There is a sense of cognitive dissonance in the states of former East Germany, known as the GDR or German Democratic Republic in the Soviet Union period from 1950's to 1990. The 5 states that formed the GDR continued to build close ties with Russia after the fall of the Berlin Wall, in the perception that this would build good long term relations. The crisis in Ukraine with border states of the Soviet Union opting in favor of close ties with the European Union and not Russia have disrupted the economic relations between the Federal Republic of Germany and Russia. As long as Russia needed the economic ties to build its economy and standard of living the political issues posed by NATO expansion and EU expansion were set aside by Putin and political parties within Russia. The very ties that were supposed to usher in an era of peace in Europe helped strengthen the Russian and Chinese economies. Leading to a point where these two economies were strong enough by 2021 in the midst of the waning pandemic to  assert themselves on political issues where serious differences existed such as expansion of NATO and Taiwan. When the economic relations such as making China a manufacturing powerhouse  was the path taken by American and European business in 1990's, business interests were focused on the declining quality and high wages demanded by unions and workers in the US and Germany. This could be personally witnessed at Apple's factory in Colorado Springs where quality was failing badly in the 1990's. Apple when Steve Jobs returned in 1997 adopted a China manufacturing strategy when its manufacturing operations in the US failed to deliver the quality and cost structure needed for it to expand. The high margins with low costs of manufacturing in China was the strategy adopted by Steve Jobs to compete with Microsoft and turbocharge its expansion. Soon other companies followed. A similar process happened in economic ties with Russia on a smaller scale. Two decades of such expansion whittled down American manufacturing, hurt American workers, hurt European manufacturing and European workers.  This process could not continue- yellow vest protests in France, the protest vote in US midwestern states in recent elections, the protest votes in German elections and fragmentation of parties, made this clear. The US imposed trade tariffs on Chinese products and moved to restrict flow of technologies to China under the Trump administration, accelerated by the Biden administration. President Xi was once of the view that China's ties with the US were important "thousand fold" in the period as late as 2010. Yet this lopsided trade relationship was not beneficial to American workers or American interests as a technologically advanced leader. It is true that American workers and engineers at Apple had failed to ensure American quality competitiveness in the 1980's into 1990's, yet no advanced country or its business can come up with a false narrative that cedes its manufacturing leadership and jobs for the working class of its country. That false narrative is being challenged today by Mr. Biden, Mr. Scholz, and all American and German political parties, and by Mr. Modi with Atman Nirbhar Bharat for local manufacturing. The integration one sees of the port of Hamburg as Chinese export hub with China's economy is one aspect of what has happened. A new leadership is taking its place in Europe and in America that sees clearly the false narrative. The visit of the new Danish prime minister to India is the beginning of the effort to set up a new logistics relationship with South and South East Asia, as Denmark's Maersk is a world leader in shipping logistics for exports and manufacturing. The planned Noida logistics center outside of New Delhi under Gati Shakti integrated development is part of the change happening today as a new supply chain is being built. The unwinding of the one sided trade relationship with China, and its related relationship on energy with Russia, led to the changing perception in Russia and China of the value of the relationship. Political relations superseded economic and cultural relations during Putin's second phase and Xi's second phase with assertive attitudes on NATO, and on Hong Kong, Taiwan under Xi and Putin 2.0. As could be expected Germany and the US were caught flat footed as leaders who were cast in the mold of Putin as a Soviet representative in Dresden, and Xi with his father leading the Communist struggle in the 1930's and 1940's against Chiangkaishek, acted in ways that reflected the Soviet period. Chiang left for Taiwan in 1948 when Mao-tse-tung setup the People's Republic of China. Taiwan and Hong Kong remained important in the perceptions of Xi 2.0, in the effort to build "China Dream" and erase last vestiges of what in Soviet times were seen as western colonialism. US and EU particularly Business and the new IT telecom Business failed to grasp these matters, and historical events such as the opium wars of the 1850's. Business and cultural interests lacked both the inclination to learn and the knowledge of these events in Chinese history and its relations with colonial powers Britain and Japan, and also Russia. In 1900 the Boxer rebellion against ceding Chinese ports to colonial powers Britain, Japan, Russia, ended with permanent colonial settlements in Hong Kong, Shanghai, Tsingtao, other Chinese ports. Chinese rejuvenation in the mind of leaders such as Xi from the second generation of Communist leadership, means putting this behind, leading to the action taken in Hong Kong. In some ways as some observers have commented it is as much a problem of the sluggishness of American and European thinking, particularly business interests including in Taiwan, post British Hong Kong, and ignorance of recent Chinese history which was mistakenly thought not to exist or forgotten. This is as much of a problem as the action taken by Putin and moves by Xi Jinping. The great democracies such as India, Indonesia, Bangladesh, were ignored as American and European business interests integrated the American and German economies with China's. In terms of population the population of these regions and related parts of South East Asia such as Malaysia and Vietnam which have a shared cultural history is about 1.5 times the population of China. Travelling through the parts of India's largest state Uttar Pradesh, an Madhya Pradesh one finds how much American and European business interests have failed both their own interests, their own workers and failed the great democracies of the world, by not only not investing in the democracies of Asia, and also of Africa and Latin America and bought into a narrative of China which no longer holds true and may never have been true all along. This is starkly evident in a once in a century pandemic in these great democracies of the world. These democracies have been left to fend for themselves during the pandemic and their leaders facing false narratives in the media such as the BBC and American media outlets even on issues such as vaccination of the largest part of the world's people.           ...

The biggest decision coming out of the NATO and European Council meetings is Germany saying it supports stationing of long range missile systems in Germany by the US by 2026. German chancellor Scholz says the decision was a long time in the making and Germany supports it as a necessary step to secure the country. This happens as China's support to Russia continues through trade and economic relations and the Ukraine war prolonged for another year into 2025. The India China border clashes in the Tawang area of Arunachal are covered in this discussion by experts in United States Institute of Peace. The Tawang area it says is unique because of connections with the Dalai Lama of Tibet and China has special concerns about this area that go back to its invasion of Tibet in the 1950's soon after the British left India and the civil war in China ended with Mao and Communist China in 1949 taking control with the defeat of the Japanese. President Trump signed the Hong Kong Human Rights and Democracy Act passed with near unanimous support by the U.S. Congress. The original U.S. law on Hong Kong passed in 1992 requiring yearly reports on the autonomy of Hong Kong for it to get the "special status" granted to it. This requirement for yearly reports expired in 2007. This requirement is now reinstated. The law signed by Mr. Trump requires the State Department to certify Hong Kong' autonomy annually. The WSJ describes it as a "grim trigger" strategy" which would cause damage to Hong Kong capital markets and is of a magnitude that makes it less likely to be used. Mr. Trump pointedly remarked that he had signed it "out of respect for Mr. Xi, China and Hong Kong," and Mr. Trump has shown respect so far for the protesters but also shown respect for Mr. Xi and China in the middle of the unending nature of the protests. The new Act does not give Mr. Trump any additional powers than he already has. It only changes one aspect of relations- it makes Hong Kong relative autonomy a part of permanent high level issues in China - U.S. relations, including trade and Hong Kong's status as financial center. ...

China exports $1.3 billion euros world of goods to Germany every day. Germany companies have heavily invested in Germany and millions of jobs in Germany depend on investments in China from engineering services to engine parts. As deflation takes hold in China, the lessons of US relations with China that were handled by business to maximize profits that caused climate change and destroyed the environment, and caused deindustrialization in the US show the need for a wiser approach on both sides. Consumer prices in China declined 0.8 of percentage point in January over previous year. People in Hong Kong cross the border to shop in city of Shenzen for lower priced goods. These are the first signs of deflation in China. This is the beginning of a repeat of Japan's experience of the last three decades. Rapid growth followed by unsustainable growth after 2000 in China created problems for the environment and climate change because the growth was compressed into a few years and China's size. The experience of Japan's growth in the 1980's was repeated but this time on a scale that reflects China's population of 1.4 billion people compared to 125 million for Japan. The result many American factories unable to compete with lower costs in China closed in 2000-2015 leading to a general decline in towns and communities across the US destroying livelihoods.The effect is magnified as the support services jobs and wages that go with factory jobs magnifies the effect on jobs by a factor of three or four. The result is a situation that did not have to happen this way hurting both the climate and supply chains, hurting both America and China as business interests in both countries made short sighted decisions. As America diversifies from concentration of supply chain in China, into India and Vietnam, the process needs to be such that it benefits both the American and Indian people not be allowed to be left to business alone to determine as happened with China. Admiral Wu has the backing of Chinese president Jinping to expand the influence and capabilities of China's Navy. A skeptical Senate Armed Services Committee led by Senator John McCain sees the effort to enroll Chinese officers at U.S. naval colleges, and offers of visits to Chinese ports by U.S. aircraft carriers, as a ways to increase the capabilities of China's Navy. McCain and members of Congress are alarmed by the effort to build China's naval power on the Spratly islands to extend control over the South China Sea and beyond. Wu is the only naval leader on the 11 man China Central Military Commission, headed by president Jinping, which commands China's armed forces. He joined the People's Liberation Army in 1964 and in 1988 has commanded a group of destroyers. Wu as an advocate for a greatly expanded mission for the Chinese Navy following what is called the "century of humiliation" with the Opium War in 1842, is seen with wariness with close neighbors Taiwan, the Philippines, Vietnam, Japan, Australia and India....

The Nixon Mao meeting of 1972 now seems a very long time ago. Little is mentioned here in this WSJ report on what was happening inside China in 1972. The Great Proletarian Cultural Revolution had severely divided the Communist Party. This was followed by the Lin Piao episode in which the defense minister clashed with Mao leading to a complete loss of confidence in the stability of the leadership. China sought the meeting and Chou-en-lai, premier and Mao's minister for foreign relations, was eager to seek a new relationship with the US. The period 1960-1970 had pushed China back 10-20 years in its effort to develop an industrial economy.  The event is presented as one in which the two countries were meeting at the same level after the Korean War, which was not the case. This report says it was the $3 trillion in US and foreign investment that helped an economy the size of India in 1972 to emerge into what it is today, much larger than India. This report goes on to cite Foreign Affairs and other authors who write that Mr. Kissinger and Mr Nixon saw this as a self-promotional event in contrast to the situation Chou-en-lai, the Chinese premier faced during that difficult time in China's history. ...

This report in the Economist points to the improved situation for Mexico after the scare from Trump's plans to build the wall and deport large numbers of immigrants. The peso dropped by 15% between mid November 2016 and January 2017, but has since recovered, and non-oil exports were up 5.5% in February 2017 over prior year with the manufacturing growth in the U.S.  Growth forecasts are now up from about 1% GDP growth previously to 2% for 2017, close to the 2.3% in 2016. Much of the change in mood in Mexico is a result of the failure of the early travel bans being blocked in the courts, the failure to get health care legislation through Congress, and the effort by the trade advisers and economic advisers around Trump to move Trump's positions more to the centre and closer to traditional Republican party positions. Wilbur Ross, the Commerce Secretary, says " a sensible agreement" can be reached with Mexico. Peter Navarro, trade adviser, talks about making "a mutually beneficial regional powerhouse." Robert Lighthizer, a veteran from the Reagan days, is likely to be made the new U.S. Trade representative. Still as the Economist points out the "20% border adjustment tax" continues to be supported by Paul Ryan in Congress to pay for tax cuts. But certainly the mood has lifted in Mexico in the first 100 days. This is true for economic policy in relation to China and Germany, and the close circle of Ross, National Economic Council head Gary Cohn, and Secretary of State Tillerson is moving Trump to the centre in policy statements to get things done. Mexico is faced with internal challenges of reestablishing the rule of law, improving infrastructure, reducing red tape and corruption, addressing problems in the education system, to promote economic growth. China after American and European offshoring of supply chain and manufacturing over three decades is going through a rapid reversal. People to people contacts are also falling off a precipice as it were, showing how badly structured efforts by business focused on profit and not people to people fail miserably, hurting the long term prospect of peaceful cooperation. Foreign Investment that was $100 billion in the first quarter of 2022 is now $20 billion. Tourism down by about 80%. At Zhangjiajie National Park goes from half a million foreign tourists to 50,000 last year. It is typical of this staggering change.  People are not going from America and Europe to China unless they have to. It shows the complete failure of a purely business relationship such as offshoring manufacturing when it hurts workers and families in America and Europe, who turn against it leading to a free fall in relations. American and European business and the governments allied with it failed in this sense to build a world of better interpersonal relations between Asia and the western world. China's experience with industrialization and modernization begun in 1990 is now a cautionary tale for other regions such as India and the Middle East that are planning their own modernization. Much of it happened less from a people to people relationship than from an effort by US business to seize the opening of China after Mao's revolution to offshore American manufacturing as if realizing a new opportunity without understanding its long term consequences for the American people. European business followed American business in this offshoring. It damaged the basic structure of the American and EU peoples based on locally based supply chains and manufacturing at home needed for strong healthy communities, leading to this situation today. The rancor and deeply seated discontent all across America and Europe from communities losing factories and the jobs and wealth coming from it from offshoring by business interests has created this situation.  ...

This story about Fangzheng is about the settlement by Japan of 380,000 Japanese settlers in the puppet state of Manchuria in norhern China. It is now called Heilongzhiang province in today's China. 

During the period following the first world war Japan occupied this part of China, leading to the later war and occupation of other parts of China. The occupation collapsed when soviet armies entered this region at the end of World War II. Today efforts are being made to improve relations with Japan as talks between North and South Korea lead to prospects of better relations in the region

Michael Shear of the NYT describes Biden's thinking about China and his candour during fund raising events for his campaign. Biden says he seeks "competition, not conflict with China." He tells an audience in Utah, "I don't want to hurt China, but I'm watching." Biden signed an executive order last week banning American investment in certain technology industries in China that could enhance its military capabilities. In relations with China Biden is moving forward with easing tensions by having Blinken, Kerry, Raimondo and other officials visit Beijing to ensure open communications and discussion. Biden seems to be following two tracks one of being open about China and the evolution of the relationship in erratic ways over different administrations where it was counterproductive for both nations- creating more potential for conflict than less when technology flowed freely from the US to China in business to business dealings- that did not reflect how the US sees both its responsibilities and its leadership in world affairs over the twenty first century. China has reverted to its political position in the postwar years as it adjusts to the new US perceptions of what happened to US jobs, manufacturing and trade over two decades since the opening to China at the WTO. ...

Hamburg is the key city in Germany's trade with China. About half of $200 billion in trade between Germany and China passes through the port of Hamburg. The South China Morning Post looks at the dilemma in Hamburg over relations with China in the post Merkel era. Merkel maintained strong and close ties with China signing an agreement with China her last year in office. This was when Mr. Trump was US president. Since then president Biden has changed US policy towards Europe. The South China Morning Post points out that The Greens and the FDP key partners of Scholz in a new coalition government, are critical of Merkel's policy towards China in its overall relationship with the US and the rest of the world. Scholz was mayor of Hamburg, and a partner in Merkel's coalition government in which he was vice chancellor. Scholz has talked very little on what the new German policy would be. China seeks to maintain its economic ties in the next few years with Germany while reducing its dependence on other countries under Xi Jinping's new vision for China that seeks to depend less on trade and real estate for its economy and growth. Yet the pace of change has accelerated during the pandemic with a new global supply chain emerging from the chaotic years of 2020-2021. US policy under president Biden is similar to policies under Franklin Roosevelt in the 1930's during the economic and political crises, and look to be setting a new path to the future for the rest of the world. ...

India's External Affairs Minister S Jaishankar, who has decades of experience in foreign affairs and relations with China, says in his personal observation the border stand-off with China has "significantly impacted" public sentiment in India. Recalling the tense period after 1962 from memories as a child and a young person, he sees some of these memories coming back. This is a real danger for China says Jaishankar, as it will dissipate the carefully developed goodwill in India. Jaishankar was not only the longest serving Indian ambassador to China but also one who set up cultural contacts in 30 cities for Indian culture in China during the period 2010- 2013. Earlier during 1996-2000 he was Deputy Chief of Mission in Tokyo, Japan, and is married to Kyoko who is from Japan. His relationship with East Asian countries is a rare asset in India's foreign service. In Jaishankar's words- "We are being tested. I have every confidence that we will rise to the occasion and meet the national security challenge." This comes from experience tackling India China border disputes during his period as ambassador. One such situation can be mentioned. In 2013 the PLA encamped in India's Ladakh region in the Depsang Plains. A scheduled trip of premier Li Keqiang to India in 2013 was about to be cancelled before the PLA withdrew.  ...

Agreement was reached for the civilian nuclear deal between India and the U.S. in all night talks, just as President Bush landed in New Delhi. Bush is changing the whole dynamic of India/Pakistan and U.S. relations in a manner comparable to Nixon's visit to China and handshake with Mao. It will never be the same. Divide and rule policies inherited from the British colonization period which pitted India and Pakistan in relation to western interests is put into the dustbin of history. A new period in the relations of the western nations with Asia is beginning, Japan in the Meiji period, China with its opening after the Nixon visit, and India now after the Bush visit. In this sense Bush and Rice are making huge farreaching changes coinciding with the changes they see in Asia, in a way not even fully understood by themselves and much less by the American press and even less by the American public.

The US Saudi Strategic Alliance is modeled on the US Japan Treaty and commits US to defend the Saudi kingdom. A draft of the treaty is being negotiated. It requires a two thirds majority in US Congress. A parallel US Saudi Cooperation Agreement is also put in place by Biden and can be done by Executive Order. What motivates this at this time and why after 9/11 when most of the attackers were Saudi, and after relations with Saudi deteriorated under Obama and president Biden's questioning some Saudi actions? The two main reasons are the change Salman of Saudi is bringing to the country modernizing its internal society and and freeing it up from the religion based restrictions of an earlier period, and his focus on investment in the economic development working with India and partners in the region, a relief from the incessant wars from the period of Reagan/Bush as the US makes domestic policy benefits determine foreign policy under Biden. Unknown in most of the world and media a change of demeanor happened at the G-20 meetings in India when prime minister Modi brought Biden and Salman together on economic development plans of a development corridor linking India through Saudi andest Asia to Europe. Biden supported the effort and it showed the Saudis under Salman as leading a development plan along with Modi and other partners for development in the Middle East after frequent wars dissipating the resources of the region and of the US. since Reagan/Bush policy failures and escalation. It is this intervening period of three decades of war that led to China's gains in relation to the US, with twin strikes to the US of China's domination of supply chains, deindustrialization, and loss of manufacturing jobs for working classes in US and Europe. Coupled with this is the opportunity for Biden and Blinken to give Israel an opportunity it never enjoyed for most of its life as a free nation since 1948 to have peace with its Arab neighbors. It is even possible that the prospect of this happening without a settlement for Palestinian statehood that would leave things in Gaza and Palestine at status quo that propelled the sudden attack on Israel. Biden and Blinken want to do the Saudi deal with a new element of getting Palestinian statehood on a basis of respect for dignity of people and of economic independent country which would put to rest decades of Arab neighbor disapproval of Israel. This is both a new vision of West Asia, what we call the Middle East, and an opportunity to focus and also cope with on Asia with the rise of China, India, as the two largest economies with EU and US in the world. ...

Tsai Ing-Wen is elected president of Taiwan by a landslide in the Jan. 2016 election. Tsai, leader of the Democratic Progressive Party (DPP) was elected with 56 percent of the vote, compared to 31 percent for the Koumintang candidate Eric Chu. The DPP won 68 seats out of 113 in Taiwan's parliament. Tsai told a news conference about Taiwan- China relations - "I also want to emphasize that both sides have a responsibility to find mutually acceptable means of interaction that are based on dignity and reciprocity."

The leaders of India and China, Narendra Modi and Xi Jinping will meet at a 2 day summit in the central Chinese city of Wuhan, China, on April 27, 2018.  The meeting is significant because for the first time the 2 leaders will meet on a one on one basis for a significant part of the time without aides to get a better understanding of each other, and a get a sense of how to establish a good relationship between the 2 countries. Ma Jiali of the China Reform Forum, a think tank affiliated with the Communist Party's Central Party School says a better relationship would serve China's interests for regional calm, so that China can focus on internal issues of tackling poverty in the interior of China, tackle economic issues arising from a difficult trading relationship with the U.S. including the tariffs of the Trump administration.  China's leadership have not anticipated the decisions made by president Trump and the Trade Representative Robert Lighthizer to take a strong stand on correcting an imbalance in trade that leads to about $1 billion in trade deficit each day for the U.S. with China. Previous administrations in the U.S. have not taken action. Also at issue in the U.S. China relationship is for the first time transfer of technology for "Made in China 2025." China's earlier advances were made with a free flow of technology from the U.S. and Europe.  The last time the two leaders met was in 2014. This time the issues of border relations in the Himalayas, and the relations with China in the Indian Ocean and Pacific Ocean region, the growing relationship between Australia, U.S., India and Japan, are seen in a different light with the strong disagreements on trade relations with the U.S.  China sees a need for improving relations with India. Prime Minister Modi faces new elections in 2019 and the need to focus on infrastructure and development to win a second term in office for the ruling BJP Party.  A reduction in tensions serves the interest of both countries and leaders.   ...

Security is at the heart of India's foreign policy. S. Jaishankar points this out at Thiruvanathapuram. He says this was true of the effort at Balakot and even in the midst of Covid at the Line of Actual Control with China when India sent up enormous numbers of troops to defend the border. This is also behind the stand with China that security and LAC comes first in all relations with China. Trade and exchanges all come in the context of LAC, settle the LAC issues first then we can proceed with better bilateral relations, this is what India is telling China.  There are good reasons for this. India has a large border in the most formidable terrain of the Himalayas which is also close to the plains of India in the LAC with China. Any difficulties at the border would weaken India's secuerity and weaken development efforts in the same way that Japan sought to weaken Chinese development through invasion in the 1930's. Tibet looms out of the past. When China invaded Tibet Nehru's couple of pages in Discovery of India on China show that he had no idea of the China that had emerged with Mao and the CCP in its historical struggle against Japanese nationalists and imperialists. He had an idea of China that came from the Buddhist period and India's links from the past. The ruthless Japanese invasion that China confronted on its soil, and British colonial incursions before that, had already transformed the China of the past, which now under Mao in 1948 may have sought more defensible borders by extending them to Tibet as a buffer state. Historically the British had never tolerated Russian or other European or Japanese interference in the border states such as Tibet. There was also the question of capacity. By the time of the invasion of Tibet in the early 1950's China had already fought the Korean War with the US. India's army and defense forces were just coming out of partition and ill equipped for the task of defending the borders in Tibet region. Current governments in a more normal setting cannot change this part of history, yet can take full recognition of the facts that this has created. A strong defense has to be created for defending a border that extends for thousand of miles now that China has unlawfully occupied Tibet. On it also depends a strong and vigorous development effort that helps build the kind of modern defenses as the economy grows and absorbs new technologies rapidly. Both defense and development go together, one cannot have defense without rapid modernization and development, and one cannot have rapid modernization and development without defense. A weak defense would lead to distractions in development leading to the lack of rapid modernization and development as the intruding power interferes in insidious ways in the internal and external links of the country. This is the lesson of colonial interference of western powers in Asia. As Brendan Simms shows in his new book, Europe - Struggle for Supremacy 1500 to the Present, it is also the lesson of a different kind of colonialism inside Europe since 1500, where weaker states inside Europe fell behind with interference in turns by the imperial powers of France, UK, Austria-Hungary, Prussia and Russia. Poland, Finland, Czech Republic in the past and even Ukraine today are just some examples of what can happen when one loses sight of this principle. Poland and the Polish Commonwealth in the 19th century, Hungary right down to 1956, and China in the 1910-1930, India in the 18th and 19th century were weakened internally even after recognizing the problem, so that recognition of the problem is not an adequate condition to prevent countries from facing such foreign interference. ...

In a speech to 3000 party officials Xi Jinping says it is the "central and united leadership of the party that made possible this historic transition." He was speaking at the 40th anniversary of the Deng reforms to open up China's economy. He said China was right to have "lofty aspirations." Yet he said China "would not sacrifice the interests of other countries," while preserving its own interests. The speech comes as China is trying to find a way out of the trade tensions with the U.S. through negotiations. The U.S. sees China in the same way that it saw Japan's rise as an industrial power in the 1980's. and seeks to preserve U.S. economic strength and balanced trade relations that give no unfair advantages to Asian competitors. The U.S. negotiating team is led by the same negotiator who led the team that negotiated for the Reagan administration with Japan-Robert Lighthizer.

Because this also involves ending the Ukraine war that is destroying a whole generation of young men in Russia and Ukraine, US is exploring ways to end that war through early discussions to get a sense of Russian perceptions.This is why the US does not need the Europeans or the Ukrainians at the table.
