Next five year plan for China calls for more concentration on industry, dominance in key sectors identified by China such as rare earths, and more exports- not less in each of these areas. Chinese Communist Party is very conservative and once this has worked for China it is not going to change its reliance on exports even at the risk of leaving goods unsold in China or oversupply. The result is that the US effort to reduce the trade deficit, trying every tool in the book does not work, leading to an effort to resort to tariffs as a last resort to cut the unhealthy and risky $1 trillion trade deficit China has with the world. Has it worked? WSJ and other reports show that large companies are diversifying their supply channels, only smaller companies without the resources are sticking with China dependence for supplies. The tariffs themselves make headlines yet the US has made careful calculations not to upset relationships with key partners Britain, European Union, and Japan, keeping tariffs low at 10% with EU, and 15% with Japan which exports automobiles to the US to recover some of the years US made concessions to Japan. There are also loopholes on certain products where it is in the US interest to do so. As a result the effective tariff is 10-12.5% not 17-20% shown in reports. Of this 10% what is passed on to consumers is small- as in autos 80% of tariffs are not passed on by auto importers such as Toyota and Subaru because of the higher margins postpandemic. In retail only 30% is passed on again because of the post pandemic higher margins. The administration of DJT has also carefully worked with world oil suppliers to keep oil prices low, lower than in 2023-2024. The result is that inflation is at about 3% in September 2025. The idea that a capricious DJT is doing the tariffs is a myth as careful economic planners including Bessent, Jamieson, Lighthizer, and Luttnick, economic advisors in the Republican party, are carefully articulating the policy with room for DJT's political talk and appeal to public sentiment. ...

The new Jinping-Keqiang administration is making the initial changes in China by restructuring cabinet ministries. The Railways Ministry is being merged with the Transportation Ministry, separating the operation of the rail system from its regulation. The National Population and Family Planning Commission is being merged with the Health Ministry, in a gradual phase-out of the one-child policy after considering the demographic changes underway in China. The State Administration of Food and Drug is being given new powers to fight contamination of food and drugs. The two agencies that manage the media, the General Administration of Press and Publication and the State Administration of Radio, Film and Television are to be merged. The National Energy Administration is to be reorganized to change the way the energy industry regulation takes place. The ministries fall under China's cabinet, the State Council. Mai Kai, secretary general of the State Council, said the ministries remain overly focussed on micro issues. The changes are based on a look at overall development in China and correcting some of the glaring shortcomings in pollution, managing of the rail system, changing demographics, contamination of food and drugs, and other issues that affect the Chinese people in the new industrial and urbanized society....

For the last decade restrictions on sale or purchase of apartments in new buildings were being put in place by the Chinese government to make sure that buildings were for living not for speculation. With the current downturn in construction after collapse of Evergrande and other construction companies, and China depending on construction for one third of economic growth, this policy has changed. Previously couples who divorced just to buy a second apartment were not allowed to buy one for three years. People had to move to Chengdu and pay local taxes for three yeas before they could buy an apartment in the city. These restrictions are now lifted to promote new construction that had fallen quickly after some big bankruptcies and homeowner protests over incomplete buildings in 2022-2023.

The impact on global trade of the pandemic is uneven with faster recovery in export led economies China, Germany and South Korea, and slower recovery in U.S., France and India. Export shipping from ports in Ningbo, China, Hamburg, Germany, and Los Angles, U.S. are gradually returning to normal. Yet the impact on orders from the U.S. for Chinese companies is slow compared to before the pandemic and some companies in China says the orders are placed to meet current demand but future demand is uncertain. As trade recovers the U.S. and European policy on supply chain renewal is leading to companies redoing their supply chains. This means less manufacturing in China and more in the U.S., Europe and other parts of the world following the pandemic.

Apple relies on Chinese suppliers for about 90% of its products. So reliant is Apple on China that it is slow to make changes to adapt to president Biden's policies for a new US Asian Economic Framework that builds new supply chains. By contrast Samsung has largely stayed out of China using supply chain manufacturing in Vietnam and other countries. India and Vietnam are major alternatives and only India can offer the well trained workforce and supplies of land, labour, incentives and facilities that China offers. This makes Apple a laggard in the changes that are happening today to supply chains bringing manufacturing closer to home and making products in countries allied to the US in Asia. This includes South Korea, Japan, India and Vietnam as production hubs for parts and assembly of advanced technology products. CDC has given no explanation for its new guidelines that say testing for coronavirus needs to be done only for those with symptoms, not for those exposed to someone within 6 feet who has symptoms. About half of all new cases are from people who are exposed to people with symptoms but have not yet developed symptoms. One of the reasons the virus spread quickly in February is CDC failure in developing of its own test on February 9 and policy that did not let private labs and labs of teaching hospitals develop their own tests and use them for another 3 crucial weeks.  CDC and Health and Human Services Department errors in February, combined with the stalling of an American team for 3 weeks by China to enter Wuhan in January,  have combined to let the coronavirus spread to the wider population. Once it spreads to a wider population the strategy of test and trace cannot be implemented the way it was first in South Korea and Taiwan, and later in Germany. ...

The WSJ provides a fact check of Trump statements on crime, debt, and taxes. Trump says he is looking at a new plan for taxes not the $10 trillion in tax cuts over 10 years reducing tax collection by 22%, but something about a third of the size. No details are available on the plan. WSJ disputes Trump's statement that the U.S. is "one of the highest taxed nations in the world." WSJ points out that the U.S. in 2014 for federal, state and local government taxes collected 26% of gross domestic product in taxes, compared to average of 34% for about 30 countries, according to OECD. Debt to GDP ratio is about 75% that is high, but because of low interest rates the budget deficit is less than 3% of GDP, which is close to the long run average. For this reason economists say the government should invest in infrastructure and R&D that supports long run economic growth. On crime the record is mixed with increase in Chicago, Los Angeles, and New York City, but decreases in Washington D.C. and Baltimore. Police shootings were 67 in 2016 compared to 62 in July 2015, and the high being 280 officers in 1974 when Nixon was President. Crime was an issue in the 1968 Republican National Convention during the Vietnam era protests, police shootings and terror incidents attracted attention in July 2016, yet the situation today is very different from the war protests of the Vietnam era. On terrorism fact checks by the NYT and in Lyrarc shows Clinton at State Department and Panetta at Defense Department taking hawkish stands only to hit a barrier from President Obama for taking action needed in Syria, Iraq and Libya. Panetta's new book calls for robust action where needed. A Clinton administration would take action with allies in the Middle East. Even Hollande and Obama who pulled the U.S. and France out of following up in the French-British Sarkozy-Cameron led intervention in Libya, have changed policy, with Obama calling it his biggest mistake. France under Hollande with the U.S. is now actively engaged in the Middle East, having changed policy. It is highly unlikely that a Trump led policy which alienates most allies in the Middle East- Iran, Iraq and Saudis- is likely to work better than a determined Clinton-Panetta led effort which has support of the local countries on the ground actually currently on both sides because of complexities of Middle Eastern politics.  On trade a new administration will still have to work with China, India, the European Union, and other countries, as global trade supply chains are not likely to evolve overnight. Lessons will have been learned by Clinton about the need to bring back jobs and ensure the strength of U.S. manufacturing. Economic and jobs growth will require prudence in strengthening U.S. manufacturing coupled with global cooperation, which a Trump administration that alienates trading partners without the possibility of making any serious immediate gains in jobs, is highly unlikely to do better.      ...

Robert Lighthizer, was deputy trade representative for the Reagan administration. He says, trade is one area in which the establishment has simply got it wrong. In this area there is little difference between George Bush, Bill Clinton, Obama and Republican politicians. It is one area, he says, where the feeling that elites are thwarting the will of the voters resonates most. He says the talk about America's decline, and the idea that the 21st century belongs to China, leaves voters unconvinced that our trade policy is working for America. For voters who are unconvinced, it makes sense to have a nationalist trade policy that takes on foreign abuses and fights for American interests. He cites 2 statistics that worry these voters. One is the huge trade imbalances that require the USA to sell hundreds of billions of dollars in assets each year. The value of foreign investments in the USA exceeds the value of American investments abroad by $2.74 trillion, and China by itself has $2.5 trillion in foreign currency reserves, mostly in dollars. The other fact is that while the trade deficit for the last decade was about $4.3 trillion for the last decade, America also lost 5.6 millon jobs. And its becoming increasingly clear that as with managed currencies such as the Chinese yuan, and other trade practices, the rest of the world is stacking the free-trade deck against us. ...

The $1.9 trillion aid package Biden has pushed through Congress is a big game changer in the way government operates to help rebuild America after the pandemic. The 2009 response by the government under president Obama was done without conviction that the government response was the best way to help the economy. By 2016 voters turned to a Republican, Mr. Trump, to help working class voters with a USA first policy, after decades of presidents from both parties Republican and Democrat failed to protect American interests in manufacturing, jobs and incomes.  US president Biden is continuing Trump's policies to protect working class Americans. And bringing new conviction that government not only has a positive role, but has an essential and vital role to play in protecting workers and households struggling to make ends meet. President Reagan had introduced such a deep skepticism of government, that it took so long for people to remember FDR and the role of government before the second world war and afterwards under the Truman administration.  What changed? The health care crisis exposed the weak areas in the governance and policy mindset in America. China had advanced mainly through strong government role of the Communist Party  in steering the economy and business to gain competitive advantage. The health crisis from the pandemic further devastated America's lower middle and working class following the banking and financial sector mismanagement by 2009. The pharmaceutical and health care sector similar to other sectors had shipped manufacturing overseas. In 2021 there is a deep sense that theories don't work, one has to act based on the needs and the situation the country is facing. The way competitor nations such as China are building new infrastructure, gaining manufacturing advantage, dominating key sectors and industries, and creating jobs, requires America to respond. In this situation posing the threat America faces as well as the social dislocation of decades of misguided policies, the US government is the only one capable and having the resources and capacity to respond.  ...

This report in the Economist points to the improved situation for Mexico after the scare from Trump's plans to build the wall and deport large numbers of immigrants. The peso dropped by 15% between mid November 2016 and January 2017, but has since recovered, and non-oil exports were up 5.5% in February 2017 over prior year with the manufacturing growth in the U.S.  Growth forecasts are now up from about 1% GDP growth previously to 2% for 2017, close to the 2.3% in 2016. Much of the change in mood in Mexico is a result of the failure of the early travel bans being blocked in the courts, the failure to get health care legislation through Congress, and the effort by the trade advisers and economic advisers around Trump to move Trump's positions more to the centre and closer to traditional Republican party positions. Wilbur Ross, the Commerce Secretary, says " a sensible agreement" can be reached with Mexico. Peter Navarro, trade adviser, talks about making "a mutually beneficial regional powerhouse." Robert Lighthizer, a veteran from the Reagan days, is likely to be made the new U.S. Trade representative. Still as the Economist points out the "20% border adjustment tax" continues to be supported by Paul Ryan in Congress to pay for tax cuts. But certainly the mood has lifted in Mexico in the first 100 days. This is true for economic policy in relation to China and Germany, and the close circle of Ross, National Economic Council head Gary Cohn, and Secretary of State Tillerson is moving Trump to the centre in policy statements to get things done. Mexico is faced with internal challenges of reestablishing the rule of law, improving infrastructure, reducing red tape and corruption, addressing problems in the education system, to promote economic growth. Yoon suk-yeol the prosecutor who decided to run in 2021 for the first time in politics, won the recent presidential election in South Korea. He talks to the WSJ in this interview report and outlines the policies of his administration.  Yoon say she sees upholding the constitution which embodies values of  liberal democracy and market economy as the deciding factors for foreign and domestic policy. He wants to build closer ties to the US and Japan. He will resume defense exercizes with the US that were suspended during the Trump administration. On China he sees continued economic relations as a trading partner, but sees flip flopping in foreign policy as creating risks for the Indo-Pacific region. If invited to join the Quad Yoon says South Korea  "will positively review joining." On domestic policy he says his goal is "to correct and normalize so that the market can operate as it should." Yoon led the prosecution in efforts against prior presidents and Samsung, and his known for his forthright approach. Yoon wants to see more foreign investment and says he will ensure that there is no discrimination against foreign companies, including eliminating unnecessary regulation. ...

On foreign policy the new German government of Olaf Scholz seeks to build a stronger European Union. Scholz will also follow a policy of close ties with the US. On relations with China Scholz has not stated much. Greens party foreign minister Baerbock's views and Scholz's views suggest a close relationship with the US - a call with president Biden will follow visits to Paris and Brussels. Scholz says "It is now clear what binds us together," referring to democratic values.

It is not clear how China's president Jinping's support for the idea of "China Dream," -of China as a world power on a level with the U.S.- should be interpreted. China will increase its defense budget and continue its efforts to be the dominant power in its region, even as the U.S. and Japan begin to build closer ties in the Pacific. Is it simply a new assertiveness for its rights in relation to territorial disputes with Japan, and a continuation of a policy of peaceful development of earlier leaders. The move could also be an effort to build close ties with the military as the new leadership of Jinping-Keqiang prepares to make major changes in the economy. A speech in Dec. 2012 to Communist party officials in Guangdong province by Jinping, on how the lack of unity with the military led to the collapse of the Soviet Union under Gorbachev, could throw light on the thinking. In a few days an old party was gone, as he put it. This also follows the Bo Xilai episode which involved contacts with the military and the risks of division in the military and political leadership....

Prof. Barry Naughton at the University of California, San Diego, looks at how China has approached tech regulation in a way that has not yet happened in the US and Europe. It says tech regulation expands the role of the government, yet is one that has "a reasonable regulatory rationale," and can be easily supported on an individual basis. It says the US and Europe have recognized the issues that need to be tackled as tech companies were left with no checks or regulation after growing in insidious ways in the last ten years, but have so far failed to act on this knowledge. Some of the goals pursued in China made sense for China it says- technology self-reliance after delinking with the US, data security, de-risking the housing market, getting on a path to carbon neutrality. Other goals such as de-licensing tutoring companies and reregistering as non profit companies-  this was because of president Xi's concern that excessive costs and stress were discouraging Chinese families from having more children as China's population ages rapidly. This means the government plays a bigger role yet Naughton says when it coms to the goal of reducing inequality China has still to come up with ways to use tax policy and other ways to mitigate an extremely unequal distribution of wealth in China. Today this is limited to donations and giving by companies. In the US and Europe social democratic governments from Biden, Scholz and others are taking serious steps and have plans to address these problems of common prosperity with plans to help families and workers. ...

This interview of president Trump by Matthew Bender of the WSJ is following the release of John Bolton's book. Mr.Bolton says Mr. Trump was willing to make compromises in China policy to win reelection. Mr. Trump says Mr. Bolton's statements are not true. Mr. Bolton says in the book and in a WSJ article that Mr. Pompeo and Mr. Pence also called for Mr. Trump to censure China for its treatment of minorities in Xinjiang province. Instead he says Mr. Trump told Xi Jinping that he could go ahead with the building of camps In Xinjiang province for minorities. Mr. Trump says he signed the deal for censure of China passed by Congress because he wanted to. The reporter from WSJ say Pompeo and Pence had called for it earlier,  but that this was signed only today. Mr. Trump does say that he has changed his views on China after what he calls the Chinese plague. Mr. Bender says he is wondering if Mr. Trump thinks differently about the trade deal now. Mr. Trump says he thinks that the trade deal is a great deal but that "But ever since we got hit with the Chinese plague.I feel different about everything having to do with China." He says he is hardline on China. And he believes Bolton had no idea he could get tariffs payments by China. In his view Bolton just lacks the economic sense. Bolton is a hard liner but stupid says Trump. That he Trump is also hardliner, but with economic sense. Early on in the interview Mr. Trump says he sees a V type recovery is likely after the good jobs numbers 17.7% increase in retail sales. He also says he left a lot of tariffs in the deal, a big portion about 25%.. In any case Mr. Trump says repeatedly since the virus hit America his view his perspective has changed, a very different perspective on China, views it very differently.  Mr. Trump says he had hardly signed the deal and soon after the virus hits. So now he views the whole deal differently today, he now views the relationship with China differently. The conversation started with Mr. Trump signing about 254 nominations for new judges. He says 75% of small business is now open.  Mr Trump says his goal for a second term is to have a strong powerful economy. Mr.Bolton agrees that Mr. Trump was doing the right thing here to build a strong economy to support its policy. Only that he was making him, Pompeo, Pence and Lighthizer on trade issues, think that Trump would give in on national policy issues to China, on issues of U.S. national interest.  ...

The US is on track to bring back 350,000 jobs in 2022 that were taken overseas during the two decades of hyper growth in China, according to the Reshoring Initiative. A false idea was created mostly by economists and business that shifted jobs to China during two Democratic and one Republican administration, the Clinton, Obama and the Bush administrations, that this would benefit the American workers and families through lower prices at the retail level. It ignored the severe damage this would do to jobs, incomes and whole communities when factories on which they depended for a living were shipped overseas. It damaged labor in ways that destroyed much of the American working class and the families built during the years of FDR, Truman, Eisenhower, Kennedy and Johnson. Business failed during this period to meet the challenge of higher American wages and productivity issues by using innovation and other steps to keep manufacturing at home.  This led to the hyper growth that did not benefit China, because a moderate pace of growth would have helped China control the rampant contamination of its air, water and soil. It also was leading China to a dead end reached during the 2016 election campaign with the election of president Trump with deep discontent from workers in midwestern states. The pandemic simply underscored the need for supply chains that were close to home and reliable in crises. By 2020 president  Biden was committing to a restructuring of the supply chains and pushing forward with it with legislation in the $369 billion Climate bill, and SCIENCE and Chips Act, to make solar panels, semiconductors and other products in the US. Reports from China showed that growth was slight or flat during 2022 and youth unemployment at 20%. The policy was to shift people back from the cities to the rural areas and support the informal economy, a sense of nationalist sentiment, and preparing for a future where the supply chain for the US and the European Union had moved away from China. In the long run the policies now look as ones that benefitted neither the US, the European Union, India or China.  ...

This WSJ report looks at how China is run today with attention to details by president Xi Jinping. Mr. Jinping takes interest in all matters that relate to wellbeing, reducing gaps in wealth and privilege, coronavirus pandemic, corrupt businessmen or officials, climate change, and the economy. Some decisions have to be reversed after they appear not to be working. In some situations goals conflict such as climate change action on coal requiring shutting down intensive coal dependent factories, and economy jobs goals requiring use of coal intensive factories. Leading to a complete reversal of the original decision to cut back on use of coal as happened in 2021 when factory shutdowns affected the economy.  Jinping does not see it as micromanagement. Previous leaders such as Hu Jintao had little interest and did not put in the effort to seek out areas where policies were not working for families and workers, delegating this to lower level officials. Jinping's style is hands-on and energetic to act on issues that affect how China should be run so that the quality of life of ordinary Chinese is improved. Jinping says that if he did not take action there just is'nt the level of initiative on the part of local officials. Many officials are not competent to tackle complicated issues. Jinping says that "some officials only act when the central party leadership has instructed them to do so." And that he acts as a last resort- "I issue instructions as a last line of defense." His willingness to reverse decisions or let them be implemented with local officials using their discretion if he thinks that would be wise also shows a level of flexibility and humility. Basic to his decisions is a general idea that the original vision of China of the founding leaders in 1948 was forgotten in the headlong rush to modernization of the last 20 years. This means a balance was needed to restore some measure of equality and empowering of the disadvantaged. Xi Jinping's father was one of these founding leaders under Mao and under premier Deng during the market economy founding in the 1990's. Xi Zhongxun, Jinping's father was an energetic leader who also took a keen interest on a whole range of issues for China's modernization drive, a trait now found in Mr. Jinping. The first market economy experiment was done under Xi Zhongxun with premier Deng's encouragement. Xi Zhongxun set up the Guangdong and Shenzen special economic zone in 1979, as governor of the province in an effort to liberalize the economy and slow the exodus to Hong Kong. At the time wages in Shenzen were 1/100 of wages in Hong Kong. Some of this style can be seen in India with Mr. Narendra Modi delving into details of policy and taking intitatives that local officials had neglected to do on a whole range of issues related to modernization, development and technological progress. One of the decisions made by Jinping was to tackle Covid aggressively with a zero Covid policy, which means frequent lockdowns and restrictions even with a few cases. Mr. Modi has also acted vigorously on Covid after warning in March 2020 that this could set India 20 years back, with a policy to get over a billion people fully vaccinated. In both situations the only two countries with over 1 billion population needed this kind of strong leadership with an interest in a whole range of issues that relate to lives of ordinary people during the pandemic to inspire some essential level of public confidence and build public wellbeing.     ...

The Biden administration makes its decision- it will continue the tariffs president Trump placed on about half of Chinese imports into the US. It also seeks new talks with China on trade. US is also pursuing other policies on trade that were not pursued by the Trump administration. Longer term it is about alliance building in trade with the European Union, Britain, Japan, South Korea, Taiwan and India. These alliances would jointly approach China on trade, economic and security matters.  Another approach is for the US to build at home. Congress is asked to approve $52 billion in subsidies that the Biden administration wants to give to companies so that they build the semiconductor plants of the future right here in the USA. The Biden administration is also aware that China is doubling down on technology purchases within China from Chinese firms to support its own high tech industries. In response it is laying down a policy of its own for the future step by step. The Chinese market now takes less priority than maintaining technological leadership of the US in all advanced technologies. The Biden administration is steering American industry and technology advancement in this direction. ...

A second term Trump-Vance will face uphill risks and a mess in economics from a Trumpian Republican party and Congress, says WSJ. WSJ Editorial Board says a second Trump term is not without risks. Tariffs cost 1.1% in annual growth in the Trump first term says WSJ, and it did have an impact on inflation. It would have had greater impact on inflation with the supply chain crisis of Biden's first term, had this supply chain crisis happened in Trump's first term. A second term Trump-Vance support tariffs as high as 60% on Chinese imports which would have a bigger effect on inflation and economic growth than of the first term. The key difference is that with tax cuts a basic rule for Republican policies Trump-Vance second term would not invest in infrastructure the way Mr. Biden has done and Biden will do so in a second term. As a result the economic growth is likely to be greater and inflation smaller under a Biden administration. Trillions of dollars in investment in the economy and infrastructure under Biden in a second term will be missing in a Trump-Vance tax cuts administration policy. And with it hundreds of thousand of jobs created each quarter will be missing in Trump-Vance second term. Add to this the level of clarity of stable economic policy under a Biden second term and contrast it with some of the chaos in economic policy of a Trump-Vance second term. The basic contradiction between tax cuts policy and the nation's need for infrastructure spending/rebuilding under a Republican under Trump administration will not go away, present a huge stumbling block. Chaotic policy could come from Project 2025 that says consider abolishing the US central bank Federal Reserve. Another key difference is the cost to the economy of delays of several years in doing nothing for climate in Trump-Vance 2024-2028. Severe effects on climate if nothing is done could cause acceleration of climate negative costs which a future economy under Democrats would face, in reality the Nation would face. America's Business has taken a short term approach to climate change, when the time comes to pay the costs of short term thinking it assumes it is somebody else's problem- this happened with supply chain concentration in China the burden falling on the middle and lower classes, it would happen again with missing climate change action under Trump-Vance second term. ...

Krugman points to the need for action on revaluation of the yuan, and sees the vote in the House of Representatives sponsored by Sander Levin as a necessary step to get China to act. He sees China as dragging its feet on this issue for many years, and the need to keep the heat on US policy makers, who have acted very passively on this issue. He describes the US policymakers as being infuriatingly, incredibly passive in the light of the Chinese inaction and stalling on currency appreciation. China he says denies manipulating the exchange rate, even as $2.4 trillion foreign currency was purchased by China. Krugman says China is not letting what is a natural process to unfold that would help the world economy as a whole to recover. Its manipulation of the exchange rate, is in effect subsidizing its exports at the expense of other countries like the US. See the link to Roubini, who shows how this is bad for China. Roubini says China will see a growth collapse in 2-3 years, if it does not change direction and let the yuan appreciate. He says it is in effect a large transfer of income from Chinese households to Chinese state owned companies which is dangerous because of increasing misallocation of resources and real estate speculation. China sees a principal peacemaker role for Ukraine peace settlement with its economic benefits in US/EU trade as foreign policy. NYT's David Sanger reports from the G-7 meetings in Italy in June 2024. He says the G7 sentiment is changing about China in the last few months of 2024 compared to 2023. In 2023 China was seen as a nation that had more in common with the US than Russia considering historical differences between the two nations. As the US veered round to the view China's indirect economic support and its technology was helping Russia in escalating attacks on Kharkiv and the border regions of Ukraine, Europeans were skeptical. No longer, the Europeans now see China's relationship with Russia in the same way. Another change observed is that China is not pursuing a peace settlement participation to end the war by not joining a Swiss effort. Instead says Sanger China is seen as wanting to wait so that at some future date it would be the principal actor in bringing all parties to a peace settlement for Ukraine. With Ukraine facing escalating attacks in the Kharkiv region the mood has changed and China is now seen differently from just a year back. This as shown in the adjoining article in NYT on student exchange for US and China and China's view that racism exists towards Chinese students in the US is affecting the effort for closer understanding between the people's of the two nations sought by the two nations since 1972, and in the interwar period with Gen. This report from Taiwan in DW.com points out that German opinion has changed significantly in recent years and is not reflected in Merkel policies. With a change in government to Greens, SPD coalition under Scholz of the SPD and Annalena Baerbock of Greens, German policy towards Taiwan is likely to change. Scholz is seen as having different views from Merkel and is likely to reflect public opinion more closely which is reflected in polls that show 58% of Germans not in favor of Merkel's China policy which moves away from the US. Germany also needs to consider NATO alliance and relationship with US which will be difficult with Merkel policies now that president Biden has made Indo-Pacific  with Aukus and Quad alliances critical to his administration. France has moved closer to India, which will mean pressures from the US and France and German public opinion for Scholz to  come closer to US and France in his policies. A sense that the Merkel period had serious issues and was "grotesquely" backward in childcare, education, digital modernization, infrastructure, climate change, as one German expert puts it, also will make SPD and Greens reconsider Merkel's policies.  After the election there could be a fuller reassessment of the Merkel years and further change in German public opinion as Germans see how much was lost in the later Merkel years in the lack of much needed change inside Germany in addressing the social and economic problems. Merkel may also be seen as having a sensitive relationship with the Biden administration which the SPD and Greens in their different orientation may not see in the same way. Biden's families and workers plan has much that Germans are looking for from the SPD and the Greens and on a scale of $3.5 trillion that the SPD and Greens may see as changing everything.  Population of India combined with South East Asia, Australia and Japan is also about twice that of China, which Germany will feel sets the path for a new policy that reflects a different Europe and a different Asia for the future. ...

The U.S. and India face difficult trade negotiations as India moves to build its Make in India campaign, building capabilities of Indian manufacturing companies for global supply chains. Mr. Trump will sign a $3 billion defense deal with India for supplying helicopters and other equipment to India. Indian policy on trade is to ensure local content and transfer of technology to build capabilities of local companies. The goodwill generated by the visit by Mr. Trump to India, and deals on defense could lead to agreement on other trade issues, as India and the U.S. balance other considerations such as the rise of China into the picture. This will take time and is likely to be done after the elections. Differences on tariffs will continue in the same way that differences with China led only to a partial deal, with contentious trade issues on technology left for the future.
