Canadian steel and lumber industries get government aid, as talks to end US tariffs are halted over an ad on Reagan misrepresenting him on tariffs by Ontario state.  Canada's steel and lumber industries will get the aid in the form of railway costs cut in half with rail subsidies, and tariffs on US steel imports into Canada to reduce domestic steel costs for other industries. Stellantis shifts car production for a new Jeep from suburban Toronto to Illinois, GM cut a shift at a pickup plant and closed a electric van plant in Ontario. Not all imports to the US from Canada face tariffs. Other products enter the US from Canada under a free trade agreement USMCA that went into effect July 1 2020. Canada is also shifting policy under Carney's Liberals on climate change, as it seeks to reorient its economy to export oil to China and India- a new pipeline is now approved for oil and gas to be shipped across the country from Alberta. Since it's independence with Dominion status in 1867 Canada's economy has struggled with the idea of building a economy separate from the US so that trade between the northeastern Canada and Northeastern US which is next to each other is foregone for trade with distant provinces in the western states such as Alberta and British Columbia. In Brazil Lula's Worker's Party is also slowing efforts on climate change for the economy as it approves oil and gas projects in the Amazon, at the same time as it holds COP30 at Belem port in the Amazon. Even Biden had shown flexibility on the economy to support cost of living measures that are in conflict with climate change action. In DJT's second term climate change action has taken a back seat to cost of living concerns when a large majority of people are living paycheck to paycheck. ...

US census data shows Mexico exported $382 billion worth of goods to the US in 2022, an increase of 20% over 2021, according to US census data. American companies put more money into Mexico for investment than China in 2021. The high shipping costs and 2 weeks vs 2 months of shipping time are part of the reason companies are looking at Mexico as an alternative to China. The trade friction with the US and tariffs are added incentives for companies to shift manufacturing out of China. The shift is gradual as the infrastructure improvements in Mexico lag behind the infrastructure development in other countries in Asia.

Over 50 countries have asked for negotiations with the US over reciprocal tariffs imposed by the US on April 2, 2025. US president DJT says- “There will be fair deals.” DJT says a number of foreign leaders have contacted the White House since April 2nd.  Israel, Japan, Taiwan are beginning negotiations with the US over tariffs. Britain, South Korea and India will follow. The European Union is waiting for an opportunity to do the same. “They’re offering things to us that we would have never even thought of asking them for, Nobody but me would do this.” With China the situation is different and China is unlikely to negotiate. "We have stressed more than once that pressuring or threatening China is not a right way to engage with us,” says the Chinese embassy in Washington DC. After DJT said he would impose a 50% tariff on China over and above the 34% of April 2nd if China does not take back its retaliatory tariffs. This would happen on Wednesday April 9. The U.S. and China sign Phase 1 of the trade agreement in a sign of reduction of trade tensions between the two countries. Difficult issues of state subsidies under China's state enterprise model of development, and technological competition were put off for the future. China made the deal possible by agreeing to double its purchases of agricultural products, and offering to purchase about $200 billion in American goods and services over the next two years. This gives relief to farmers, a key part of Mr.Trump's support base. This also helps achieve a key Trump and U.S. goal of cutting the U.S. trade deficit with China quickly, just as happened decades ago with Japan.  See the related article and link on how for the first time in decades China's trade surplus with the U.S. is now set on a path for permanent decline. It dropped significantly in 2019 by 12.5% even though China's imports from the U.S. dropped by 21%, based on Chinese customs data released for 2019. With China increasing these imports significantly and the U.S. holding on to tariffs of 25% on $250 billon of China's exports to the U.S. which are outside the Phase 1 agreement, the downward course is set for the next few years for correction of a dangerous trade imbalance. That imbalance was allowed to develop over successive Republican and Democratic administrations. China already has the European Union as its first leading trading partner and south east Asia as its second. China plans to not be so closely intertwined with the U.S. in trade, and yet preserve its state sponsored development model and drive to compete in technology. China's increased purchases from the U.S. of $200 billon are broken down in terms of farm products- $32 billion, manufactured goods- $80 billion, energy products- $50 billion, services $35 billion. In effect the U.S. gets its goal of cutting the unsustainable China trade surplus quickly and with certainty in 3-5 years. China uses the period to transition for less trade linkage with the U.S. yet preserving its state sponsored model of development and drive for technological advancement.   ...

As Keith Bradsher of the NYT points out in this report too much may be made of the tariffs of 25% imposed by president Trump on steel imports. The effect Bradsher says on China is trivial because China imports make up a fraction of 1% or 0.1% of China's production, and only 2% of American steel imports. Most of China's aluminium is made into products such as auto parts and solar panel frames, and little of it is imported as raw metal. On the day the tariffs were announced, China's top economic official Liu He met with economic officials of the Trump administration and China's reaction was cautious and reflected the fact mentioned b.y Trump about its huge trade surplus with the U.S. of $375 billion in 2017. China's officials stated "that its dialogue with the U.S. was very useful, constructive, and helpful."  China's principal goals are first to preserve its broader trading relationship with the U.S. which gives it th $375 billion trade surplus for 2017 and creates millions of jobs in China, and to preserve its ability to invest in the U.S.  This has given China access to American technology and manufacturing expertise that would be difficult to develop independently. The Trump administration is meanwhile working with senior members of Congress to come up with new rules for tighter scrutiny of Chinese investments in the U.S. as a new phase of competition in technology takes place between China and the U.S.  ...

India has one of the largest refineries in the world at Jamnagar run by Reliance Ltd. It buys 2 million barrels a day of oil from Russia, making up a third of Russian oil exports and second only to China which takes in half of Russian oil exports. India buys this at about $60 a barrel and it generates about $45 billion dollars of revenue for Russia. Indian refineries have the technology to process Russia's heavier crude oil. Some of it is processed in India and exported to Europe.

US and DJT statements about India and a tariff rate of 25% are based on India moving from exporting less than 2% from Russia in 2021 to 45% of its imports in 2024.

Much of the growth in 2022-2024 was a result of Biden administration government spending on infrastructure supported by private sector spending. With efforts to cut waste and set new priorities in government spending, growth in 2025-2026 has to come from private sector spending with the DJT administration. The tariffs in the first 100 days are seen by business as a bargaining chip. Scott Bessent has described the tariffs as domestic policy, and president DJT has stated clearly that the tariffs against CMC countries, Canada, Mexico and China, is intended to stop the flow of fentanyl into the US. U.S. president Trump names Robert Lighthizer, the U.S. Trade Representative, as head of trade negotiations with China, following a weekend summit of G-20 in Buenos Aires where he setup a truce with Chinese president Xi Jinping. The truce means the next round of tariffs on $200 billion of Chinese goods will be suspended. China had hoped Treasury Secretary Mnuchin would head the negotiations. Mnuchin had negotiated with China earlier. Lighthizer has taken a long view on the negotiations wanting to strengthen the U.S. position particularly in relation to protecting U.S. technological edge and preventing transfer of U.S. technology to China. Trade expert Pillsbury of the Hudson Institute says this steers the negotiations from informal under Mnuchin to the legal negotiations under a trade negotiating team of Lighthizer that have set forth the charges against Beijing under U.S. trade law. The outcome sought is a legally binding document that commits China to getting certain results to reduce its trade surplus with U.S. of about $1 billion each day. Mr. Trump called for "level the field" in a message after the G-20 summit. Specific details of about 142 issues in trade were brought up in the talks of Trump with Chinese president Xi in Buenos Aires. ...

What US companies did not get early on is that as China's economy advanced local companies could make the same products for less and innovate to take a big share of the market. Ford exited China and GM took  $5 billion charge on its China business. Chinese makers of cars, EV's, laptops and cell phones have the major share of the market. In 2024 US companies chastened by their experience and failing to compete in China are reticent about tariffs impacting their market share in China. Decades of investment in car manufacturing and EV's is paying off for China. It now exports 5.7 million cars of which 1.7 million are EV's. EV exports are twice that of Germany. Car production capacity in China surged as the Chinese market expanded to be larger than Europe and the US combined. The production capacity is twice the size of the domestic market- 40 million gasoline cars from 100 factories.  As domestic sales have slowed down there is a push for exporting this excess capacity. The US and the EU are imposing tariffs on Chinese cars to protect their domestic manufacturing. The push to become a leader dates back to premier Wen Jiabao 20003-2013. Wen chose Audi engineer Wan Gang as minister of science and technology, and gave him the task of making China the leader in electric vehicles. Manufacturers were given subsidies, tax breaks, cheap land and electricity. By one estimate the EV manufacturers and battery makers in China received $230 billion in subsidies since 2009.  This is one reason the EU and the US are imposing tariffs to protect their domestic manufacturers. As the shift to EV's continues in China- half of the cars in 2024 EV's- the gasoline models are shipped overseas. China has now replaced the western brands in Russia with it's gasoline models.  China makes great savings in batteries as it controls the supply chain in batteries. It makes EV's at 30% lower cost with these efficiencies. ...

China's agriculture based on small farms is undergoing a change as the government pushes automated farming and large farms in the face of limited imports from the U.S. China put tariffs on agricultural imports from the U.S. in retaliation for U.S. tariffs on Chinese imports. China's Agriculture Ministry says it will build 254 "strong agricultural industrial towns" as models for the country. President Xi stated on a visit to northeastern province Heilongjiang, that "unilateralism and trade protectionism are rising, forcing us to take the road of self reliance." The yield per hectare in the U.S. for soybeans is about twice that in China. Mechanized farming is limited in China because it would eliminate many jobs in rural areas. As the state has ownership of land and farmers merely use land, farmers are less likely to take risks with large long term investments. It can be risky for farmers to rent their land use rights to others, which would lead to consolidation.  Now a separate "Made in 2025" plan makes upgrading farm machinery and equipment one of the 10 goals. China may lift ban on genetically modified seeds now that ChemChina has acquired Swiss seed company Syngenta. China plans to partner with Asian Development Bank to provide $6 billion of loans, grants and investment to fund a list of development projects in rural areas, to modernize agriculture. WSJ cites a project of consolidation into an 8200 acre farm in Shandong province that  has increased yields 43% by investing in new farm equipment and planting machines, pesticide spraying drones. The trade war and tariffs are leading to a gradual shift in supply chains worldwide, with Vietnam andIndia two destinations for the shift. American manufacturers in China say China has a 15 year head start. A new strategy called China plus 1 is the first stage in this shift of supply chains as companies setup shop in places like Vietnam. For the first time in decades the U.S. trade deficit with China is falling significantly. China's exports to the U.S. dropped 12.5% to $296 billion in 2019 from $323 billion in 2018, according to Chinese customs data. Actually China's trade surplus with the U.S would have fallen even more had not the U.S. exports to China declined by 21%. With the Phase 1 trade deal negotiated recently U.S. exports to China will increase significantly, while 25% tariff on $250 billion in Chinese goods still in place limits China's exports. This means in 2021 and 2022 and years ahead China's surplus should shrink much faster achieving one of the principal goals of Mr. Trump and his trade negotiator Mr. Lighthizer. Mr. Lighthizer was chosen by Mr. Trump for having accomplished a similar goal decades back in the eighties with Japan's surplus. Even though China has not stated this in writing, American officials have said China will increase purchases of American goods and services by at least $200 billion over the next 2 years from 2017 levels. China and the U.S. have essentially agreed that the two economies so tightly intertwined works to the detriment of the U.S. with the Chinese surplus creating tensions. China will now have the European Union as the largest trading partner followed by south east Asian countries, and other regions. China decided that its priority is technological development and was unwilling to meet U.S. demands to reduce its efforts for technological competition and access to western technologies. Instead opting for shifting it economy away from dependence on exports to the U.S. in a gradual way. The other demand of the U.S. for stopping state subsidies is also a concession China is not willing to make as it sees it as an economic feature of its business model that is working and a competitive advantage.  This leaves the U.S. with a limited win so that trade and resulting jobs can be brought into favoring the U.S. a key Trump goal, and not a win in the technological competition with China which will continue. ...

The broken world economy has hurt the American people, in small communities and towns across the US whose societal fabric was destroyed by a system of world trade with abuses done by China. Japan, European Union, Canada and Mexico since 2000. Shortsighted American leaders and economists allowed this to happen. Robert Lighthizer on the New World Order a new system of world trade that replaces the old in 2026. The old trading system was one in which lip service was made to free trade while all the time the system was used by Japan, Germany, China, Canada, Mexico and other nations to build non tariff barriers and other policies to support their industry  at the expense of the United States leading to disillusionment in the US. The facts are mind boggling- the loss of 5 million jobs, many small communities across the US decimated with loss of jobs. About 20 trillion in wealth transfers to China and other countries over 2000-2020, with foreigners owning $27 trillion more of US assets than the US owns of theirs. US Trade Deficits that went up by 40% in 4 years of the Biden administration from $800 billion to $1.2 trillion. Economists and weak leaders got it all wrong allowing this to happen from Geoge W. Bush to Clinton Bush and Obama. Lighthizer says "shortsighted leaders aided and abetted this process," from 1990 to early 2010. Consider that US had 17.3 million  people in manufacturing, in factories all over the US in 1970, in 1999 we had the same number of jobs, even though there were changes in technology and productivity- the US held its own with the rest of the world. The Bush, Obama years were the worst for the US industry - by 2026 we have 12.6 million - loss of 4.7 million jobs since 1999. And real median household income took a big hit growing from $72,000 to $84,000 about 17% in the last 25 years, compared to twice that in the period 1975-2000 prior quarter century. The result is the fracturing of American society- and dire consequences for healthcare as communities suffered from loss of jobs leading to drug overdoses, alcohol abuse and suicides, which are common in post industrial American communities. Think of this fact: two thirds of America's workforce that does not have a college degree, that is working class people, lives 8 fewer years than college graduates, a gap that was only 2.5  years in 1992. The wars carried on by Bush and continued by Obama in the Middle East also wracked these same communities till Biden and DJT pulled out. One has only to drive across America to see this with one's own eyes. Trade may be an abstract topic for economists and politicians- there is nothing abstract about this. And the economic growth of the US has suffered with the unfair trading system with China, European Union, Japan, Canada and Mexico. From 1945 to 2000 American growth was 3.2% a year. Since 2000 only 2 years of growth over 3%. US has not seen historically normal growth for the last 19 years and at this rate (if we continued along this path) the Congressional Budget Office says 1.8% growth for 2027-2035. There are other factors yet the the major driver of this is our trade deficit of $1.2 trillion dollars a year. It is a story of remarkable persistence in the Nation's interest through 2 adminstrations- this Lighthizer story. Lighthizer fought Japanese commercial interests as Deputy Trade Representative under Ronald Reagan, and as US Trade Representative under DJT in the first DJT administration in 2016-2020. His Deputy at the time is Jamieson Greer who is now the US Trade Representative in the second DJT adminstration in 2025. For 30 years this brave American patriot has fought to reverse the bad actions of presidents and economists that have led to devastating losses in the American countryside. He says any new trading system must be perceived as fair to working people. It will survive only if working people think it is good for them. It cannot and must entrench a small, permanent elite. The benefits going to labour must be at least as great as those going to capital. It should create fulfilling high paying jobs for the vast majority of the American people. This is America's new promise to its people, its new compact with its people. ...

Trump takes action against Mexico, China and Canada for illegal flows of fentanyl and migrants across US borders. It is specific targeted and excludes EU, India, Japan, South Korea trading partners. For a decade some countries acted with impunity and American leaders did not respond to protect the people from illegal flows across borders. This action did not come in the first DJT term in 2016-2020 though tariffs were placed. Free trade has to be clean trade where such illegal flows are not in the picture or acceptable.

The deep deterioration in U.S. China relations as the U.S. sees itself in a disadvantage in trade with China and the Trump administration imposes tariffs, calls for changing existing supply chains and trade to safeguard U.S. interests. The lack of transparency from China about the coronavirus and the underreporting that led to the U.S. and Europe not taking the threat seriously enough or taking defensive steps is also seen as a part of the deeper problem as the U.S. and Europe bear the brunt of the coronavirus in terms of deaths and cases.  This presents a deeper problem than the trade issue by itself as the U.S. had a trade issue with Japan which was later resolved. President Trump has taken a careful response to events in Hong Kong so that the situation does not affect U.S. China trade talks and tariffs negotiations. For the first time he tweeted that China's restraint would be reciprocated by the U.S.

Mr. Trump has described the Hong situation as "a tricky situation," and has called for the protests to be handled "humanely." He tweeted- "I know President Xi of China very well. He is a great leader who very much has the respect of his people. He is also a good man in a 'tough business.' I have ZERO doublt that if President Xi wants to quickly and humanely solve the Hong Kong problem he can do it." Concluding "Personal meeting?"

On again off again talks with China. Yet the facts about the losses in the US from fentanyl remain a major impediment to trade and other relations and reflect a separate tariff. The magnitude of the losses in the US to its young people remain a major impediment. DJT seeks to calm financial markets with sudden announcements of results such as this for soyabeans, as financial markets fail to reflect this aspect of relations of losses to the young people in the US from fentanyl sourced from China that exceed the lives lost in the Vietnam war, Korean war and the First World War combined. Today in 2025 a strange situation exists beyond issues of rare earths and soyabeans.

One fifth of Kviv's population of 3 million has left the city, 4000 apartment buildings are without electricity in Kviv, this winter January 2026. This is the worst of the last couple of winters of the war, as Russia attacks energy infrastructure in Kviv on a large scale even as peace talks continue. Russia insists on control of Donbas region. Much of Ukraine today remembers a famine from the Soviet period, Russia remembers its proud history, language and culture from its beginnings in the Kviv region around the 14th century, that is the what this conflict is about. On one dimension it is about NATO and European Union expansion on another about the history and culture, language in a Russian language part of the world and the effort of Ukraine in the 21st century to seek a new identity. It is a struggle between fraternal people in the Russian region and in that sense a tragedy. It doesn't have to be one for Europe, for Germany. NATO was created when the Soviet Union expanded after 1948 and Britain was a key protagonist of NATO. Would its disbanding after Soviet Union disbanded leaving Russia as a country with centuries of its own history, would this have been the right action. If needed a new organization with a new name and Russia invited to join, would this have helped? Could this have focused attention on a new power as chancellor Merz has said, the new power being China being something requiring attention. The US is beginning to have new thoughts in this winter on 2026. The northern European nations (Britain, Poland, Finland and the Nordic countries, Baltics) have historical conflicts for centuries among themselves, they appear to be using NATO for their own historical conflicts. The US understands this, it is looking for a way to get a peace settlement so it can focus on the western hemisphere and not entangle itself in northern European conflicts that have been happening since 1600 with changing actors. The Republican have taken the lead under DJT for a new approach to put American people and their wellbeing, their right to live free of drugs(Mexico, Venezuela, Colombia), to live free of illegal migrants (Guatemala, Mexico, Venezuela), and improve on the shaky supply chains that were concentrated in China to bring jobs home that were lost by the millions (tariff policy), and to make living affordable (energy, agriculture).  ...
