Kevin Warsh is a former governor of the Federal Reserve 2006-2011, becoming governor at age 35. He is a partner at the family office of investor Stanley Druckenmiller. Scott Bessent also had connections with the office of Druckenmiller. He is also a lecturer at Stanford Business School and a scholar at the Hoover Institution. He is married to Estee Lauder heiress Jane Lauder, and has spent the years since 2011 at the Stanford School.  Current Fed chairman was appointed by DJT in 2017 and retires in May 2026. If Powell continues as a Fed governor Warsh would take the seat vacated by Stephen Miran when he retires as Fed governor this week. Meantime the Fed under Powell faces an investigation by the Justice Department regarding renovation of its buildings and Senator Thomas Tillis on the Banking Committee says he will not support Warsh until that issue is resolved in favor of Fed retaining its independence. What is unique about Warsh and his selection by DJT? He is a Republican of long standing and his current views are that interest rates can be lower if the Fed reduces its holdings of Treasury securities and mortgage securities it holds. DJT's frustration is that Powell raised interest rates to fight inflation and after DJT became president was slow in cutting rates to boost the economy. DJT's resort to tariffs as a tool in world trade to ensure a level playing field with China when all other tools had failed means more uncertainty in the economy and DJT wanted the Fed to support his policies by lowering rates. ...

President Trump reiterated his threat to place tariffs on $300 billion of Chinese goods in addition to earlier tariffs on $250 billion in goods.  The problem China faces is that it China imports less, far less than the U.S. does. China has only $10 billion in U.S. goods to place tariffs on. This is after placing tariffs on $110 billion in U.S. goods, mostly agricultural products such as soyabeans in retaliation for U.S. tariffs on the $250 billion of Chinese goods. China could place a ban on imports from Boeing or restrict the access for U.S. companies to the Chinese market. U.S. companies have invested billions of dollars in the China and employ about 2 million Chinese in well paying jobs. Concerns about unemployment would be uppermost to prevent these jobs being affected. Other concern for China is the loss of foreign investment as relations deteriorate. Already supply chains in some products such as clothing and consumer products is shifting other countries in Asia. In automobiles the regional hubs are expected to shift with India as a potential hub for Asia, and Mexico preserving its place as a North American hub following renegotiation of NAFTA. In media the dispute is leading to a shift from Chinese consumers buying Adidas instead of Nike and Huawei smartphones instead of Apple.  For an already slowing economy this hurts China more than the U.S. which is why the U.S. is pushing China to settle with an agreement that the U.S. can trust to bring down China's trade surplus. For the U.S. as most of the loss in exports is in agricultural products the solution has been to provide government aid to farmers, and for Mr. Trump to use the issue to point out that he is fighting for U.S. interests and for fairness. This is why the trade dispute poses more problems for China. Because the surplus is so wildly skewed in China's favor after the inaction of many U.S. presidents just as it was for Japan in the eighties, the situation appears to be headed towards a definite reversal of the lopsided trade surplus enjoyed by China. In the process the U.S. plans to build up the competitive edge it has lost to some degree.  ...

The WSJ is still calling the president's stop fentanyl flows tariffs on CMC Canada Mexico and China economic tariffs in this editorial board opinion. It is incomprehensible that little or no mention is made in most of the media of the magnitude of injury to the US, the 490,000 deaths in America over 12 years as the result of Canada, Mexico and China not taking the needed action to stop fentanyl flows into the US. There is also the added factor of lack of a level playing field in trade which has resulted in the same communities in many cases having suffered from in the case of China loss of 25 million jobs over the last 10 years and loss of $250 billion in infrastructure and public services for schools, libraries, childcare, and health care clinics that were lost from losses in taxes for local communities in the US. This has decimated life in these communities and in small towns across America.  In the case of Mexico the illegal migrant flows that were not stopped at the border have put an added burden on already underfunded and strained public services in local communities in the US. This is the reason for much of the frustration and anger that has built up over time in these communities with the response from the DJT administration to find solutions. CMC countries could have taken action on their own, yet the US had waited too long for this action. Reciprocal in reciprocal tariffs is about fairness, a level playing field, something that China had agreed to in the spirit of the WTO entry in 1994 and American desire to aid China industrialize build a modern economy. Instead US business was coopted by China during the industrialization process 1995-2010, 2010-2020, including in the first term of the DJT administration even when tariffs were imposed. This happened with transfer of technologies happening late into the first term of the DJT administration 2016-2020, which has led to a much of the pent up frustration and action in the first 100 days of DJT in 2025.  ...

This is an interview with Columbia University economic historian Adam Tooze about the international trade and economic issues brought about by globalization. The rapid emergence of China in manufacturing and overcapacity in steel has led to action on steel tariffs by president Trump. Tooze is typical of opinion that sees action by Trump not as limited action to level the playing field  as proposed by Trade Representative for the U.S., Robert Lighthizer, but as reckless move on trade.  Lyrarc.com shows articles from the WSJ and NYT showing how opinion got to this point in the U.S., on Robert Lighthizer's views that the U.S. was not facing a level playing field, and  on how trade has hurt communities across the U.S. a long distance away from Silicon Valley. President Trump's views reflect a different perspective that says the U.S. has to balance the favorable situation obtained by China and the European Union through moves of its own to protect U.S. interests. Political commentary that the U.S. was starting a trade war is not supported by the facts showing China's response as muted and a willingness by China to negotiate a balanced trading relationship as its trade surplus with the U.S. continues to grow. The trade surplus is so large that the Trump moves do not tell the real story. They are likely to be overshadowed by the increasing value of the U.S. dollar leading to a continued favorable situation for Chinese exports and a larger trade surplus in 2018, regardless of Mr. Trump's action.  Trump's moves are more significant in other areas- limiting China's access to advanced technologies, with the European Union also taking the same action. Vast majority of DJT supporters 88% (down from 95%), approve of the president DJT's overall performance. On tariffs and Big Beautiful Bill. Democrats vastly disapproving, the messaging on cuts to Medicaid even though it's funding had grown close to $1 trillion ($909 billion in 2024), the uncertainty on tariffs even though the $1 trillion China trade surplus needed serious corrective action, federal government job cuts, leads to much larger proportions of Democrats opposing than Republicans supporting leading to about 60% unfavorable overall on tariffs and Big Beautiful Bill. Such unpopular action is sometimes the role of government like the action to rebuild the trading system and bring restraint to runaway spending on benefits, and can be overcome with a strong economy and capital investment for growth in future years. Another problem for the DJT administration is in the messaging to get the message across when some of the president's actions can be inconsistent or appear inconsistent. Add to this the distractions such as international diplomacy on Ukraine that take the president's time. Yet changes were needed in the international trading system and tough action is sometimes necessary when most countries and groupings, China EU, Canada, Mexico, can game the system their benefit to the detriment of the American people and jobs/communities at home. On the Big Beautiful Bill at the rate of growth in funding for Medicaid to $909 billion in 2024 from $2 billion at its inception under LBJ in the 1960's some restraint on spending would ultimately keep such help flowing where it is needed over the long haul. ...

The main lines of the Message to Congress by the US president in 2025 related to flood of illegal immigration, and illegal fentanyl flows with deaths of Americans in the most vulnerable neighborhoods across 51 states over 12 years, 490,000 deaths, more than Vietnam. "The media and our friends in the Democrat Party kept saying we needed new legislation to secure the border—but it turned out that all we really needed was a new president.” As it turns out the legislation Biden with Republicans led by Senator Lankford negotiated in Feb 2024 did not have the strong action taken in the first 100 days to deter illegal immigration and remove illegal immigrants endangering safety in American neighborhoods. That legislation did not have provisions to bring illegal fentanyl flows into the US to an end with strong action including tariffs on CMC countries Canada, Mexico and China responsible for the fentanyl flows into the US. Transgender was another issue addressed in the speech with DJT clearly stating that their only two genders and against mutilation of bodies, with trust in God about the gender God placed us in as best for us. Other issues were about tariffs action going into effect on reciprocal tariffs on April 2 with all nations including India, Europe, China, Japan, South Korea. DJT cited India for high tariffs, South Korea with 4 times American tariffs, and European nations. The goal was to ensure a level playing field for the US to compete- "what they charge us, we charge them." As explained in an earlier article in the WSJ reciprocal tariffs in the world context mean commodities products would not have price increases for the US consumer, smartphones autos would increase but this would be temporary as these nations play fairly and create a level playing field, and these products manufacturing is shifted to the US. This would mean growth for US auto industry and smartphones coming from inside the US and from India offsetting concentration of production in China. After making headlines the issue of TikTok is no longer making news. Here is what has happened since- TikTok took the case to the Supreme Court after the Biden Administration's effort to bring it under US security with American ownership. The Supreme Court ruled in favor of the government. Social media helped Republicans and DJT in the election. DJT wanted TiTok to be an American company if it was to operate in US. China was opposed to this and would not allow ByteDance the owner of TikTok negotiate this-leading to an impasse. The DJT administration worked out a relationship  with China by September 2025 following tit for tat tariffs in May 2025. Xi's strategy was to put rare earths on the table after it had gained a 90% monopoly on rare earths processing technologies and supplies. Some supplies include a site in Greenland, so that the Greenland issue as opponents of US acquisition have made appear is not fiction. DJT Administration pulled back and negotiated a deal with China but realized how the US had left key gaps in its security which is why the Greenland issue came up in 2025. Similar to how Democrat president Harry Truman had done as the Soviets expanded influence in Greece and Turkey by 1948. Little of this making it to almost the entire US press and the entire European press, including Democrat Harry Truman's 1947 offer of $100 million ($1.5 billion in 2026) for Greenland, rights, title and ownership similar to Alaska purchase by Seward, and US Virgin Islands purchase in 1916 from Denmark.   The deal makes TikTok an American/ China investor run company with Byte Dance ownership of 20%, Oracle 15%, Silverlake US equity firm 15%, Abu Dhabhi (UK type) MGX 15%, and prior investors 30%. Prior investors are General Atlantic, SIG, Steve Case's Revolution with JD Vance having equity, Dragoneer, NJJ Capital. The company now valued at $20 billion based on 200 million US users. Yet this does not address the dangers and damage done by social media hours for youth in the US, endless hours from education shifted to phones and social media videos. Australia has banned it for under 16 year olds, UK parliament has voted to ban, French parliament has also voted for a ban, China has strict rules that protect its youth for use specifying hours and restrictions, leaving the US and India, Brazil vulnerable to dangers of social media. Strictly speaking You Tube is considered as social media even though it serves an information function, Facebook and TikTok are where a lot of the damage to education takes place in social media. US is entirely leaving its young people especially women unprotected. Once the fentanyl issue is tackled attention will again focus on these dangers to creating good citizens in the US  with civic education if democracy is to be preserved, something endless numbers of lobbyists- which even in Teddy Roosevelt's and FDR's, JFK's days have opposed- will again oppose.     ...

Over 50 countries have asked for negotiations with the US over reciprocal tariffs imposed by the US on April 2, 2025. US president DJT says- “There will be fair deals.” DJT says a number of foreign leaders have contacted the White House since April 2nd.  Israel, Japan, Taiwan are beginning negotiations with the US over tariffs. Britain, South Korea and India will follow. The European Union is waiting for an opportunity to do the same. “They’re offering things to us that we would have never even thought of asking them for, Nobody but me would do this.” With China the situation is different and China is unlikely to negotiate. "We have stressed more than once that pressuring or threatening China is not a right way to engage with us,” says the Chinese embassy in Washington DC. After DJT said he would impose a 50% tariff on China over and above the 34% of April 2nd if China does not take back its retaliatory tariffs. This would happen on Wednesday April 9. For the US and EU this is key to the goal of reducing concentration of manufacturing in China. This goal goes beyond the DJT administration tariffs on China of 48%. Tariffs are for adaptive reindustrialization, for building capacity step by step over a decade starting with components in the supply chain and semiassembly, then final assembly, all within the USA. Do not grade them by the news cycle or one year, says Peter Navarro, adviser to US president DJT, as it took many years to deindustrialize and lose American manufacturing, it took many years for China starting in 2000 to industrialize. It will take years step by step with policy actions to achieve the goal of jobs and growth through factories making in America, starting earlier in the Biden administration and now in the Trump administration with industrial and trade policy that directly supports American factories. Tariffs do not create inflation when foreign producers who keep overcapacity and subsidize to put American factories out of business and people out of jobs have to reduce their prices to maintain sales, not pass through the tariffs to buyers. This is why inflation in the US is subdued. And the process of actively building new factories in the US is only now beginning to take place in its first year for DJT, following Biden/DJT early efforts It will require patient attitude, har.d work, and strong action, policies set in place that will bring results by 2030. ...

The other is Canada. They send us millions of cars. We don't need them for that. I said to hime when is this going to open. A couple of months. It will openin 1.5 years. I said I am not happy about that. And I said in my next speech I'm going to charge them. No cars coming ino the United States from Mexico without a massive tariff. I said it 3 or 4 times and what happened is about 2 months later I saw the same gentleman in the audience and I said I want to see you backstage. I said let me ask you what happened to that plant. Where is it now? He said China has canceled it. Why? The White House gives details of a new Trade Agreement with Indonesia. There will be zero tariffs on exports to Indonesia of US goods. Indonesia will have lower tariffs of 19% on most products, and higher duties of 40% on goods that are sent through Indonesia to evade tariffs such as from China. Indonesia will place no restrictions on export of rare earth minerals. Indonesia will remove non tariff barriers by action to accept U.S. safety regulations for automobiles, medical devices and pharmaceuticals, and remove preshipment inspections for US agricultural products.

Its significance is that Indonesia is a producer of rare earth minerals giving US full access. Indonesia has a large population of 250 million and this opens up markets for US farmers. It means US energy products and pharmaceuticals, and aircraft makers have access to this market. Because of far flung islands Indonesia will need more Boeing aircraft as it modernizes.

President Trump plans to sign the trade deal with China for Phase 1 on January 15, 2020. Under the deal the U.S. will not go ahead with a new round of tariffs on $156 billion of Chinese goods- including smartphones and consumer electronics- set for December 15, 2019. Tariffs set in place on September 1 on $120 billion of Chinese goods will drop from 15% to 7.5%. The earlier tariffs in place on $250 billion in Chinese goods including machinery and electronics are still in place. In exchange the Chinese will increase purchases by $32 billion in U.S. agricultural goods over the previous levels in the next 2 years.

Timeline in NYT on DJT-Jamieson USTR  Tariffs to March 13, 2025. Reciprocal tariffs to go into effect April 2, 2025 on Mexico and Canada. Reciprocal tariffs are seen as based on fairness- "we charge them what they charge us."  Why is this action necessary?  Because Canada, Mexico, EU, South Korea, Japan, China gained unfair advantages due to the inaction of administrations dating back to Clinton, Bush, Obama which were never reversed. Other nations have no incentive to trade on the principle of fairness inducing the US to take action to open discussions on fair trade and on what the tariffs should be going forward from 2025. US Trade Representative Lighthizer under DJT first term was Deputy Trade Representative under Reagan when he negotiated fair trade with the Japanese in the 1980's who he says stalled and stalled till finally agreeing to real discussions. So this is nothing new China, Canada and Mexico have taken the place of Japan. In this second term of DJT Lighthizer's Deputy Trade Representative is now the US Trade Representative. This means the discussions are in the hands of seasoned American trade officials with a keen grasp of details supported by Scott Bessent at Treasury and Luttnick at Commerce Department. What it is NOT is an effort to coerce other nations by the US. Like Japan in the 1980's with Reagan and Lighthizer as USTR, in 2025 China, Canada, Mexico, South Korea Taiwan and other nations would like to slow this return to fair trade by stalling and stalling, and presenting a different picture of the facts. But will that work? As it did not with Japan in the 1980's when Lighthizer got them to sit down to have real discussions on fair trade. ...

For the first time the U.S. focuses on the huge trade deficit with China in a serious way. The trade negotiating team led by Robert Lighthizer has set forth its negotiating terms.  1. China must reduce its trade deficit with the U.S. by $100 billion in the first 12 months. In the next 12 months it must reduce its deficit by another $100 billion. In 2 years the trade deficit the U.S. has with China must come down by $200 billion. The issue is no longer just the tariffs on steel, it is about the core issue of balance in  trade. 2. The U.S. says subsidies to state industries in the "Made in China 2025" program must stop. Here the focus is on gaining an unfair technological advantage with a combination of U.S. technology imports and subsidies to state advanced manufacturing industries to erode over time the U.S. technological lead.  3.  China is expected to cut its tariffs by about two thirds on imported products so that the tariffs match that of the U.S. This is the first serious negotiation the U.S. has conducted with China on the core issue of the trade surplus which is growing with a stronger dollar not declining. The surplus approaches $1 billion each day for about $365 billion a year, unsustainable from any perspective. The vital issue of the erosion of the U.S. technological advantage under the Made in China 2025 has turned this issue into one in which the U.S. is unlikely to back down. Especially now that Mr. Lighthizer is leading the  negotiations and has the confidence of the president of the U.S. Lighthizer is a veteran of negotiations from an earlier period -under the Reagan administration in a similar situation with another national competitor- then it was the Japanese. A relentless negotiator as the U.S. seeks to reverse a trade imbalance of stupendous proportions neglected by previous administrations.           ...

It is important to understand the tariffs imposed by the Trump administration because of the many misleading headlines. The new tariffs placed by the Trump administration on a list of 1300 imported products from China are for about $50 billion and targeted at high tech products in flat screen televisions, medical devices, aircraft parts and batteries, other high tech products that China hopes to get an edge over the U.S. under its "Made in China 2025" plan. China still enjoys a huge surplus with the U.S. This plan is intended to better manage the next phase of the competition with China as China seeks to get an edge in high tech products. The steel tariffs were targeted at China's buildup of surplus steel capacity in the last 2 decades, with little to do with the next phase of the competition globally between the U.S., the E.U. and China. This is a carefully planned move showing American resolve to be competitive in the high tech industries of the future. It will be followed by a comment period during which the administration will get feedback on product choices. A public hearing is set for May 15 in Washington, and companies can file objections till May 22. ...

Canadian steel and lumber industries get government aid, as talks to end US tariffs are halted over an ad on Reagan misrepresenting him on tariffs by Ontario state.  Canada's steel and lumber industries will get the aid in the form of railway costs cut in half with rail subsidies, and tariffs on US steel imports into Canada to reduce domestic steel costs for other industries. Stellantis shifts car production for a new Jeep from suburban Toronto to Illinois, GM cut a shift at a pickup plant and closed a electric van plant in Ontario. Not all imports to the US from Canada face tariffs. Other products enter the US from Canada under a free trade agreement USMCA that went into effect July 1 2020. Canada is also shifting policy under Carney's Liberals on climate change, as it seeks to reorient its economy to export oil to China and India- a new pipeline is now approved for oil and gas to be shipped across the country from Alberta. Since it's independence with Dominion status in 1867 Canada's economy has struggled with the idea of building a economy separate from the US so that trade between the northeastern Canada and Northeastern US which is next to each other is foregone for trade with distant provinces in the western states such as Alberta and British Columbia. In Brazil Lula's Worker's Party is also slowing efforts on climate change for the economy as it approves oil and gas projects in the Amazon, at the same time as it holds COP30 at Belem port in the Amazon.
