Leakage of state funds is serious. Just think how many hospitals and schools, how many solar panel farms or wind farms can be built with $4.5 billion that is reported as the money laundered in the 1MDB leakage of state infrastructure funds? Here it is reported that Goldman Sachs settles for its involvement in the 1MDB with $2.5 billion in cash and guarantee recovery of $1.4 billion in proceeds from assets lost by the Malaysia state infrastructure fund. This is what the WSJ says on July 24, 2020, Ben Otto and Chester Tay- "Goldman Sachs was the main banker for the Malaysian fund 1 Malaysia Development Bhd. or 1MDB. The bank raised billions of dolars for the fund which was allegedly stolen by people working for the fund, government officials and two senior Goldman bankers." It also says Goldman raised $6.5 billion for the 1MDB through bond sales in 2012 and 2013, much of which was stolen by a Malaysian government advisor. And that Goldman received $600 million in fees which would be about 10%. Many of the countries in Asia and Africa have a colonial past in which little or no investment was made for centuries in heath, education and infrastructure. This makes it all the more appalling and heartbreaking. Goldman bankers were also involved in advising China during the hyper growth years which are leading today to little or no growth and concentration in property sector, with appalling devastation of the climate in China over a compressed period of 10-15 years 1995-2010,  leading to fires, floods, drought in China and worldwide, including in Africa and Asia. Was this good advice or self-serving for investment banks as this was accompanied by shift of manufacturing to China leading to decay of communities throughout America and and now a reversal after the pandemic all compressed so as to wreak havoc first one way and then the other way leading to a world more prone to conflict and war. Was this good advice or a cautionary tale for both America, for African and Asian countries and for China most of all a country that has a colonial past and treated with respect by Americans. Two Americans come to mind  Theodore Roosevelt who helped establish the now famous Tsinghua University in Beijing in 1911, and Joe Stilwell who led the Allied operations in China against the Japanese. Were Roosevelt, Stilwell sincere friends of China and Asian countries or the Goldman bankers is a question that just comes up. ...

A sad situation at the library system in San Jose with exorbitant late fees turning young people from low income families, immigrant children- the very group that needs to be integrated better into society with improved English language skills and a path to higher literacy and reading scores that can lead to college- turning these children away from libraries to avoid the late fee penalties. Parents with low incomes can ill afford the high late fees in the San Jose library system, and some residents keep a distance after being pursued by collection agencies, according to this report by Carol Pogash in the NYT. The situation is different in San Francisco which charges less in late fees, and with the openness of libraries in New York which counts more reading time in libraries as a way to pay off any late fees. The numbers are significant as this report shows 187,000 accounts at the San Jose library system, or 39 percent of all cardholders owe the library late fees. Compared to 50 cents a day for unreturned books at San Jose, San Francisco charges 10 cents a day for adults and no late charges for users under 17 years. Here the principal of Washington Elementary School in San Jose, Maria Arias Evans, and librarian Ms. Bourne, draw attention to a problem when 95 percent of the children attending the school qualify for free and reduced lunch programs. When America is seriously reflecting on the issue of lack upward mobility through education in 2016, better integration of immigrants into society, turning away young students from libraries is the last thing we need as a society and a nation. The digital and other divide in San Jose has never been so evident even from the outside. This WSJ analysis shows China giving Huawei a total of $75 billion in subsidies through grants, credit facilities, tax breaks, and other forms of financial assistance. It is this state support that enabled a little known vendor of telecom equipment to become the largest telecom company in the world. This also made it possible for Huawei to offer generous financing terms and undercut pricing of competitors by as much as 30%, according to analysts and customers. The WSJ analysis shows loans and credit lines from state lenders of $46 billion, tax breaks of $25 billion from 2008 to 2018 with state incentives to the tech sector, $1.6 billion in grants, and $2 billion in land discounts.  In the developing countries lacking financing the Chinese state lenders and government financed a project and Huawei built it. In competitive bidding Huawei's bids came with financing from state lenders that made Huawei a much stronger bidder than competitors such as Ericsson of Sweden and Nokia of Finland. With this kind of steady support and its own determined founders Huawei changed from a small vendor when 4G was first introduced into a pioneer and leader in 5G networks in 2019. Lacking this kind of support and without clear focus of the American and European governments American and European companies now lag behind in 5G technology.  This has caused tensions in the U.S. and Germany over loss of technological leadership in key areas. The Trump administration in its trade tariffs and other actions against Huawei is responding to the issues of state subsidies in China, intellectual property of American firms, shift of factories to China, and loss of tech leadership, leading to a loss of American jobs, risks to national security. ...

The general failure to support education and its affordability has come at a great cost to the US economy and its strength in the world, similar to the damage done by the neglect of manufacturing and communities across America that depend on good manufacturing jobs. The failures of laissez faire theory under Reagan and it becoming part of exiting culture leading to lack of government support for education, manufacturing, and infrastructure has weakened America and neglected communities across the country. ...

This editorial in WSJ says the WHO report on the most likely source of the pathogen for the coronavirus lacks credibility. It says the statement by former CDC head Mr. Redfield is more credible when he said last week, that the "I still think the most likely etiology of the pathogen in Wuhan was from a laboratory." Redfield added that virus transfer to a lab worker is not unusual in such research. Even WHO says it needs more research into the source. The exceptional role played by US president Biden in ensuring the recovery of the US economy, reaching both low unemployment and bringing down inflation was made possible by the president's conviction that the bargaining power of labor and its share in the productive wealth of the economy needed to be restored. Many of the 255 Comments on this article in the NYT say it is misleading or grossly misleading title. Michael Crowley of NYT quotes Wertheim for his conclusion that there seems to be a sense that the world is out of control, there is chaos under president Biden. This is subtly presented and clearly wrong. Wertheim is the author of a book that questions America's exceptionalism, and says "isolationism" was somehow concocted by policy makers such as Eisenhower and Dulles, both Republicans for a postwar world built on American supremacy. What Crowley and Wertheim do is put their very idea of asking questions about policy which is a part of the discussion into misrepresenting through misinformation about what happened. Biden has acted with courage to close wars no other president not Reagan/ Rumsfeld who started the conflict with Iran by arming Iraq's unprovoked war on Iran, not Bush who initiated the war in Afghanistan, not Obama and Trump who did not close the war in the mountains around Kabul that is a "graveyard for Empires" - the Maratha Empire in India in the 1700's that opened the door to British rule in India, not the British Empire wisely staying out of it, the Soviet Union beginning its decline there, and the US mired in it similar to the Soviets. Crowley/Wertheim are only making things worse- Netanyahu was emboldened by the former president and made a major security failure. Putin miscalculated in Ukraine, Biden simply acted in the way any wise American president would -strengthened NATO with Finland and Sweden, providing reasons for Russian restraint yet without escalating the conflict. To say this is chaos is to misinform and misrepresent, and favor the very Supremacy that former president Trump proposes as policy based on US power. By contrast Biden' approach is peace through strength from building close relations between partners in Europe and Asia, not provocation or supremacy. Wertheim is only one voice in a larger discussion not the authority he is presented as. For Wertheim to say "isolationism" was a bogey and point to 1950 as the point when it was created is simply wrong. It existed in some form from the early days of the Republic. Washington was an advocate of not involving the fledgling Republic in foreign entanglements of France even though it was an ally. It is not that response to isolationism is the cause of America embracing the role of leading the Free World as it is now. It is simply the situation leaders faced. Truman faced it when Soviets planned insurgencies in Turkey and Greece which would not exist as democracies today without Truman. And across Eastern Europe Hungary 1956 Ike acted cautiously. Czechoslovakia 1968 LBJ Johnson acted cautiously already in the wrong war with Vietnamese nationalism.  ...

After the 2008 election of president Obama rural whites left the Democratic Party, Following the election of president Trump educated suburbanites left the Republican Party. These two trends have accelerated as seen in the 2018 U.S. Congressional elections. Democrats won in and around major cities, and Republicans won in rural and small town America. Democrats won 27 GOP Republican COngressional seats to win the majority. Republicans added 2 seats to their Senate majority.  The electorate is sharply divided in terms of education in a way that is regressive and not good for America, and in a way that has never happened before. Republicans share of of House districts with lowest shares of college education bachelors degrees increased from 44% in 1998 to 60% in 2018. Democrats share of House districts with the highest share of Bachelors degrees went up from 50% in 1998 to 81% in 2018. Much of the Democrats support from educated suburbanites comes from lopsided support from educated women. The result is that the Republican Party is trading faster growing counties for slower growing smaller counties and now has a base of older voters. The Democrats have to find a leader who can rally support from this new combination of educated suburbanites, younger voters, and minorities. And big issues are at stake. About 77% of people in recent polls now support a national health care insurance like than in the UK and Canada. Poor reading skills and reading comprehension in school tests show a need for greater investment  in education. Infrastructure investment is a big priority for a decade that has yet to be tackled directly. Of the 50 new Democrats in the House of Representatives 24 campaigned on a promise for a national health insurance like that in Canada or UK. The focus on economic issues would move the Democratic Party back to where it was in all the post war years till the distractions from cultural issues  in the last decade shifted its focus from its historical base support of working class voters. ...

At a meeting at the White House Speaker Johnson came to an agreement on immigration reform of the asylum and parole system. A large number of people from Venezuela were admitted to the US in 2023 as the US has no agreement with Venezuela for return of people coming from that country. 2023 migrant entry could surpass 1 million as a result of this influx from Venezuela. This is a huge problem as 7.7 million people have left Venezuela of which 6.5 million are in Latin America, leading to the effort to cross the US border. About 286,000 Venezuelans crossed the border in 2023 by one estimate.

Tankersley of The Washington Post looks at a 30 page analysis of Trump's economic policies by his two senior advisors Peter Navarro, UC Irvine economist, and Wilbur Ross. In it the authors say Trump will be able to increase economic growth from 2% to 3.5% by providing a better and even playing field for American companies in the way they compete with other countries. It means the renegotiation of treaties with these countries will lead to better trade for the U.S. This would include they say the U.S. saying it would leave the WTO unless changes are made. The authors say that with Trump in the White House unfair trading practices would end, instead of it leading to trade wars as some other economists believe.

China's rapidly aging population is leading to a new problem of rapidly increasing rural suicides. With urbanization about half of the people over 60 have no adult children living with them and 10% live alone. With meagre savings there are more suicides in isolated communities. 

Over two decades the number of people over 65 has risen from 7% of the population to 12%. The one-child policy is only partly to blame. A rapid drop in births as seen in Latin America was also taking place in China with urbanization and modernization.

Income gains of the majority of the American people have dwindled leading to alarming levels of inequality. The nation has not yet come to grips with the problem, says Leonhardt, as the Republican healthcare bills actually hurt the elderly and most vulnerable in the population. The Trump budget used double counting, supporting tax cuts that were based on faulty accounting, raising debt for future generations.

Key points in Putin annexation speech are shown in the Washington Post. Putin presented an anti-western view that went over European history of colonialism in Africa and Asia. It presented a Russian nationalist view oof European powers and the US as trying to diminish Russia throughout history, that refers more to the British than for the country that emerged from British colonies in America with the idea that "all men are created equal." This was similar to a speech made at the beginning of the conflict in Ukraine that stated some of the same points. Putin referred also to the use of total bombing on Dresden, Hamburg and Cologne, by the US and Britain, and the nuclear bombs dropped on Hiroshima and Nagasaki by the US in 1945, the US action in the Vietnam war. Putin's view- "I emphasize that one of the reasons for the centuries old Russophobia, the undisguised malice of these western elites toward Russia is precisely that we did not allow ourselves to be robbed during the period of colonial conquests. We forced the Europeans to trade for mutual benefit." About this version of history of European colonial powers - it is not entirely true, because as Cambridge historian Brendan Simms points out in his  book-  Europe- the Struggle for Supremacy  from 1453 to the Present,  Russia is itself throughout this period one of these European powers. Russia was also one of the powers present in China before the Boxer Rebellion in 1900, and in 1901 when the concessions were drawn from China in that period. Of the military force of 19,000 that entered Beijing in 1900 and crushed the Boxer rebellion of local Chinese calling for ouster of foreigners from China, Britannica.com shows that most of the them came from Russian and Japan, with lesser numbers from Britain, France, the US and Austria Hungary.  After suppressing the Boxers the foreign powers including Russia, Japan, Britain, France, Germany, Austria-Hungary and also the US asked for reparations and concessions on Chinese ports. Tsingtao went to Germany, The British and Russians getting concessions in Tianjin. Only America stated under president Woodrow Wilson that the reparations were excessive. Wilson converted American reparations into funding for Beijing's first modern university Tsinghua University, where  many of China's leaders were educated. During the period 1901 to 1945 the US opposed British colonialism in India and China. The US opposition with its Pacific fleet was strong enough to prevent further division of China among the colonial powers. In the 1940's the US under Franklin Roosevelt and his representative in China General Jospeh Stilwell carried out the campaign against the Japanese invasion of China so that the national integrity of China could be preserved. Stilwell called for reforms of the corrupt Chiang Kai Shek Koumintang government which rejected Stilwell's advice. Leading to its gradual collapse to the Communists under Mao-tse-tung, as the popular support shifted. It is now known what exchanges took place between Franklin Roosevelt and British governments including Churchill and Clement Attlee, and it can be said that the US under FDR was always putting pressure on the British Empire to free India from colonial rule. In 1942 there is the letter from Gandhi at Wardha to Roosevelt asking for help just before the Quit India movement, and Roosevelt's response is clear in the way he told Churchill by 1943 that America would never go along with Britain's unfair and impoverishing rule of India after winning the war. Roosevelt did not need Churchill's "growling" response, he had already put the British as a junior and much diminished partner. American help was crucial in convincing the British to quit India, which is also why it happened so quickly after 1945.  During the Soviet occupation of Eastern Europe after defeating Germany in 1945, much of Eastern Europe came under Soviet and Russian domination. Poland was partitioned between Germany then called  Prussia, Austria and Russia, as colonial powers in 1772, followed by further partitions. The roots of the Ukraine crisis in some ways involve Poland and Polish history, as Lviv is only 70 kilometres from Poland. As the view on the Ukrainian side reflects this colonial history of Russia and of Germany in western parts of Ukraine. America under Abraham Lincoln fought a great war of Emancipation to live up to the document of the Declaration of Independence of 1776 that "all men are created equal." The United States of America did not look to colonial possessions for its wealth because of the abundant land in a new continent and the early developments of the Industrial Revolution. Of rail, steamship, of mechanized agriculture and industrial production, in the period after 1850 that made America unrivaled in its industrial strength right upto the 1950's, and  which continues to the present day.  The industrial development of of Japan and South Korea, then of China, and now in India would not be possible without the  hand extended out by America to nations in Asia,  a benevolent hand in creating a tide that lifts all boats. ...

Surges in capital value can be wildly misleading. Nvidia a rapid computing company propelled in stock value. From the growth of crypto currency that led to losses and was perceived as a danger to the financial system by central banks and governments. This is happening when capital investment is a dire need in education and schools, good teachers and good classrooms, when only a third of American students pass NAEP tests on reading comprehension. Today's capital allocation system was never designed to accomplish this even as it sends hundreds of billions of dollars in one single day to a single company. Nvidia is now seeing a surge from chatbots computing coming out of ChatGPT,  leading to $184 billion change in its market value on May 25, 2023.  Nvidia was mostly a graphics processing company setup to make graphics on PC's look better. In 2006 Jensen Huang made the decision to open it up to developers to tinker with it and develop more computing capabilities. This has led to Nvidia designing much more powerful computing chips that perform thousands of calculations at the same time.   Nvidia designs the chips and sends production out to Taiwan Semiconductor Manufacturing. Suddenly Nvidia sees its share price surge and it joins companies such as Apple, Amazon, Microsoft, and Tesla that have seen one day surge in the value of the companies by over $100 billion shown in this WSJ graph by date. Huang says he thinks that this is the beginning of a ten year period in which companies will redo their data centers to build them up with AI computing capabilities. WSJ also says China's top nuclear weapons research institute has bought these advanced chips even though it is on a US export blacklist since 1997. In 2022 the Biden administration imposed new licensing requirements on export of the most advanced chips. Since then Nvidia is following specifications for chips that allow it to export to China, says the WSJ.     ...

The US Air Force plans to order 100 planes of the B21 Stealth Bomber at $700 million each. This aircraft is made at Plant 21 in Palmdale, California. The development of this plane was kept hidden for seven years even to families with someone working at the plant. It is made by Northrop Grumman. The previous version of the plane was the B2 Spirit of which only 21 were made leading to a high cost of $2 billon per plane. These planes last for many years. The B52 bombers of the Vietnam era are still in use. Their cost is prohibitive for most countries. During the period after the collapse of the Soviet Union investment in these bombers declined. With new risks emerging for NATO in Europe and in Asia this aircraft is seen as an American deterrent.

Luis Almagro, president of the Organization of American States, from the small South American nation of Uruguay, says he has decided to speak up on Latin American issues, for respecting the sentiments of the people and democratic process. This is a welcome trend and more Latin American voices need to be heard, for Latin Americans to make their own assessment of the needs of the people, the problems and how to tackle them. More dialogue is needed between the government and the opposition parties to come up with better approaches and throw light on problems. The effort of Mr. Chavez however well intentioned, following neglect of social spending and needs of neglected groups under previous administrations, has gone to the other extreme leading to isolation from the rest of the industrialized world's economies- something no country can afford to do today because of the pace of technological change, much less smaller oil or commodity dependent economies. Large petroleum subsidies need to be addressed in Venezuela, as Mr. Maduro now says, and opening of a dialogue with the opposition parties is one result of Mr. Almagro's efforts. At some point a transition is needed with support of all political parties to bring Venezuela back into the global economy. Inflation of 141%, and contraction of the economy by 10% hurts all Venezuelans. Not even faint traces of the Monroe doctrine that asserted U.S. dominance in South America exists today, and it is upto Latin Americans to tackle problems of corruption, misguided policies, lack of emphasis on innovation and education. The Washington Post's deputy editorial page editor Jackson Diehl, does a service to Latin America by calling attention to such voices for dialogue and problem solving....

It says Angela Merkel turned down US president Biden's first call after his election as president because she was going to her cottage in the country that weekend. This report says after 4 terms Merkel is to be seen as dramatically increasing her country's economic dependence on China, pushing through a energy deal with Russia, joining France in challenging US political influence in Europe, rejecting American requests on economic policy and setting Berlin's openness to Chinese technology.  What happened with her youthful fascination with America during the years growing up in East Germany asks the WSJ? It also says of the Bush years of unregulated banking leading to the 2009 US banking crisis- that left her with a distaste for Anglo-Saxon banks and Wall Street lobbying. Of the Obama years it says Merkel found Obama unsteady, verbose, and sometimes meddling, with the spying on Merkel's phone also giving her a sense of disrespect to Germany. The result was that Merkel increasingly was fascinated by the Chinese experiment in development, visiting China 13 times while in office, studying Chinese history, politics and economics.  Merkel over this period met with the Dalai Lama and had questions about one party rule by CCP. Yet she became more and more resigned to Germany as a country of 80 million, not the EU and Europe as one group united in vision with a population of about 500 million, larger than America that could be a force for good in its own right. She said "we can be as hardworking, awesome,  as super as we like, but as a country of 80 million we won't be able to prevail if China ever decided that it no longer wants to have good relations with Germany." She ignored the experience of Sweden and Scandinavian countries in their relations with China. In saying this she ignored the potential of India and its neighbors in south-east Asia that make up about 2 billion people or about twice the population of China. She also seemed unaware of the role Woodrow Wilson, FDR, have played in realizing the democratic vision of the German revolutionaries of 1948 who failed to bring democratic government to Germany. And she had forgotten of the role Harry Truman, the commoner president of the US, who played a major role in establishing German democracy and its dignity during the Berlin Crisis after the blockade of Berlin by the Soviets in 1948. The mediocrity of presidents from Bush to Trump has bothered Merkel. Yet it may very well be that there is nothing mediocre about Mr. Biden and America's vision about its future as it grapples with the social and economic problems of the last three decades, as it has done before in its history and come through. ...
