In Spain regional governments finance the costs of education, health care, more than elsewhere in Europe. Analysts in Spain say the spending went out of control during the boom years of the last decade. Governments from Catalonia, Valencia to Andalusia spent lavishly in these years on everything from stadiums to theme parks and hired many public employees. Regional revenues have gone down by 9% in the last 2 years and local governments in Spain are now trying to raise $57 billon in the debt markets, more than any other local governments in Europe, except for Germany. And regional governments like the government in Catalonia are paying 3.3%, one percentage point above what the Spanish government is paying. Spain's local governments have $200 billion in debt, and more spending cuts are expected as tax revenues continue to fall short. Spain's economy is expected to decline by 0.3% in 2010.

France's Socialist party presidential candidate, Francois Hollande, says taxpayers earning more than 1 million euros will be placed in a 75% tax bracket if he is elected. He said the corporate executive pay in France now exceeds 2 millon euros. A 2009 French Senate study shows the richest 0.01% of French taxpayers earn an average of 1.22 million euros. There are 3,523 such households, and the extra tax revenue from the 75% tax will be small. The French Senate study showed these taxpayers paying an effective tax rate of 17.5%. President Sarkozy had imposed a 3% temporary increase in taxes for those earning more than 500,000 euros a year. Hollande also plans to tax those earning more than 150,000 euros a year at a marginal tax rate of 45% instead of the current 41%, and a the same time cut taxes for small and midsized companies.

Mitsui, Mitsubishi, and GDF Suez each take a 16.6% interest in a liquefied natural gas (LNG) gas export plant being built in Hackberry, Louisiana. The investment by these companies totals $7 billion. The project is being built by Sempra Energy, based in San Diego. The project forecast to produce 12 million metric tons of LNG annually for 20 years awaits approval from the U.S. Energy Department. Low prices for natural gas in the U.S. -with the abundant shale gas supplies- of about $4 per millon BTU's compared to $10 in Europe and $15 in Asia are creating opportunities for investment. After the Fukushima nuclear disaster Japan has increased its imports of LNG to the point where it takes in about one third of the world's LNG market supples, according to Bernstein Research. Other companies which are active investors are Kogas of Korea, Sumitomo and BG Group of Britain.

in Areddy's piece yesterday the 24th in the WSJ he cites 100,000 accounts opening on average this month. NYT here cites 300,000 accounts opening each day. At 300,000, there would be about 50 ,illion new accounts in 6 months and 100 million new accounts in 12 months. Using the 100 million accounts currently open in the Areddy peice we have adoubling to 200 millon accounts in 12 months. What is the right number, and does anybody really know for sure. Anderson of UBS is quoted as saying only 10% of household wealth is tied up in the market, but at something like 200 million accounts, and speculative fever for another 12 months, this could end up with a big chunk of urbanized Chinese the ones most likely to be in the market. If we double the figure of $50 billon in daily stock trading we could see $100 billion in daily stock trading a year from now. The hidden part of the picture is whether Chinese banks have lent heavily to stock market speculators who would be unable to repay the loans in an adverse event and leave the banking sector in worse shape than it is now. Shang, and Guo at the Chinese Securities Regulatory commission and the China Construction Bank are likely to follow Zhou as Governor at the Central Bank. ...

Tax cuts initiated by the Bush administration and to a smaller degree by the Obama administration account for $6.3 trillon of the $10 trillion deficit in 2011. This is about half the $12.7 trillion gap between the $2.3 trillion surplus predicted by the CBO a decade ago for the year 2011 and the current deficit of $10.4 trillon. Two wars and higher defense spending add another $2 trillion. The Stimulus added $700 billon. The Prescription Drug Benefit for seniors $272 billion. This is based on new analysis of CBO data by the Pew Fiscal Analysis Initiative. The record shows unrestrained spending by both parties has led to the current mess. Pete Domenici who chaired the Senate Budget Committee at the time of the first tax cuts in 2001 says "in the end the floodgates were opened." This also shows how quickly the situation can change if sound fiscal practices are abandoned. Two wars were financed entirely with borrowed money for the first time in U.S. history.

The new Apple iPhone 4S failed to impress analysts looking for further advances in design and capabilities. This is the fifth generation of the iPhone that was first introduced in 2007. It has a speedier processor, an improved camera, and voice-command services. The iPhone generated $13.3 billion out of total Apple revenue of $28.6 billion, in second quarter 2011. Analysts estimate Apple sold 22 millon iPhones in the third quarter 2011, and is expected to sell 25 million iPhones in the fourth quarter. The 4S iPhone uses the same Apple A5 processor chip that is found in the iPad 2 tablet, with twice the earlier speed for downloading data, and seven times faster speed for graphics enabling better videogame display. A personal assistant software Siri enables voice commands for checking weather and responses to text mesages. Prices start at $199 for 16 gigabyte models with a two year contract. Sprint, AT&T and Verizon will offer the phone.

Facebook says in its IPO filing that it has 845 millon users worldwide. This is up 39% from the prior year. Revenue is up 88% from the prior year. Facebook's 2011 revenue is $4.27 billion, according to eMarketer. Facebook's 2011 profit was up 65% from the prior year. Analysts say costs and expenses are growing faster than revenues. R&D costs including employee hiring and equity compensation went up to $114 million in 2011 from $9 million in 2010. Facebook had 3,200 employees in Dec. 2011, compared to 2,172 in the prior year. Revenues come from online ads. Ads on the Facebook site increased by 42% in 2011 over the prior year, and average price per ad increased by 18% in this period. Ads are generated using the information provided by users on demographic factors, age, location, gender, education, work history and specific interests- so that subsets of users can be targeted by advertiserrs of products.

According to Germany's Federal Labor Agency, about 1.5 millon workers in about 63,000 companies were in the short-work or Kurzarbeit plan. Under this plan companies are able to put workers on shorter work week schedules without seriously impacting wages. Companies pay for the hours put in by employees on shorter work schedules and the government pays upto 67% of remaining wages. For March 2010 693,000 workers were on the Kurzarbeit plan. Another German way of softening the impact of a recession is to allow companies to keep a work-time account. Employees get paid now for a certain number of hours that they agree to work during an upturn in demand. So that for certain machine tool makers employees work 250 hours less during a downturn but still get paid and make up for this during an upturn by working overtime and still taking in regular wages. What this does is to reduce the need for new hiring during an upturn.

The Rivlin-Domenici Deficit Report recommends freezing US defense spending from 2012 to 2016 at its current level of over $700 billion a year. This means the Defense department budget would not be adjusted for inflation, and the military would not have the $431 billon in additional spending that the Congressional Budget Office had projected. By contrast Defense Secretary Gates has sought to keep the Defense departmet budget growing at 1% a year after inflation, plus the costs of the war in Afghanistan. And the Bowles -Simpson Deficit Commisssion chairmen have recommended $100 billion in savings by 2015 be used to reduce the deficit. The way Gates sees it the savings of 2-3% annually in department contracts would be used for other military purposes. Rivlin-Domenici and Bowles-Simpson do not see it that way, they want to use the money for deficit reduction and improving the economic prospects for the US.

P&G's plans for additional 4000 job cuts after the 1600 already planned for the 2012 fiscal year. This move and other actions including changes to its advertising budget are expected to generate cost savings of $10 billion by 2016. The nonmanufacturing workforce will be reduced by 10% by 2013 for annual savings of $800 millon by fiscal year 2014. $1 billion in savings comes from moving to digital and other forms of advertising. $6 billion in savings would be generated from less costly packaging materials and supply chain efficiency improvements. By using concentrated forms of detergent products less packaging will be needed. Anaysts say P&G's cost structure compares poorly with competitors- with 31.5% of revenue going to selling, general and administrative expenses, compared to 28.1% for household product companies. At the same time as these cuts are made, P&G plans to add 20 new plants in Brazil, China, S. Africa and Poland.

The restructuring underway at Pfizer. Experts view the cut in R&D budgets, when more new drugs are needed, with skepticism. Pfizer and other drug manufacturers believe they can make up for this by working closer with universities. Pfizer is reducing the size of its Groton, Connecticut R&D facility and is moving research operations closer to universities in Boston and Cambridge, England. R&D budgets will be cut 30%, from $9.4 billon to $6.5- $7 billion. The emphasis now is to develop a new model for drug development by focussing on a few promising areas, collaborate closely with universities, and fill gaps with acquisitions, as a more efficient way to develop new drugs. In this new approach the infant nutrition business, even with its high growth rates, did not fit in. Cash from the operations sold to Nestle will be used to make share buybacks and be returned to shareholders. Other drug companies from Novartis to Bristol Myers are trying this approach.

Gertler, who heads Columbia University's economics department believes Bernanke has a good grasp of the facts, even though the markets and economy are still on a tightrope. Background about Ben Bernanke's growing up in a small farm town in South Carolina, named Dillon, and his feel for the common man, as old mills gradually closed down his area and people were without jobs. He brings a good understanding of the Great Depression, having spet much time studying the policy errors of that time. JD Powers survey has lowered its annual sales rate to less than 15 million vehicles going down to 14.8 millon annual sales rate in ths spring 2008. GM and Ford are still looking at sales rate much above 15 million. What if the credit squeeze, oil prices and the recession lower sales to below Powers surveys? GM and Ford now have more flexibility to cut production with their new UAW agreements and this should helpreduce production volume. Also the auto companies have offered buyouts to every unionized employee. Expect further production cuts, as the auto companies are now going in the direction of cutting production rather than flooding the market with incentives. Also the pace of restructuring is likely to accelerate as the economy deriorates in 2008 and beyond. Carefully considering all the information available upto this point in Glinfo it does not appear that things will improve by yearend 2008 as some are expecting, hoping against hope.

The British governmet announced its own bailout plan. It offered to recapitalize its banks with an injection of capital i exchange for preference shares. It offered banks like the RBS, Barclays, HSBC upto 50 billion pounds to shore up their capital. It also provided guarantee of 250 billon pounds to help banks refinance debt and the Bank of England will double the amount it lends to banks under the special liquidity scheme to 200 billion pounds. The aim is to restore trust in British banks and allow banks to lend to each other and lend to consumers and companies which is becoming difficult or is even frozen and the financial arteries getting clogged as banks are afraid to lend to each other similiar to what is going on in the USA. In Spain the government announced it was creating its own 30 billion euro fund to buy assets from the nation's banks.

S&P credit analyst put GM and Ford on credit watch with negative implications saying both companies face a serious challenge to liquidity in 2009. And said in an interview that "these companies need a lot of liquidity to run their businesses, and they could approach the minimum levels they need if nothing changes." For GM liquidity concerns are rising because losses for the last 3 and half years have reached $70 billon and credit markets have locked it out of new financing and stalled asset sales such as the Hummer brans and its medium duty truck unit. All this has rattled investor confidence including slipping sales numbers in the US, Europe and in emerging markets like Russia. GM had the larges one day decline in its history by 31% to $4.76 on October 9, 2008, a postwar low for GM stock, and Ford fell 22% to $2.08. In fact GM's intraday low was $2.26! for an astonishing collapse.

Tata Consultancy Services acquired Citigroup's India based outsourcig unit Citigroup Global Services for $505 millon in an all cash deal. With that deal TCS alo got a $2.5 billion contract to provide process outsourcing services, application development and infrastructure support to Citigroup and its affiliates over 9 and half years. This is notable because the Citi contract is the biggest ever for an Indian company, as previously Indian companies have operated with smaller scale deals lasting 2-3 years and worth $50 to $200 million. In October 2007 TCS signed a 10 year $1.2 billion contract with Dutch group Nielsen. What this does is enhance TCS capabilities and expertise to go head to head with companies like IBM and EDS. The Citi acquisistion adds 12,000 employees and $280 million in revenues to TCS. TCS had 111,000 employees before the Citi Global Services acquisition and this expansion will enable it to compete more effectively with IBM and EDS/Hewlett Packard.

Toyota is expanding an original recall announced in late 2009 for 4.3 million cars by adding an additional 1.1 million cars. That recall involved pedals catching on floor mats. The original recall followed afatal car accident for a Lexus E350 sedan on a San Diego highway when it accelerated out of control killing all 4 occupants. For Akio Toyoda this comes as something he suspected could happen when he assumed the CEO position last June. He said then that Toyota had made amistake in the last decade with its push to become the world's largest carmaker under previous CEO's Okuda and Watanabe. See the links to this where his father Shoichiro Toyoda had serious concerns about how the company was run and a sense of foreboding about problems still to come. Shoichiro's sense was that the company was becoming too complacent and expanding too quickly. This was also the reason he worked behind the scenes to get Akio into the CEO position as someone who could take Toyota back to its original spirit. This may make swallowing the problems -and the apology which has taken so long for Akio- more difficult, as he had a sense all along that things weren't running the way they should. Under Okuda and Watanabe the quality problems were already becoming evident. Okuda became CEO in 1995 and chairman in 1999. Between 2000 and 2007 Toyota sales expanded from 1.6 millon to 2.6 million in the USA and it expanded with new manufacturing facilities in the USA- a full size pickup plant in San Antonio in 2005, a RAV4 sport utility plant in Ontario in 2008 and another plant in Mississippi. With the rapid expansion came quality problems and in 2005 Toyota recalled 2.38 millon vehicles, more than it sold that year. Watanabe who was president in 2006 delayed introductions of models for 6 months to give engineers more time to work on improvments in design. A two month internal review showed at the time that the product development process was'nt working the way it should- it showed that engineers were not conducting the rigorous quality checks that were an established practice at Toyota and sending out products relying on computer simulations. Toyota engineers from that period say the current problems may have some connection to problems that may have not been completely addressed from that period....

Texas law written into the constitution of the state when it was founded in 1845 banned home equity loans. This was a result of a bank panic and foreclosures of that period when many homesteaders lost their land. The change banned lenders from selling mortgages to homesteaders. Till 1998 Texans could not take out home equity loans. New laws restricted the total debt on a home to 80% of its appraised value. This loan to appraised value limit plus the restriction that home equity loans could not be used to pay other debt kept homeowners in Texas from facing a high rate of foreclosures. Fed studies show that in 2005 U.S. homeowners took out $500 billon from their home's appraised value through home equity loans and cash out refinancing. Of this $263 billion went into consumer spending and paying off debts. This Fed study co-authored by Greenspan shows that 80% of the three fold increase in American mortgage debt between 1990 and 2006 came from home equity taken out on rising home values.

American Airlines share price ended at $1.98, down 33%, on Oct. 3, 2011. AMR averted bankruptcy protection in 2003. This is the lowest level for the share price since 2003. AMR suffers from higher labor costs than other large airlines that went through bankruptcy and realigned costs. AMR says its labor costs are $800 millon higher than its competitors. AMR says it has $4.2 billion in unrestricted cash as of Sept 30, 2011, a decline from the $5.1 billion on June 30, 2011. Debt obligations due for AMR are $2.5 billion for 2011, $1.8 for 2012 and $1 billion in 2013. AMR raised $726 million in aircraft- backed bonds to refinance part of $1.3 billion in debt obligations due in second half of 2011. AMR has ordered 460 new fuel efficient aircraft in a lease financing deal offered by Boeing that does not stress AMR's balance sheet. Fears that AMR is burning cash with its expected operating loss caused Moddy's to change its outlook for AMR to negative from stable. AMR had $17.1 billion in total debt on June 30, 2011....

Ross Sorkin says the information put out in Groupon's IPO filing by the investment banks and other information raises warning signs. Groupon has $225 million in the bank, lost $102 million in the 3rd quarter 2011 on revenue of $878 million. The company has current liabilities of $681 million and only $376 million in assets. It owes vendors $392 millon as part of the current liabilities. Groupon spent $432 million in the first 6 months of 2011 on marketing. Other information shows Eric Lefkovsky, Groupon's chairman, sold a dotcom company in 1999 which went into bankruptcy a year later. And of the $950 million in a pre-IPO round in January 2011, Groupon paid out $810 million to investors and employees. Of this Mr. Lefkovsky and his wife were given $319 million. Goldman Sachs is the lead underwriter behind Groupon's IPO offering. Because of the huge fees involved investment banks and accounting firms were willing to come up with inflated valuations and a questionable metric called Adjusted Consolidated Segment Operating Income, that showed operating income excluding major marketing and acquisition related costs....

The yield on Italy's two year bonds reached 7.269% on November 9, 2011. Italy needs to rollover $300 billion in debt over the next 12 months. And liquidity is becoming a serious problem as investors become cautious about buying Italian bonds. Investors who were attracted to the higher yields on Italian bonds now see the market as too unstable to make purchases. Peter Schaffrik, head of European rates strategy at RBC Capital Markets in London, says that the Italian bond market, the third largest in the world, was quite liquid, with investors buying or selling 500 millon euros of Italian bonds at a clip. Now, he says, its hard to trade more than 50 million euros. The only hope is to get enough stability and confidence back into the market, as Italy is too large for any rescue effort by the ECB, IMF or the EFSF. With some stability Black Rock's Fundamental Fixed Income portfolio's chief investment officer, Rick Rieder, says Italian bonds are something he would buy.

Under the rules for the European currency and the European Union there is no mechanism or process of fines or other sanctions to promote compliance to debt and deficit rules. In the case of Greece, an examination of budget reports shows that Greece never met the deficit rule of 3% for any year except 2006 and it has never been within 30 percentage points of the debt ceiling. Greece's statistics are faulty and deficit figures are continually being revised upwards. Several times the figures were quadruple what was initially reported in late 2009, for instance the deficit figure was 3.7% of GDP, then revised to 13% of GDP, setting off the current crisis for the Euro and the European Union. In 2001 Greece failed to reflect $2.2 billon in military expenses. According to Eurostat, the EU statistics authority this was 10 times what was saved from the derivatives swap arranged by Goldman Sachs to trim Greece's deficit. That transaction trimmed the deficit by one tenth of a percentage point.

The western pharmaceutical companies see the potential for a big increase in sales in developing countries with better pricing to reach a larger number of people. Earlier this year Glaxo said it planned to reduce prices to two thirds of the levels in western countries, and charge 25% of prices in western nations to people in the 50 poorest countries. As a result Glaxo now forecasts a 10% increase in sales in 2010 in the Asia-Pacific area, after a 9% increase in 2009. The overall impact on public health will however be limited as even with this price reduction these medicines will benefit a fraction of the people. Today the combined pharmaceutical sales in Asia, Africa and Australia are $90.8 billon. According to IMS seventeen economies including China, India, Russia and Brazil will see pharma spending grow by $90 billion in a five year period 2009-2014. Of this China's demand will grow by $40 billion in this IMS Report on "phamemerging" economies. The upshot: phamemerging will account for 20% of global sales by 2013, up from 16% in 2008....

Greek unemployment is up to 11% and this does not reflect the women who are not registering as unemployed. About 100,000 public sector workers will be let go by 2013 as the austeity plan takes effect. The three year reform programme from the IMF, the European Commission and the ECB tries to cut the budget deficit from 13.6% to 2.7% of GDP in a quick three years even as the econmy is shrinking. The criticism of Germany is relatively less, but there is strong resentment in Greece for the IMF program with 60% of Greeks opposing it. And in Germany Merkel faces voter resentment of having to pay for other EU member countries mistakes in the election in North Rhine-Westphalia, where her CDU and FDP coalition faces a tough challenge. Intenationally Merkel is facing tough criticism for waffling as the euro currency faced a serious threat. The whole European Union plan was being put to the test resulting in the size of the bailout growing from $60 billon to $160 billion in a few weeks, many experts calling it ineptitude....

Europe's 750 billon euros plan to defend the euro currency, including 60 billion of EU backed bonds, a $440 billion euro fund guaranteed by euro-zone countries, and upto 250 billion euros of IMF money. The plan buys time for the troubled economies of Portugal, Spain and other EU countries, but does not address the fiscal and structural flaws that are endangering the European single currency experiment. The "no bail-out" clause and the stability and growth pact proved worthless in implementation. Sanctions for a country with growing problem of deficits did not work and had soon lost credibility, with the financial markets themselves recognizing the serious problems of some deficit countries only when things had spun out of control. Some other forms of sanctions will have to be figured out and mechanisms of dealing with financial panic such as sovereign debt restructuring need to be put in place. The German emphasis on too sharp budget cuts may have the danger of pushing deficit countries into deflation as well as creating strong popular unrest. ...
