There are serious issues facing crude oil production from Alberta tar sands which stem from environmental concerns, and the captal intensive, energy intensive, nature of production from tar sands. According to a recent RAND study energy production from tar sands causes 10-30% more greenhouse gas emissions. Add to that destruction of boreal forest, destruction of bird life, and the contamination of water supplies from the lake size tailings ponds used to store spent water from oil sands projects. Large amounts of steam are needed to separate the dirt from the oil in the tar sands. According to Environmental Defence about 4 billion litres of contaminated water leaked from these tailings ponds and this seepage is polluting rivers in Northern Canada. The technology for trapping and storing the carbon dioxide from the production process is still in the research stage. The other hurdle facing the tar sands development is the price of crude which is around $49 a barrel. While some older tar sands plants can operate even at $30 a barrel, newer operations need $60 or $70 per barrel for acceptable returns, according to Prof. Leach, a professor of environmental economics at the University of Alberta. For these reasons Canadian tar sands production which is now at 1.2 million barrels a day is not likely to go much higher or approach the 3.5 million barrels a day predicted for 2015. Petro-Canada said it would suspend 23.8 billion dollars of expansions in Alberta to tar sands projects, and Canadian Natural Resources is cutting its capital spending in half. ...

Alan Blinder talks about the benefits of alarge cash for clunkers program and how it could be designed around what parameters and upon which it could be broadened or narrowed. One thing he points out is that it would help the economically challenged, though how these low income people would go out and buy new cars in the midst of deep recession and credit card bills, and other debt, is a question. The German customers were not in the debt situation many lower income Americans are. The alternative approach would be to broaden the program to give the middle class the benefits, and design it around giving a boost to the depressed auto industry and the midwest region. Such a program would need adequate financing like the $20 billion, Blinder says, and would include the possibility of turning in an old clunker for a Malibu or Impala or a Focus. Only focussing on small cars would not give much of a boost to Detroit car makers, which are focussed more on the middle and larger ends of the product line. From the cleaner environment perspective and carbon emissions perspective, the cars that are 13 years or older account for 25% of the miles driven, but 75% of the pollution from cars. This and reducing dependence on foreign oil suggest that the benefits of a well designed program or a combination of programs targeting different goals such as environment, boosting the Detroit car makers, and so on , could be well worth an investment of more than the $20 billion, Blinder suggests. ...

Tom Brokaw is perplexed by the absence of the war in Afghanistan as a campaign issue in 2010 US elections. Especially because the war is in its 9th year, has caused 5000 dead, 30,000 wounded, and cost over $1 trillion dollars. He reasons that this is because the vast majority of Americans can opt out of fighting the war on the ground. The all volunteer service draws from 1% of the population, with the majority from working class or middle class backgrounds. This has an unintended effect in making the costs of the war less visible, when actually it is taking a toll in other ways. The US is short of funds to build much needed infrastructure or update infrastructure. States and local governments are laying off teachers because of budget shortfalls, and the national budget deficit makes less money available for solving pressing problems in carbon emissions, energy, and infrastructure. Only recently New Jersey Governor Christie put on hold a new tunnel into New York City because of a lack funds. Pressing infrastructure issues elsewhere will be postponed in this manner. And the outlook for the next 20 years, according to Robert Gordon of Northwestern University, is not going to be better with slower growth at an average of 1.5%, leaving less money for the kinds of projects that defined America from the Erie canal to interstate highways. Brokaw says, the country would benefit from an effort to discuss what happens next, in the continued expenditure of blood and treasure. The International Energy Agency says in areport that China's policy shift to develop green energy projects will reduce global greenhouse emissions by 2020. Lower economic growth worldwide and thefaster development of green energy will reduce the emissions by 5% by 2020. Instead of recent growth in emissions the lower economic growth will lower greenhous emissions by 3% this year.

If Morse's thinking holds and crude prices drop to $90 range per barrel (see the link to Morse) then we have another major problem on our hands as the incentives for conservation diminish and there is less money invested in energy conservation, and investment, effort and enthusiasm for new technologies for conservation also diminishes. This risks the environment and carbon dioxide emissions and keeps sending money on expensive oil imports to Saudis, Russia and the middle east which could be better invested in the US for innovation and R&D or returned tothe public. For energy saving conservation technology investors the drop in incentive through a return to cheap oil or expectations of prices that are below $100 for instance can be the worst of both worlds high prices and low investment says Vinod Khosla. He advocates a floor on the price of oil. Stanford Professor Hillard Huntington, executive director of the Energy Modeling Forum, a group of energy experts, says energy saving initiatives could easily take 4 million to 5 million barrels a day of demand off the market in 10 years from the 20 million barrels a day that the USA uses to heat homes, power industry, and fuel cars, trucks and planes. It would be a huge loss for that not to happen. And this has happened before as the oil crisis in the 1980's became a dim memory once oil prices hit a low of $11 in the mid 1980's after conservation kicked in at the time. The idea then is to have some sort of gasoline tax that would keep a floor on the price of oil that Europe already has. And British Columbia has shown how by having a small tax and returning money to the taxpayers with a $100 check refund and in other ways to small business and other txpayers....

The failure of the 117th Congress to pass key parts of president Biden's agenda for hard hit families and workers in America is now taking place. The 50-50 standoff in the US Senate and failure of two Democrat senators Sinema of Arizona, Manchin of West Virgina to support Biden's Families and Workers Plan leaves key parts of the safety net being left out. This leaves out the education, and paid leave part of the agenda and provisions for utilities to accelerate shift away from coal out of the bill. It fails to implement a new national agenda for upward mobility, child care and paid leave to help stressed out mothers and families. The failure to include even a modest community college 2 years of support at a time when men's college enrollment is dropping to disastrous levels for America's economic competitiveness is a failure of the 117th Congress to grasp the needs of families and workers in America today. Only a new Congress in 2022 can take up the needed action for families and workers in education, health care, child care and help for families. The passage of the infrastructure bill and the current version of the social spending bill can only be seen as a first step in the right direction, after three decades of different administrations neglecting infrastructure, education, healthcare, childcare, elderly care, upward mobility, and climate change. On the plus side as the first step to restore dignity and health of families and workers in America it includes- $150 billion for rental assistance, home buying help, public housing repairs, and building 1 million affordable housing units. $150 billion for federal programs for home health care and community care for older Americans and people with disabilities $165 billion to reduce premiums for people under Affordable Health Care Act, cover additional 4 million through Medicaid, adding hearing coverage but not dental or vision to Medicare. $200 billion for child care tax credit to parents. $400 billion to reduce health care costs and give universal pre-kindergarden for 3-4 year old children. $40 billion for worker training $555 billion for fighting climate change including through tax incentives for sources of energy that are low emission and low carbon. It will be paid for by additional taxes on incomes of very high income earners in annual $1 million plus range, and by having a corporate minimum tax of 15% for large corporations, including on profits overseas, that previously did not pay this tax. A wealth tax on unrealized capital gains of billionaires or other wealth of the richest Americans is left for a future Congress to consider for financing the key parts of climate change provisions, education and health care that were left out. The education and healthcare provisions need to be expanded to restore America's historic mission of upward mobility for all. A provision for Medicare to comprehensively negotiate prices with pharmaceutical companies that would be taken for granted in any advanced country as in Europe, is also left for a future Congress that understands and responds to the dire needs of families and workers in America for affordable healthcare medicine neglected by administration after administration for the last three decades.   ...

Japan's energy efficient industry is a role model for the western world and for India and China. For years Japan has had a national consensus on consuming less energy an industry has focused on developing energy efficent technologies and investing in it even when oil prices were low. Japan wants to now contribute to the world in this area at the G8 summit on the island of Hokkaido. According to the International Energy Agency in Paris, Japan consumes half as much energy per dollar worth of economic activity as the European Union or the United States, and one-eighth as much as India or China in 2005. According to the Japanese Economic Ministry data corporate Japan has kept its energy consumption annually at a billion barrels of oil since the early 1970's even as the country's economy doubled in size during the 1970's and 1980's. The Japanese steel industry invested $45 billion dollars between 1972 to 2006 in developing energy saving technologies, according to the Japan Iron and Steel Federation. By capturing heat and gases that go into waste JFE Steel at its Keihin mill on Tokyo Bay uses it to power generators that produce 90% of the plant's electricity. The Japanese government is now pushing an initiative that sets Japan's level of energy conservation as targets of global industries. For instance the group leader of JFE's climate change policy group says that by adopting Japanese conservation technologies the global steel industry could reduce carbon emissions by 300 million tons a year. The sector approach advocated by Japan means setting the same numerical goals for all companies in an industry, regardless of location. At next week's summit meeting Japan willl back an initiative that sets its conservation induced energy levels as the new standards for global industries. This will also promote the sale and use of Japanese energy saving technologies around the world....

Michelin has come up with a tire that improves braking distance and reduces rolling resistance on the tire. This "green" tire is now on the Peugeot 308 model car. It brakes 10 feet shorter than the previous generation tire and cuts carbondioxide emissions by 4 grams per kilometer, equal to a reduction of one metric ton of carbon dioxide during the life of the car. Michelin charges 10% more for this tire. All this is happening while tiremakers in the US which hasn't signed the Kyoto Protocol like the Europeans have, are trying to dissuade Congress and the states from passing new legislation or adding to the current energy legislation to mandate fuel efficiency standards for tires. One of the US tiremakers arguments is that it would create safety problems by increasing braking distance. Which can't be very convincing if Michelin already has the technology. The Japanese tiremakers like Bridgestone also are trying to develop new technologies to come up with better more fuel efficient tires. As this happens will this put US tiremakers behind and give a competitive advantage to the European and Japanese tiremakers? Note that a study in 2006 by the National Academy of Sciences in the USA estimated that about 2 billion gallons of gasoline and diesel fuel could be saved each year in the US by reducing rolling resistance of the tires by 10%. This was estimated to be the equivalent of taking 4 million cars and light trucks off the road. Other studies on the cost side show that the increase in production costs in Europe for reducing rolling resistance of tires comes to about 20 to 30 euros. Add to the 2 billion gallons of gasoline saved in the US the amount saved in Europe and Asia and you have a substantial saving. Add increases in air conditioning efficiency, increases in fuel efficiency of automobiles, and you have significant reductions in demand over the next 5 years and even more over next 10 years. This analysis of coal use using graphs shows a clear move away from coal in the world, except for two growth markets China and India which account for 60% of the increase in coal use since 2008. India has gone black in its shift to increasing use of coal. China has begun the shift away from coal to address the smog over large urban areas, poor air quality and health impact of coal use. Because China used five times the coal used by India in 2017, the overall impact in China and India is showing a shift away from coal to hydropower, other renewables including solar energy. It is likely that India will make the shift following China's example in the future. 

The trend is clear when one looks at the incremental terawatt hour and where it comes from. The shift is clear to renewables, hydropower, and non fossil uses in the rest of the World and China which account for most of the coal use in the world.

Its time for trains says Stuart Braun in DW.com, with all the flight cancellations and hardships of plane travel these days. Don't forget he says that trains make up only a tiny 0.4% of the total transport carbon emissions in European Union- planes produce 10 times that- and provide a better alternative to flying. 

Right now only 7% of passenger transport is by train. A lot needs to be done including making travel seamless across Europe. Banning short haul flights is one way. High speed trains connecting all European cities is another. The 150 busiest flight routes across Europe can be done by trains. Studies show 81 million passengers could shift to trains with high speed rail connections making the time comparable to flying including airport travel and waiting time. Train companies and infrastructure is too nationalistic to meet the challenge of climate change and action is needed immediately.

The European Parliament with a measure sponsored by Chris Davies a british member proposes to require car ads in European Union countries carry tobacco-style label warning of the environmental damage they can lead to. Under this plan 20% of the space or time of an ad has to be devoted to information on a car's fuel consumption and carbon dioxide emissions. as a contributor to global climate change. The European Parliament cannot legislate but it can put pressure on the EU Commission which has lawmaking power. Europeans are taking the global warming issue and climate change as well as the environmental impact much more seriously than Asians and Americans. This has implications in how the gas guzzling vehicles are perceived by the European public. Will Europe be the trend setter in this area, for the Americans, as Americans are shying away from the bigger SUV's in showrooms? It remains to be seen.

Revenue is stagnant but IBM is increasing earnings per share by increasing margins and profits in its services and software business. The software business alone generates 43% of the company's profits. Services business accounts for 57% of its revenue. IBM also continues to expand in emerging markets making it possible for IBM to reduce the effects of cyclical swings in the economy. IBM shares are up 25% in the year to March 2012.

Peter Altmaier is director of the chancellery in Berlin, and is the person closest to Angela Merkel. This report in the Economist points out that Altmaier has played a critical role in steps taken by Merkel- as chief whip in parliament for the CDU during the Greece financial crisis and bailouts, as environment minister implementing the program away from coal based electricity, and in negotiating deals such as the deal with Turkey on refugees, and now with Brexit negotiations. Merkel has asked Altmaier to write her manifesto for the September 2017 election. A member of the CDU's liberal wing, Altmaier is known for being a scholar on German history, especially Bismarck, and a workaholic. Here he is mentioned as a bridge maker for the CDU to the Greens Party and was part of a group of CDU and Green Party politicians who met at an Italian restaurant in Bonn. As the moderates are now dominant in the Greens Party, a CDU coalition with the Greens could be shaped by Altmaier if the election results move in that direction. ...

Because technology spending has been more disciplined and focused on productivity and efficiency gains, the investment has been lower but more effective than in the 3 years leading to the last recession in 2001. At that time it was increasing 12.9% a year leading into the recesson and faced sharp cutbacks leading to a drop of 11% over the next 2 years 2001-2003. By contrast this time the tech spending went up by about 2.8% a year in the last 3 years, according to Gartner, and has delivered solid results at places like American Airlines. Technology spending is likely to hold up and continue moderate increase this year and next as the US enters a recession. At American a fuel efficiency drive starting 2005 including software to come up with best routes, flight paths and baggage loading has saved 96 million gallons a year. Note that spending on computer hardware and software is about half of all capital spending by business.
