Jean Raspail is the French author  of "Camp of the Saints" and of "Me Antoine de Tounens King of Patagonia," winner Grand Prize of the Novel 1981 Academie Francaise. Written by Raspail, the son of the Founder of Le Figaro French newspaper in 1973, Camp of the Saints is a book describing Raspail's extraordinary vision of how boats from Bengal would suddenly appear at French shores carrying millions of people from Bengal fleeing conditions of squalor and extreme poverty. 1971 was the year of the Bangladesh war with millions of refugees from Bangladesh at the time called East Pakistan pouring into India from Bangladesh, hit by massive floods the year prior, and then facing an army of occupation from West Pakistan's Punjab ethnic group dominated Army. While calling Raspail's Camp of the Saints "openly racist" Le Monde does not show the events described here as being entirely real- the squalid and the squalor into which Bengal had been plunged by a over a century of British rule in India that as Gandhi showed in the 1920's in "Young India" magazine spent most of the budget on policing, and very little on development except rail for logistics to hold the Empire together. On this the French Left or French Right or the European Left or Right is silent, preferring not to open up the similar situation facing China Hongkong, Shanghai as Treaty ports and Beijing after the Boxer rebellion, the Middle East with Sykes and Picot creating artificial states of Syria and Iraq, and controlling states of Iran and Egypt, and Indochina as French colony. It is not "racist" it only shows what Raspail might have seen on television at that time of the truly squalid conditions, including a famine in Bengal in 1944 that was aggravated by British policies. If Raspail imagined that boats from Bengal would arrive at the shores of France it is not something that is not connected to reality, it is the squalor and squalid conditions- except the reality the so called Right and the Left failed to say was a result of the centuries of colonization that made the region miss the Industrial Revolution. Western India around Bombay and Ahmedabad was far more developed by the 1970's and more so by 2003 when Camp of the Saints was republished. In 2026 Camp of the Saints is outdated. Northern India, Western India and Central India is in the kind of rapid modernization that happened in China, with bullet trains, ports and new highways, new industrial infrastructure, housing, going up every year under the Modi Government. In the paradox of today the Modi government is referred to as racist or religious right without reference to its essential condition, its very spirit of modernization based on science and technology acknowledging and revering the contributions of European nations and America. Bangladesh is eastern Muslim part of Bengal. West Bengal is part of the federal Union of Indian States, and has fallen into disrepair and industrial backwardness within Indian states because of the lack of the rapid modernization that India is going through, under mismanagement of the scale of Venezuela. Much of the media in the west does not report the scale of the mismanagement of some of the states in India that were built on the legacy of the early decades after independence of policy to slow down industrialization and corruption that destroyed infrastructure investment. The federal government of India and the states run by the party at the federal level in northern, western, central and north eastern India oppose migration to the US and Europe and are now growing at the fastest pace in the world, faster than China, growing at 10-12 percent a year. Bihar state in India is the home of Lord Buddha and the origins of Buddhist civilization of China and Japan. It has a population of 130 million and is growing at 22% a year in 2026. India needs its young people at home, even though it is willing to loan some of its technical people to Germany and Europe and the US. The Indian federal government policy and policy of these Indian states run under federal policy is to oppose migration and find jobs for millions in a rapidly modernizing economy at home. This then is the reality in India, as well as China, with 2.8 billion people. No one in India, not Gandhi if he were here today, not the government in the Indian federal union and states faults Raspail and others and calls them "racist," because of the extraordinary help first Japan, then China and now India receives from America and the European Union to develop and modernize quickly. In fact Indians look with admiration on the western leaders in science and technology, the scientists and inventors of Europe and the US, and are eager to emulate them in the future. And this is true also of the people of China, and reflects the aspirations of the new generation. ...

Labour will introduce 40 bills in parliament to make changes in renewable energy, the environment, transport railways, and for cost of living action. Great Britain Railways and Great Britain Energy are two public companies to be set up to reach goals in public transport modernization and in getting a five fold increase in solar needed to meet 68% cut in emissions by 2030 (Paris Accords commitment). Great Britain Energy will be capitalized with 8.3 billon pounds. (Labour scaled down its 28 billion pounds Green Energy Plan because of Tory mismanagement of finances but will continue to invest in vital projects). The answer is to take a creative approach. More money will be released through the Crown estate bill that will have the crown estate use its auctions of offshore land for wind energy and make investments in green energy. National Wealth Fund will invest in low carbon projects.  Fro water Labour will hold the water bosses to account and put companies such as Thames Water in special measures. Renationalisation was considered but was considered costly at this time, other action is being taken.  Nine bills are part of the 40– the planning and infrastructure bill; the better buses bill; the three rail bills, which are the passenger railway services (public ownership) bill, rail reform bill and high speed rail (Crewe to Manchester) bill; the Great British Energy bill and crown estate bill; the sustainable aviation fuels bill; and the water (special measures bill) – that all focus on protecting the environment. ...

The Trump administration suspended all flights from Europe on March 13, about one month after suspending all flights from China. This report in the NYT says there were about 10,000 estimated undetected infections in New York on March 1 when only 1 case of coronavirus was confirmed. It also says that researchers have tracked the mutations of the virus in all American states and found that most of it came from New York. Could the Trump administration have acted earlier than March 13 to stop flights from Europe? The state and city authorites in New York did not take the threat seriously by March 13, making it not clear that they would have acted earlier.   In places like Michigan which has Italian Fiat owned Chrysler operations, and automotive connections with Munich, Germany, reports show the virus coming from Europe. Munich based auto companies have extensive operations in China. In Louisiana the Mardi Gras celebrations around Feb. 25, received large numbers of visitors from New York, with research showing the virus mutations in Louisiana originated in New York. There was little awareness of the seriousness of the virus because of lack of past experience as happened in Asian countries. So that these kinds of public events bringing huge numbers of people in close contact were allowed to happen, and people who were cautious were likely to be ridiculed or shoved aside. New York continued to hold public gatherings at Madison Square Gardens and sports stadiums well into March, with complete disregard of the dangers, a decision made by local authorites.   ...

THe Thirty Years War that was fought between 1618 and 1648 devastated Europe and led to the deaths of 8 million people. TMedieval cities like Magdeburg were wiped out. The book by Wilson shows that it was areligious war between Catholic Hapsburgs and Protestant monarchs but it was also awar in which countries like France and Sweden tried to make territoial gains and in which armies simply used the war as apretext for plunder. The ruinous inflation of the small territories in Europe that made up the Holy Roman Empire as aresult of funding this war led to armies being left without pay and supplies, leading them to resort to plunder and not disbanding themselves. Its useful as it adds perspective to the current wars of religion in South Asia and in the Middle East and the perceived threats to US and Europe. Is it only religion or are there other factors in play.

In a two and half hour news conference prime minister Li Keqiang of China gives some insights into the new thinking of China's leadership on issues of trade with the U.S.,charges made against Huawei, and handling China's slowing economy. On Huawei or Chinese tech companies conducting spying for the Chinese government Li Keqiang stated: This is not consistent with Chinese law. This is not how China behaves, We do not do that and will not do that in the future." To tackle the slowing economy Li said the government is reducing taxes and cutting interest rates and the money banks are required to hold as reserves. By reducing expenditures the government will save 1 trillion yuan ($148 billion, collecting higher dividends from state firms, and retrieving unspent state funds allocated earlier. The purpose Li repeatedly emphasized is to free up credit to help private companies and prevent "layoff waves." On the trade issues with the U.S. Li believes it is not possible to uncouple the two countries economies, and said he expected the trade talks to lead to a positive outcome. China's national legislature he said passed a new foreign investment law as proof of its commitment to creating a fair environment for foreign companies, including complaint responding mechanisms, transparency in information disclosure and fast followup in issuing regulations that put the law in effect. ...

India's GST tax collections - which finance infrastructure -reach the 1.40 lakh crore mark  (about $20 billion) for 3 months in a row in 2022. Increase in tax compliance culture, audit analytics, and actions against tax evaders, helped increase GST revenue collections. Revenues from import of goods and revenues from domestic transactions were 44% higher than the same month in the prior year. The increased economic activity and creating tax compliance culture are good indicators for economic growth in addition to the GDP numbers showing about 8% growth in 2021, the highest in the world surpassing China by a wide margin.  The growth slowed to about 4% increase in GDP in the 1st quarter yet the events of the first quarter such as the war in Ukraine increasing food and oil prices, depressing economic activity, have some other indicators unique to India that are entirely positive and hold promise for a surge in economic growth in this decade to 2030. With the pandemic years 2020-2021 pointing to shift in supply chains of US and Germany away from China towards India and other Asian nations, the Russian invasion of Ukraine with support of China will only make this shift move faster. A woman CEO, Phebe Novakovic,  at American defense company General Dynamics says in an interview says she is patriotic and shares her experience growing up in Europe during the Cold War, as the daughter of an Air Force officer.  She also talks about her first job interviews  when she was turned down for jobs after being 7 months pregnant. Women are now CEO's or hold senior positions at defense contractors Lockheed Martin, Northrop Grumman, Boeing,in four of the five largest U.S. defense companies. Most of them including women in the Pentagon are low key and private in their conversations. On the divisiveness in the U.S. Novakovic has some direct comments. She says she wories profoundly about this, especially the part that means there is no national narrative, just conflicting angry opinions that are corrosive and cancerous. This is because democracy requires shared values and a strong nation requires its own national narrative. She points out that in this way you can destroy yourself faster than an enemy can destroy you. About tech companies such as Microsoft, Google and Amazon not wanting to work with the U.S. government she says she is alarmed because this shows an ignorance about where they think their freedom comes from, where their platform of innovation and technology comes from, which is the strength and vitality of the U.S. as a nation.  ...

In the centenary year of the Lincoln Memorial, America's and the Free World's most iconic monument, the Washington Post gives this story on how it went from conception in 1867 to the cornerstone being laid in 1915 to its opening in 1922. In 1939 it acquired new meaning as Marian Anderson sang "My Country I sing of thee," a video of this being shown here. By the 1940's it symbolized the struggle to bring all races and peoples of north and southern US together as it had done up to that time, but also the struggle of the Free World in the newly decolonized countries of Asia and Africa. Canadian tar sands oil production from Alberta faces increasing competition from production by Bakken oil fields in N. Dakota. The increasing production from Bakken fields in the U.S. and the lack of pipeline space to bring oil from Alberta to the U.S. is putting the more costly projects on hold. The costlier projects have costs of about $100 a barrel with crude prices dropping below $90 in the U.S. Projects using steam to get bitumen to the surface are viable at $50 a barrel, other projects that require mining the bitumen to make synthetic crude have costs upwards of $100 a barrel. Costs are rising quickly with the cost of geoscientists going up 14.5% in 2012 and salaries over 200,000. Production workers make $35-$39 an hour and can make about $170,000 a year. The boom has pushed costs higher each year. Suncor Energy, the largst producer, is reviewing the viability of large planned multibillion upgrading and mining projects and cutting capital spending in 2012 by 11%. By 2020 oil sands output is forecast to double from the 2011 figure of 1.6 million barrels a day, according to the Canadian Association of Petroleum Producers. In 2012 about 50% of production is from the costlier mining operations....

The Guardian newspaper in Britain says the EU proposals of Boris Johnson's minority government do not face up to the realities. The three problems with the proposals are failure to consider the will of all the people of Ireland and Northern Ireland who favor a open and free border between the two Irelands. The DUP is the party in Ireland that does not speak for the whole of Ireland or Northern Ireland, its people voted to Remain in the European Union, and Johnson is following the DUP.  The Good Friday Agreement and the Irish peace accords include moral and political obligations made by Britain. Boris Johnson and Tory hardliners do not plan to respect these commitments to an open free flowing border in Ireland.  The vague customs arrangements between the UK and the EU are not what the EU would consider as normal and are problem for consumers and public. It creates a hole in EU customs arrangements and is not a workable solution. For these reasons the Guardian rejects the idea that this is a compromise, and finds the word "perfidy," or breaking promises to the Irish people, and in new ways from Tory hardliners from the past. ...

The former interim Speaker Rep. Patrick McHenry, Republican North Carolina, tells a University of Chicago student audience that one can hold off a majority Congressmen only for so long, that there could be a two third majority in the House favoring the Ukraine aid. That bill for $61 billion in Ukraine aid passed the US Senate 70-30 with 22 Republican Senators supporting it but is blocked for 2 weeks by Speaker Mike Johnson for a House vote. Former Speaker Paul Ryan of Wisconsin tell a Washington Post event that House Speaker Mike Johnson has to make up his mind to be decisive and take action that get things done. Ryan served as vice presidential nominee and became Speaker in October 2015 eight years before Mike Johnson in a similar situation where his job depended on different factions. Mike Johnson's view is that he wants to be seen as listening to all members to kind of decentralizing things. Yet as more experienced members of Congress say the only way to get things done is for the Speaker to take action on his own accord and let the situation rest there having done his best. This situation is happening today in the House as about half of all Congressmen in the House of Representatives have not served in Congress before January 2019, says The Washington Post. ...

Amanda Lacaze of Australian rare earths maker Lynas- what can be learned from her experience in rare earths? Lynas is a Australian mining company with a mine in an eroded volcano Mount Weld that has a concentration of rare earths metals. In 2014 it was faced with China's near monopoly of rare earths and price subsidies, lack of awareness in financial markets and the government about the importance of rare earths in manufacturing. It was a period under the Obama administration that after the Bush administration had little grasp of the importance of manufacturing in America and how its decline would affect communities across the Nation, economists trumpeted the virtue of free markets without grasping how China would wrestle control of manufacturing with state subsidies and aggressive pricing and of strategic new technologies.  This included rare earths where the monopoly was close to 100%- if it is 90% today it is because of companies like Lynas. Production processes at Lynas's plant in Malaysia were not sufficiently developed in 2014. When Amanda Lacaze (now 66 years and head of Australia's Minerals Agency) joined Lynas in 2014 the first problem aside from getting Japanese creditors to restructure loans because of aggressive pricing by Chinese firms was to improve manufacturing processes to get 95% quality instead of 48% quality (measured in number of quality rejected product). This was achieved in the first year. To do this she thinned her management ranks and closed offices in Sydney (to cut costs) and moved management to Malaysia where the problems in manufacturing processes would make or break the company. She was able to get creditor Japanese government backed Japan Australia Rare Earths financial institution to renew and extend loans. Had this not happened the company may not exist today. It shows the sheer foolishness that pervaded most of the American industry at that time, the failed economic theory that said America could not support its industry when rivals were supporting theirs, the Bush and Obama administrations that had no understanding of how the industrial competition was takin place in world trade that could substitute other nations for America' s dominance in manufacturing and did little to push back and regain the position for America in world trade. This ignorance continues in some sections of business today that cannot see the plain facts and refuses to see the enormous damage to the Nation from the destruction of its manufacturing base and loss of good jobs in communities across the US. Lynas is now getting contracts from the US government for rare earths and is the only reason China's dominance in rare earths in 90% and not 100% along with MP Materials of the US. Planning was discredited in the crazy euphoria that turned the fall of the Berlin Wall and the Communist Soviet Union, as economists never understood that planning that was used by the Soviets and Chinese in their Five Yer Plans is just borrowed from centuries of basic ways of conducting business that had originated with the Industrial Revolution in Britain. Without planning the growth of the British Navy and the industry that supported it Britain could never have gained the dominance that it did in the 19th century Industrial Revolution. As the Industrial Revolution spread in the US in the 19th and twentieth century every major company had a 1 year Operating plan and a Long Range Plan for 5 Years and 10 Years. The government would have identified rare earths with foresight as one of the newer technologies and the manufacturing infrastructure needed to support its development if these plans were developed at the different levels of government and at the highest levels. This was done under market economy in China. Instead DJT was forced to step back from trade negotiations with China for unfair trade when China held out with a threat to stop export of rare earths materials in 2025, because a huge hole or gap in planning happened at the highest levels of the US government. That happened 11 years after 2014 when Australian rare earths maker Lynas survival was in doubt under a new CEO Amanda Lacaze. This is only one of many misses in American manufacturing and industry, in world trade, that came from misguided economic theory and failure to grasp the basic facts behind the success of the Industrial Revolution in Europe and the US. ...

German banks hold $28 billion euros or $37 billion in Greek bonds according to Barclays Capital using IMF data. This debt is now rated as junk by Standard and Poor's since last week. Just one bank, Hypo Real Estate, now owned by the German government after a bailout has $10.5 billion of Greek bonds. This gives a new twist to what is happening in Greece, with Germany involved through the support its own banks would need if Greece defaulted and these bonds become worthless. Total debt holdings of Portugal, Italy, Ireland, Greece and Spain for example at Hypo Real Estate is $52 billion. France is also heavily involved through its banks. It has $67 billion in holdings, including $9 billion held by the Bank of France, according to Barclays. According to BIS data American banks hold $16.6 billion in Greek debt. Even the healthy large Spanish banks like Santander have their problems, with Santander having $64 billion of assets in Portugal, according to analysts at Nomura in London. In Spain most of the bad debt problems are concentrated in the midsize banks, but if Portugal were to take a hit then the large banks would be affected adversely....

The renewal of America requires new leadership at the helm of America's institutions for higher learning when men's enrollment in college education is endangered as reported in WSJ. This WSJ report shows presidents choosing to retire at Dartmouth, NYU, Columbia, U Penn, MIT. Lee Bollinger is 75, he started at Columbia as president in 2002. He helped raise $13 billion and expanded the 13 acre Manhattanville campus. Yet what does it say for so many college presidents when during the period when they raised vast sums of money and during the last 2 decades college education is harder and harder to afford for ordinary Americans? During the pandemic WSJ reports in 2021 even show that American men are having a hard time paying for college education and rates of enrollment are dropping for men to alarming levels. Never before in America's history has it been said that American men are becoming endangered for higher education. One rarely hears college presidents talk about these social issues that are top and center for ordinary Americans. It is not just Columbia or what are called Ivy League institutions, most of the leading colleges in America have forgotten why they are here in the first place and what made America what it was and again can be, a land of opportunity for all. It is time for anew generation of leaders in American higher education to dedicate themselves to this task - so that we hold these rights to be self-evident, to renew America in the face of many challenges and set a model for the free world. ...

  Newly elected US president says he wants to end the Ukraine war and save lives- 300,000 dead, twice that number wounded. The Wall Street Journal conducts this important interview with Retired Brigadier General Kimmett on Ukraine. He says- the Ukrainian goal of restoring sovereignty over eastern Ukraine is unrealistic. Did European Union and American leaders making a principle of sovereignty of borders, and then applying it over the Donetsk Luhansk region of eastern Ukraine which share Russian culture and language, make an error.  About 4/5th of Ukraine is away from the battlefield frontlines and not involved in the war. Ukrainians in younger ages 18-29 are needed to rebuild Ukraine and same to rebuild Russia after the war with serious losses on all sides. Europe does not have the excess capacity, the industrial capacity and capabilities to supply arms and other materials to Ukraine. The newly elected US president says he wants to end the war and his goal is to save lives- about 300,000 dead and twice that number wounded. He also wants to save US strained resources with DJT saying every visit of Ukraine leader costs US $60 billion. Ukraine can hold intact its positions through 2025. But the point of prolonging the war is the issue when the goal of restoring sovereignty over eastern Ukraine and Crimea is unrealistic, and won't happen. ...

Of NYT's decades old indifference, an almost Churchill like distance and indifference to the aspirations of the people of South Asia it can be said- indifference to the aspirations of 1.4 billion people to modernize the country with the same infrastructure that Europe and the US, Japan, and now China take for granted. Indifference to the problems in creating a nation  with 13 languages and 1.4 billion people that has a freely elected parliament never before done in history, one which also delivers on banking accounts, health care, infrastructure, for all its  people, of all races and religions. This indifference runs counter to everything that Indians admire about America. And a lack of awareness of what Indians admire today about the Biden administration's promise to make the words of Jefferson true in America as the Modi administration does in India- "We hold these truths to be self-evident that all men are created equal, (created equal) and that they are endowed by their Creator with certain inalienable rights, among these are life, liberty and the pursuit of happiness." Barclays rights issue in 2013 to meet UK regulatory demands. The planned rights issue will raise about 5 billion pounds and will bring the bank's ratio of equity to risk weighted assets to around 9.5%. The Prudential Regulation Authority, a branch of the Bank of England responsible for supervision of British banks, is requiring British banks to hold equity amounting to 3% of total assets. Barclay's leverage ratio is at 2.5%, according to the PRA.
