Revised auto fuel efficiency standards win the support of GM, Ford, Chrysler, Honda and Hyundai. These standards would lower the average fuel economy to 54.5 miles per gallon by 2025, a decline from the initial target of 56.2 mpg. The revised proposal calls for a 5% average annual increase in fuel economy for cars and a 3.5% increase for light trucks through 2021. After 2021 both cars and trucks have to meet a 5% annual increase. Useful innovation in the new standards is to provide credits for hybrid pickup trucks, and give credits for technological advances that improve fuel economy but don't show up in EPA tests such as the one that shuts of the engine when a car is idling. Other credits would be offered for solar roof panels on electric vehicles. It includes incentives for "promoting early market penetration of tailpipe CO2/fuel consumption reducing technologies." This comes after a long period in which the U.S. lagged behind other countries in fuel economy. It could be one of the main achievements of the Obama administration, and help build a new auto industry around new technologies....

Even lower levels of toxic chemicals can be seriously harmful, says the Biden administration.The head of the Environmental Protection Agency leads this effort by putting 1 billion dollars from last years approved spending into the plan for clean drinking water. 2021 approved spending for Workers and Families plan of Biden has $10 billion for preventing PFAS contamination. Of this the first $1 billion will be made available to affected and most hard hit communities for clean drinking water. Money would go to water quality testing, contractor training and new water treatment systems. In addition Food and Drug Administration agency will tackle testing for food and packaging, Agriculture Department for livestock contamination. Defense Department for checking contamination in military installations. It is a sort of Gati Shakti Master plan that brings in all agencies of government, an approach the Modi administration has adopted for India. One does not have to look far to understand the priorities of the world's two greatest democracies. NITI Aayog does much of the development planning for India. It's CEO Parmeswaran Iyer, says about one third of the population of 1.2 billion people has reached the middle class. The poverty level has dropped to about 16% of the population. He describes the steps taken to achieve this. First inflation control by keeping inflation below 6%- it was 5.7% in December 2022. The decline of loan rates for education, buying home and appliances to about 8%. Second the pioneering action of One Nation One Tax under GST that has saved Rs 18,000 lakh crore or Rs 12000 per household annual saving. To create small micro business in a country the size of India with a large informal economy action was taken. 120 million of 380 million beneficiaries are from the  middle class for PM Mudra Yojana who received Rs 7 trillion in collateral free loans. This is designed to provide non farm small loans of 10 lakh rupees (about $8000) to micro unit enterprises at the bottom of the development pyramid to encourage an entrepreneurial culture and micro enterprises. Non Performing assets (bad loans) or NPA were reduced from 11.1% of the banking system to 5.8% in 2022. This is critical to support future growth as banks that well capitalized can make the loans needed to support growth. In health and education  a large network of new universities and medical colleges, hospitals is being built. The Ayushman Yojana provides health screening to millions of people and aid is channeled to people for low cost generic medicines. It is the size of these efforts that is making the difference in the lives of ordinary people. Relying too much on BP has put the Obama administration's reputation at risk. This is because BP underestimated the size of the problem from the beginning, made errors that caused the disastrous spillage, miscalculated the rate and size of the leak and denied the existence of underwater plumes. The different government agencies that were supposed to prevent the situation from spreading including the White House, Coast Guard, Army Corps of Engineers, Fish and Wildlife Service, and EPA were debating the approach for 3 weeks while neccessary action was either not taken or inadequate. Upto 90 miles of sand barriers needed to protect wetlands and shoreline were only grudgingly approved. Louisiana Governor asked for 23 berms , but only one berm was approved and further approval of berms took a long time.

George Rathmann, is the scientist at Amgen who pushed for development of EPO, a hormone which stimulates red blood cell production, when the bio-tech venture company was struggling in the mid-1980's. After approval by the EPA in 1989, Epogen became Amgen's main product with sales of $2 billion in 2011. Rathmann graduated from Northwestern University, and received his PhD. from Princeton University in physical chemistry. He helped develop Scotchguard at 3M, and later headed the R&D department at the diagnostics division of Abbott Laboratories. He built Amgen from a staff of four in the early days in 1980, and it was his intuitive sense that Amgen should focus its entire effort on EPO development in the mid-1980's that led to its success.

Beijing residents say they began to relax in wearing masks or not wearing them, not wearing masks properly, after 8 weeks with no cases. A vegetable and fruits wholesale market in Beijing, in southwestern district of Fengtai,  which supplies 80% of the fruits and vegetables to Beijing's 21 million people is now seen by health authorites in Beijing as the source of a new outbreak. 79 new cases are traced back to this market on June 15.  In Beijing restaurants and shops had reopened. Primary schools and other schools had reopened. Public health experts are looking at the possibility that the source is a cutting board for frozen salmon imported from overseas possibly Europe-. because of the DNA sequencing of the virus experts say. Contaminated seafood or meat is suspected as a source. China's CDC says the virus can survive on frozen meat or seafood for 3 months. Just when this new cluster was detected in Beijing, the city of Wuhan the origin city of the virus is permitting indoor sports and entertainment facilities reopen, and this WSJ report says Wuhan is making masks no longer mandatory outdoors. Beijing authorites have responded with mass testing, and contact tracing through neighborhood committees. About 100,000 people are organized by neighborhood committees to visit the city's 7000 residential compounds for contact tracing to identify people who visited the market and get them to test for coronavirus. This is the typical response in China to get large numbers of low level officials, workers and volunteers mobilized for contact tracing and testing. By June 14 about 76,000 people were tested - of this 13,000 are from the 29,000 who visited the market since May 30, according to Beijing government statistics. ...

The Washington Post points out the astounding fact that given a choice Japanese voters would have chosen as the new prime minister, Seiji Maehara, who has a 40% approval rating in a recent poll. Instead finance minister Yoshihiko Noda was chosen by 398 Democratic Party of Japan legislators. His approval rating? Below 5%! The ruling DPJ has a 18% approval rating, and the Liberal Democratic Party has a 15% approval rating! It is interesting to note that a similiar situation exists in other major Asian democracies. In India the ruling Congress party coalition and the opposition parties are deeply unpopular because of a series of corruption scandals involving both parties. In Singapore the ruling party barely scraped through in elections. Many of the Asian democracies have an aging leadership and a new generation of effective leaders has not appeared to make the transition.

Katsuya Okada is elected leader of the Democratic Party of Japan in Jan 2015. He is from a prominent business family. His brother is CEO of Aeon, a supermarket chain in Japan, which was founded in 1758. Okada says he supports Abenomics, saying: "I have no intention of completely rejecting Abenomics. On the contrary, there are many areas where I'd like to tell him, 'Go for it. Step up the pace.' " Policies he backs are deregulation to improve productivity, and Abe's policies to increase worker wages. He also supports being better prepared for regional conflicts, and said the DPJ would study Abe plans for legislation to strengthen the role of Japan's defense forces. Okada's comments reflects the changing sentiment in Japan about Abenomics since Abe's win in the snap election, and winning credibility for his economic policies.

Research by Allen Roses, director of Duke University's Deane Drug Discovery Institute, and continuing research on the ApoEgene that has aclose link with Alzheimer's. In 1993, Dr Roses's research showed that people who have avariant of the ApoE gene have an unusually high risk of developing Alzheimer's. THese studies have been repicated by other scientists. In research presented at the international conference of Alzheimer's deisease in Vienna, Dr Roses and this team show that they have found a gene linked to ApoE called TOMM40. This gene had mutations that involved a small number of extra copies of aparticular building block of DNA in some individuals and alarge number of extra copies in others. Individuals with alarge number of extra copies- knownn as the "long repeat" version of TOMM40- coupled with ApoE3 develop ALzheimer's an average of seven years earlier- at about 70 compared to the individuals have the "short repeat" version.

It is no surprise what we see in the US today- the loss of the middle class, the unaffordability crisis for education, healthcare, childcare, and poor, broken infrastructure. Over 10 years the US trade deficit with China has led to loss of about 25 million jobs and $250 billion in taxes that support local infrastructure and public services. Where 20% of the people do 80% of the spending, 80% of the people only 20% of spending (Moody's Analytics). This is how the uneven trade led to the destruction of manufacturing centers and communities across the 51 states in America, devastating families and young people. This is no longer Washington's, Lincon's or FDR's land of opportunity. Each $1 billion in additional imports to the US costs 4252 jobs. (CPA) This can be read as how many jobs are being lost in the additional trade of goods when one side is exporting more than the other.  There are three levels of losses. There is also an indirect job loss in the number of jobs created by that one job in manufacturing to serve the needs of these factory families in communities. This can be estimated at 1 job that depends on 1 manufacturing job. Together this means 8500 jobs lost for every $1 billion of goods in a trade deficit. US trade deficit of $295 billion in 2024 with China translates into about 2.5 million jobs lost every year. Over 10 years this is about 20-25 million jobs, enough to decimate America's entire manufacturing capabilities and manufacturing infrastructure, whole communities and towns disappearing or suffering destruction across the country.  With the loss of these jobs comes a third cost, the taxes paid that maintain small town infrastructure and public services like libraries, schools and health centers where these factories are located. At $10,000 in taxes lost per job, for 8500 jobs lost per $1 billion in uneven trade there is a loss of $85 million.  For the $295 billion deficit the US has with China this loss adds up to $25 billion per year. Over 10 years this means taking out this much in local infrastructure and public services like libraries, schools and health centers worth $250 billion.  ...

Rio de Janeiro state's finances are in severe condition, and Brazil appears to have wasted the boom years by running up too much debt and not investing in public infrastructure, education, healthcare, and public services. As a result during the Olympics the sailing competition in Guanabara Bay near Rio is faced with the unpleasant problem of raw sewage that has not been cleaned up. Security needs in the Olympics area has led to reduced security in the northeast where prison run gangs operate in some areas against public property. Former president Lula da Silva who was once popular as Brazil experienced the commodities boom is now under investigation related to the corruption at Petrobras.  ...

The FBI talked to Steve Job's friends, neighbors, family, former business associates and Jobs in a background investigation in 1991. Jobs was being considered for an appointment in the President George H.W. Bush administration and this was part of the background check. He is described as not having a good start in high school- as his GPA at Homestead High School in Cupertino, California was 2.65. He is said to have used marijuana and LSD in college. This was the period when Jobs was running NeXT, and five years before Apple acquired NeXT and Jobs returned to Apple. The account affirms the description in Walter Isaacson's book of a person who was driven and could have rough edges in his human dealings. The FBI background check account has this to say-"several individuals questioned Job's honesty stating that Mr Jobs will twist the truth and distort reality in order to achieve his goals." Experts say Kuroda of the Bank of Japan still has some Finance Ministry DNA, as he is from Japan's Finance Ministry which has pushed for the consumption tax to be increased to 10% in 2015. Even though Kuroda favors aggressive monetary stimulus compared to others in the Finance Ministry, he shares the views of Ministry colleagues on the tax changes. LDP leaders in the Abe cabinet and Abe see the recession with 2 consecutive quarters of declining GDP for the 2nd and 3rd quarters of 2014, as good reason for delaying the next tax increase from the 8% already implemented in 2014 to 10% in 2015. Under Abe's revised plan the tax increase would be postponed till 2017. Abe referred to the different views on the tax increase in his announcement for a snap election in Dec. 2014 for a new mandate to pursue his Abenomics economic policies of Three Arrows. Kuroda for his part downplayed their differences saying fiscal policy was the mandate of the elected government.

India European Union Trade Deal - huge potential for EU and India for 2 billion people size markets, new manufacturing hubs, and advanced scientific + technological cooperation. Timing is critical. From the first term of DJT 2016-2020 it became clear that the supply chain concentration in China was a serious error for America and Europe. Modi came into manage the federal government in India in 2014- that first phase was to tackle the basic problems in health care sanitation and road infrastructure, agriculture. By the second term of DJT Europe had realized something had to be done to reduce concentration of trade  supply chains in China. Two things had to happen to bring India and EU together. The Ukraine War and China's indirect participation on the side of Russia, the change in administration from Merkel to SPD's Schulz,  and in 2026 to Merz and the CDU created a new awareness of the need for EU and India to come together. Yet Scholz SPD hung onto the special trade relationship even in the face of the Ukraine war and China's shift when it allowed the port of Hamburg stake taken by China to be retained. Something had to happen to jerk Germany and with it the EU out of its inability to shift towards India. Merz took this step in 2026 as the relationship with China soured over Ukraine war and the grasp of the dangers of overconcentration of the China relationship with Germany that Merkel had created. On the other side Modi had to get India's logistics, road and rail networks, ports ready for such a trade relationship where goods could be quickly shipped into and out of India. Modi worked on these investments on a rapid basis in his second and third terms. India had to offer stability in the relationship. This meant winning elections to set up state governments in key states such as Maharashtra for Bombay (Mumbai) region, Delhi capital region, and Bihar/ Orissa (Patna region northeast), Rajasthan (Jaipur northwest region), local city governments in Bombay (Mumbai) region and in the south in Andhra (Vizag region) + Trivandrum (Kerala). The combination of federal and state and city governments working in unison plus logistics and transportation, put India in contention for the role of a size and magnitude that would make a difference for Europe in its relations with China and Russia. That necessity was now fulfilled and in place. Merz and Modi, seized the chance at the kite festival in Gujarat's Ahmedabad, with a vist to the Sabarmati Ashram of modern India's founder Mohandas Gandhiji. Von Der Leyen also from CDU now joins the former premier of Portugal Antonio de Costa as heads of EU to attend the Republic Day parade celebrations in New Delhi on January 26. Nothing happened by chance. U.S. president Trump signs an executive order on March 28, 2017, reversing the American commitment to the Paris climate change agreement. The executive order also lifts a moratorium on the sale of coalmining leases on federal lands. The Obama administration 2015 clean power plan was designed to restrict greenhouse gas emissions from power plants. It was blocked by courts in 2016. Trump says he is reversing president Obama's war on coal. Earlier he approved the Keystone pipeline for bringing oil from oil sands in Canada to the U.S.. Under the Paris agreement the U.S. agreed to cut greenhouse gas emissions 26-28% by 2025 from 2005 levels. Market changes including the availability of cheap natural gas from technology advances fracking and hydraulic fracturing is leading a shift away from coal, apart from Obama administration regulations. Another factor is the long term trend towards cleaner energy, with large energy producers such as American Electric Power and other companies planning for the long term which is likely to be in the direction of cleaner energy. These companies see the Trump administration changes as a situation that may not be for the long term. ...

Should Arthur Levinson and some of the team he has assembled at Genentech leave it will be a big loss for Roche, as it was his team that helped bring a series of new drugs to the market such as Avastin, Herceptin, and Rituxan to bring Genentech sales from $1 billion in 1999 to $9 billion in 2007. As drug companies buy biotechs in large numbers, with $70 billion in deals this year almost twice the toal for 2007, the question remains whether the drug companies have succeeded in retaining talent as consolidation yields cost savings but does not improve drug discovery. Drug companies are struggling with this, and a couple of models have emerged for keeping minds engaged in scientific discovery satisfied that they have the freedom to operate as they always have and work with the teams they have assembled, similiar to the work style and in the similiar culture as before. Almost like walking into the offices they use as if its like before. J&J has come up with a hub and spoke model to acquire companies and then leave them alone- preserving their management teams, unique cultures and brands. Centocor was bought in 1999 by J&J and 10 of the top executives stayed on and developed Remicade, a drug for inflammatory disease that has sales of $3.3 billion. Glaxo has developed a new structure under new CEO Andrew Witty, which breaks up the primary research labs into "discovery performance units" or DPUs, which also include new biotech startups. In April Glaxo acquired Sitris, a Cambridge, Massachusetts startup. The company had come up with a new science for tackling heart disease, diabetes and other diseases associated with aging. Harvard trained scientist and CEO, Christoph Westphal, went with Glaxo turning down other companies because the independence of the DPU appealed to him. Each DPU has a 3 year budget and this also appealed to Westphal. He could walk into the labs, says Westphal as if nothing had changed. Is Roche making a mistake in acquiring Genentech when it could have left it alone. Are the consolidation savings worth it if some of the discovery team at Genentech leaves and there is the feeling that the culture will change, and if Levinson feels that he was not consulted about Roche's move. These are questions that remain even when Roche's CEO, Severin, says he does not want to change things at Genentech because Roche's actions will speak louder than its words. ...

A large increase in fuel efficiency as planned by new EPA rules creates a different environment for electric cars. Current average fuel economy is 26. New rules that raise the average fuel economy to higher than 47 mpg will result in cars that conserve gasoline, reduce emissions, and make these vehicles more attractive to operate than electric cars on a cost basis, without sacrificing too much in conservation and emissions. A new study shows that achieving the increase to 47 mpg with new technologies will cost automakers about $2000 per vehicle. At $4.50 a gallon for gasoline it takes six years for a hybrid to be more cost effective than a 47 mpg car, according to this study. For a plug-in it would take 7 years and a pure electric vehicle 8 years. This suggests gasoline would have to cost more than $4.50 for electric cars to get an economic advantage. Technological breakthroughs and new technologies in electric cars which are a nascent industry at this time are not worked into these calculations. This could result in a different situation and favor the companies doing the pioneering effort to learn these technologies and develop cost effective solutions....

Arun Jaitley is Finance Minister and minister for corporate affairs in the new Modi cabinet. He is a lawyer who practiced before the Supreme Court of India and has represented foreign companies. Under the Vajpayee administration (1999-2004), he was minister of commerce and headed the disinvestment ministry. Jaitley believes in removing bureaucratic hurdles for business and improving governance. He emphasized creating a climate of predictability for business as a priority, and said during the election campaign that the results would send a strong signal to the world business community and domestic investors. The new cabinet is much smaller and brings together related ministries under one minister to improve speed of decisionmaking, coordination and accountability. Piyush Goyal, is the minister in charge of the power and coal ministry. This ministry brings together power, coal and renewable energy under one minister. Goyal is one of the younger ministers with advanced education in American universities. He has a CPA and a law degree, and is a member of the Board at the State Bank of India and Bank of Baroda. Other ministers are Sushma Swaraj as foreign minister, and Rajnath Singh as Home Minister....

Michael Kinsley of Washington Post points out that the $469 million of bonuses to AIG FInancial Products employees was first seen in SEC filings in November 2009, then on Rep Cummings blob on the Huffington Post November 27 entry. It was reported in the Washington Post in an article headlined "AIG Spa Trip Fuels Fury on Hill", and in the New York TImes on October 17, titled " AIG lets New York Review the Propriety of its Pay Packages", so where was everybody then? Its as if noone knew about till last week when all hell broke loose. Kinsley refutes the argument that as AIG CEO Liddy suggested that the employees only take half of the bonuses, by asking the question: bonuses for what? For creating a black hole in which government rescue funds have to be poured of $170 billion, the largest rescue in history, and then these skills to create black holes needed so badly in the midst of a near Depression that they be kept from leaving with retention payments. Or as Republican Senator Snowe put it "Bonuses for what?", the same question the whole country is asking. ...
