Full text of the Memorandum of Understanding  agreement reached between the US and Iran as presented by the NYT with NYT's comments on paragraphs. NYT takes a skeptical view of the Memorandum while at the same time opposing the war, not making exactly clear what it is standing for in a set of complex negotiations. Much of the media does not reflect the situation in the rest of the world especially in the poor countries, the fact that China, India, Russia, US, almost the entire Middle East, Africa and Latin America support denuclearization in the Middle East- the US simply taking on the burden of achieving this and having to take up a naval blockade for this purpose. As it affects China's vital interests and agreement was reached with China and Russia, it has the support of the EU and India, and the rest of the world, including the Arab world and Egypt, the elected government of Iran if not the military (the RGC). This is not mentioned in the Comments made by NYT. Pakistan was the mediator and it is clear that the countries that are bearing the brunt of this crisis are countries such as Egypt, Turkey, India and Pakistan, Indonesia, Brazil, the poorer countries and billions of people including also China's less developed regions, where oil prices and lack of supplies have hit the people hardest. In this sense there is a collective responsibility for ensuring it works for every major country in the world, that has never happened before, and will be the strongest reason for this agreement being the right step at the right time. For all of these countries the future of East Asia and of West Asia is at stake, of EU and the US, of North Africa and the Arab world, and these countries will push for a new direction for the entire West Asian region as well as its relations with East Asia. ...

The dangers to public health from Tobacco use in China are huge. About 1 in 3 cigarettes in the world are smoked in China says the WHO prominently on its site. The result high levels of cancer, lung and heart disease that could be prevented. A similar situation exists in India and South Korea. China reports no new coronavirus infections for the first time on March 19. The outbreak in Italy now surpasses that in China.  The U.S. government is now shifting to social distancing as the most effective way to control the spread and away from focus on widespread testing as a containment tool. The experience in China shows social distancing works, quarantine works. Countries and regions that have neglected to do this early are the ones worst hit, including most of Europe.  The reintroduction of the infection after its containment is addressed by quarantine and social distancing and use of masks, government disinfecting hard surfaces in all public areas, a program implemented strictly in Asian countries such as Singapore, China, Taiwan, and other Asian countries. Use of masks was common in Asian countries in earlier episodes of SARS and other epidemics, making it widely used long before this crisis. This is making a significant impact in addition to social distancing and other quarantine measures taken in China.   ...

Hispanics made up 14 million of California's population in 2010, whites 15 million and Asians 4.8 million. Whites and blacks declined as they moved to less pricey and more affordable states. Asian population continued to grow at rates of over 30% for the second decade, and a majority of residents in Orange County are now minorities. Hispanic growth slowed from over 40% between 1990 and 2000 to over 30% in 2010. Most of the growth in population in California has been in the inland areas such as Fresno and Riverside. The growth of the Hispanic population also means a shift in favor of the Democratic party in the state.

Boosting vaccine production for the Indo-Pacific region that includes Bangladesh, Indonesia, Malaysia, Thailand, Philippines, Vietnam with production done through Biological E in Hyderabad will be discussed at the meeting with Biden. Japan will fund the project, and Australia will handle the distribution. This will be part of a followup to a March 12 virtual meeting of Quad leaders. This effort to meet the vaccine supplies challenge for the Asian region covering south east Asia and its population of 600 million will be one of the major outcomes of Quad countries collaboration, making it a peacetime collaboration that supports development in the region without burdening the financial position of any country.  The other part of US- Indian collaboration and Quad collaboration centers on two related themes after healthcare and pandemic. The immediate challenge is to tackle the breakdown in the supply chain for semiconductors. The US and Europe can no longer depend entirely on a supply chain based in Taiwan. The narrowest part of the Taiwan Straits which separates Taiwan from the Chinese mainland is only 81 miles wide, which makes continued dependence on chip production on Taiwan an unreliable option and the need to build a new supply chain for Japan, EU and US. Plans will be made to address this in the talks. The Biden administration has already taken action with Intel Corp making a U turn and bringing chip manufacturing back home to the US with $50 billion investment planned. India and other Asian countries may form additional options for semiconductor manufacturing. The third part of the Quad effort will center on US and Japan ramping up infrastructure building capabilities with India to build infrastructure across Asian countries and in Africa that will be financed in a way that will not have some of the liabilities of the Chinese initiative called Belt and Road. Loans given by Chinese state banks and contracts including manpower from Chinese contractors are now seen as not meeting the needs of Asian and African countries. These loans most of the time cannot be repaid as in Zambia, and other parts of Africa, and in Pakistan, leading to interest accumulating on debt and making future infrastructure development extremely difficult. The use of manpower from China also means no learning curve for infrastructure is formed for local companies and infrastructure comes without new jobs jobs being created.  For most of the period 1900 -1950 the British built Asian and African infrastructure. During the period 1950 onwards the US assumed a major role, as did the Soviets. This changed after belligerent Reagan administration policies and wars in the Middle East sapped the funds that could have gone to infrastructure building that would improved living standards in Asia and Africa. Mr Biden wants to see this change and this is what he meant when he said at the UN General Assembly today- " we want relentless diplomacy to take the place of relentless wars." He means every word of this and the diplomacy is between allies and also adversaries, but mostly with allies such as Japan, the EU and India to build a better world. That he has to do this quickly Biden is aware of that, which is why he said "the next 10 years will determine our future."   ...

The UN Biodiversity Conference will now be held in Montreal in December 2022 instead of being postponed to 2023 for its Kunming, China location. China has delayed large events including the Asian Games to be held in the country because of its zero Covid policy. Taiwan computer and iphone maker Foxconn is setting up a new EV business with $600 million investment. GM, Toyota, Stellantis and other auto companies are making their own EV's and accumulating expertise in the manufacture of EV vehicles which have fewer parts and use software. Foxconn has operated as a supplier to Apple. It hopes to become a supplier of EV's with initial progress in Asian countries.

India to export 1 million tons of wheat to Egypt. India now supplies wheat to Bangladesh, Indonesia, Malaysia, Egypt, UAE, and other countries in the Asian region. This meets a growing need after the Ukraine war cutoff supplies on which much of the Middle East depends for wheat.

The 58 year old P.T. Usha, with multiple gold medals in running at the Asian Games, is elected president of the Indian Women's Olympics Association. This is a critical time for Indian sports athletes with building of better sports facilities, and support of athletes by the Indian government. India has lagged behind in the Olympics and is trying to catch up. Only a small number of medals were won at Olympics by Indian athletes.

Powers says India's aid to Sri Lanka with $3.5 billion in credit lines during the pandemic is an example of the kind of help the US and India have made to assist poor countries. Countries with debt or facing the aftermath of wars and conflicts fare much worse.  Coming after the problems created by the pandemic in the economy and health of many countries these nations are ill prepared for what is happening.

Britain has opted to take the approach of South Korea and Taiwan, where the app developed for contact tracing adopts a centralized approach sending information to a central server.  The Google Apple app is taking a decentralized approach where the information on who has the virus and who they came into contact with is not sent to a central server. Asian countries with success in lifting lockdowns have adopted a centralized approach as this has given proven results in allowing the rest of society to function smoothly without lockdown, by isolating a few people who have or have come into contact with people with virus. In a crisis of this magnitude with the huge risks involved democracies such as South Korea and Taiwan, other Asian countries, and now Britain, see less risk in relying on the centralized approach, because it works more effectively to accomplish the task of limiting spread and letting society function without lockdown.

The Nation as a whole falls behind other nations, and becomes weaker as a result of children being asked to absorb learning on empty stomachs or inadequate nutrition. This is one of the major advances of modern civilization and which differentiated Europe and the US from Asian countries. It is now reversed as Europe and the US are cutting back while India and other Asian countries are backing free School lunches. India has gone one step ahead to destroy centuries of malnutrition for children and families backed a plan that provides free and subsidized grain, vegetables to every household of 1.2 billion people. The starvation and malnutrition are seen in India as a stigma that Europeans and Americans had about India an how they looked down upon India for sanitation and malnutrition. These are twin enemies in India and China for a reason both because of health of children and seen as a ticket to oppression by foreigners who ruled parts of India and China for centuries. One of the most remarkable achievements in school lunches that changed the face of Madras State (Tamilnadu) is the free lunch program for children in teh 1950's and 1960's under Tamil chief minister Kamaraj. ...
