View from Le Monde in France on the visions of Macron, Merz,, and Rubio for rebuilding the transatlantic alliance.  France under Macron sees less hope for the rebuild of the transatlantic friendship. The Germans under Merz and Soder of Bavaria see it differently. As shown in Nina Haase's interveiw with Johann Wadephul Germany's Foreign Minister, he sees Marco Rubio's speech very positively and like Merz wants to rebuild the relationship. It is not fully understood in Europe that Vance was also. partly reflecting his own views and his own tendency to sound and act like DJT. RUbio was once a candidate for the presidency in 2014 whom DJT had to defeat in the primaries. Rubio's recent book on how the elites have failed US and Europe shows a man of his own convictions. He and DJT agree because he brings out the best that is in the Republican party today to look back at its heroes from the past, Teddy Roosevelt and Abraham Lincoln with a profound belief in western civilization and America's role in it. When seen in this context it changes everything- all that talk of Vance means little because Vance is a much less experienced politician from the midwestern state of Ohio compared to Rubio with his long years in the Florida legislature and in the Senate in Foreign Affairs. Rubio speaks for the United States so much more so than an inexperienced and very young politician from Ohio who has emerged only in the last 5 years, compared to Rubio's 20 years in public service. ...

And character cleaves through all manner of difficulties.  Experts say the wrong way to do this is to draw up lofty resolutions that are big steps and gradually lose hope through the year as carrying it out runs into problems.  It is best to go small, to take many mini steps towards a goal and associate each mini step with positive feelings. The goal should also be fairly simple and something you already wanted to do, or always wanted to do.  Going small one can set new habits in motion through little actions done through the day at particular times. It may even start taking no more than a few minutes, that is just fine. Its the accumulated actions, and the learning, the positive feelings, that set up a new habit. Gradually without thinking too much about it this changes us over time whether it is trying to meditate, do yoga or some other exercize, tackle some priority, or do something fun that is also vitally helpful for our growth and development. ...

WSJ looks at the changes in the way medicine should be practiced in the light of what we have learned from the pandemic.  Medicine practiced before the pandemic and still today relies mainly on a visit to the doctor or specialist who is short of time. There is a shortage of doctors. Patients have many illnesses as a result of decades of neglect of proper nutrition, and exercize habits. Obesity is at about 40% in the U.S. about 30% in the UK and 17% in France, and high also in other parts of the world. These high rates were unknown throughout history and result in many illnesses and increase by four times the vulnerability to the coronavirus. One authority in medicine calls obesity pouring gasoline on a fire for effects of the virus.  A doctor's appointment with doctors short of time with no coordination around a whole range of factors related to obesity, illnesses, health checkups, mental health, is now seen as a heavily handicapped way to practice medicine or for patient healthcare and wellbeing. The alternative is discussed here as the way forward. A  team will be responsible for a patient's care not just an individual doctor. The team would care for general health after a patient's checkup, cover individual illnesses, weight issues, mental health, exercize nutritional needs and other good healthcare habits. Instead of relying on doctors at a time of shortages of doctors the team would be led by nurse practitioners.  A nurse practitioner is someone with a bachelors degree and a masters degree or doctoral degree in nursing with 1000 hours of clinical training. Studies have shown that they are effective and even more effective than individual doctors. Today particularly with the problem of doctors with limited time compounded by the built up problems of decades of bad habits in nutrition and exercize and poor "cultural" habits getting entrenched, there has never been a greater need for a better way to practice real healthcare for a person's wellbeing. Particularly in rural areas with an even larger shortage of doctors the health practitioner led team will play a big role. Patients will under this setting receive more care virtually and get more followup care by phone and video messaging. The numbers tell the story- there are shortages of doctors in USA, Europe, Africa, Latin America and Asia. In the U.S. shortage of doctors is 55,000 projected to 2033 by Association of American Medical Colleges. There are 290,000 nurse practitioners licensed in the U.S. and 131,0000 physician assistants. The goal will be to get an adequate number of nurse practitioners licensed in this decade to take care of these teams. The pandemic has made virtual visits to doctors and nurse practitioners popular. Medicine reimbursement should and would be practiced on the basis of how well a patient is doing not on a fee for each micro service that is delivered. For this to happen the teams led by the nurse practitioner have to commit to patient education of the benefits from good practices and good habits for nutrition, exercize, caring for oneself. A doctor short of time is hardly the person to carry on this patient education which is where the major opportunities for a new system arise. The virtual care also provides a new medium for patient education and awareness of the risks of getting illnesses, preventive actions to be taken in advance. One approach being tested in California and Texas is for a monthly fee for patients more payments by health plans to doctors or healthcare teams if the patient is healthier. Additional health professionals are added to the team including health coaches, dietitians and medical assistants to increase its effectiveness in counseling and education and monitoring.  The nurse practitioner team approach is already being practiced in parts of the U.S. including the example of New Hampshire shown here, and is predicted to be the approach for primary care in the next decade. ...

Greater openness to trade and investment is leading to GDP growth in Africa, 40% higher than in 2000, which is still low by comparison with Asian countries. Greg Ip's 2026 warning about Stablecoins citing 1837-1863 privately issued bank notes fragmented fraud prone and outside the official banking system regulation will be remembered years from now when this crypto (anything but stable in the true sense of the word)  leads to a fianncial crisis. Stablecoins crypto currency that is similar to private banknotes issued between 1837 and 1863 with banks issuing their own currency- fraud widespread even with state laws like todays Genius Act. There were many bank failures and financial crises in that period. The state laws in the 1840's required the banknotes to be collateralized but fraud inevitably creeps in as it might with stablecoins.  Leading to financial crises as private capital shrinks and affects public capital that are US Federal Reserve bank notes we use as dollar bills. Today 84% of illicit activity is conducted using these crypto currencies and only 1% used for transactions. Proponents ( who stand to benefit in some way) call it a new efficient way of transactions. But the facts dont lie. Not only are stable coins used for only 1% of transactions, and illicit activity conducted through crypto coins, but also most of this currency is held overseas not in the US where it is less regulated. Federal Reserve has always questioned the value of crypto currency. Here is what Bank of International Settlements (international institution similar to Federal Reserve) has to say-“Stablecoins attempt to import credibility from public money while operating outside the established settlement system.” -Pablo Hernández de Cos, general manager of the Bank for International Settlements Holding Treasury bills as collateral does not remove the basic problem in is design. Issuers are for profit. The Federal Reserve is not for profit. And the Federal Reserve is part of a whole regulatory structure, Stable . laws have loopholes, and coins lack that kind of regulatory structure , making stablecoins prone to failure, an accident waiting to happen. Tether has $190 billion and Circle has 76 billion for about $300 billion in private capital tied up in this undertaking and posing risks to the Us and world financial system. ...

Zohran Mamdani is a immigrant from Kampala, Uganda, from a Asian community in a African country like many taxi drivers and many residents of poorer neighborhoods, and many small shop owners in New York City. He also has lived in the city and is intimately familiar with the problems of the city's poorer neighborhoods. In any other election with a candidate other than Zohran, and in a city not so pushed to the brink with an affordability crisis and poor infrastructure, a former governor such as Andrew Cuomo with years of experience as former New York Governor, and a comprehensive set of solutions to affordability would have won. In the situation today where the affluent class in New York City can easily afford a 2% wealth tax on everyone making more than $1 million- simply $20,000, and a NEw Jersey level tax of 11.5% that would generate $5 billion. Additonal $1 billion from cutting waste and fraud in spending in city budgets and in tax collection. This money can be put into childcare, free buses, and city run grocery stores. But would rent freeze on "stabilized housing" bring in investment to build 200,000 houses by 2035? ...

French parliamentary election first round results show Macron's party neck and neck with the left parties bloc led by Jean Luc Melenchon. Melenchon is shown in polls to be slightly ahead. The second round of the election is on June 19. Macron is unlikely to have a majority and may need the support of the centre right Les Republicains. The voter demographic of the Macron party and the Les Republicains is older voters, centre right, who tend to vote in larger numbers than younger voters. Voter abstention is high with 48% of the voters having voted in the first round and shows deep voter dissatisfaction with the political elites in France. Before Macron two one term presidents led the government- Sarkozy of the Les Republicains and Hollande of the Socialist party. Macron was Economy, Industry and Digital Affairs minister in the Socialist party Hollande government before he formed his own party in April 2016 months before the election calling for a revitalization of French politics away from the two leading parties. His party was named Le Republique En Marche with younger people not connected to traditional parties.   Macron won a second term with the help of Mr. Melenchon's socialist supporters. Melenchon called for not a single vote for Marie Le Pen the far right candidate in the second round of the presidential election. Melenchon and Marie Le Pen were neck and neck in the first round.  Within Macron's party Louis Philippe a popular prime minister leads a faction that Macron will need to negotiate with in addition to Mr. Melenchon for parliamentary support. There is also a situation of cohabitation that would happen if Mr. Melenchon wins a majority in the National Assembly. Melenchon says the results in the first round "offer an extraordinary opportunity for the destiny of the common homeland to defeat the disastrous politics of the majority, of Macron." In 1997-2002 France went through cohabitation with the president and prime minister from different parties. Lionel Jospin was prime minister with Jacques Chirac as president. Yellow vest protests in 2018, gilets jaunes, were a result of increase in automobile fuel prices and the cost of living, and the general sense of dissatisfaction with policies of president Macron that were seen as not favoring workers and families finding it hard to make ends meet. The working class vote and vote of younger people is evenly split between the far right of Marie Le Pen which does well in rural areas, and the socialists under Melenchon in working class districts of larger cities. In providing support for the European Union and traditional French foreign policy, Macron and the socialist parties have common ground compared to the anti- EU policies of Le Pen resulting in votes cast for Macron that were really for melenchjon in the presidential election in which Macron secured a second term. Cohabitation then offers the popular alternative for a prime minister such as Melenchon for domestic policy and a president in the form of Macron for foreign policy at a critical time for Europe with the EU response to Russia including the embargo. ...

The US under president DJT puts out a new National Security Strategy in a document which states it clearly. The days of the Middle East given importance are thankfully over it says. The focus is on the First Islands, from Taiwan, Philippines to Japan for strengthening defense in relation to China. The Monroe Doctrine is now part of US foreign policy with a DJT addition- "that the American people- not foreign nations or globalist institutions- will always control our own destiny in our hemisphere."  It also means the US has a new policy towards Russia and for NATO.  The DJT administration priority, it states, is “ending the perception, and preventing the reality, of NATO as a perpetually expanding alliance.” The new strategy is that Europe needs to “take primary responsibility for its own defense.” The Monroe Doctrine and the disassociation with NATO expansion are linked. How so? Russia's foreign policy is for winning recognition as a Northern European Power with its own version of the Monroe Doctrine, being able to control its destiny in its sphere of influence. The way the Monroe Doctrine was implemented in 1823 was by a tacit recognition gained from Britain that it would support the US in its idea of no European colonial powers (France, Spain other ) being allowed to interfere in Latin America, in the western hemisphere. In 2025 the way the Monroe Doctrine is implemented with the DJT Corollary is that the US is tacitly gaining support from Russia/China for implementing the Monroe Doctrine so that no foreign powers will interfere in US sphere influence in the western hemisphere.  Where does this leave Europe and Ukraine? European Union and NATO expansion has now gone too far and NATO which was primarily for Cold War struggle between Communism and US/UK style democracies is over, but NATO has not been disbanded, or a new alliance setup with new goals. Instead as it lingers on it has created new problems such as NATO expansion to the borders of Russia, creating security risks for Russia. This has led to the war in Ukraine and the Republican administration under DJT seeks to defuse tensions and the Ukraine war by excluding NATO expansion, removing the US from European security by delegating that back to Europe (Germany and France, Italy, UK) and by acting as a moderating influence between Russia and Germany, France, that see Russia as a threat after it's attack on Ukraine. US also upholds the policy and principle of no nation invading another country, as Russia did with Ukraine, and in anticipation of the China threat to Taiwan. This part gets nuanced but the overall policy is coherent and Russia accepts this, China is gradually coming to the idea that it has to accept this situation with Taiwan to preserve its economic advances and its exports to the US and EU.  In practice once the interference of China or Russia is removed and European powers in addition, the US has freedom of action in the Western hemisphere and Latin America to prevent crises such as with drug trafficking gangs in Mexico and Venezuela, and unstable regimes sending people north to the US across the Mexican border as from Central America and Venezuela.   ...

NY Times analysis shows upper and middle income groups support 33 year old Zohran Mamdani,  black and Hispanic residents support Cuomo for NYC Mayor. Mamdani has a good ground presence with 50,000 volunteers knocking on 1.6 million doors in an unprecedented effort in one American city as it became less and less affordable (WSJ). Paradoxically large numbers of higher income resident and middle income residents favored Mamdani over Cuomo, and Cuomo did better in black and minority neighborhoods. Mamdani promised better housing, freezing stabilized housing rents and going after landlords who do not fix rental properties, free buses, and city run lower cost grocery stores, free child care. For the funding Mamdani says $5 billion by making corporate tax 11.5% similar to New Jersey, and by a wealth tax of 2% on incomes over $1 million (which at $20,000 would not affect their standard of living), as the property owners supported Mamdani. Mamdani is a immigrant who came to America from Kampala, Uganda at the age of 7 with Indian parents. His father taught at Columbia University, Mamdani attended Bowdoin College in Maine. ...

Women were not out in the workforce in the way they are today under Franklin Delano Roosevelt in the 1930's and US president Biden is making them and childcare a big part of his Families Plan. Women have been hit harder than men during the pandemic shouldering a greater burden of the home and childcare. Bhupinder Bhalla, the Secretary, Ministry for Renewable Energy in India, talks to The Hindu's Jacob Koshy about India's plans for solar panel manufacturing. He says a key bottleneck is reliance on Chinese made components such as poly-silicone wafers. Manufacturing these components in India is key for the health of the solar ecosystem in India. A new West Coast Model is emerging with ballot measures in the states of Washington, California and Oregon. The model is to make up for decades of faulty income distribution which favored tech communities in west coast states leaving behind people from minority communities and the working class outside tech hubs such as San Francisco, San Jose and Seattle. During this period budgets for education and healthcare, social services and essential infrastructure suffered as budgets were squeezed for local governments. Minimum wage also lagged behind and communities struggled to keep up. Washington votes for a ballot measure that raises the minimum wage to $13.25 statewide and mandate paid sick leave for workers. In California a ballot measure makes permanent an income tax surcharge on millionaires to use these funds for education. In Oregon measure 97 places a gross receipts tax on corporations with annual sales in Oregon over $25 million, raising $3 billion a year for schools, health care and other programs. The California and Washington measures are likely to pass, Oregon uncertain, say experts. And even in Oregon supporters have learned from the experience to put forward new proposals on the ballot. The Washington measure is supported by Nick Hanauer, and Zach Silk, president of Civic Ventures in Seattle, who say it is essential to put more money in workers wages to increase growth and to bring better lives outside the tech hub areas. Most of the tech booms of the last two decades have not touched the areas outside tech hub metropolitan areas. The conservative approach adopted in Louisiana and Kansas of reducing taxes first and then when holes in state budgets developed to cut education, health and other service expenditures has not worked, and it has led to the backlash in the form of the new West Coast Model, which is expected to be brought up in other states in the east and midwest. The tech hub areas have grown with the boom in tech but this has largely ignored the rural areas, communities just outside of the tech cities, and led to uneven and distorted growth shortchanging the working class and the middle class, and hurting investment in education and healthcare across each state. Bill Whalen, a research fellow at Stanford University's Hoover Institution conservative think tank ,says that its hard to deny that the balanced growth for all communities across the state has lagged far behind as the tech booms boosted growth in the economies of California, Oregon and Washington. An article in the German online site Zeit on Silicon Valley described this vividly showing how this can happen in communities sitting side by side in the San Jose area, with minority Hispanic communities and working class communties seeing very little of the benefits of growth. ...
