet the production has tripled because of the use of high tech rigs that can move quickly to new locations over wide areas and with tech that can see hundreds of feet into the rock. By 2019 the U.S. will surpass Russia as the world's largest producer of oil. The drop in oil prices to about $40 a barrel in recent years is a result of Saudi efforts to block shale oil development by lowering prices. This has not worked. Initially some high cost producers exited the industry and the shale industry suffered. Over time the new technologies spurred by lower oil prices have led to the anticipated drop in cost. Shale oil can now be produced by core producers at $40 a barrel and still be profitable according to this WSJ report. All Middle Eastern countries cannot meet budget needs at $40 a barrel. In 2018 oil prices increased back up to $77 a barrel. In the next wave of declining prices the shale industry is better positioned than the OPEC countries.   ...

U.S. gasoline prices at the retail level have come down only marginally with lower Nymex crude prices. The reason is the large difference between world crude oil prices and the prices for Nymex crude. Oil demand is expected to go up by 6.1% in China and 3.6% in India according to the International Energy Agency. J.P. Morgan Chase expects oil demand to grow by 1.2 million barrels a day in 2011. The IEA estimate is for 600,000 barrels a day increase for 2011.

This report in WSJ looks at the impact of the 2018 Trump tariffs retained by president Biden as the US seeks to reduce its overdependence on Chinese imports and bring back American manufacturing. This followed misguided policies of previous administrations since Clinton that weakened American manufacturing strengths. Have the US tariffs on Chinese goods worked? The WSJ graph with information from US Census Bureau shows that imports from China in 2022 going down to the levels in 2007 of about 16-17% as a share of US imports, down from a high of 21% before the Trump tariffs halted a rapidly rising curve. Imports from Germany, South Korea and Japan in 2022 were down slightly hovering around 4.5%. Imports increased from Canada and Mexico, the US's traditional partners in North America, around 13.5% as a share of US imports for each country. Also increasing were imports from Vietnam. Some of the imports from Vietnam are Chinese products shipped through Vietnam to evade tariffs, and it is not clear whether the figures from Vietnam have been adjusted for this. President Biden is looking at different scenarios in an effort to tackle inflation. One supported by Janet Yellen, an economist at US Treasury is for the US to relax some of the China tariffs. Most economists in previous administrations including Yellen failed to understand what surrendering American manufacturing to China on the scale and speed that happened would do to communities across America that depended on factory jobs. The devastation of these communities has led to increased divisions in America, weakened American manufacturing, and led to outflow of technologies vital for national security and national well being.  Republican senators, US Trade Representative Katherine Tai and National Security Advisor Jake Sullivan are opposed to any relaxation of tariffs. Studies show the removal of the tariffs would have only a small impact on the consumer price inflation index reducing inflation by 0.26%. Lifting some tariffs on school supplies and summer bicycles as proposed by the US Chamber of Commerce would have little or no impact on the consumer price index for inflation. This is because the inflation is triggered by oil and gas price increases stemming from the Russian policies and invasion of Ukraine. This has also aggravated food and grocery costs  through blocking of agricultural imports from Ukraine. An additional factor was the increased demand after the pandemic easing in 2022, but that demand is already easing in July with glut in inventories at Walmart and Target, and excess warehouse capacity at Amazon. It would also send the wrong signal to China that the tariffs imposed by president Trump after a Section 301 trade investigation and based on improper loss of technologies to China are not being taken seriously by the US, says Republican Senator Hagerty of Tennessee. The Labor advisory committee to the US Trade Representative Katherine Tai also opposes any such move after the serious damage done to US workers and to US national well being and security. This happened under the Clinton, Bush and Obama administrations with failed trade policies that ceded manufacturing to China. ...

Jaguar Land Rover is dropping the Land Rover name and will be called JLR with an all electric line planned by 2036. The holding company JLR will have 4 brands- Range Rover at the high end, the off-road Defender made in Slovakia, the Discovery as a family brand, and the Jaguar now priced at the high end. The strategy is designed to cope with stiff competition from Tesla and other EV brands, by moving it upscale- the average price of JLR going to 77,000 pounds from 44,000 pounds.  Batteries will be sourced from a new gigafactory in Europe built by Tata Motors, the parent company. A new Range Rover all electric will come out in 2024. With the new strategy only 330,000 vehicles would take it to breakeven instead of 660,000. JLR turned profitable in the last financial year generating cash flow of $1.3 billion pounds in last 6 months. It will invest 15 billion pounds over 5 years. 29,000 employees out of 40,000 will be upskilled to support the all new electric line to build, sell and service new EV's. ...

HTC was the first company to come out with a smartphone using Google's Android software in 2010. By the second quarter of 2011 HTC's share of the global smartphone market climbed to 10.7%, only to see a sharp decline in 2012 dropping to 2.2% according to IDC, as it faced stronger competitors Samsung and Apple. Second quarter 2012 revenues were down 27%, and an expected drop of about 50% in the third quarter. Samsung and Apple invest significantly more in distribution and marketing, and discount prices on older high end models making it difficult for HTC to compete. In 2012 the company's value declined by 50%.

Shipping and freight statistics show an increase of shipments from Mexico. Trains and truck shipments from Mexico to the U.S. increased by 8.7% by weight in the first 11 months of 2011 compared to the prior year. By comparison shipping containers entering the ports of Los Angeles and Long Beach went down by 0.2% in 2011. Mexico stands to benefit from the shift in dynamics as manufacturing costs in China increase with labor constraints, higher wages, higher commercial land prices and recent Asian supply chain issues making firms wary of unanticipated problems. This is expected to benefit the U.S. with the return of some manufacturig jobs and a serious rethink of outsourcing. Because of highly automated factories and advanced technologies the manufacturing process requires fewer and more skilled operators, reducing the labor component of costs. Carlisle Companies CEO, David Roberts says he is expanding tire manufacturing plants in Tennessee. He says he can make tires as cheaply or cheaper in the U.S than in China. This has serious implications as the U.S. gets down to rebuilding and renewal of its manufacturing industry....

How will the rise of renewables solar, wind and hydropower, nuclear change the demand and supply of oil and gas by 2030? How will this affect producers such as Russia, Saudis/UAE, and the US? This question is answered by the new IEA forecast model that shows the demand at 105 million barrels a day in 2030, and supply at 113 million barrels a day, showing that renewable will have increased by 2030 to produce an oversupply of oil and gas. After 2031 this gap will widen and grow so that oil and gas prices will drop. This will accelerate the growth of India and China. Indian prime minister Modi tells people in towns across the country that the government will help people to put solar panels on homes so that instead of paying an oil and gas bill the energy generated from solar and added to the grid will give them a check every month to add to income.

Of 161 million people employed in 2024 about 40-50 million in vulnerable groups living from paycheck to paycheck and without savings to support them in a medical emergency is a real problem in the US economy. It is why even as unemployment looks good at 4% and inflation down to 3% there is a lot of angst for Americans for cost of living. Fifteen million baby boomers who will turn 65 years for retirement between now 2024 and 2030 face a situation where they have less than 250,000 in savings. Many who were born between 1945 and 1962 called baby boomers are in this group with diminished savings. In the prime of their careers they were hit by the 2009 financial crisis caused by bank speculation risk taking. They also were hit by the pandemic in the peak years of income growth. Other such vulnerable groups are young people with high student who are being helped by president Biden. There are also the low income groups that have been hit by medical costs and a family emergency that were pushed into poverty. Other groups in the millions are the people at the low income levels who are working paycheck to paycheck because of housing costs. About one fourth or 25% of apartment renters are people whose households budget shows 50% or more going to housing costs which have increased 20% in the last 2-3 years, which includes the pandemic years 2022 and 2023. President Biden seeks to limit apartment rent price increases to 5% and Kamala Harris has proposed help for families for the portion above 30% of household income going to rent. The jump in cost of living from automobiles, automobile repair and housing, cost of groceries have affected other groups with large credit card debt. This is a result of the supply chain concentration in China which comes from American business overconcentrating production in China and previous administrations doing little about this. Biden's answer is to bring jobs and manufacturing knowhow and investment back to America. During the pandemic some people resisted getting vaccinated and lost their jobs, a million people lost their lives, others took early retirement seeing the stress ful lives during the pandemic, others including women quit to take care of children. This has reduced the labor supply to business leading to tight supply higher prices.The result is that there are about 5 such vulnerable groups each with about 5-10 million people for a total of about 40-50 million people at risk. For these people the cost of living presents huge challenges, including childcare. It includes young people and retirees, single women and families on low income hourly wages that have not kept up with inflation.  ...

This report on Danish wind energy company Orsted, looks at the journey of the largest developer of wind energy in the world from a company sending natural gas from North Sea to Europe to a joint developer with Denmark's Vestas of offshore wind farms. Last year Orsted, pronounced Ehrr-sted in Danish for the O and named after a Danish scientist, decided to invest $57 billion in offshore wind farms by 2027. It was not easy and the path required a bold vision and bold action to invest in wind energy for the long term even as debt piled up from losses in natural gas competing with coal, climate change committments were not yet strong, subsidies were required to make wind energy competitive, and debt was piling up. It would take a decade of hard work and technological innovation to produce wind energy that could outcompete coal and natural gas on cost without subsidies. The year is 2009 with the Climate Change Conference in Copenhagen. The predecessor company to Orsted was losing money in natural gas with lower cost coal energy generation in Europe at the time. Yet the mood was changing governments were willing to invest in renewables. In 2012 a new CEO Paulsen did a review of 12 businesses of this Danish energy company and decided wind energy was the only one with long term prospects. The Copenhagen Climate Change Conference created new awareness for the need to come up with a long term solution for energy that has no negative health effects and is renewable. That Conference set a goal of 20% for renewable energy by 2020 in the total mix for Europe up from 14%. Paulsen saw an opportunity in the crisis at the company then called Danish Oil and Natural Gas. The new company was called Orsted and the old divisions in fossil energy were sold to invest in wind farms offshore. The way Paulsen saw the situation was that the company had to take radical action whether it wanted to do so or not. By 2012 Danish pension funds were investing in large offshore wind farms of Orsted, taking a stake of as much as 50% in the Nysted wind farm. The Danish government which owned 80% of Orsted thought its projects were risky. Hard work with Vestas which builds the turbines in Denmark paid off in developing a huge new turbine that would bring costs down 65% comparing 2020 with 2012.  In 2018 the European Union was spending about 92 billion euros or $112 billion on energy subsidies including to wind farms. Britain also heavily subsidized offshore wind farms such as Hornsea 1 at about $198 a megawatt hour for 15 years double the electricity price in recent years. Windy conditions and shallow waters in the North Sea were favorable. Technology was being developed with Vestas which would reduce the cost each year. By 2016 Orsted was listed in Copenhagen. The remaining oil and gas business was then sold for $1 billion. The returns are less in wind than coal and natural gas- about 7-8% a year but the big thing is that there is certainty in this compared to coal and natural gas which are volatile and uncertain. The lesson companies are learning in renewables is that with solar and wind technology can. bring down costs, a lot of hard work and creative work lies ahead, that crisis can be turned into opportunity for companies that can be focussed enough to produce results. ...

A steady decline in the price of Brent crude from $115 to $92 in the period from June to October 2014. Slow or no economic growth in Europe, and declining growth in China was the main reason. A cut in oil price by Saudi Arabia in September with lack of coordination in OPEC to control supplies when prices are declining, and increasing supplies from the U.S., provided additional basis for price declines. This price decline comes as large energy companies invested heavily in mega-projects to bring more oil supplies when prices were up to $128 by mid-2012. Consulting company EY estimate is that there are 163 such mega projects worth $1.1 trillion underway, most behind schedule and over budget. The projects were based on oil prices being over $100. Oil field development costs are increasing rapidly. Douglas Westwood, a consulting firm, estimate is that productivity of upstream capital spending has fallen by a factor of 5 since 2000, declining by 5% a year, as oilfield equipment and services demand exceeds supply. Greater technological sophistication also adds to cost such as Shell's Nobel Bully platform for deep sea drilling. See link- Noble Bully. Oil majors are now cutting spending, and some planned big projects are on hold. About $300 billion in assets may be up for sale. Shell plans to cut spending by 20% in 2014, Exxon and Chevron 5-6%. Shale oil projects in America need about $57 to be profitable with an internal rate of return of 10%, by one estimate. Yet this is an average and does not reflect differing producer costs. As the coronavirus surges in India with over 300,000 cases a day on April 26, a clear picture on the vaccination drive in the country is critical. The following is the picture of the vaccination progress from Union Health Ministry in India as shown in The Hindustan Times. India has vaccinated 140 million people with at least one dose says this report in The Hindustan Times.  On Saturday 24th April 2.4 million doses were given for that day at 8 pm. This was done over 99 days. This means about 12% of the population of 1.2 billion has been vaccinated.  This compares with the vaccination in Germany for about 21% of people vaccinated with over 18 million getting the first dose in Germany by around April 25. Both Germany and India have suffered from vaccine shortages, some skepticism about vaccinations. Gradually sentiment is shifting in both countries so that once skeptical Germany now has about 75% of people willing to take vaccine on April 25, 2021. In India about 6 million healthcare workers have 2 doses of vaccine, and about 9 million have 1 dose. About 6 million frontline workers have 2 doses and 12 million frontline workers have 1 dose of vaccine.  There is a shortage of vaccine supplies and a bold decision was made by the Indian government on April 25th 2021, after the surge of cases to a world wide maximum of over 300,000 cases a day. The decision was to give immediate regulatory approval for the three major vaccines in the US to be brought and used in India. And delivery will be speeded up - no customs duties and fast processing of supplies access to speedy logistical supply routes. This is a huge step forward for the vaccination drive as this means Pfizer, Moderna and J&J vaccines can now be used in India. The government is also urging the companies to make in India or export to India with prices that provide flexibility in pricing for the private market. The locally produced Covishield Astra Zeneca based vaccine produced by Serum Institute will be allowed to be sold to the private market at 600 rupees or close to about $10. Pfizer and Moderna, J&J can price in a way that would be somewhere around this price range. The access to more vaccines and the ability of the companies to make a reasonable profit in the Indian private market means that vaccine supplies should open up in May and June.  This could give a huge boost to vaccination numbers so that India's vaccination percentage of population vaccinated should keep up with that in countries like Germany and France that were slower to get started in Europe but are now catching up quickly. U.S. housing firm Fannie Mae reported a loss of $6.5 billon for 1st quarter 2011. Home price declines pose an added risk for Fannie Mae and Freddie Mac as the firms have a large number of foreclosed homes. Fannie and Freddie had 218,000 homes at the end of March that have to be resold, a 33% increase from 2010. Fannie Mae has about $206 billion of delinquent loans on its books. Both firms are on government life support. Fannie said it would ask for $6.2 billion in new funds from the U.S. government.

Peter Goodman who covers the consequences in the lives of ordinary people of the industrial changes going on around us, gives this report from Michigan. He shows how today's Michigan, was home to Henry Ford's automobile plants that made it a major part of the industrial revolution in the US after 1910, when Ford's first assembly line manufacturing was set up in Highland Park, Detroit. Industrial growth till 1960 made the US the leading industrial nation in the world. Followed by Japanese imports and auto manufacturing shifting to Asia and Mexico, that led to deindustrialization and neglect in Michigan and the midwestern US.  Key aspects of resurgence today is coming from lessons learned in the period of deindustrialization. From labor and management not working together, from huge pension obligations and costs that had to be overcome, that made existing wage and cost structures uncompetitive with Asian manufacturing. Labor concessions in the last decade have made a rearrangement of cost structure possible, yet along with the financial crisis of 2008 further worsened worker incomes. The first steps of a return for Michigan to its role in the early industrialization of America, the new labor contract negotiated in 2023, the support of president Biden and the government, the investment in the new technology of electric car manufacturing by Ford, General Motors and Stellantis. Goodman shows how the state, federal government, community colleges and other educational institutions training workers and students, and car companies are working together to promote interests of workers and communities. There is uncertainty created about the fewer parts in the electric car manufacturing process, automation advances, and fewer jobs. Yet the process is a transition over many years and this is accepted by the Biden administration and by the industry as it responds to slower demand for electric cars in 2024. This provides the time to bring up new training programs for workers, enable the funding of new research into battery technologies that would bring down the cost and make electric car prices accessible to the wider population. Uncertainty and fears about the transition are counteracted by the effort the Biden administration is making to bring up all manufacturing and to make large investments in American manufacturing.   ...

David Wessel says there are three hypotheses about the slow recovery with growth of 1.9% in the first quarter of 2011, estimated growth of 1.4-1.5% for the second quarter. The first, is that this is transitory, with gas prices, Japan's tsunami disrupting supply chians, and Europe's poor handling of the financial crisis. This he scores as wishful thinking. The second, that the stimulus was too small, the need for a second stimulus, or the related hypothesis of the large uncertainty hanging over business, including the debt ceiling negotiations, deficit etc. This he scores as more convincing, but one is not sure different policies would have led to a different situation. The third hypothesis is that the underlying diagnosis of the economy itself was hopeful but flawed and wrong. Hope about the housing market- which has been proved wrong. The same for exports, or consumer spending. Wessel cites Ken Rogoff and Carmen Reinhardt's new book on the afterperiod of financial crises and asset bubbles, with data going back to many historical periods showing that the periods following crises are difficult having protracted periods of slow or marginal economic growth....

The new price of the Leaf is $35,200 for the 2012 model year as more features were made standard by Nissan. The Leaf will now cost $27,700 after a $7,500 federal tax credit in the U.S. The higher price also reflects the stronger yen as the Leaf is made in Japan. Every Leaf is sold from a waiting list, with sales in only some states- including Arizona, California, Hawaii, Oregon, Tennessee, Texas and Washington. Nissan's marketing chief, Brian Carolin, says about 1000 vehicles a month will be sold for the remainder of 2011. The average customer of the Leaf drives the car with an all electric range of 75 miles, for 30 miles each day and charges it for 3 hours a day. Average household income is $140,000. The 2012 standard model comes with a cold weather package, heated seats, battery warmer and steering wheel, and a fast charging arrangement that gets it recharged in 30 minutes, instead of the 8 hours.

Peers says Amazon's strategy is flawed and the new Kindle Fire tablet will cut into Amazon's already low margins. He points to the analysis of components going into tablets by IHS iSuppli, which found materials costs alone come up to over $262. For companies making hardware such as Samsung and Sony the tablets have to be priced higher. By pricing the Kindle Fire at $199, Amazon CEO Bezos, may be counting on the tablet boosting Amazon's retail business, the digital music, and the streaming of videos, and bookstores. Surveys show the tablet being used mainly for web surfing or email, and less for watching video or reading books. Amazon has the Kindle e-reader which is a better option for readers because of the price. And video sources include other suppliers including YouTube and Netflix. Apple still has the edge in resources- $76 billion in cash and investments in mid 2011- to support lower prices on newer versions of the iPad with more capabilities and design features. Apple with its supply chain experience may be able to obtain better costs from component suppliers than Amazon for future price reductions. Sony and Samsung also bring the manufacturing knowhow and expertise to do this, with Sony's added capabilities in designing devices. Smaller companies are being squeezed by rapidly escalating costs as costs are going up as fast as oil prices, and face tighter emissions rules in Alberta's oil sands projects. Some projects now cost 2 to 3 times the original projections and there is a severe labor shortage. Even the big players will find it difficult and expensive. To meet the stringent emissions rules, as Prime Minister Harper signs on to new international greenhouse emissions targets, Shell may have to use a technology that captures CO2 from the plants that process the oil sands and store the gas underground. This costs $120 a ton, and would cost Shell upwards of $2 billion a year just to capture and store the CO2, for the 15-20 million tons of CO2 that would be emitted when it increases production to 770,000 barrels a day. The cleanup from oil sands processing is costly because processing is very pollution intensive. Production of one barrel from these oil sands is 3 times more polluting than producing conventional oil. Synenco Energy, which had a project in partnership with China's Sinopec for mining and processing the oil sands called Northern Lights for $10.8 billion, called off the project last year because of all these hurdles, slashed its work force, and decided it may sell the company. Currently 1.1 million barrels a day come from the Alberta oil sands. 2020 output was expected to rise to 4.3 million barrels a day. But now this looks too optimistic. CAPP forecests 3.8 million barrels a day, but even this may be on the high side. ...

Opec cuts by 2.2 million barrels a day on December 17, 2008, and forward curve for Nymex crude oil prices which goes up $10 to $50.64 for the May 2009 contract and $70 from late 2012, offers liitle support in terms of higher oil prices. Some of it is explained by costs of storing oil on tankers and some of it by higher credit costs, and prices beyond 6 months do not have as much significance as the situation is uncertain. With Russia needing oil revenues and Iran and Venezuela also in the same situation, it looks increasingly unlikely that the strict reduction in production will hold. And things like higher inventories with a steeper downturn in 2009, can keep prices down for a long time.

What will the E-Book do to bookstoreslike Barnes & Noble? This is a question that investors like Burkle, who owns 20% of Barnes & Noble, and Mr. Riggio who owns 31%, are facing. Apple's IPad is expected to sell 5.5 million units in 2010, Amazon's Kindle 3 million, and Barnes and Noble's Nook 1 million units. Barnes & Noble invested early on in a handheld device called the Rocket eBook reader with its investment in NuvoMedia in 1998. But pulled out of the eBook business in 2003. The problem at the time was the lack of enough titles to arouse reader interest and the high prices-$20 per eBook vs $25 for a hardbook. This move proved costly when Amazon launched its Kindle in 2007. Amazon now has 70-80% of the eBook buisness, with Sony, Kobo, and Barnes and Noble competing for the remaining share. Riggio bought the first store for Barnes & Noble on New York's Fifth Avenue in 1971. He promoted superstores with huge selections (over 100,000 titles) and built up a chain of 719 stores in ensuing decades. Now he faces a new reality in the arithmetic of eBooks which could remake this business. Apple set a new method for pricing eBooks that affects booksellers. Publishers and Apple set up a model that gives the publisher 70% of the eBook digital price. EBook sellers act as agents in this approach, and they get 30%. Best sellers sell for $9.99 but other books can be $12.99 or $14.99. Now the digital bookseller gets 30% of $12.99. And as it hasn't paid anything its more advantageous and profitable. This works for publishers and digital booksellers but Barnes and Noble was used to getting much more than $3.90 when it sold a $25 hardcover book. If eBook sales climb to become a quarter or more of total book sales by 2012 then it will lead to a decline in sales revenues for Barnes & Noble. With eBooks costing half of the hardcover prices in brick and mortar retailers the trend is irreversible. To address this trend Barnes & Noble has hired a digital expert Mr Lynch as CEO, and the strategy is to combine the retail presence and customer physical contact in brick-and-mortar stores with eBook retailing, to come up with an answer to this tidal wave of change in book retailing. ...

A striking change is coming over US airlines as they turn their focus from operating costs to taking out unprofitable routes, reducing the size of their plane fleets, and increase the number of seats filled on a flight. The numbers bear this out. According to ATA the airlines reduced fleets from 3469 aircraft to 2747 aircraft from 2000 to 2005. American Airlines is typical in discontinuing 27 MD-80 aircraft which are older and gas guzzling. Delta and Northwest used the bankruptcy period to to get court approval to return many planes to leaseholders by breaking the leases- before breaking the lease parking the planes was more expensive than flying them at a loss. As a result according to ATA US airlines filled an average of 77.6% up from 75.4% in 2004. With this strategy airlines recovered some of their pricing power. US Dept of Transportation statistics show prices are higher than at any time since Sept 11, 2001 and the Air Travel Price Index, increased by 9.1% in 4th quarter 2005 over 4th quarter 2004. And airlines are being more restrained in getting into new routes just because some other airline has eliminated that route. Airlines however have to be careful to increase prices just enough but not too much that demand starts falling, and this is possible with fewer seats on more popular routes. Other methods the airlines are using are sophisticated O&D origin and destination revenue management systems which reduce the number of inexpensive, and unprofitable seats available on the internet. Larger airlines have tried to get back corporate customers by reducing the extremely high fares they used to charge and instead raising last minute fares because corporate customers see this as a price burden they are willing to shoulder. Larger airlines are doing better in relation to the price discounters like Southwest and JetBlue. With Southwest's hedging strategy against fuel price increases not as useful as in prior years it too faces need to raise fares....

Total public and private spending on health care in the U.S. will increase by 6.1% in 2014 compared to 2014 in a revised Commerce Department forecast. The total spending will reach $4.1 trillion in 2014 from $3.9 trillion in 2013. Some of the lower rise in spending than the earlier 7.4% forecast will come from 28 states opting out of Medicaid expansion under the health care overhaul because of a June 2012 Supreme Court ruling. Employers are trying to reduce costs and the public is reducing spending because of the recession. Less generous health plans mean users are paying more out of their own pocket, paying more attention to prices and even postponing care. Growth in health care costs is a about 3.9% a year since 2009 following the recession. The costs increase in 2015 by 5.8%, in 2018 by 5.9% and 2022 by 6.5%, according to U.S. government forecasts, because of enrollment in Medicare for baby boomers. This is still higher than the inflation rate of below 2%.

Carrefour's new CEO in June 2012, Mr. Plassat, describes his plans for reviving the company. This includes giving more autonomy to stores to reduce overhead costs, reducing the number of employees, selling its Greek supermarket business to its local partner and exiting Turkey. Unions estimate job losses at 3000-5000. He says the company is overly centralized at the international level and in the domestic market. He pointed to the 500 million euros of "superficially used money," that was put into marketing in the domestic market and says some of it needs to go into improving stores. Carrefour's share price has fallen by over 50% in 2011-2012. Plassat's plan is for a three year turnaround.
