This Washington Post editorial says vice president Biden's comments that "I guarantee you, flat guarantee you, there will be no changes to Social Security. I flat guarantee you," made to a voter in Southern Virginia, is downright disheartening. It points out that this is not the conclusion of the trustees of the Social Security Fund, which includes the secretaries of Treasury, labor and health and human services of the Obama administration. The April annual report of the trustees says that the disability portion of the trust fund "becomes exhausted in 2016," and the overall fund "becomes exhausted and unable to pay scheduled benefits in full on a timely basis in 2033." Actions suggested by the trustees include: raising the payroll tax, tweaking the inflation calculator, reducing benefits, or some combination of this. It is clear from polls that the U.S. voter does not want either party to touch Social Security, but the reality is something different. The idea of a flat guarantee in the light of facts that all can see is seen by the Post as going too far, trying to win votes at the cost of postponing necessary decisions which will become harder and costlier if not addressed early....

Difficulties facing Britain which depends on continental Europe for exports and would be affected by whatever happens in Europe, and yet is reduced to being on the sidelines. This comes at a difficult time for the Cameron government, which is a coalition of Conservative party members who are euroskeptics, and the Liberal party members who are the most europhile of the the three major British parties. Cameron is able to please backbenchers in parliament from his party with talk about protecting British interests, but has no neotiating leverage, according to Steven Fielding, director of the Center for British Politics at the University of Nottingham. Britain may also have antagonized European leaders. Sarkozy said about Cameron and British government views: "You say you hate the euro and now you want to interfere with our meetings." This also happens as Britain faces rising unemployment, and deficits larger than anticipated after austerity measures taken by the Cameron government....

This WSJ editorial says the Corker-Cardin compromise that requires the U.S. president to submit any nuclear deal with Iran to the U.S. Congress for debate, is the best option for both Democrats and Republicans who are skeptical of such a deal. It says amendments by senators Cruz and Rubio will not be effective. What the Corker-Cardin compromise developed by senators Corker and Cardin of the Foreign Relations Committee accomplishes, is letting the American people through their elected representatives get a full and complete debate on the merits and demerits of the deal. Democrats in the Senate are also concerned about their election chances after Mr. Obama leaves office, and will want to have a fair debate of the pros and cons before voting, says the Journal. This debate will bring more light to the questions that worry critics the most- how will compliance by Iran be secured, and can snapback sanctions work if China, Russia and other European nations go the other way. Congressional review puts a higher level of scrutiny for any agreement before it moves forward. A requirement that the government submit a review every 90 days on compliance to Congress also gives president Obama's successor a chance to reassess the situation....

Gen. Martin Dempsey took a cautious approach to U.S. involvement in Afghanistan and Syria. He did not approve of the way Gen. McChrystal expanded U.S. involvement in Afghanistan, and the hasty manner in which the Iraqi army was trained under his predecessors leading to some commanders being appointed who later became members of sectarian death squads. Under his command the U.S. limited its role in Afghanistan and Iraq and handed more responsibility to local forces. Gen. Dunford who succeeded Dempsey as chairman Joint Chiefs of Staff for the U.S. follows the cautious approach set by Dempsey. Dempsey's approach extends to what he believes is an Heisenberg effect in physics where when you you observe or touch something it changes the way it functions and operates. For critics such as Senator McCain, who served in Vietnam as a pilot, if Dempsey did not want to intervene in some country, he could invent the reasons not to get involved. President Obama exceeded the caution exercized by Dempsey, leading to a situation where the U.S. after hasty action under a Republican president seemed to lurch in the opposite direction under his Democratic successor by not taking action where U.S. presence was needed, followed by a corrective course to make up for this....

American journalist Bob Schieffer spent 46 years with CBS. He was host of the news show on CBS "Face the Nation" for 24 years. Schieffer says he made the biggest impression on the American public only in the last 12 years since turning 65. During these 12 years he moderated several presidential debates, put CBS at the highest level of viewership as other leading journalists retired, and published a best selling memoir, "This Just In." Things were not expected to turn out this way. In 2003 Mr. Schieffer found out he had bladder cancer, and he says ever since he saw things differently- everything appeared as a temporary assignment. In 2005 he announced he would retire in 2007, when he was 70. Each year after that CBS persuaded him to stay. He replaced Dan Rather for "CBS Evening News" in 2005, and gave it solid ratings till he stepped down in 2007. Schieffer is the same person he was many years ago for people who remember him from CBS since 1982, as the chief Washington correspondent. The NYT report that provides details on what Iran agreed to in the deal reached in Geneva on November 23, 2013 with western nations and the P5+1 that includes Russia and China. It provides a 6 month period in which additional steps to secure that Iran's program is limited to peaceful uses can be achieved. It also slows the Iranian nuclear weapons program by about one month according to this report, and gives additional warning if Iran moves in that direction. Not enough to dismantle Iran's nuclear enrichment program which is what Israel, Saudi Arabia want to see. France has called for tougher steps to limit the nuclear program in prior negotiating sessions. U.S. president Obama has looked for a compromise which would provide the opportunity to do this at a later stage, possibly through a series of smaller agreements. The sticking point is Iran's insistence that it has the right to develop nuclear energy for peaceful purposes like other signatories to the UN Nuclear Non-Proliferation treaty. This may be the only agreement that could be reached at this time, leaving tougher negotiations for a later stage when more trust and credibility is achieved, without the risk of jeopardizing a future agreement that goes further and seriously tackles the problem....

Skeptical reception of the Administration's plan as Senators on the Banking Committee question, Paulson, Bernanke, Cox and Lockhart. The plan is only a few pages long and has no details wich alarms Senators as letting Treasury act with absolute impunity. The Senators are concerned about accountability, transparency and strict oversight. They are also concerned about protecting taxpayers money and taking equity in return for funds as on way to ensure that the taxpayers benefit from the upside in this as with the Swedish example in 1992. And Senators are concerned about the high rate of foreclosures and the need to help homeowners avoid foreclosure about which this plan is silent leaving in the words of one senator " a gaping hole" in the plan as home prices will continue to deteriorate as long as nothing serious and comprehensive is done about the foreclosure rate. Neither Bernanke or Paulson had anything to say about addressing foreclosures with broad comprehensive steps. And reflecting the outrage across the country the Senators want to see a cap on executive compensation of CEO's or some way in which CEO's of these financial institutions benefit while the taxpayers bear the burden. Summing up for the committee the head of the Senate Banking committee said that the Administrations plan was "unacceptable." ...

Chile's experience in Latin America stands out for the painful experience of the dictatorship years and the mismanagement of the economy by the government preceding it. The governments of the last 20 years of the Concertacion have studied the mistakes of these years and corrected them to aremarkable degree, like no other country in Latin America. The new politicians decided that the economy had to be managed so that inflation was under control and these Concertacion administrations produced budget surpluses in all but 4 years says Finance Minister Velasco. Velasco himself was 13 years old when the dictatorship of Augusto Pinochet was set up, and his father a law professor had to leave the country for criticizing human rights abuses. He studied economics at Columbia University, and his principal focus there was he says, " to understand how did this happen to Chile and how do we make sure it will nhot happen again." His finding was that runaway inflation had created so much unrest among the people that coup plots could take place, and that political stability could not be maintained without good management of the economy. It also meant that Chile must avoid extremes, try to take amoderate position, which meant preserving the free market reforms that had taken place, and introducing policy measures, projects and investment which helped to bring up the vast majority of the people including the least well off of society. Velasco also studied the history of Latin American economies with their boom and bust cycle, the situation in countries especially Argentina and sometimes in Brazil and other countries since the fifties. He found as he says that when " a country seems very creditworthy, everyone wants to lend to you, capital flows in and consumption booms." At some point excessive amounts of capital flow in which cannot be absorbed and is wasted in unproductive ways, which becomes adebt burden as the bust part of the cycle takes hold. So Chile has been careful to control speculative inflows of capital. But Velaco went further. In 2006 he left a Professorship at Harvard University to become finance minister of Chile under President Ms. Bachelet. Copper prices were surging and Velasco insisted on caution. In 2006 he pushed through a law requiring the annual budget to be based on an independedt committtee's estimate of the average price of copper in the next 10 years. Any copper income above the budgeted price goes into a savings fund maintained outside the country. In 2007 the copper price used in the calculation was $1.21 a pound, while the market price was $3.23 a pound. The profits $6 billion for 2007 went into the rainy day fund, which is invested conservatively in government bonds or money market instruments denominated in dollars, euros and yen. This fund is now at$20 billion. What is remarkable for Velasco is the way this was executed. The price used was conservative, the political pressures from unions and students and other groups was resisted effectively, and the whole exercize was carried out to successful conclusion even as popular support for the government dropped. When the crisi hit in December 2007 copper prices plummeted. Velasco announced a stimulus package, getting the $4 billion stimulus package through both Houses of Congress in January 2009. Chile expects only adrop of 0.5% in GDP in 2009 year over year. $500 million was given to stae owned bank BancoEstado, which reduced consumer lending rates by half. The package offers subsidies for businesses to hire younger workers, $700 million for large infrastructure program designed to create 60,000 jobs in road paving, airport upgrades and housing construction. And 1.7 million families, the poorest 40% of the population received cash stipends from the government equivalent to $70, with another stipend due in August....

It should be remembered as NHK points out that Mr. Obama never visited the Main Building of the Hiroshima Museum and only spent a little time in the East Building. It is the Main Building that Prime Minister Kishida- who represents Hiroshima City in parliament - wants Biden, Scholz and other G7 leaders to see. It is only in the Main Building that leaders can see the graphic images of the devastation of the atomic bomb dropped by the plane Enola Gay on Hiroshima.  A suggestion is for NHK to give a private broadcast to G7 leaders of the documentary already shown in Asia on NHK television last week.  Having seen it one can say that it in no way affects the use of nuclear deterrance. A suggestion for the Hiroshima Museum authority is for it to also show the devastation of Japanese bombing in Asia from World War II that  may have created the insular feeling in American public about the dropping of the bomb and only thinking it could have come sooner to save lives for the Allies, itself creating conflicting feelings and affecting mental health. A recent exhibition in Barcelona showed the Nazi bombing of Republican parts of Spain leading to millions of refugees crossing over to Europe. Similar situation happened in China and the images may have created America's insular feeling about the bomb dropped on Hiroshima. It is in everyone's interest to know, to comprehend the devastation in all places, the conflicting narratives that were told, and for people as spiritual values teach us to develop the virtuous conduct, the concentration and the wisdom that both the Bible and the Buddhist suttas teach Americans, Europeans and Asians. Something that was lost in the 18th, 19th and 20th centuries.    ...

Orhan Pamuk, internationally known Turkish writer, gives a photographic story about walking around in Istanbul seeing the natural yellow light along the streets and shops in different neighborhoods. This is before the shift to bright white light from new light bulbs changes the look of the streets. Orhan Pamuk has a humility in his writing, touching so many readers. So much like America's Walt Whitman, to whom we owe the name Lyrarc, formed from the first three letters of two constellations Whitman saw in the night sky over the St Lawrence river in northern Quebec in 1880. Pamuk describes the changes in these neighborhoods, in places that he walked through in the 1980's, 1990's and today. For the first time walking through difficult poorer neighborhoods made possible by a body guard assigned by the government. He sees the social transformation of the European parts of Istanbul in winter walks that started in 2016. Gives us this photograph of a Syrian immigrant woman looking for help on a street in Istanbul. Istanbul remolded by Syrian and other Arab immigrants, by nationalist sentiment. He writes so much like Whitman about Brooklyn and New York,  that beguiling feeling that he got from the nightscape in Istanbul during his brisk walks in the city, that curious energy to which he felt closer during these walks. Much like Whitman writes in Crossing Brooklyn Ferry (1891) about the hundreds and hundreds of people crossing by ferry boat being more curious to him and being more in his meditations than they would ever suppose. Orhan Pamuk is a real human ambassador for Turkey in today's chaotic, confusing Middle East. He was the 2006 Nobel Prize Winner for Literature.  ...

The U.S. Education Department in its report on American universities says foreign funds were often not disclosed, comes with strings attached, and the contacts without transparency or oversight by the U.S. In one instance Cornell University initially failed to report to U.S. authorites more than $1.2 billion it received, says this WSJ report. The U.S. government is concerned that this kind of foreign money gives improper access to U.S. technology to foreign governments, including China. "The U.S. universities are a technological treasure trove in leading internationally competitive fields. For too long these institutions have provided an unprecedented level of access to foreign governments and their instrumentalities in an environment lacking transparency and oversight," says the Education Department report. The report went on to say that "institutional decision making is generally divorced from any sense of obligation to American national interests, security or values." In one instance it cited work that the WSJ says is identifiable as Georgetown University work with the Central Committee of the Communist Party of China deriving $2 million from the arrangement. WSJ says one institution identifiable as Cornell failed to document its institution in Qatar. Multiple schools received millions of dollars from Huawei whose equipment has become a security concern for the U.S. government. Schools being investigated include Harvard, Cornell, Georgetown, Texas A&M, MIT. After the Education Department crackdown U.S. Universities self-reported about $6.6 billion and an additional $1.05 billion recent period, from Qatar, China, Saudi Arabia, and U.A.E., says WSJ.  In other situations the Education Department report says China sought to "leverage its relationships with American universities to dominate a global market- in artificial intelligence." ...

This brings him strong praise from France, and also support from Italy, Spain, Portugal and other countries in the EU. French foreign minister Bruno Lemaire has praise not only for Olaf Scholz but also for his brother Jens Scholz, who airlifted 6 critically ill French patients to an hospital in Kiel. Says Lemaire "It really is a great German family." Scholz grew up in Hamburg, becoming a Socialist youth leader and studying labor law. He was Mayor of Hamburg from 2011 to 2018. And aggravating the situation resulting from the failures in investing in manufacturing in the US that put whole communities at risk, neglecting the investment in infrastructure that helps ordinary people the vast majority in the nation the most. Only now are these investments being taken up by the Biden administration reallocating funds to infrastructure, manufacturing and clean energy, to retirees, and to communities across America. During this time of two lost decades for America, and into the future, the great nations of Asia, China and India, have advanced and are advancing with focused attention on the needs of all the people in their nations, and most importantly of all in advanced infrastructure and advanced manufacturing.  ...

Behind the unassuming simple manner is a extremely diligent person who has worked in every phase of rocket design and technology for 36 years at India's Space Agency. India achieved a world record by sending 104 satellites into space with one flight of PSLV, a third generation satellite  launch vehicle with liquid stages, in February 2017- Sivan was a key scientist in this endeavor. He is in every sense a vindication of Gandhi's idea in Hind Swaraj written in a steamship coming back from London to South Africa in 1910 that India would have to go back to its own language, culture, bring opportunity to the mass of rural India, before adopting new technologies from all places. He is also a vindication of the idea that the most diligent and dedicated scientists and engineers willing to persevere over decades are the key to progress for Asia's developing nations, and similarly for a bright future in Africa and Latin America. ...

Kessler in the WP corrects Obama's claim that he created 800,000 jobs. He says this is clever arithmetic as it takes a low point in Feb. 2010 following the financial crisis. Kessler points out that according to the Bureau of Labor Statistics, U.S. manufacturing jobs were 12.56 million in Jan. 2009 when Obama became president. In Nov. 2016, early estimates show there were 12.26 million manufacturing jobs, a loss of 300,000. This loss does not reflect the problems in the U.S. auto industry and older industries in the midwestern states as a result of trade and globalization that speeded up with the rapid industrialization of China. And led as Greg Ip pointed out in a recent WSJ report to a rapid acceleration of job losses in a decade that did not happen in the same scale during Japan's industrialization and urbanization in the sixties. This aggravated the situation in Michigan, Ohio, Wisconsin, Indiana, and Pennsylvania, and was met with a feeble response from Democrats. Even a economist like Krugman favoring the Obama administration's efforts came to the conclusion that TPP did not add much to gains from trade as most of the gains had already been realized. More of the gains went to tech and IT in California, at the expense of the auto industry based in the midwest. Some of the states and young people responded in ways that led to public gatherings that have led to surges in the south and the western states such as Calfornia. The WSJ reported that in Los Angeles County on June 20 half a million people went to bars after they reopened, showing that culturally even counties in states like California lacked what is accepted good sense. For instance Tokyo bars were paid by the Japanese government not to reopen, according to one report. By wearing a mask Trump is simply acknowledging facts about transmission - a German study shows 40% reduction in cases with face coverings. ...

Dignity, decency, values, personal sacrifice, courage, these are the values that Coach Steve Kerr said America expected from its leaders. Thes are the values of Joe Biden of Delaware as he went through 50 years int he US Senate, 8 years as Vice President and his term as president. Trump used infrastructure issue in 2016 and rightly so, and talked about it being Infrastructure Week every week, yet did nothing for infrastructure, nothing serious until Biden in 2016-2020. This a continuing project for Harris. Part of this is to end the wars (Biden's efforts in Afghanistan ending it). The existing $3600 a child tax credit in 2021 is estimated to cost $110 billion a year. Lyrarc estimate this will be offset by savings in Medicare of $36 billion a year from Medicare negotiation with Pharma as indicated by president Biden, and by $40 billion a year in billionaires paying 25% instead of 8.2% as a minimum tax per Biden, additional savings coming from very high income earners earning above $10 million. This would bring the cost of helping children in the first crucial years of life to below $44 billion a year. And making a huge investment in children at a time when everything has gone up in price from diapers, to baby food, to childcare and early childhood learning crucial for the future of America. We believe it is imperative to invest in children after the pandemic has cost 1 million lives and left for each dead person 8-9 persons in precarious situations financially. Educationally it has left children behind from missing crucial school years. These gaps will need to be filled and this is only one investment in the right place to correct this problem to prevent America from being handicapped forever by these problems and gaps in education in early years.  ...

NYT's David Sanger reports from the G-7 meetings in Italy in June 2024. He says the G7 sentiment is changing about China in the last few months of 2024 compared to 2023. In 2023 China was seen as a nation that had more in common with the US than Russia considering historical differences between the two nations. As the US veered round to the view China's indirect economic support and its technology was helping Russia in escalating attacks on Kharkiv and the border regions of Ukraine, Europeans were skeptical. No longer, the Europeans now see China's relationship with Russia in the same way. Another change observed is that China is not pursuing a peace settlement participation to end the war by not joining a Swiss effort. Instead says Sanger China is seen as wanting to wait so that at some future date it would be the principal actor in bringing all parties to a peace settlement for Ukraine. With Ukraine facing escalating attacks in the Kharkiv region the mood has changed and China is now seen differently from just a year back. Rachel Ensign's WSJ report shows huge disparity in incomes and spending that has happened in the US even with the best efforts and intentions of the Biden administration in 2020-2024. US cumulative excess savings by income for the bottom 90% are a mere $291 billion compared to $1.2 trillion for the top 10%, 4 times as large. As a result about half of consumer spending comes from the top 10% in incomes says the WSJ. (Moody's Analytics). It provides clues on why Biden and even less so Harris failed to convince Americans, the middle class, blue collar workers, and others that large social gaps, income disparities and wealth disparities gap were being bridged under Democrats. And makes it harder for Republicans and Democrats alike to address such huge gaps built up over time by outshoring jobs and manufacturing, the 2009 financial crisis from banks speculation, the pandemic and supply shock cost of living crisis. As the $2.6 trillion in pandemic assistance from Biden faded people in the bottom 80% dipped into savings to pay for rising cost of living as supply chain bottlenecks and price gouging sent prices of groceries, housing, apartment rentals, cars up significantly. This has'nt happened to the top 10% or even the top 20% who continue to spend in the same way as before prices went up. Something like this is also happening in Europe and in China, India fueling and anti-incumbency mood, and dissatisfaction with governments. How a small Kansas town of Grinnell in America finds a way to deal with the rural-urban divide and covid anxiety generated in the tumultuous years of 2020-2021, is the subject with pictures of this report in the WSJ. Grinnell is heartland America and its residents find a way to set Kansas and America in the right direction. One one side some resident worried they would end up like Minneapolis or Portland with protesters. An incident of drivers along Highway 70 emptying shelves of toilet paper in neighborhood stores is seen negatively by some  Grinnell residents and leads to forming an Emergency Preparedness Group to prevent outside agitators from creating problems. Others like the Enlightened Ladies Group try to calm things down. Gene Tilton, 84, and his son 63 years, whose family arrived in Kansas in 1880's did'nt see the need for forming some sort of vigilante group. He raises cattle and crops on a 10,000 acre farm. Michael Machen who practiced medicine in Gove County for 35 years also felt the same way and believed law enforcement could tackle the problem if there was one. Sheriff Mesch attended the Gove County emergency Preparedness Group public meeting by invitation in January 2021. This about the time when the Capitol in Washington DC was stormed by protesters and the country was divided after the election. At that time after 19 months of coronavirus deaths, racial unrest and political violence America was on edge, communities all over America were struggling with the idea that the immediate threat they faced was from other Americans not foreign adversaries. The sheriff told everyone at the Emergency Preparedness Group's public meeting where he stood- law enforcement could handle any threat and he didn't anticpate anything his deputies could not handle. He told the Emergency Preparedness Group that he appreciated their sentiment though, if he needed help he would ask, yet concluded that is the only way. From that rebuff by the sheriff the Group paused its activity and shifted its message to offering to help anyone deal with the deep cold spell in February, to cope with snow, tornadoes, fires, rattlesnake bites and similar hazards. They sponsored first aid classes, and a "Homesteader Gardening Class." Soon their idea was "we're here to help people, the last thing we want is for people to be uncomfortable."
