The countries that would be affected the most from a slowdown in China are the commodity producer countries- Australia, Brazil, S. Africa, Chile. Other countries include Thailand, Indonesia and Vietnam. Currencies such as the Australian dollar, the South African Rand, the Brazilian Real and the Chilean peso would decline in value. South Korea, Taiwan and Japan which supply large machinery for construction and manufacturing would be affected. Oversupply of steel and other products in China would mean higher exports causing a drop in steel prices and prices of other items. There would be a decline in commodity prices. Germany which provides the high tech machinery for China's industrialization will be affected. Exports growth to China from Germany increased by 44% in 2010. It has been pointed out that China is the seventh largest export market for Germany, coming after France, the U.S., the Netherlands, the U.K., Italy and Austria, exports to EU countries being the largest market for Germany. A global economic slowdown, with the Chinese slowdown as a part of this would impact German exports, leading to a slower growth in Germany. The U.S. would be affected also because exports were picking up in 2010-2011, and remain the one bright spot for the U.S. economy's recovery....

As only 8 out of 90 banks fail in E.U. stress tests, there is considerable skepticism about the rigor of the stress tests in July 2011. All the banks are relatively smaller banks, with five in Spain, two in Greece and one in Austria. The failed banks have a total capital shortage of 2.5 billion euros. Analysts had expected over 20 banks to fail and requiring tens of billions of euros of capital injections. The 2010 tests had experienced the same criticism, with seven lenders failing and a capital deficit of 3.5 billion euros. European Banking Authority officials concede the lack of sufficient rigor in the tests and attribute this to conflicting political pressures from regulators and banks. EBA officials say their main usefulness is in the added transparency and information it brings. In the 2010 stress tests each bank had to show 149 pieces of data. In the 2011 tests this went up to 3200 points of data about exposures from government debt to derivatives. EBA Chairman Andrea Enria put it this way: "There is this perception that there are things hidden under the carpet, this will help the market to make up its own mind." About 1000 pages of documents were released by EBA to analysts, investment bankers, and investors after the tests....

Mr. Zelensky of Ukraine makes his first official visit to Warsaw, Poland in April 2023. He was welcomed in Poland with an outpouring of support. About 10 million Ukrainians have crossed into Poland since the war began in February 2022. Of this 1.5 million Ukrainians have settled in Ukraine, the rest have gone to neighboring countries or returned to Ukraine. Poland has also opened its market to Ukrainian grain causing unrest among farmers because of lower prices. Poland has a population of 38 million, Ukraine a population of 43 million. These two nations are now the countries that are in the frontlines of the war after Russia's invasion. Other countries that have seen Soviet invasion such as Finland in 1939, Czech Republic in 1968, are now part of the NATO alliance force that faces Russia across a long common border. The Finnish border with Russia stretches for 830 miles through vast forested regions. The US is building a vast warehouse complex in Warsaw that will store US and NATO tanks. As the war continues a year later the resolve of the US and of Ukraine and Poland remain undiminished to the Russian invasion. This is unlike the events of post 1945 when Europe as a whole had seen the effects of 5 years of war and America faced the Soviet expansion into war ravaged Eastern Germany, Poland, Hungary, Czechoslovakia, and Greece. In 2023 the economies of the US and European Union have survived the economic effects of the war and the US is embarking on a huge plan to rebuild its infrastructure and its manufacturing capacity. The US and European Union through NATO remain united to reject any nation changing borders with impunity by force- the issue they see in Ukraine and in Taiwan. On the issue of Taiwan the US, EU are joined by Japan, Australia, Philippines, Vietnam and India. The issue of impunity and allowing borders to be changed by force will remain a strong one for the US and EU, on which there may be little room for concessions because of the principle. In his History of Europe- The Struggle for Supremacy 1453 to the Present, Cambridge historian Brendan Simms has shown that no nation by itself or with its allies has been able to use its dominant position to exercize power with impunity without meeting formidable combined opposition of other countries  in Europe. Over 500 years of history France, Russia, Austria-Hungary, have in turn had to agree to give up claims after meeting a formidable opposition of other countries in Europe. Summer tourism is helping support a second wave of the pandemic. This report says Croatia is a case study on how the opening of tourism can trigger a second wave. Because Croatia depends on tourism and Croatia had controlled coronavirus cases in May, the government decided to open its coastline areas to tourists from Europe. These tourists returned home with the infection and spread the virus. Clubs and bars were allowed to reopen for the summer season after the lockdown in April along the Adriatic coast attracting visitors. With 500 miles of coastline and Mediterranean climate, ancient towns and affordable stay, Croatia is crowded with tourists. In 2019 21 million visitors came here according to the Croatia Tourist Board. On Italian visitor from Parma cited here says she found crowded parties and bustling bars and restaurants where hardly anybody kept social distancing and wore masks. People in shops and bars she says told people they did not need to wear masks. The governments in Europe were keen on making up for the economic costs of the pandemic and opened the internal borders of the European Union in June. The opening of resorts in the sunbelt of Europe in Spain and Portugal has led to the spike in cases in Madrid and other cities in Spain. The same is happening in France. But vigilance dropped especially in Croatia where little or no restrictions were visible. Not only were bars allowed to open but the social distancing rules and mask rules were never practiced. Some Croatians call it incomprehensible. It has led to the spike in Germany, Czech Republic and Austria. The Koch Institute says 12% of all new German cases are traceable to Croatia. It is now a fact that international travel is a way the coronavirus accelerates. Governments in France, Germany, and the UK which are not especially dependent on tourism have the option to encourage people to stay in their home countries and remove this cause of acceleration while keeping shops and offices open so that business and jobs are preserved. For people hurt by lack of employment in the hospitality industry and others with lost wages from being in an occupation that acts to accelerate the virus it is a better option to offer financial assistance than to end up closing offices and shops in another partial lockdown. Opening bars helped accelerate the pandemic in California after the lockdown with steeply rising numbers of new cases. Educating the public to the extent that it should be about the dangers is also missing.    ...

U.S. president Obama called Libya and the policy of not following up on helping establish a stable democratic government in Libya his biggest mistake. Kristof of the NYT says people looking back would say Syria and not establishing safe zones is Obama's biggest mistake. He describes the 470,000 deaths in Syria as a huge tragedy that could have been avoided to a large extent by setting up safe zones. In addition the UN estimates that millions of refugees on a scale similar to the partition of India in 1947 were created.There is bipartisan opinion on this. Kristof cites General Cartwright's opinion in a conversation he had with Cartwright that this should have been done. Others who agree are Madeleine Albright, Bill Clinton's Secretary of State, who spoke at the Democratic Convention about how America helped change her life as a young refugee after Russia's invasion of Czechoslovakia following Prague Spring. Albright says force should be used carefully so as not to aggravate the situation but action taken where needed, something that was done successfully under Bill Clinton in the Bosnian conflict following Serbia's ethnic cleansing policy under Milosevic. Not only that, with the diplomacy of ambassador Holbrooke Clinton was able to negotiate the peace accords that hold till today- a huge achievement.  Kori Schake, director of defense strategy in the George W. Bush White House also agrees. This would have improved U.S. relations with Turkey as this was a key Turkish request. And it would have reduced the dimensions of the refugee crisis in Europe, which has hurt the European Union. The Brexit "No" vote many in Britain have attributed to ads showing refugees in endless numbers streaming across Europe's borders. Similar ads were used in Austria's elections. Kristof points out that Secretary of State Kerry's job of negotiating a peace is difficult in these conditions. Another issue raised by Kristof is the lack of Obama's leadership in helping the refugees in Jordan, Lebanon and Turkey, as he points out only 41% of this is funded. David Miliband former British Foreign Secretary, who heads the International Rescue Committee , says 200,000 Syrian kids are growing up in Lebanon without an education. George Washington counseled against getting involved in the wars on the European continent for a young nation, this advice was not followed in the Reagan and other administrations without showing the carefulness needed before action is taken. As Hillary Clinton has once pointed out the situation has resembled a pendulum swinging in the other direction under president Obama, and former Defense Secretary, Panetta, has expressed similar views. Hillary Clinton and Leon Panetta, Gates, Gen. Jones, served in the first term of the Obama administration, many of these mistakes were made in the second term by president Obama and his White House advisors Dennis McDonough, Valerie Jarrett who clearly lacked the deep foreign policy experience of Hillary Clinton, Leon Panetta (who served under Bill Clinton), and Gates who served under many presidents). ...

The German approach to soccer with fans running the sport is seen with envy in Britain, Italy and Spain, now that the Super League plan to split off the richer well known teams into a Super League has failed miserably. It did not last 48 hours before the organizers, a Liverpool billionaire and others apologized. Fans were angry that the clubs built into their local communities in London, Manchester and other British cities were being taken away from them. Noteworthy is that German teams and French teams at the top of world soccer never joined in the Super League plan. In fact Borussia Dortmund made a vigorous protest. Bayern Munich stayed out, so did Paris St Germain. Klopp and Guardiola were the first to protest. In this report Uli Hesse of The Guardian tells us why German clubs are rooted in their communities. German clubs started as amateur clubs run by volunteers and remained that way till some professionalism was brought in by 1963. The communities and fans are very much a part of German clubs, which are not seen as part of the larger entertainment industry as in the US and Britain. The clubs are still run as part of the communities and fans in the local area. There are some Austrian entrepreneurs, but owned by locals and fans, and nothing like what is happening in the British or American approach to soccer. Most of the clubs were set up in Germany to support multiple sports in their communities. So that track and field was part of Dortmund, and chess was part of Bayern Munich Club sports. After the disaster with the fans British prime minister Boris Johnson has called for a review, and this includes bringing back the original spirit of the sport as community based and owned by fans or the local community, not business interests and billionaires from outside. ...

WSJ describes the close friendship since 1994 between Dana Waldman, head of Disney, and Kamala Harris. It does not mention that Dana Walden is the granddaughter of Rose Freeman, a Jewish immigrant from Austria that is shown to be a survivor of a garment sweatshop the Triangle Blouse Factory Fire in 1911. This fire started America's labor reforms under France Perkins for safety, hours of work limited to 54  by NY law with help of Teddy Roosevelt Republican president, and New York Governors Al Smith, Franklin Roosevelt.  It also does not mention that Frances Perkins is the first woman to be appointed to the cabinet- as Labour Secretary by FDR in 1933. Frances Perkins told Roosevelt at that meeting in 1933 about her fight for labor reform for Social Security and Unemployment Insurance- "All this is really new. You know that don't you." Today Social Security and Unemployment Insurance is a bedrock for families- Republican or Democrat. People forget that Teddy Roosevelt and FDR were a Republican and a Democrat- yet both were on the side of decent conditions for workers and children, and families. Matt Walden and Doug Emhoff in the California entertainment industry knew each other years before Dana Walden, Matt Walden's wife and co-head of Disney Entertainment introduced Doug Emhoff to Kamala Harris in 1994 on a blind date. At the time Harris was District Attorney of Alameda County. Dana and Kamala became close friends. ...

Prices of gasoline for automobiles is in the range of 8 dollars a gallon. In France its about 1.40 euros a liter or about $8.20 a gallon. In Spain gasoline costs 1 to 1.25 euros a liter. The cost of a liter of gasoline is up 17% in the UK, 15% in Austria and 8% in France and 7% in Russia, compared to 12 months prior. So are Europeans used to paying higher taxes on gasoline and higher prices for gasoline complaining. Forthe first time gasoline prices are becoming a serious issue in Europe. And there have been strikes across Europe by truckers, fishermen, port workers, farmers and others asking for tax rebates or tax reduction. While Sarkozy in France called for the EU to cap fuel taxes, Gordon Brown of the UK is not in favor of this idea. Many European countries depend on gasoline taxes to support their budgets. European Commission's position is that artificially lowering prices would not help energy conservation and efficient use and is supported by consumer groups. The European Commission said last week that short term relief should be focussed on the poorest families. On the other side the German Federation of Consumer organizations is lobbying the government to spend 5 billion euros in public transportation and 10 billion euros in subsidies to households that install energy saving devices. ...

Alas, economists and intellectuals such as Gita Gopinath of the IMF, just don't get it when they say the EU can increase growth by half percent meeting labor shortages using immigrants. As WSJ reports 50-60% of asylum seekers in Netherlands since 1999 are less skilled /less educated immigrants, are unemployed or on benefits.The new view across all parties is lets stop the immigration surges, its too overwhelming for the people to deal with, so that we can focus on cost of living and low wages for workers. Across Starmer's Labour in Britain, across Biden/Harris Democrats lined up with Republican Lankford in the US pledging to sign the legislation to close the southern Border, and in France Macron's premier Michel Barnier wants to do the same.   Mette Frederiksen of Denmark was a pioneer in the EU in showing that immigration acts as a distraction that hurts the working class as it distracts people from the key issues facing workers of cost of living and low wages, poor benefits. She was elected as a Socialist party leader in Denmark in 2015 and as prime minister in 2019. Sahra Wagenknecht, follows Mette Frederiksen, herself a daughter of immigrant, has formed her own party out of Socialist Die Linke in Germany which is now getting about 15% German voter support, 25% in the east, along similar lines to pause and stop immigration because it hurts the working class. In other parts of EU- France's Macron coalition has a prime minister who has called for a pause on immigration. US president Harris and Candidate Harris have pledged to sign bipartisan legislation drafted by Republican Senator Lankford to close the southern Border. The European Asylum Agency has the numbers at just over one million asylum seekers in EU in 2023 and agains in 2024 split by country- Germany 127,000 24% France 77,000 15%, and Italy and Spain 87,000 each 17% each Belgium, Netherlands and Austria 17,000 each at 3% each, Greece a bit higher. Some like the US and Germany with stronger economic base and industries can absorb the educated immigrants from middle class fleeing wars and strife, and less educated immigrants in construction and hospitality. The bigger danger is in creating support for parties that will use the issue to take whole economies and countries backwards by further depressing workers wages, benefits and rights, exacerbating social divisions around race and income that they say they will solve but have no economic policy to do this. All socialist and socialist democratic parties have grasped this in 2023-2024, some earlier by 2019. ...

Slovenia is a small country of 2 million nestled in the mountains between Italy and Austria, part of the former Yugoslavia. Problems of bad debt at the major state owned banks, including Nova Banka Ljubljana, stem from a series of large management buyouts for home improvement chain Merkur, supermarket chain Mercator, the largest brewer and a major construction firm. Easy lending by state owned banks, corruption, cronyism and fraud have led to a large number of non-performing loans after a credit boom during 2000-2010. The bad debt at 6.8 billion euros is 19% of GDP in 2013. Protests in the capital Ljubljana in 2013 led to the fall of the centre right coalition government, the resignation of the opposition party leader and the appointment of a new opposition leader to run the government. Cuts to benefits and austerity measures have left the public in Slovenia seething about the economic mismanagement. This is another example of how the shift to a market economy after decades of state run economy in communist controlled countries of Eastern Europe and the Soviet Union has run into serious trouble because of opportunistic behaviour of politicians, bureaucrats and business....

Greece's New Democracy party and Mr. Mitsotakis wins about 41% of the vote in Greece's elections. Syriza come is second with 21% and Pasok left party at 12%. Mitsotakis has increased Greece's growth to twice the eurozone rate, and cut migrants by 90% in line with EU policy. New Democracy party gets 145 seats in a 300 member parliament. The first round was conducted under proportional representation, only 60% of voters cast their vote. Mitsotakis will go for another election by July because in a second round the winner gets additional seats and this could let it form its own government. It sees this as needed to maintain policies of economic growth that have led to GDP growth at twice the rate of the eurozone. A surveillance scandal appears not to have affected the election results as Greeks opted for stability and growth. Mitsokatis himself put it this way- "This is not the time for experiments that lead nowhere." Greece was almost out of the eurozone when Syriza conducted referendums on the debt repayment that led to a chaotic situation, and then moved in the opposite direction in callous implementation when the Eurozone held firm. Mitsotakis said Greece needs to achieve an investment grade rating to lower borrowing costs. Worldwide the policy of delivering on growth is key to success in elections in democracies and in countries that are catching up after the colonialist phase. This is true for delivery of infrastructure and public services such as water and electricity, modern rail in India. It is true also for winning enough public support in countries like China that run parliamentary representation under one party the CCP. Strict immigration controls since 2015 reflect a similar policy pursued recently by Italy. Migrants have dropped by 90%. This is popular among Greeks. Looking back Merkel made a serious error in letting in migrants coming in from Hungary and Austria at the beginning of the migration inflows into the EU in 2015. Merkel came from former East Germany, the communist led GDR, and had no understanding of how harmful this would be for the European Union. In just one year by 2016 the misguided open migration policies of Merkel had led to her CDU party getting less votes than an anti immigration AfD party in her home state of Meckenburg. It led to anti-immigration movements in Europe that were used by parties in a self-serving way including in Britain that led to exit of Britain from the EU. It also led to a decade of austerity and a lost decade for the European Union as it permanently sidelined parties to the left such as Social Democrats that unknowingly or unwittingly ended up with the blame for the public's discomfort with lack of borders and migrants upsetting borders. In balance the right way to tackle this was to build stronger economies that supported workers and families in the EU, that then invested significantly in developing countries of Africa and Asia to help them catch up with modernization. Another failure in policy was the Bush-Obama Merkel policies in failed states such as Iraq and Afghanistan. There it was fundamentally important not to get involved in any way that committed US or EU's precious resources.  ...
