India like China is more interested in modernization that brings equality with Europe and America so that the period of misfortunes that struck India and China- as a result of the vastly superior technology and force of Europe as it found a passage to the East around the Cape of Good Hope- is over.  Think about this. If anything happened to democracy and pluralism in the US Indian democracy and pluralism would still be standing a hundred years down the road or the next hundred years after that. What does that say about India? Why? Because India has learnt its lessons under Vivekananda, Tilak, Gandhiji, Modiji, and understands the need for technology, trade and modernization, which is what Modi as a Gujarati with the trading mentality like the British is really after. The so called Hinduism as it is really about the Upanishads and the Gita and the Buddha, and Communism, are really not the driving force in India or China.The Upanishads and Bhagavad Gita like the Bible offer a way an ethos to resolutely fight the corruption and leakages of funds that take the investments out of modernization leaving everyone poor. And India also benefits when democracy works and acts as an enabling force for a modern economy that creates "a rising tide that lifts all boats" (people). Democracy is the tool for development and to tackle diversity of 1.4 billion people. Adam Smith was right writing then in the 1780's around the French revolutionary period and American independence - "Hereafter perhaps the natives of these countries (India, China, Indonesia) may grow stronger, or those of Europe grow weaker, and the inhabitants of all the different quarters of the world may arrive at the equality of courage and force, which by inspiring mutual fear, can alone overawe the injustice of independent nations into respect for one another." India's leaders fought hard after the 1700's for preserving independence from the Portuguese, the Dutch and the British, only they were divided. Ranjit Singh in the north fought the Mughals and the British in the Punjab. The Marathas on the western front fought the Mughals and the British. The result as Gandhi points out in Hind Swaraj in his question "who made the British Company Bahadur?" It was Indian princely kingdoms vying for support from the armies of the British East India Company interested in profits from seizing Indian princely treasuries and trade. Note that Sri Lanka or Ceylon fell to the Portuguese in 1505. The technology gap between Europe and Asia had opened up even that early by 1500's in ship building, in warships and use of maritime navigation technologies. Consider that in 1534 Jacques Cartier was out on his first trips from St Malo, France across Atlantic to explore past Newfoundland to the mouth of the St Lawrence river. The Portuguese and then the Dutch had already beaten the British and the French by 100 years- Britain's exploration of India through East India settlements in Bengal began much later in the 1600's. India like China built around river based civilizations as Adam Smith points out in his Wealth of Nations, Chapter 7, Part 3, America and East Indies-of the natives of India and China Smith says their struck "a dreadful misfortune" that arisen more by accident, that "the superiority of force seemed to be so great on the side of the Europeans, that they were able to commit with impunity every sort of injustice in these remote countries." Every Indian or Chinese will agree with this so great was the misfortune for India and China from the injustice of European nations in the 19th century so much so that Cordell Hull speaking for Franklin Roosevelt and all Americans broadcast to the world in the throes of World War II in 1942 America's call to the world for a new world order based on freedom and development for all nations of Asia, Africa and Latin America. America's Secretary of State Cordell Hull said: "In this vast struggle, we, Americans, stand united with those who, like ourselves, are fighting for the preservation of their freedom; with those who are fighting to regain the freedom of which they have been brutally deprived; with those who are fighting for the opportunity to achieve freedom."     ...

America has its own conversation points. Ischinger says we would love to vote in the US election as it affects us greatly. Americans would love to vote in the German and French elections as it affects us. As America fights to give workers and families their rights and invests trillions of dollars in infrastructure when will Germany and France do this? When will Germany and France fight to give all workers and families opportunity to get ahead and make a decent living? Are Germany and France aware that the Biden-Harris, Biden-Walz fight is for domestic policy to determine foreign policy and this is the domestic policy of America. Wolfgang Ischinger ,who heads the Munich Security Conference Foundation, writes in NYT about the importance of keeping the conversation with European allies going. He says US and European Union do not have a common policy towards China and this needs to be discussed and clarified. US and EU need to come closer for NATO to carry out it's mission now that the EU countries are shouldering a fair share of the defense burden in percentage of GDP devoted to defense. Ischinger says the Europeans are not investing defense dollars efficiently and developing European arms suppliers. His third point is that there should be consistent application of rule of law, democracy and western values in policy to build the alliance. He remains blissfully unaware that the same divisions that are fostered in America exist in Europe and some of them started in Europe- for Europe to be strong it must invest in its People, in workers and families and in infrastructure, domestic policy will become foreign policy.    ...

“My absolute priority will be to strengthen Europe as quickly as possible so that, step by step, we can really achieve independence from the USA." European perceptions of recent happenings in the Ukraine war and the war's progression from the beginnings over three years will matter in 2025 as Europe, as Germany, France and Britain take on the role of bringing a fair peace to Europe that closes the war and does the reconstituting of defense architecture of Europe under new institutions that needed to be taken up in the 1990's after the fall of the Berlin Wall. Republicans and DJT's perception of Europe as 27 states is likely to be false. Germany and France in the 21st century may just be stepping into a role that was prepared since the formation of the European community in the 1950's with Germany and France at the core of Europe. It may surprise many that Europe just steps into this role. And with it a reconstituting of the defense architecture of Europe that needed to be done after the fall of the Berlin Wall and not left to the vagaries of free market capitalism that have created the present situation. “It was not a spontaneous reaction to interventions by Zelenskyy, but obviously a manufactured escalation,” Merz of Germany has said recently of recent White House happenings.  “My absolute priority will be to strengthen Europe as quickly as possible so that, step by step, we can really achieve independence from the USA,” Germany's Merz says and means it even if it confounds the US, China and other nations. ...

Saying that these countries had significantly cut imports from Iran, the U.S. government gave exemptions from the sanctions on Iran to 10 European countries and Japan. Exemptions were given to Belgium, Britain, Czech Republic, France, Germany, Greece, Italy, the Netherlands, Poland and Spain. This leaves 11 countries facing possible sanctions including China, India and S. Korea, with negotiations underway with these three major importers. The goal is to improve US-Russia relations. Because this also involves ending the Ukraine war that is destroying a whole generation of young men in Russia and Ukraine, US is exploring ways to end that war through early discussions to get a sense of Russian perceptions.This is why the US does not need the Europeans or the Ukrainians at the table. Ways in which US will restore relations-Restore staffing levels at embassies and consulates. Find ways to cooperate on economy and foreign policy issues.   ...

This columnist opinion in Le Monde reflects the view in Europe that the US is in retreat, and in some quarters such as NYT that the new US foreign policy that sets the Monroe Doctrine as key aspect of foreign policy is a retreat- US setting the rules in the Western Hemisphere around democracy and governance. It says the US has set aside the ambition first proclaimed in 1945 and revived in 1991 after the fall of the Soviet Union. US administrations under Clinton and Bush took this posture after 1991 of dominant position but it did not reflect reality. US like Russia was dragged into many remote conflicts that had little to do with the standard of living, and economic advancement of the US. The US has a dilapidated infrastructure, broken healthcare system, and operates in a world trading system that has deindustrialized the nation and shipped out jobs and factories for 20 years, and worse is exposed to drug and people trafficking gangs in Mexico and Venezuela. The Monroe Doctrine 1823 asserted the US right to keep European colonial powers out of America, and it was possible only because the British also supported it in the 19th century till the US built up its Navy under TR and FDR. With Russia recognized as a European power the US is able to get its support for the US to tackle the situation in the Western hemisphere presented by drug and people trafficking gangs in Mexico and Venezuela. Tariffs are intended to get a new world trading system with new rules. Infrastructure building is underway on a scale that will far surpass China by 2030. This is not a retreat but an advancement for the Nation and the American people after three decades of failed policy. It lets the European powers Germany, France and Britain deal with Russia's requirement that NATO withdraw from its borders and recognition of Russia as a Northern European power. European history has shown that since 1700 that when faced with a majority of nations in Europe any dominant power in Europe is forced to negotiate a peaceful resolution of conflict because of it's limited resources to carry on a conflict. This should lead to a peaceful resolution in Ukraine, that allows rebuilding, and also gives the US an opportunity to rebuild its economy and standard of living for the American people. This will be a win-win for both the Russians and the Western Europeans, and both Latin America and the US, China and the US, India/Japan/Brazil and the US. ...

The language and tone of the leaders says something about what is likely to be the outcome of the G20 summit. Its a first for significant participation, as countries as diverse as Russia, China, India, Indonesia, Saudi Arabia, and the Netherlands are represented. The credible positions of both sides, the US, UK and Japan, and the European side of France, Germany and the Czech Republic, well presented, provide for some serious discussion and negotiations. France's Sarkozy and Germany's Merkel want to see a global regulator that would reach inside the borders of the US with stricter regulation. Sarkozy calls this "nonnegotiable." And he said that he would reject an agreement that puts off stringent new regulations on banks, tax havens, and hedge funds. He said "the compromise has to come from all countries around the world." US President Obama said that if there is going to be renewed growth it can't just be the US as the engine, everybody is going to have to pick up the pace," at the same time saying that the US had to be concerned about its own deficits. The fact is that the US stimulus will mostly help a severely impacted domestic economy recover with social safey net payments to local and state governments and unemployment insurance, as well as targeted investments in infrastructure, education, energy and health care. It will not mean anywhere near the kinds of imports the US made from other countries, especially China. And Obama made that clear when he said the US will never return to that situation, where the US had become a "voracious consumer market." For the Germans the major market for their middle companies is China, and China has its own stimulus spending on infrastructure spending, which should provide for continued imports of machinery from Germany at a much lower level. Thus Germany and France see a strong tendency to call the source of the crisis and repeat that call till the US listens, and refer to the failure of free market capitalism in its unregulated form. And to insist on fixing it through a global regulator with strict and systemwide rules. So you hear this in Merkel's words, "the foundation for this finacial architecture must be laid now, that is why we seem to be so tough." While the vivacious Sarkozy talks of compromise, and a US gesture in regulation in return for Franc's gesture of joining NATO, the mild mannered Merkel is clear and focussed about her concern. She rejects the idea of linking stimulus spending demands of the Anglo-Americans with the Franco-German demands for global systemwide regulation. "This is not a bargaining chip," she says. The media may mistakenly report lack of consensus as a failure of the summit. But in the long run in the presence of good positions on both sides, it could lead to some tough negotiations even if continued at another meeting. And result in something serious, credible and lasting in its impact, rather than something that was easy and did not in Andy Grove's useful words involve "constructive confrontation." ...

More games are being played in stadiums behind closed doors as in Japanese baseball or canceled altogether as in Italy. The coronavirus is leading to restrictions on mass gatherings, both in live entertainment and in sports.  Japan has changed its sports calendar postponing most events. Switzerland banned gatherings of over 1000 people, and France suspended events with gatherings of over 5000 people.  There is an acceptance of the fact that social distancing reduces the speed and extent of the spread of the virus, with countries that acted with quarantines and restrictions having a slower spread. This is now the case in China. In South Korea the lack of effective quarantine has led to spread of the virus. The extra time gained from slowing down the spread is important to let hospitals and medical systems cope. Things can be less intense for the medical community which is important for all countries.  Players and performers also are reluctant to be exposed to the virus in the current situation, particularly in locker rooms and other locations in stadiums. ...

This WSJ report sees Angela Merkel as leaving an international legacy of cooling relations with America. It says Angela Merkel turned down US president Biden's first call after his election as president because she was going to her cottage in the country that weekend. This report says after 4 terms Merkel is to be seen as dramatically increasing her country's economic dependence on China, pushing through a energy deal with Russia, joining France in challenging US political influence in Europe, rejecting American requests on economic policy and setting Berlin's openness to Chinese technology.  What happened with her youthful fascination with America during the years growing up in East Germany asks the WSJ? It also says of the Bush years of unregulated banking leading to the 2009 US banking crisis- that left her with a distaste for Anglo-Saxon banks and Wall Street lobbying. Of the Obama years it says Merkel found Obama unsteady, verbose, and sometimes meddling, with the spying on Merkel's phone also giving her a sense of disrespect to Germany. The result was that Merkel increasingly was fascinated by the Chinese experiment in development, visiting China 13 times while in office, studying Chinese history, politics and economics.  Merkel over this period met with the Dalai Lama and had questions about one party rule by CCP. Yet she became more and more resigned to Germany as a country of 80 million, not the EU and Europe as one group united in vision with a population of about 500 million, larger than America that could be a force for good in its own right. She said "we can be as hardworking, awesome,  as super as we like, but as a country of 80 million we won't be able to prevail if China ever decided that it no longer wants to have good relations with Germany." She ignored the experience of Sweden and Scandinavian countries in their relations with China. In saying this she ignored the potential of India and its neighbors in south-east Asia that make up about 2 billion people or about twice the population of China. She also seemed unaware of the role Woodrow Wilson, FDR, have played in realizing the democratic vision of the German revolutionaries of 1948 who failed to bring democratic government to Germany. And she had forgotten of the role Harry Truman, the commoner president of the US, who played a major role in establishing German democracy and its dignity during the Berlin Crisis after the blockade of Berlin by the Soviets in 1948. The mediocrity of presidents from Bush to Trump has bothered Merkel. Yet it may very well be that there is nothing mediocre about Mr. Biden and America's vision about its future as it grapples with the social and economic problems of the last three decades, as it has done before in its history and come through. ...

Jared Bernstein of the Economic Policy Institute points to trade barriers reducing competition and free trade that should raise an outcry when free trade and competition advocates focus alone on the Trump steel tariffs. He points to estimates that show $90 billion in additional costs to Americans from the barriers that prevent Americans from paying world market prices for surgeries and medical treatment, prices similar to what is paid in advanced countries like Germany, Britain and France. A bigger barrier in pharmaceuticals prices being sheltered from market competition worldwide costs a huge $370 billion in additional costs to Americans. These two costs in healthcare would help Americans by a magnitude compared to tax cuts that do not work for average Americans with the business tax cut going more into share buybacks than into increasing wages or capital investment in 2018.  Bernstein points to Neil Irwin's column in the NYT that flags statements such as Senator Mike Lee, Republican, that the steel tariffs are a huge job killing tax hike, as being misleading. Bernstein says two actions were never taken that would have used benefits of free trade to help affected communities that lost jobs in industries such as steel and textiles, other industries affected by foreign competition.  He lists these steps as sectoral employment training, apprenticeships ,and job creation efforts in the worst affected areas. Basically no one really knows what is good trade policy, the textbook concepts and theories are out of date when countries can subsidize particular industries such as steel and dump products into the American market. At a press conference on CSPAN with the Swedish prime minister Mr. Trump stated that China was exporting more than what is officially shown as there are transshipments from other countries, some of them with no steel mills.  As Mr. Trump stated at that press conference he was elected partly because of the worst affected communities- in places such as Michigan and other states in the midwestern U.S.- that suffered from unfair trade. Bernstein admonishes the economists and politicians, media, for the headlines that are misleading in showing that bad trade policy is being pursued and trade wars are being started. This deserves attention because the Trump administration and advisors such as Lighthizer who served in the Reagan administration seek fair trade, and the Commerce Secretary Wilbur Ross successfully pushed for NAFTA trade deal renegotiation not the outright rejection of NAFTA that was mentioned in the election campaign. Ironically no one is helped by this trade rhetoric and misleading headlines. In fact the strengthening of the U.S. currency as the huge trade surplus of China goes into U.S. assets, and with the election of Mr. Trump, gives foreign competitors a continued advantage. And in fact Japan, South Korea, China, had a mild response to the tariffs as reported, because these countries are aware of global overcapacity created especially by China which produces 50% of the world's steel, and as China shifts to higher technologically value added products closing many older steel mills. ...

There was some element of reckless behaviour when Britain tossed aside misgivings to let Tories let in private sector investing into companies in the water sector. The WSJ now calls it the world's largest failure in private sector water investment. Today there is eColi in the water in River Thames so much so that in the Oxford Cambridge rowing race rowers were advised not to make contact wih the water. It goes back to Victorian sewers which was a problem not tackled by companies interested in profits in areas that wiser men had decided is best done by public sector investment. These are the hidden failures of the Thatcher/Reagan years that are only now coming to light. The company Thames Water loaded up on debt to pay investors dividends while the company failed to upgrade London's sewer system, which has spilled what amounts to 34,000 Olympic swimming pools of raw sewage into the river since 2020. The US has not been so reckless as most water and sewage systems are still publicly owned. Near central London a matted mountain of wet wipes and sanitary products along with sewage washed into River Thames is called Wet Wipe Island. Thames Water took on so much debt $23 billion that it defaulted on its debt. How could this be in a modern developed nation, and what about all the other infrastructure investments in Britain rusting  from the Industrial Revolution that need investment? Tories have let Britain down. There are lessons for the US and Germany, France, India and China. ...

Risks to China's banking system from the bond market in China. China's bond market has grown rapidly to 25.5 trillion yuan or $4.1 trillion yuan, especialy in the period following the stimulus. But it is not similiar to bond markets in developed countries, the U.S., Japan and France. It has a patchwork of regulators, is closed to foreign investors, and does not offer protections to investors. It also lacks an effective ratings system. Most bonds are held and traded by the banks, which concentrates the risks in the banking system. In developed countries the risks are spread out among investors. Bond markets offer the advantage of reducing dependence on banks for lending but with banks holding most of the bonds in China, including that of local governments, the risks if bond issuers default are concentrated in the banking system.

Russia invades Ukraine on multiple fronts, across Belarus, across its western border with Ukraine, on the pre dawn hours of February 24, 2022. Russian foreign minister Lavrov says "tense and detailed discussions" with US and NATO are still taking place. In talks with the US, president Putin of Russia had demanded that Ukraine commit to not joining NATO. The US insisted that this was upto Ukraine and that the territorial integrity of Ukraine had to be respected. Interventions by Macron of France and other leaders failed to bring the two sides closer. The US and Europe with a reluctant Germany looked at sanctions as a deterrent. This proved to be wrong. Mr. Putin has a passionate view of Ukraine and Kviv's historical role in the formation of the Russian state, evident in his televised address only 48 hours before the actual invasion. Ukraine has shifted between Poland and the Baltic states, Germany on one side and Russia on the other in its thousand year old history. The shift away from Bolsheviks and Communists under the Soviet Union after 1990 changed the relationship of Ukraine with its neighbors once again as Ukraine became closer to Poland and the Baltics, and Germany. Germany remains reluctant to revert to the relationship with Russia that led to 2 World Wars. During the leadership of Willy Brandt and successive German SPD leaders, as well as with Konrad Adenauer and CDU leaders, the goal was to build a good relationship with Russia. Merkel of the CDU went as far as accepting dependence on Russia for 40% of its gas supplies, after shifted out of nuclear energy and supporting a new Nordstream undersea pipeline for gas supplies.  The early reaction on DW.com and German television was one of shock as no one really expected that this would lead to a full scale invasion. Scholz of the SPD the new chancellor in 2022 was not active in forging anew consensus allowing NATO's Stoltenberg who is a former Norwegian prime minister 2005-2013 to frame the response of Europe. Norway's role in European security was marginal for most of the twentieth century. Other events had detracted from bringing active German and American participation in coming up with a framework of dialogue to address concerns of both sides and still build a common ground for peace- Afghanistan, the pandemic in its third year, China's deteriorating one sided trade relationship with America that hurt American workers and manufacturing. As a result China and Germany were essentially absent in building the framework for peace. Afghanistan hasty withdrawal made it harder for president Biden to come up with new approaches to build a common framework. President Macron made some faltering efforts on the fringes even as president Putin focused on the US response and its intentions with NATO on European soil, and declared that it was directly US Russia negotiations that needed to work. With this the whole framework of relations since the presidency of Reagan and the relations with Russia and China come to a close. And a new framework needs to be constructed that draws in India already or soon to be the most populous nation in the world, in an effort to build an enduring new framework. The voices of Eastern Europe need to be heard, yet balanced with the voices from India, China, Germany, Russia, and other countries in Asia, Latin America and Africa that are affected by world events. ...

COFCO is the abbreviation for China National Cereals, Oil and Foodstuffs Corporation, which was the state company importing grain and other staple foods into China during the period before China opened up its economy. It is now a dominant company in China's grain and other staple products from edible oil, dairy products to bacon and beer. Under CEO Ning Gaoning, Cofco has transformed itself since 2004 from primarily being a grain importer to value added products, food processing, and technologies in the food business. Cofco is expanding rapidly overseas with deals and acqusitions, and has about $10 billion in state funds for acquisitions. Recent acquisitions include $2.7 billion for Dutch grain trader Nidera BV, and 51% ownership of Noble agricultural unit. Earlier acquisitions include vineyards in Chile and France in 2010, and Australia's Tully Sugar in 2011. Current plans are for acquisitions in the U.S. and Latin America. Revenues in 2014 were an estimated $63.3 billion. Interviews with cane farmers that are part of Tully Sugar in Australia show Cofco has managed the company well and won the support of farmers....

India has fallen behind in per capita GDP and this is now the focus of the people and the government, federal government and the states, to build an economy that provides the best opportunities and growth for all its people. German elections results in graphics 2025, shown in Deutsche Welle DW.  As in US in Germany 2024 more women and university educated in SPD, Greens more basic education and men in AfD, CDU. People over 60 voted for SPD and CDU, 20-23% voted for AfD in 25-50 year age groups.

The deindustrialization of the US and Germany and France has led to this situation, as jobs were outshored to China under Merkel and Schroeder. Fewer opportunities for people with a basic education and the indifference of governments to these disadvantaged groups under Merkel and Schroeder. The other change is that in Germany in the Eastern parts of the country around Dresden, Jena, Leipzig in Eastern Germany the AfD is now dominant, except for Berlin where the Left and SPD are dominant.

The latest Commerzbank estimates show Germany and Japan, both with large capital goods industry, showing declining GDP of about 7% in 2009. That is a steep decline stemming from the lower demand in industrializing countries like China, India and other countries. The German government has only committed so far 88 billion euros ($120 billion) or 3.5% of GDP. To get some idea what the German government is thinking look at the GDP numbers from the government, which show only a 2.25% decline. Compare this with other estimates closer to Commerzbank's estimate- BNP Paribas shows 5.4% contraction, Deutsche Bank 5%, German think tank DIW 4-5% drop. And the government estimate scheduled date for revision is April 29. But France with a smaller export industry is expected to see a drop of less than 4%, the USA 4%, by Commerzbank estimates. Experts say as German elections approach in September, Merkel is going to have to respond with larger stimulus amid large job losses. The countries that would be affected the most from a slowdown in China are the commodity producer countries- Australia, Brazil, S. Africa, Chile. Other countries include Thailand, Indonesia and Vietnam. Currencies such as the Australian dollar, the South African Rand, the Brazilian Real and the Chilean peso would decline in value. South Korea, Taiwan and Japan which supply large machinery for construction and manufacturing would be affected. Oversupply of steel and other products in China would mean higher exports causing a drop in steel prices and prices of other items. There would be a decline in commodity prices. Germany which provides the high tech machinery for China's industrialization will be affected. Exports growth to China from Germany increased by 44% in 2010. It has been pointed out that China is the seventh largest export market for Germany, coming after France, the U.S., the Netherlands, the U.K., Italy and Austria, exports to EU countries being the largest market for Germany. A global economic slowdown, with the Chinese slowdown as a part of this would impact German exports, leading to a slower growth in Germany. The U.S. would be affected also because exports were picking up in 2010-2011, and remain the one bright spot for the U.S. economy's recovery....

Von Mark Schieritz of Germany's Zeit Online describes the changes underway following the election campaigns in the U.S., and France, and the Brexit vote in Britain, all signalling the discontent of people left behind by the tech, capitalism, trade and globalization changes of the last two decades. The appeal of one time fringe politicians using racist slogans and divisive rhetoric to appeal to those left behind, appealing to people lacking intergenerational mobility, and without much hope for a better future, is a serious concern. People who are gullible enough, lack college education, or racially isolated so that they are not likely to look carefully at what is being offered in terms of programs and change of competing parties, and likely to overlook the hard and difficult road for corrective course of action, because of anger and pentup fears. Schieritz cites as part of this change the unanimously approved conclusion in its final declaration at the G-20 meeting in Chengdu, China- "The benefits of growth need to be shared more broadly within and among countries to promote inclusiveness." Yet this can be a sort of "too little, too late."  Bankers who are cited in an email going around Wall Street lack credibility with groups on Main Street, to people adversely affected by tech, trade and globalization changes that have been persistently ignored for over a decade, close to two decades. More convincing is the tone of Theresa May, the British prime minister's first statement outside 10 Downing Street- who spoke of the "burning injustices" and her determination to make this a top priority of her government. Still more convincing are the programs to invest $275 billion over 10 years in infrastructure put forward by the leading candidate in the U.S. presidential election of 2016, to provide easier access to public universities and colleges to those left behind, as a sure way to create new jobs and address intergenerational mobility. In fact every leading candidate had made the loss of upward mobility their central plank already in 2015, long before Trump and Sanders started their campaign. The real hope lies in western leaders Merkel, May, and Clinton, all keenly aware students of changes, all women by the way who have sensed the injustice and have the ability to come up with something new and promising for the future, after learning the lessons of the past. ...

Renault SA sales increased by 3.2% to 2.7 million cars in 2014. Renault does not sell vehicles in the U.S., and it has only a small operation in China. President Macron of France puts forward the basic building blocks for an agreement to reduce tensions with Iran. In a speech to the General Assembly of the United Nations he says that there should be negotiations between Iran, its regional neighbors, the U.S. , European countries and China. The Obama period nuclear deal of 2015 failed because of a lack of a comprehensive settlement and including Iran's neighbors in the region. Macron pointed out that the U.S. approach under president Trump of "maximum pressure" with tighter economic sanctions has produced a response from Iran of maximum pressure on its neighbors, including the attack on Saudi oil facilities with drones that took out half of the Saudi oil supplies. Macron put forward five issues for negpotiations to focus on: certaity that Iran never acquires nuclear weapons, solution to the Yemen civil war, a regional security plan that addresses other conflicts, ensuring security of maritime navigation especially in Straits of Hormuz, lifting of economic sanctions. He pointed out that "today we have a risk of serious conflict based on miscalculation and disproportionate responses." Mr. Trump even alluded to this when he told reporters after the dismissal of John Bolton as National Security Adviser, saying Bolton made Trump look like a voice of moderation. A lot depends on who are the advisers and whether moderation is exercised on all sides.  Macron, Merkel and Britain's prime minister Johnson met with Rouhani on the sidelines of the UN meetings to encourage dialogue. Countries likely to be severely affected by oil shutoff through the Straits of Hormuz are Japan, South Korea, India and China, and are quietly pushing for an easing of tensions.  ...

China has two ports in Panama and significant investments in port and maritime activity that give it an advantage over the US in its own backyard. The Panama Canal was one of the bold endeavors of the twentieth century. It took a week longer for each country to impose a lockdown. In China first Wuhan then the whole country went into lockdown and quarantine. The same process is repeated in Europe and in America as authorites see numbers of infections increasing rapidly without strict controls. First the Lombardy region in Italy around Milan, then the provinces in Northern Italy, followed by a complete lockdown in the country on March 10 as infection spread faster without lockdown and enforcement of lockdowns. Germany and Britain follow Spain and Italy on March 20. France followed Spain in the days after Italy's complete lockdown. Macron ordered the lockdown on March 16 with stringent enforcement. Infectious Disease specialists at Imperial College warned of "unintended consequences for the entire nation" if a lockdown of Britain did not take place. The goal is to limit the spread of infections from rapid to slow as public health systems and economic measures are ramped up in preparation for the crisis. Most countries were lacking the preparatory steps having lost time waiting to see what happens next or analyzing data in the vain hope the virus does not spread.  Bad economic results of lockdowns were initially a concern, but this concern became less important as the coronavirus spread rapidly in Europe. Decision makers in Europe decided that not acting forcefully would lead to equally or worse economic outcomes. Public health systems overwhelmed would diminish public confidence rapidly and lead to equally bad or much worse economic outcomes. The European Union executive body has supported state aid, stimulus action and border controls in this crisis. In America and in Europe the hope is that shoring up the safety net with massive aid to businesses and households would buy time to tackle and overcome the coronavirus through a combination of lockdowns, quarantines, contact tracing, large scale testing and medical technology measures.
